Stephen hosts a weekly discussion programme on BBC Radio Scotland and had a prominent role in BBC Scotland’s General Election coverage earlier this year.

Conference welcome for Training Minister STF is delighted to welcome Minister for Employability and Individual Training Training, Jamie Hepburn MSP, back to the conference on Accounts Day 1. Members of the STF Board of Directors have met on several occasions with Mr Hepburn to discuss issues of importance to members, including the phased reduction of MA Contribution Rates , cuts to the Employability Fund and the impact of Brexit on skills and training.

The Minister is expected to provide an update on recent Scottish Government initiatives in relation to skills and training. This is an excellent opportunity for members to quiz the Minister on the direction of travel of Scottish Government policy on skills – and on specific issues such as the future of the Employability Fund in Scotland and the contracting process for Foundation Apprenticeships and the new Flexible Workforce Development Fund. The Minister has agreed to take questions from the audience, so please make the most of this opportunity.

www.stf.org.uk 08 STF ANNUAL CONFERENCE • WHAT NEXT FOR SKILLS AND TRAINING IN SCOTLAND? SPEAKERS Stephen Jardine Stephen Jardine is one of Scotland’s best known journalists and broadcasters. He started his career as a radio reporter before joining STV as a trainee reporter. He then moved to GMTV as Scotland Correspondent becoming Europe Correspondent based in Paris the following year covering stories ranging from the Cannes Film Festival to the death of the Princess of Wales. After that Stephen returned to the UK with GMTV as a London based correspondent and presenter. In 2000 Stephen re-joined STV and went on to present a wide range of programmes including documentaries, politics programmes and the flagship news show Scotland Today. Latterly he fronted the live daily programmes The Five Thirty Show and The Hour. In 2011 left STV to launch his own communications company. He also broadcasts on BBC radio and television and writes for The Scotsman and the Daily Record.

Jamie Hepburn MSP, Minister for Employability and Training Jamie Hepburn was educated at Hyndland Secondary and the University of Glasgow, graduating with a degree in Politics and History. He served as National Convener of the SNP’s student and youth wings. Jamie Hepburn was MSP for Central Scotland between 2007 and 2011 and has been MSP for Cumbernauld & Kilsyth since 2011. Jamie was appointed as Minister for Sport, Health Improvement & Mental Health in November 2014 and appointed as Minister for Employability and Training in May 2016. Jamie lives in his constituency with his wife, Julie, and two children.

Liz Smith MSP, Shadow Cabinet Secretary for Education Liz Smith was first elected to the Scottish Parliament in 2007 and was re-elected in both 2011 and 2016. She is one of four Conservative Regional Members for Mid Scotland and Fife. She is Shadow Cabinet Secretary for Education and she also chairs two cross party committees; those on Colleges and Universities, and Sport. She was educated at George Watson’s College and holds an Honours Degree in Economics and Politics and a Diploma in Education from the University of Edinburgh. She returned to George Watson’s College in 1983 to teach Economics and Modern Studies. In 1998 she left teaching to work as Political Advisor to Sir Malcolm Rifkind and between autumn 2001 and autumn 2003 she was Head of the Chairman’s Ofce in Scottish Conservative Central Ofce.

Dr Ken Thomson, Principal and Chief Executive, Forth Valley College Dr Ken Thomson has been Principal and Chief Executive of Forth Valley College since August 2013.He has a degree in Zoology from Nottingham University and a PhD from Edinburgh University. He was a Senior Countryside Ranger before moving to Falkirk College in 1994 as a Lecturer before becoming Senior Lecturer in Life Sciences. He became Head of Science (2001), then Director of Learning Services (2003) before becoming Associate Principal (2005) at the newly merged Forth Valley College and Depute Principal from 2007. Ken sits on various Board and committees in Scotland and the UK including on the Board of Historic Environment Scotland. He is a member of the Scottish Funding Council’s Skills Committee and the Chemical Sciences Scotland Skills Committee. He is a Stirling City Commissioner and is a member of Falkirk’s Economic Partnership. Ken is a fellow of the Institute of Directors.

Jane Gotts, Director, GenAnalytics Ltd Jane Gotts is a founding partner and Director at GenAnalytics Ltd – a specialist data and insights consultancy focused on diversity and equality in the workplace. Prior to this, she was Director of International Business Development at Glasgow Caledonian University with responsibility for driving the university’s international business development strategy in key overseas markets including the USA, South Africa and Brazil. Before joining GCU, she spent 10 years at the Scottish Council for Development and Industry, where she had responsibility for developing and delivering the organisation’s international and commercial strategy. At SCDI she led over 50 trade visits to overseas markets in Europe, North America, Latin America and Asia, including high profile delegations with the First Minister of Scotland and senior UK Cabinet Ministers. She has a degree in Politics from the University of Glasgow.

Judith Ralston, BBC Scotland Originally from Edinburgh, Judith trained as a musician and studied singing at the Royal Scottish Academy of Music and Drama and the Royal Northern College of Music. Her operatic singing career ended prematurely when her voice collapsed. In 1999 she returned to Scotland for a new career as a travel reporter at BBC Scotland, then moved into weather presenting. Judith has presented programmes/features in the classical music field and other BBC radio/television shows. She is now one of the main weather presenters at BBC Scotland and involved with charity work in the Glasgow area.

Katie Hutton, Director of National Training Programmes, Skills Development Scotland Katie’s current role covers contracting and contract management for national training programmes which attract a public funding contribution – principally Modern Apprenticeships and the Employability Fund, amongst other incentives. In addition, it also covers various Skills Development Scotland (SDS) actions in support of the Scottish Government’s Youth Employment Strategy and the recommendations of the Developing the Young Workforce Commission. Katie’s team at SDS works closely with contracted learning providers (including private, public and third sector organisations) who deliver training programmes for employers and individuals across Scotland. Katie is also the SDS lead on equalities-related issues. Previously, Katie worked in various roles relating to skills policy and planning for Scottish and Renfrewshire Enterprise and, prior to that, in industrial liaison and part-time lecturing for Paisley College (now University of the West of Scotland).

Martyn Ware, Head of Assessment Futures, Scottish Qualifications Authority Martyn is currently leading SQA’s work to develop a vision of how assessment will change over the medium to long term future and of how, in this changed environment, SQA can ensure that its qualifications and assessments continue to meet the needs of learners and its wider stakeholders. Previously Martyn had responsibility for overseeing SQA’s use of e-assessment including Solar, SQA’s core on-screen assessment product, its work to support the use of e-portfolios and more innovative applications of technology including the use of computer games and social software to support assessment of SQA’s qualifications. In earlier roles Martyn managed a wide-ranging portfolio of qualifications and international development projects on SQA’s behalf. Before joining SQA, Martyn worked as a Project Manager for the Ministry of Defence.

Raymond O’Hare, Independent Non Exec Director/Advisor Raymond is an experienced leader and independent non-executive director/advisor. Currently working with ambitious companies at board level, advising on business strategy, investment, acquisitions, partnerships and exits by providing coaching for CEOs, Executives and emerging talent. Previously Raymond was Director of Microsoft in Scotland for over five years, and Chairman of the Institute of Directors in Scotland for four years. He spent over twelve years at the Microsoft Corporation, working with Product, R&D and industry teams, as well as many of the Corporation’s senior executives. Raymond has held many high profile board positions in Scotland including, Chairman of the Institute of Directors, Board member of SQA and Young Scot, member of Government’s Post 16 Education Reform Board and Skills Utilisation Leadership Group. He also served on the board of Scotland IS and is also Chairman of the charity, ProjectScotland.

Peter Russian, Chief Executive, Remarkable Peter is the Chief Executive of Remarkable (formerly Investors in People Scotland) where he has been in post since 2003. Since his appointment, Peter has led a major programme of change which has impacted on how Investors in People (IIP) is used to support change and employee engagement. In 2014, he led the development and introduction of Investors in Young People (IIYP) which has now been adopted by more than 600 organisations. This has been followed by work to establish and standardise good practice in developing Boards. In 2017, Peter led the rebrand of the organisation to its new name Re:markable which responds to the changing business environment across Scotland and reflects an increasingly diverse product and service portfolio. A Public Administration graduate from Shefeld Polytechnic, Peter has also worked for Westminster City Council and London Underground.

Stuart G Leitch, Chair, STF Ltd; Managing Director MI Technologies Stuart Leitch is the Managing Director of MI Technologies, a major independent training organisation based in Glasgow. With over 35 staf, the company covers a wide range of traditional and service sector industries. A Council member of CBI Scotland from 1991 to 1997, Stuart was elected to the position of Chair of STF in 2007. Stuart is a member of the Cross Party Skills Group of the Scottish Parliament. Stuart has given evidence on the subject of apprenticeships to the Economy, Energy and Tourism Committee of the Scottish Parliament, and contributed evidence to the British and Irish Parliamentary Assembly.

Stuart McKenna, Chief Executive, Scottish Training Federation Stuart is Chief Executive of the Scottish Training Federation (STF) and was appointed to the role in February 2015. For the last 20 years, he has worked for a range of diferent organisations engaged with skills and training, in roles which have been mainly focussed around promoting Modern Apprenticeships. Prior to joining STF, Stuart was the Director of Skills at GoSkills – the Sector Skills Council for the Passenger Transport sector. He has also worked with Scottish Government, Sector Skills Alliance Scotland and COSLA. From 2003-2007 he was Vice Chair of the Board of Management of Cardonald College in Glasgow. Stuart is currently a member of both the SDS/SFC Joint Skills Committee and Scottish Apprenticeship Advisory Board.
