Gardom Lieutenant Governor CANADA PROVINCE OF BRITISH COLUMBIA ELIZABETH the SECOND, by the Grace of God, of the United Kingdom, Canada and Her Other Realms and Territories, Queen, Head of the Commonwealth, Defender of the Faith. To all to whom these presents shall come - (WHEREAS pursuant to the provisions of section 2 of the Hospital District Honourable Paul Ramsey Act, the Lieutenant Governor in Council Minister of Health and may, by Letters Patent, incorporate an Minister Responsible for Seniors area and its residents into a Regional Hospital District.) kAhospdaklicUtrpatnt AND WHEREAS it is desirable to establish regional Hospital District boundaries corresponding to Regional Health Boards established under the Health Authorities Act; therefore, we do order and proclaim the following Letters Patent: NOW KNOW Ye that by these presents we do order and proclaim that the area hereinafter described, and the residents therein shall, on, from, and from the date hereof, be incorporated as a Regional Hospital District under the Hospital District Act; and under and subject to the provisions hereinafter contained are referred to: Name 1. The Regional Hospital District shall be called and known by the name and style of the North West Regional Hospital District. Boundaries 2. The North West Regional Hospital District shall comprise the area known and described in the schedule attached. Members 3. The members of the North West Regional Hospital District are as follows: a. Municipalities: The City of Prince Rupert, the District of Port Edward, the Village of Masset, the Village of Port Clements, the District of Houston, the Town of Smithers, the Village o: Telkwa, the City of Teri ace, the District of Kitimat, the District of New Hazelton, the District of Stewart, the Village of Hazelton b. Electoral areas: Electoral Areas A, C, D, E in the Skeena-Queen Charlotte Regional District, Electoral Areas A, G in the Bulkley- k: \hospdeoic Vtrpatnt Nechako Regional District, Electoral Areas A, B, C, D, E in the Kitimat- Stikine Regional District and Electoral Area A in the Stikine Regional District. Voting Unit 4. "i he population deemed to be a voting unit shall be 3,000. Rural Member Boundaries 5. The boundaries of the electoral areas referred to in paragraph 3 shall correspond to the boundaries of the electoral areas as set out in the Letters Patent establishing the electoral area. The boundaries of those portions of electoral areas described in paragraph 3 (if any) shall correspond to the boundaries of the electoral area set out in the Letters Patent establishing the electoral area but shall exclude that portion of the electoral area not contained within the boundaries of the Regional Hospital District. First Meeting of the Board 6. The first meeting of the Board shall be held at a time, date and place set by the Minister. Provisional Budget and Current Borrowing Power 7.0 The Board shall adopt a provisional budget for the 1996 year at the first meeting. 7.1 Until a temporary borrowing resolution authorized by section 31 of the Hospital District Act is adopted by the Board, the sums of money which may be borrowed to meet the current lawful expenditures of the Regional Hospital District shall not exceed $200,000.00. k: \hospda\oic qtrpatnt Appointment of Directors 8.0 The Board consists of the directors on the board of the municipal regional district that corresponds to the regional Hospital District. 8.1 The alternate director for a director of the Board is the alternate municipal regional district director for that person. Effective Date 9. The effective date of these Letters Patent is January 1, 1996. By Command Attorney General- k: hospdabic\ttrpatnt SCHEDULE NORTHWEST REGIONAL HOSPITAL DISTRICT AREA Commencing at a point on the westerly boundary of the Province of Critish Columbia, with said point being due West of the most southerly point of Gosling Island; thence due East to the intersection with the southeasterly prolongation of the middle line of Hecate Strait; thence northwesterly to and along the middle line of Hecate Strait to the southwesterly prolongation of the middle line of Caamano Sound; thence northeasterly to and along the middle line of Caamano Sound and continuing northeasterly along the middle line of Campania Sound to the southerly prolongation of the middle line of Whale Channel; thence northerly to and along the middle line of Whale Channel, passing to the east of Ashdown Island, to the westerly prolongation of the middle line of McKay Reach; thence easterly tc and along and continuing southeasterly and southerly along the middle lines of McKay Reach, Fraser Reach, Graham Roach and Finlayson Channel to the westerly prolongation of the middle line of Oscar Passage; thence easterly to and along the middle line of Oscar Passage to the most easterly point thereof; thence easterly in a straight line, crossing Mathieson Channel, to the middle line of Salmon Bay, at the most westerly point thereof; thence easterly along the middle line of Salmon Bay to the natural boundary of Dun Peninsula, on the westerly shore thereof; thence due East to the height of land separating the waters flowing westerly into Mathieson Channel from those flowing easterly into Spiller Inlet; thence northerly along said heig∎ rt of land to the southerly boundary of the watershed of Kynoch Inlet; thence in a general easterly direction along the southerly boundary of the watershed of Kynoch Inlet to the westerly boundary of the watershed of Nascall River; thence northerly, easterly and southerly along the westerly, northerly and easterly boundaries of the watershed of Nascall River to the southerly boundary of the watershed of Kitlope River; thence easterly and northerly along the southerly and easterly boundaries of the watershed of Kitlope River to summit of the Cascade Mountains as defined for administrative purposes in the Interpretation Act, Revised Statutes of British Columbia, 1979, Chapter 206; thence in a general northerly direction along said summit of the Cascade Mountains to the northerly boundary of the watershed of Tahtsa Lake; thence in a general easterly direction along the northerly boundary of the watershed of Tahtsa Lake to the summit of Mount Sweeney, being a point thereon and being also a point on the easterly boundary of the watershed of Nanika River; thence in a general northerly direction along the easterly boundary of the watershed of Nanika River to the southerly boundary of the watershed of Morice River; thence in a general easterly direction along the southerly boundary of the watershed of Morice River to a point thereon, with said point being the first intersection of said southerly boundary with a line drawn due West of the thence easterly along the southerly boundaries of District Lots 3421, 3422, 3423, 5367 and 5366 and continuing easterly along the northerly t ouni'ory of District Lot 2136 to the northeast corner thereof; thence due East to a point lying due South of the southeast cornw of District Lot 5364; thence due North to said southeast corner of District Lot 5364; thence northerly along the easterly boundary of District Lot 5364 to the northeast corner thereof; thence due North to a point lying due East of the northeast corner of District Lot 2498; thence due East to the westerly boundary of the watershed of Buck Creek; thence southerly, easterly and northerly along the westerly, southerly and easterly boundaries of the watershed of Buck Creek and continuing northerly along the easterly boundary of the watershed of McKilligan Creek to a point thereon, with said point being due West of the southwest corner of District Lot 4301; thence duo East to the southwest corner of District Lot 4301 and continuing easterly along the southerly boundaries of District Lots 4301 and 4300 to the southeast corner of District Lot 4300; thence easterly in a straight line to the northwest corner of District Lot 3350A; thence easterly along the northerly boundary of District Lot 3350A to the westerly boundary of District Lot 3348; thence northerly and easterly along the westerly and northerly boundaries of District Lot 3348 to the northwest corner of District Lot 3384; thence easterly along the northerly boundary of District Lot 3384 to the southeast corner of District Lot 3347A; thence northerly along the easterly boundaries of District Lots 3347A, 3345 and 3346 to the southerly boundary of District
