F. Weinstein Dedicated to the late Captain Edward J. Ruppelt, "...Of these (UFO) reports, the radar-visual sightings are the most convincing. When a ground radar picks up a UFO target and a ground observer sees a light where the radar target is located, then a jet interceptor is scrambled to intercept the UFO and the pilot also sees the light and gets a radar lock only to have the UFO almost impudently outdistance him, there is no simple answer..." Edward J. Ruppelt, USAF Capt.,1956 3 NARCAP TR-04 2001 D. F. Weinstein Introduction For over fifty years, both civilian and military pilots have seen Unidentified Aerial Phenomena1 (UAP), also commonly called Unidentified Flying Objects (UFOs). This catalogue is a compilation of more than 1300+ such sightings, by military pilots, private pilots and airliners crews. These cases are special for several reasons. Training and experience make pilots and crews much more reliable witnesses than others. They are used to unusual meteorological phenomenona. They have the added advantage of being able to approach the phenomenon. Sometimes they can even overfly the object, observing it between themselves and the earth below. Military pilots are trained to estimate distances, shapes and speed of flying machines. Sometimes, pilots’ sightings are confirmed by radar detection, observers on the ground (control tower personnel, Ground Observer Corps, civilians, ..) or other pilots in flight. In some cases electro-magnetic effects were noted (radios, radar, compasses, engines, ...). In a few rare cases the pilot or crew felt physical effects like heat, or blinding light. This catalog contains 1,305 cases : 606 Military aircraft cases, 444 Airliners cases, 193 private light planes (19 multiple aircraft, 43 cases with no mention of type of aircraft). Among the 1,305 cases, 702 are North American. A detailed study and a database of the 200 radar-cases in this catalog (about 15%) is currently under development at the French Space Agency (CNES) in France, as a SEPRA project led by Jean-Jacques Velasco. An initial evaluation of the most detailed radar-visual cases shows that the technical data indicated by radar (sizes, speeds, distances, maneuvers, locations . .) are quite close to those estimated by pilots. Another study of the 57 cases involving electro-magnetic effects on the aircraft (about 4%) of this catalog is under development with Dr Richard F. Haines for the National Aviation Reporting Center on Anomalous Phenomena (NARCAP)2 Dominique Weinstein Paris, February 3, 2001 1 An unidentified aerial phenomenon (UAP) is the visual stimulus that provokes a sighting report of an object or light seen in the sky, the appearance and/or flight dynamics of which do not suggest a logical, conventional flying object and which remains unidentified after close scrutinity of all available evidence by persons who are technically capable of making both a full technical identification as well as a common-sense identification, if one is possible. • Hate Crime Report 031008
HATE CRIMES IN THE OSCE REGION -INCIDENTS AND RESPONSES ANNUAL REPORT FOR 2007 Warsaw, October 2008 Foreword In 2007, violent manifestations of intolerance continued to take place across the OSCE region. Such acts, although targeting individuals, affected entire communities and instilled fear among victims and members of their communities. The destabilizing effect of hate crimes and the potential for such crimes and incidents to threaten the security of individuals and societal cohesion – by giving rise to wider-scale conflict and violence – was acknowledged in the decision on tolerance and non-discrimination adopted by the OSCE Ministerial Council in Madrid in November 2007.1 The development of this report is based on the task the Office for Democratic Institutions and Human Rights (ODIHR) received “to serve as a collection point for information and statistics on hate crimes and relevant legislation provided by participating States and to make this information publicly available through … its report on Challenges and Responses to Hate-Motivated Incidents in the OSCE Region”.2 A comprehensive consultation process with governments and civil society takes place during the drafting of the report. In February 2008, ODIHR issued a first call to the nominated national points of contact on combating hate crime, to civil society, and to OSCE institutions and field operations to submit information for this report. The requested information included updates on legislative developments, data on hate crimes and incidents, as well as practical initiatives for combating hate crime. I am pleased to note that the national points of contact provided ODIHR with information and updates on a more systematic basis.

However, World War II gave it a welcome momentum which led to more than 1,600 artillery spotter Austers being built for the British and other air forces. The Rearsby factory was at maximum production during the war - but, as with all other aircraft manufacturing plants, it found a sudden collapse in military orders when peace came. However, there were returning flyers keen to keep their skills alive and the Autocrat and its successors were successful, not only in the UK but also across the world. Using the same basic airframe, the Auster constantly changed its shape and the 180hp Husky of 1960 was a very different animal from the original 55hp Taylorcraft Model C. Austers were sold all over the world and were used for many tasks including crop spraying, aerial advertising and joyriding. The company also developed new models including the very successful AOP.9, and the less successful Agricola, Atlantic and Avis.

Since the middle of the twentieth century Africa, and Sub-Saharan Africa in particular, has been dogged by war and its ever present partners; conquest, famine and death. Much debate can be, and is, had about who or what is to blame for this sorry state of affairs, and what is certain is that there are no shortage of political commentators who are all too happy to tell you their theories. In B’Maso I have attempted, but not always succeeded, to avoid any such postulating. Instead of politics, what the gamer will find inside is lots of information that will, I hope, allow him to refight a selection of African wars, stretching from the 1950s up to the 1990s across thousands of miles and hundreds of cultures. There are rule changes and additions that will help the gamer produce games that capture the feel of the various conflicts – some generic to Africa, others specific to one conflict. As will be seen, so much of the fighting in Africa was, in effect, the embodiment of the cold war fought by proxies. This can mean that all sorts of weird and wonderful equipment can turn up, from pre-WWII armoured trucks to the most modern technology. In many places it is impossible to provide detailed orders of battle, as formations operated on an entirely ad hoc basis, using anything that they could lay their hands on. What we have done throughout, however, is provide information on organisational structures and equipment that was used by the various nations, factions, tribes and groups.
