Reliable Witnesses, Crackpot Science: Ufo Investigations In Cold War America, 1947-1977 Abstract This dissertation explores efforts to design and execute scientific tuds ies of unidentified flying objects (UFOs) in the United States in the midst of the Cold War as a means of examining knowledge creation and the construction of scientific uthora ity and credibility around controversial subjects. I begin by placing officially- sanctioned, federally-funded UFO studies in their appropriate context as a Cold War national security project, specifically a project of surveillance and observation, built on traditional arrangements within the military- industrial-academic complex. I then show how non-traditional elements of the investigations – the reliance on non-expert witnesses to report transient phenomena – created space for dissent, both within the scientific establishment and among the broader American public. By placing this dissent within the larger social and political instability of the mid-20th century, this dissertation highlights the deep ties between scientific knowledge production and the social value and valence of professional expertise, as well as the power of experiential expertise in challenging formal, hegemonic institutions.

    APPENDIX A: THE PHOENIX LIGHTS. My defense of a skeptical solution for the Phoenix Lights has failed to win over many readers. I see that I must try harder. I suspect that both popular and ufological images of the events of March 13, 1997 depend on secondhand summaries, a few vivid firsthand accounts, and illustrations of a gigantic triangular craft floating through the Arizona skies. Ufologists as well as some vocal witnesses buy into this construct and it serves as a factual basis to refute military aircraft as the stimulus for the 8 o’clock sightings and distant military flares for the 10 o’clock events. But are these accepted facts really so factual? They support one oft-repeated assertion that multiple UFOs flew over Phoenix that night, another that many of the craft were enormous solid triangular or boomerang-like objects. This appendix will supplement the previous argument with a close reexamination of witness testimony, to get a better idea of what witnesses actually said and to show that the skeptical solution fits the facts better than ufologists have admitted. My efforts will apply to the 8 o’clock events and not the 10 o’clock lights, since strong evidence already identifies the latter as flares. Witness Testimony Table 1 summarizes all the observational accounts that I could find for the March 13 Phoenix Lights events. The main sources include Peter Davenport’s NUFORC website (about 60 cases) and several articles he wrote about the Phoenix Lights; William F. Hamilton’s book, The Phoenix Lights Mystery, and several of his articles; the website of Randall Fitzgerald, who researched the Phoenix Lights for a Reader’s Digest article; and various websites where witnesses have described their sightings, such as Tim Ley and Mike Fortson.

    Unidentified flying object An unidentified flying object (UFO) is any aerial phenomenon that cannot immediately be identified or explained. Most UFOs are identified or investigated as conventional objects or phenomena. The term is widely used for claimed observations of extraterrestrial spacecraft, and was coined as an anacronym by Project Blue Book project head Edward J. Ruppelt. Another widely used term for the phenomenon is "flying saucer." Studies and investigations have been conducted by various governments worldwide, along with private individuals and organizations. In the United States, studies began in the late 1940s and have included Project Grudge, Project Sign and Project Blue Book. The latter was ended in 1969-70 after the Condon Committee officially concluded that the subject failed to merit further study. However, an unpublicized study named the Advanced Aerospace Threat Identification Program was funded by the U.S. government from 2007-2012, and a successor program named the Unidentified Aerial Phenomena Task Force is currently operational. Unidentified lights and flying objects have been reported in the skies for much of human history. Skeptics including various scientists, and organizations such as the Committee for Skeptical Inquiry, state that the entire topic can be explained as conventional objects or phenomena, while Ufologists suggest various unproven theories. Public polling indicates a considerable portion of the U.S. population feels that their government is withholding information on the subject.     I have no idea. I mean, I should, right? I should know whether I believe in aliens, or if I don’t, but I honestly do not. There are certainly other planets with life, but are they coming here? I dunno. DO I think people are lying about their experiences of seeing them? Nope. I mean, probably some who have a reason to lie, be it for wealth, clout, or whatever, but I really think that most folks are telling the truth as they can. Memory, of course, is a malleable thing. I believe that UFOs might be real complicated, the M&M, mental and material, but they could also just be living entities. I believe people have been abducted, but I’m not sure by what. I believe that there are things we don’t understand about our universe, our galaxy, our solar system, about the fundamental structure of reality. UFOs, and whatever is behind them, live in that series of blindspots. I doubt some things, I trust in others, and I’ve never met a theory I wouldn’t go back and forth on a million times. So it goes. I’m a fan of UFOs as a phenomena, but more importantly, as a impactor. It’s not about the reality of the situation; it’s about the impact it has on those that see things, that feel things, and the rest of us. Pop Culture has adopted aliens as a thing, and maybe there’s more to it, but the fact is, even if there are no aliens, they exist as the product of our adoption of their imagery, concepts.
