Akılcı Iyimser Akılcı iyimser Refahın Evrimi Matt Ridley Akılcı İyimser Refahın Evrimi 1985 yılında çalışmalarına başlayan Elğinkan Vakfı, Elginkan Ailesi'nin kurmuş olduğu sanayi kuruluşlarını ebedileştirmek ve Türkiyemizin özellikle kültür, eğitim, bilim ve teknoloji alanlarında ilerlemesine destek olmak amacıyla kurulmuştur. Vakfımızın amaçlan: • Kültür değerlerimizi, tarihimizde bizi büyüten örf, adet ve manevi değerlerimizi ve Türkçemizi araştırmak, araştırmaları desteklemek, korumak, yaşatmak ve tanıtmak, • Bilim, teknoloji ve eğitim alanındaki faaliyetleri teşvik etmek, • Ülke sanayinin ihtiyaç duyduğu vasıflı işgücünün yetiştirilmesine ve bu suretle ülkenin istihdam imkânlarını artırıcı eğitim çalışmalarına katkıda bulunmak için okullar, eğitim kurumlan açmak, işletmektir. Eğitimi geleceğin yatırımı olarak gören Vakfımız, ülke sanayinin ihtiyaç duyduğu vasıflı işgücünün yetiştirilmesine katkıda bulunmak üzere 1994 yılında Manisa Ümmehan Elginkan Mesleki ve Teknik Eğitim Merkezi'ni, 2003 yılında Elginkan Vakfı Bolu Mesleki ve Teknik Eğitim Merkezini, 2006 yılında İzmit Ahmet Elginkan Mesleki ve Teknik Eğitim Merkezini Türk halkının hizmetine sunmuştur. Bu üç Eği­ tim Merkezinde bugüne kadar 290.000 kişi ücretsiz eğitim almıştır. Eğitime katkı faaliyetleri kapsamında Vakıf; Cahit Elginkan Anadolu Lisesi, İTÛ Ekrem Elğinkan Lisesi, Ümraniye Elginkan Vakfı Anasınıfları Binası, E.C.A. Elğin­ kan Anadolu Lisesi, E.C.A. Elginkan İlköğretim Okulu ve Ümmehan Elğinkan Kız Öğrenci Yurdu ve Yemekhane Binasını yaptırarak eğitim camiasına bağışlamıştır. Elginkan Vakfının başarılı ve maddi imkânları yetersiz lisans düzeyinde öğrenim gören üniversite öğrencilerine yönelik burs programının yanında Türk Dili ve Edebiyatı alanındaki çalışmaları desteklemek amacıyla, Türk Dil Kurumu ile işbirliği içerisinde yürüttüğü Lisansüstü Burs programı da mevcuttur. Geleceğe yatırımın bir diğer bileşeni ise bilimdir. Vakfın 2006 yılında uygulamaya koyduğu Elginkan Vakfı Türk Kültürü ve Teknoloji Ödülleri Programı ile bu alanlardaki çalışmalara katkıda bulunmayı hedeflemektedir Elginkan Vakfı kültüre, bilime ve teknolojiye katkıda bulunmak amacıyla yayın desteklerinde de bulunmaktadır. Vakfımız 2009 yılında da Boğaziçi Üniversitesi Yayınevi’nin yine Matt Ridley'e ait Gen Çeviktir ve Genom isimli eserlerinin Türkçe yayınlanmasına destek vermiştir. Bu kez yazar, günümüz insanının “iyimser" olması gereğini tartışıyor. Boğaziçi Üniversitesi Yayınevinin yayınlamış olduğu bu ve benzeri kitaplara destek olmaktan büyük memnuniyet duyuyor ve bu yayınların gençlerimiz tarafından da ilgi görmesini temenni ediyoruz. This chapter aims to contextualise these doubts within the wider frame of British sport, and more specifically the decline of trust. We trace the emergence of Team Sky from the National Lottery funded track team, arguing that the London Olympics was a pinnacle of medal-winning and public admiration. The turn towards professional road cycling was accompanied by new approaches to medicalisation. The Fancy Bears hack of WADA’s database, whistle-blower insights, Government inquiries, and media scrutiny have presented the public with sufficient evidence and critique to undermine the reputation of Team Sky’s management and riders. Other factors have contributed to the decline of trust, not least evidence of doping from the Russia investigations, the leaked IAAF blood files, the role of the IAAF senior managers, the conflict between WADA and the IOC over banning Russian athletes, and other related debates. We argue that the high-profile debate over the use of drugs in British professional cycling can be understood as symptomatic of a wider malaise affecting British sport, which in turn can be contextualised, explained, and seen as part of a broader shift in scepticism regarding political leaders and media organisations.

The views expressed in this report are those of the group. 1 Introduction There has been a consistent and concerted campaign of disinformation by HMRC and the Treasury to give the false impression that HMRC have taken action against those who promoted the schemes which are now subject to the controversial Loan Charge, when this is not the case. The reality, as exposed by Freedom of Information requests, is that there have been no arrests or prosecutions, never mind convictions, of anyone for promoting or selling the schemes that are now subject to the Loan Charge. Yet HMRC have managed to fool MPs and journalists into believing that there has been such action through, what are, clear and deliberate attempts to give this false impression. HMRC have on two occasions issued press releases that are misleading. They do not make clear – and in some places clearly conflate – the distinctions between alleged promotion of fraudulent schemes to criminally evade the Loan Charge and the historical promotion of loan arrangements which HMRC regard as tax avoidance and which they are seeking to tax retrospectively.
