General and the Solicitor General (the Law Officers). The role of the Attorney General includes: ● Acting as Chief Legal Adviser to Government, Parliament and the Crown ● Superintending and having general oversight of public prosecutors ● Cabinet level membership of the Government ● Working with the Justice Secretary and the Home Secretary to provide a more efficient, effective and accountable criminal justice system for victims and the public ● Carrying out independent public interest litigation functions ● Promoting the rule of law at home and overseas ● Acting as leaders within the legal professional world The Attorney General also holds the separate office of Advocate General for Northern Ireland.

    Cabinet Office consultation on ‘Better use of data in government’ Response from the CLOSER Consortium CLOSER (Cohorts and Longitudinal Studies Enhancement Resources) is funded by the Economic and Social Research Council (ESRC) and Medical Research Council (MRC) to maximise the use, value and impact of the UK’s longitudinal studies. The network brings together eight leading longitudinal studies, the British Library and the UK Data Archive. CLOSER’s response to the consultation predominantly reflects our interest in being able to link individual administrative records to longitudinal survey data collected from that same individual. The linking of these two forms of data offers potential that exceeds the sum of the two approaches in isolation. While administrative records can provide enviable coverage and frequency, they rarely provide the richness and depth that comes from survey data collected to tackle specific research questions; conversely, survey data collection can be costly and challenging to administer, leading to missing data and possible biases which can be overcome by using administrative records to fill in the missing information. Consequently, combining the two can yield considerable benefits. For example, recent analysis of the National Pupil Database (NPD) and Higher Education Statistics Agency (HESA) found higher participation rates in higher education among a range of groups including ethnic-minorities.1 However, those records could not help explain these differences in participation; exploring this required linking individual

Cabinet collectively, and Ministers individually, have a primary duty to ensure that government policy best serves the public interest. This Cabinet Handbook outlines the principles by which Cabinet operates. It also sets out the procedures laid down to facilitate Cabinet’s realization of its central role of determining government policy and supporting ministers in meeting their individual and collective responsibilities, facilitating coordinated and strategic policy development. In the recent past, my government has made major contributions in the documentation and improvement of processes and procedures that support decision making at all levels of government. In conformity to our principle of transforming government processes and achieving greater transparency, and effectiveness in our management of policy; my government has focused its attention on introducing best practices in the processes and procedures that support decision making at all levels of Government. This Cabinet Handbook is primarily intended for Cabinet Ministers and Ministers of State. However, it must be read by all officers that are in various ways associated with the policy process, so that they are guided to make a better contribution to Cabinet's efficient functioning. He started his career in the British army, commissioning from the Royal Military Academy Sandhurst, and saw active service in Northern Ireland, Germany, Cyprus, and Central America. He was mentioned in dispatches while on operations in the 1990s. After leaving the army, Secretary Wallace joined the aerospace company QinetiQ, where he gained experience in the defense industry writ large. He first entered politics in 1999 as a member of the Scottish parliament before being elected to the UK House of Parliament in 2005.

    Rt Hon David Gauke MP Lord Chancellor and Secretary of State for Justice Ministry of Justice 102 Petty France London SW1H 9AJ 18 July 2018 Dear Secretary of State Ahead of a Parliamentary debate on progress in protecting victims of domestic abuse in the family courts, scheduled for 18 July 2018, we are writing to urge the Government to bring forward the long-awaited ban on the ability of alleged perpetrators to cross-examine victims of domestic abuse within family proceedings. As your predecessor Rt. Hon Elizabeth Truss MP recognised in 2017, a statutory bar on the ability of alleged abusers from cross-examining their victims is a critical step forward to affording victims in the family courts the same protections they receive in criminal courts. The legislation to ban this harmful practice, set out within the Prison and Courts Bill, was warmly welcomed by victims, charities, the legal profession, across all political parties and by senior members of the family judiciary. It was extremely unfortunate that the Bill fell before the General Election in 2017. These changes are uncontentious and severely overdue. A year after the Government pledged to introduce the ban, a survey by Women’s Aid and Queen Mary University of London found that 24% of responding victims of domestic abuse had been cross-examined by their abusive former partner. These findings are of course similar to a Women’s Aid survey conducted in 2015, which found that a quarter of respondents had been cross-examined. As Hayden J made clear in Re A (a minor) (fact finding; unrepresented party) [2017] EWHC 1195 (Fam), [2017] All ER (D) 49 (Jun), the act of cross examination is not only a ‘stain on the reputation of our family justice system’ but ‘is, in itself, abusive.’ Through our support and representation for victims we know the harm that cross-examination can cause, and the implications that this practice has for justice.
