The IHRA (formerly the Task Force for International Cooperation on Holocaust Education, Remembrance and Research, or ITF) was initiated in 1998 by former Swedish Prime Minister Göran Persson. Persson decided to establish an international organisation that would expand Holocaust education worldwide, and asked former president Bill Clinton and former British prime minister Tony Blair to join him in this effort. Persson also developed the idea of an international forum of governments interested in discussing Holocaust education, which took place in Stockholm between 27–29 January 2000. The Forum was attended by the representatives of 46 governments including; 23 Heads of State or Prime Ministers and 14 Deputy Prime Ministers or Ministers. The Declaration of the Stockholm International Forum on the Holocaust was the outcome of the Forum’s deliberations and is the foundation of the International Holocaust Remembrance Alliance. The IHRA currently has 31 Member Countries, 10 Observer Countries and seven Permanent International Partners. -

Arabit announced that 19 individuals have been arrested in connection with an investigation called “Operation Communication Breakdown,” which targeted a West Texas cocaine and marijuana distribution operation. A federal grand jury seated in Midland returned several indictments charging a total of 24 defendants with conspiracy to possess with intent to distribute cocaine and/or marijuana. Court documents allege that since January 2009, the defendants, including 31-year-old Benjamin Valeriano, Jr., of Ojinaga, Mexico, whom authorities believe to be the leader of the Ojinaga Plaza for the La Linea Drug Trafficking Organization, were responsible for the distribution of over 500 kilograms of cocaine and 100 kilograms of marijuana from January 2010 to the present.. The other defendants charged in the drug conspiracy include: 25-year-old Adam J. Conspiracy, it is generally said, is a necessary doctrine in some respects, but also one that is overbroad and invites abuse. Conspiracy has been thought to be necessary for one or both of two reasons. First, it is said that a separate offense of conspiracy is useful to supplement the generally restrictive law of attempts. Plot- ters who are arrested before they can carry out their dangerous schemes may be convicted of conspiracy even though they did not go far enough towards completion of their criminal plan to be guilty of attempt.' Second, conspiracy is said to be a vital legal weapon in the prosecu- tion of "organized crime," however defined.' Direct address correspondence to Keith Doubt, Department of Sociology, Wittenberg University, Springfield, OH 45501-0720 ([email protected]). 2 ABSTRACT In this paper I use the concept of scapegoating to explain the ritualized character of “ethnic cleansing” after the break-up of Yugoslavia in the 1990s. I provide an overview of the political background behind these events, introduce the role and influence of the Serbian Orthodox Church, and analyze the collective violence known as ethnic cleansing through the concept of scapegoating. The Serbian Orthodox Church’s use of a scapegoat paradigm to incite violence created a pseudo-sense of solidarity among the Serbian people. Although this solidarity resembles Émile Durkheim’s concept of mechanical solidarity, I question the stability of this solidarity insofar as it is based on the negativity of war crimes and genocide. Implications for understanding collective violence in other areas such as the Middle East and Iraq are drawn by way of conclusion. REFLEXIVE STATEMENT My interest in the former Yugoslavia began in 1991. I was deeply disheartened by the disturbing reports of crimes against humanity. I started to organize sessions on Bosnia at sociology conferences in Canada and the United States. -

Between 1991 and 1999 the regime of Slobodan Milošević did not ban a single anti-war demonstration by nongovernmental organizations because they served as proof to the international community of his ‘democratic’ attitude towards the ‘handful’ that did not support him. The regime and its media paid little attention to the reports of domestic human rights organizations on human rights and humanitarian law violations during the armed conflict because the regime felt secure and supported by the majority of citizens. The period of the NATO bombing campaign from 24 March until 9 June 1999 united the opposition, civil society and regime. Nongovernmental organizations led the way in criticizing the international community and urging the citizens to keep their differences with the government aside as long as bombs kept dropping on the country. It was in those circumstances that several Human Rights Defenders and human rights organizations became the target of government media and secret services above all for publicly pointing out that the regime was taking advantage of the NATO campaign to settle with the Albanians. Because of its attitude during the NATO campaign, the Humanitarian Law Centre (HLC) was twice visited by members of the military security service, who threatened to bring charges of espionage against the HLC Executive Director; also, financial police examined the organization’s accounts and financial records for three weeks. -

INTRODUCTION The crime of conspiracy, unlike other substantive or inchoate crimes, deals almost exclusively with the state of mind of the defendant. Although a person may simply contemplate committing a crime without violating the law, the contemplation becomes unlawful if the same criminal thought is incorporated in an agreement. The state of mind element of conspiracy, however, is not concerned entirely with this agreement. As Dean Harno properly remarked 35 years ago, "The conspiracy consists not merely in the agreement of two or more but in their intention."1 That is, in their agreement the parties not only must understand that they are uniting to commit a crime, but they also must desire to complete that crime as the result of their combination. Criminal conspiracy, therefore, involves two distinct states of mind. The first state of mind prompts the conspirators to reach an agreement; the second relates to the crime that is the object of the agreement.
