1.2 This Travel Plan has been produced in order to promote the school’s sustainable location and is an opportunity to promote a more sustainable school community.

Executive Summary • Durston House School is committed to promoting sustainable travel through the implementation of this Travel Plan, which will be overseen by a member of staff who will be appointed to take on the role of Travel Plan Coordinator (TPC); • The school is committed to implementing a London Borough of Ealing accredited School Travel Plan that will be underpinned by a comprehensive and deliverable Action Plan. The Action Plan will clearly outline a list of actions to be undertaken so as to promote the Travel Plan to pupils, parents/carers and staff; • The success of the Durston House School Travel Plan will be judged against SMART targets (Smart, Measurable, Achievable, Realistic, Time-related) that are inherently linked to the Action Plan; • The TPC will be responsible for undertaking the surveys as well as monitoring other aspects of the Travel Plan; and • Should it transpire that targets are not being met the TPC will, in consultation with the London Borough Ealing School Travel Plan Officer, amend the Action Plan detailing agreed activities to be undertaken and timescales for the implementation of recommendations and modifications.

Introduction and Scope of Travel Plan

1.3 Durston House School has a capacity to educate 432 students between the Middle and Upper Schools, Junior and Pre-Prep schools, which are situated across three sites, all within 300m of each other. The school sites are currently located on Castlebar Road and Longfield Road in a predominantly residential area. Castlebar Road runs in a generally east-west direction within the vicinity of the site. The three sites are: • 12-14 Castlebar Road • 9 Longfield Road • 26 Castlebar Road

1.4 All three school sites shall be referred to as a single entity throughout this Travel Plan as ‘the school’.

1.5 Durston House School lies within walking distance of Ealing Broadway Town Centre, in addition to being readily accessible to a number of regular bus, rail and services.

1.6 Paragraph 35 of the NPPF states that "Plans should protect and exploit opportunities for the use of sustainable transport modes for the movement of goods or people." It identifies a number of objectives including to 1) give priority to pedestrian and cycle movements and have access to high quality public transport facilities; and 2) create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians.

1.7 This travel plan has been developed with the aspiration for Durston House School to achieve STARS accreditation. STARS (Sustainable Travel: Active, Responsible, Safe) is TfL's travel plan scheme for London schools and helps schools to promote sustainably, actively, responsibly and safely by championing walking, scooting and cycling.

School Ethos

1.8 Durston House is a preparatory school for boys, welcoming those from all ethnic, cultural and religious backgrounds. The school is proud of its diversity. It is a community in which mutual respect and understanding, fairness and opportunities for all are promoted within the framework of its Christian foundation.

School Mission

1.9 Durston House seeks to provide an education of quality and variety for boys aged 4-13, preparing them well for entry to senior school. The school aims to give each pupil a balanced education, helping him to attain excellence in academic, creative and physical pursuits, whilst guiding his social, moral and spiritual development.

1.10 This is achieved in a disciplined environment within which security and happiness are paramount and with the support of a positive partnership between school and home.

School Staff Numbers

1.11 The staffing levels of the school are as follows. • Teaching Staff: 43 • Support Staff: 37 • Administration: 10 • Visiting Music Teachers: 10

School Opening Times

1.12 The school is open for pupils who arrive early from 08:00 to 08:40 when the school day starts, and after-school clubs run from 15:45 to 16:30, with afterschool care available until 18:00. The effect of these after school clubs are to spread the AM and PM peak demand for parking and vehicular traffic in the surrounding highway network.

Proposed New School Site

1.13 At the time of issue of this Interim Travel Plan, Durston House School have been preparing a planning application to consolidate the three school sites within a new school building on Carlton Road. This Interim Travel Plan has been produced to consider Travel Plan matters in the interim period.

2 Travel and Transport Infrastructure

2.1 The PTAL, or Public Transport Accessibility Level, is a widely adopted tool amongst London Authorities for measuring a schools' accessibility to public transport. The PTAL methodology identifies the key factors that influence personal choice of a public transport mode as being, number of accessible services, walk distances, frequency, reliability and time of day/ day of week. On the basis of these factors, a formula has been developed to calculate an Accessibility Index (Al) for any given location.

2.2 The three school sites each exhibit a high PTAL rating of 6a, indicating they are well- located for access to public transport. This is demonstrated in Figure 3.1 below, the red dots indicate bus stop locations.

2.3 The school is ideally located for access to Ealing Broadway Rail and Underground Station, just 690m from the school (or a 9-minute walk, assuming an average walking speed of 80m/min) via Castlebar Road and Haven Green.

2.4 The Central Line provides access to Oxford Circus in 24 minutes, whilst the District Line provides access to Hammersmith in 16 minutes, and Victoria in 31 minutes.

2.5 Ealing Broadway Rail Station lies on the from London Paddington to Bristol Temple Meads via Reading, and is served by the Heathrow Connect, providing access between and Paddington.

Pedestrian Accessibility

2.6 As set out in the previous chapter, the footways local to the school are well-kept and well-lit, many featuring trees which narrow the footways at points, but contribute to a visually engaging environment.

2.7 Zebra crossings with dropped kerbs and tactile paving to the back of the footway are present at the junction between Castlebar Road and Eaton Rise facilitating crossing of busy roads for pedestrians accompanied by young children. Furthermore, some crossings within the vicinity are provided with audible crossing tones to aid pedestrians with varying levels of disability and visual impairment.

2.8 A signalised crossing featuring dropped kerbs and tactile paving is provided across The Broadway, providing access between Haven Green and Ealing Broadway Station.

2.9 The four bus stops near the intersection of Castlebar Road and Eaton Rise to the east of the school can be accessed from the south footway of Castlebar Road via zebra crossings over Eaton Rise and Castlebar Road, featuring dropped kerbs, tactile paving and Belisha beacons.

2.10 The school can be easily accessed from the Ealing via pedestrian routes on Castlebar Road and Longfield Road that involve a limited number of crossings, all featuring dropped kerbs and tactile paving, and most including speed bumps or zebra crossings, as set out in the paragraphs above. All surrounding roads are 30mph.

Cycle Accessibility

2.11 The Avenue, providing access to West Ealing Rail Station, a number of roads in the vicinity of Ealing Broadway Rail Station, and Uxbridge Road (A4020) to the south of the school are designated as ‘Routes signed or marked for use by cyclists on a mixture of quiet or busier roads’ by TfL’s Local Cycling Guide 6. These roads provide key cycle routes to the major rail stations in the area.

2.12 Figure 3.2 below provides an extract of the area local to the school from TfL’s cycle guide:

2.13 A number of other roads, including Gordon Road to the south of the school, and Castlebar Road/Hill (B455) are recorded by TfL as ‘Other roads that have been recommended by cyclists.

2.14 The low-speed residential nature of the majority of the surrounding roads contribute to a pleasant cycling environment, as evidenced by the cycle-only CrashMap in Figure 3.3 below:

2.15 It is evident that the route between the school and Ealing Broadway Rail Station has experienced a limited number of cycle collisions.

2.16 Ealing Broadway Rail Station provides a variety of sheltered cycle parking stands located in good public view. Brompton folding cycles are also available for hire from this cycle parking area.

2.17 The school is well suited to be accessed via active travel modes such as walking and cycling, and the pleasant pedestrian environment is understood to contribute significantly to the propensity to use these travel modes over vehicular transport.

2.18 Access to the A4020 from the school is provided via pedestrian-only routes Longfield Walk and Longfield Avenue. A crossing facility featuring tactile paving and a central refuge is provided across Gordon Road, whilst high-quality signalised pedestrian crossings are provided across New Broadway (A4020) at the south of Longfield Avenue, and at other locations along the Broadway.

Bus Accessibility

2.19 The closest daytime bus services accessible from the school are set out below, alongside the closest stop from which they can be accessed. 2.20 The N7, N11, N83 and N207 night bus services are also accessible in the vicinity of the school.

2.21 It is evident from the above that the school is in a good location for bus services around Ealing and across West London.

London Underground Accessibility

2.22 Ealing Broadway Station provides access to the District Line, Central Line and services. 2.23 Ealing Broadway is served by 13 arrivals in the AM Peak hour of 08:00-09:00, and 15 departures between 16:00 and 17:00, the hour during which it is expected most pupils utilising the underground network will be commuting home from school. Durston House school lessons end at 15:45, and after-school activities finish at 16:30.

Rail Accessibility

2.24 Ealing Broadway Rail Station is the second stop on the Great Western (GWR) Main Line from London Paddington to Bristol Temple Meads, and is served by the Heathrow Connect, providing access between Heathrow Airport and Paddington.

2.25 West Ealing Rail Station is 910m from the school (or an 11-minute walk) - also within walking distance - however services calling at West Ealing typically also serve the larger Ealing Broadway Rail Station, and as Ealing Broadway is larger and slightly closer, it is expected that the majority of rail trips to the school will utilise Ealing Broadway over West Ealing.

2.26 The exception to this is the Greenford Branch Line, as West Ealing Rail Station is the only station on the Great Western Main Line that also provides access to the Greenford Branch Line to Greenford, South Greenford, Castle Bar Park and Drayton Green.

2.28 Old Oak Common is a planned railway station, with a prospective opening date of 2026. It will be located approximately 500m south of Willesden Junction station, and will provide an interchange in West London between Southern Rail, , , Heathrow Connect, Heathrow Express, HS2 and the . It may also provide access to further rail or underground services.

2.29 The school’s location will benefit in the future from this large interchange, as Old Oak Common will be located on the GWR Main Line between Acton Main Line and London Paddington, and on the Heathrow Connect between Ealing Broadway and Paddington. Furthermore, 5 out of 7 services between Ealing Broadway and Paddington are non-stop providing a direct service to central London.

Elizabeth Line

2.30 Both Ealing Broadway and West Ealing stations will benefit from their inclusion in the Elizabeth line route. As part of the Crossrail project both stations will be significantly refurbished and be served by a greater number of services.

2.31 From December 2019, when the Elizabeth Line opens, up to twelve services per hour in each direction will serve West Ealing and Ealing Broadway, providing connections to destinations across London and further afield.

Accessibility Summary

2.32 The school is well located for access to local transport connections, and either by foot or by cycle. Its proximity to the A4020 between Ealing and Hanwell is considered highly advantageous in providing amenities. • The school exhibits a high PTAL rating, reflective of the high level of transport connections enjoyed by the local area. • There are a high number of bus, rail and underground services accessible locally to the school, and these can be used in conjunction with cycle or walk trips for multi- modal journeys. • Propensity to walk and cycle in the area is affected positively by the local aesthetic and high-quality footways. • Well provided street lighting and pedestrian crossings in key locations encourage walking as a means of accessing the school. • The school is located in a low-traffic residential area with a history of limited traffic incidents. It is therefore an ideal location for cyclists - especially younger, less confident cyclists. • The development will provide a high level of cycle facilities in order to support active travel to and from the school. • A Full Travel Plan will be implemented at the new school, to encourage use of the public transport system and to encourage walk and cycle trips to the school.

2.33 It is therefore considered that the school is highly accessible.

3 Surveys, Issues and Targets

Travel Surveys and Consultations

3.1 A travel survey was carried out at the school in February 2017. From the survey, which had 360 responses from pupils and 89 responses from staff, an indication of existing travel modal split can be inferred and is shown below:

3.2 A new baseline travel survey will be undertaken following occupation of the new school building.

Issues

3.3 Pupils at the School range in age from 4 – 13. The majority being under 11 who would need to be taken to school by their parents therefore more likely to be driven. Also, safety concerns for younger children utilising public transport and cycling modes might be a barrier for utilising these modes.

Overall Aims and Objectives

3.4 Durston House School is committed to ensuring that everyone travelling to and from the school can do so as safely as possible. The school will encourage staff and pupils to make transport choices that demonstrate absolute regard for the need to minimise potential damage to the environment.

3.5 Parents are encouraged not to use their cars to bring pupils to the school.

3.6 A further aim is to ensure that staff and pupils travel to and from the school by foot, bicycle and/ or public transport and that they are offered assistance in identifying routes by which they can travel by these modes.

3.7 The objectives of Durston House School Interim Travel Plan will be to provide a focus for a range of initiatives to encourage journeys to the school to be made by sustainable modes of transport, and to inform the targets that in turn will assist in identifying and evaluating its success or otherwise.

3.8 In accordance with the national and local policies identified in Section 2, the key objectives of the Interim Travel Plan are as follows:

3.9 Staff, pupils and parents/ guardians will support the aims of the Interim Travel Plan to reduce trips by car to and from the school by using alternative modes of transport to: • Reduce congestion on surrounding roads thereby improving road safety and minimising the effects in terms of emissions; • Maximise opportunities for the use of alternative modes of travel; • Increase awareness of the health benefits of walking and cycling to the school; and • Raise awareness of road safety and environmental issues; and • Work towards the ultimate goal of implementation of a Full Travel Plan at the proposed new school site.

Management of the Travel Plan

Travel Plan Coordinator

3.10 Durston House School is fully committed to implementing a Full Travel Plan at its proposed new school site on Carlton Road in order to reduce the number of vehicle trips generated by the development to ensure there is no ‘material impact’ on the surrounding highway network.

3.11 The school has appointed a Travel Plan Co-ordinator (TPC) at the site to implement and administer both this Interim Travel Plan and the Full Travel Plan at the new school site. 3.12 The Travel Plan Co-ordinator will ensure the Travel Plan is kept up-to-date, as well as leading on the delivery and implementation of the Travel Plan measures and ensuring its component parts are being actioned.

Administration

3.13 Administration of the Interim Travel Plan involves the maintenance of necessary systems, data and paperwork, consultation and promotion. The TPC will be responsible for carrying out the administrative duties which include the regular updating of the Interim Travel Plan document.

3.14 In the interest of confidentiality, any correspondence or data collected for the purposes of the Interim Travel Plan will be retained within a secure, restricted access filing system, maintained by the TPC alone. Specifically, in relation to the operation of the Interim Travel Plan, the TPC will maintain details of travel patterns, monitoring records, historic review reports (for analysis of the longer-term effectiveness of the Plan), details of meetings and feedback from the TPWP and comments from staff, pupils and parents/ guardians as well as any general observations.

Publicity

3.15 The success of the Interim Travel Plan is reliant upon effective communication strategies to ensure that governors, staff, pupils and parents/ guardians are made fully aware of the principles and initiatives established. Accordingly the TPC will market and promote the Interim Travel Plan through the following: • The school website; • Notice boards; • Newsletters; and • Meetings and Open Days.

Sustainable Travel Measures

3.16 Durston House School is committed to the promotion of sustainable transport as well as minimising the impact of travel to/ from the school on other road users. As such, a number of physical and management initiatives have been designed to facilitate travel to and from the school by sustainable modes of transport. The measures outlined in this section are designed to be reviewed as the school grows and as the Full Travel Plan is implemented at the new school site on Carlton Road.

Modal Shift, Sustainability and Reduction of Car Driver Trips

3.17 Durston House School will encourage those that travel to the school regularly to make transport choices that demonstrate regard for the need to minimise potential impact on the transport network in the vicinity of the school. Measures to target a modal shift and reduce car driver trips have thus been developed to minimise single child vehicular drop- offs/ pickups.

Measures to promote Walking & Cycling

3.18 Through the school's website, and through a range of other media available to the school, the promotion of walk and cycle access to the Durston House School and the health benefits attributed to walking and cycling will be actively promoted to parents and staff, taking advantage of the good level of pedestrian infrastructure and crossing facilities in the vicinity of the school.

Measures to Promote Car Sharing

3.19 From the survey conducted it is evident that a proportion of pupils and staff reside in proximity of one another. The school will implement a car-share database whereby parents interested in participating in a car sharing scheme can be paired with other participating parents by the school's administrative department.

4 Marketing and Communication

Website

4.1 The school website will be updated to include a page about travel. It will include information about the role of the Travel Plan and the importance of minimising trips by car. It will also set out details of all the modes of transport available for travelling to and from the school and the benefits of using them.

4.2 The website will state that there is no car parking at the school and it will contain details of walking and cycling routes to the school, including details of the quantity and location of on-site cycle parking. The website will also display information about the benefits of using these 'active' modes of transport.

4.3 Details of the public transport services available in the vicinity of the school will also be set out on the website. links to public transport websites such as www.tfl.gov.uk/ will be included.

4.4 The school website will include a statement to encourage parents / carers to travel by sustainable modes when visiting the school for open/ parents’ evenings. The website will provide information on approximate local walking times and public transport provision such to encourage these modes of travel.

4.5 The website will also be used to share information about the progress of the Interim Travel Plan, including the results of travel surveys. In this way, staff, pupils and parents/ guardians will all be able to access the information and will therefore feel involved in the process.

4.6 A link to a copy of the Interim Travel Plan will be included on the Durston House School website so that the aims and objectives of the Interim Travel Plan, as well as the school's commitment to meeting targets can be viewed by those who travel to/ from the school.

Notice Boards

4.7 Notice boards are in place in external locations where parents congregate to collect pupils. The notice boards will display information related to the Interim Travel Plan and sustainable transport. They will display details of existing facilities such as bus routes and the locations of the nearby underground and rail stations, in addition to suitable cycle routes in the vicinity of the school.

Newsletters

4.8 Updates to the Travel Plan, survey results and any new initiatives will be included in newsletters to parents/ carers. Continued support of the Travel Plan is more likely if regular progress updates are given.

4.9 Newsletters will also be used as a means of communicating local changes that may affect travelling to the school.

Meetings and Open Days

4.10 Open Days for future pupils will include information about the Interim Travel Plan so that potential pupils can consider their travel options prior to their attending the school.

4.11 When appropriate, updates about the Interim Travel Plan will be included on the agenda at staff meetings. In addition, School Council meetings attended by pupil representatives may be used as a further means of communication regarding travel related issues.

Walking

4.12 Walking to the school and the health benefits attributed to walking will be actively promoted through the school website. Walking is a form of 'active travel' that represents an important element of recommended daily exercise. Pupils and parents/guardians will be made aware of the pedestrian access to the school.

4.13 The TPC will actively promote participation in 'Walk to School Week' in May every year and other programmes such as Smarter Driving and Park & Stride. Further information about the event can be accessed at www.walktoschool.org.uk. The event aims to reduce car usage as well as promote the health, social and environmental benefits of walking.

4.14 Lockers are available to staff, this supports travel by foot by removing the need to transport everything home on a daily basis. It also allows the safe and secure storage of coats and umbrellas.

Public Transport

4.15 Durston House School is served by a frequent public bus services during the periods at the start and end of the academic day. The school website will include direct links to external websites the at provide timetable information and route maps for these bus services and connecting services. Links will also be provided to rail and underground sites and journey planning websites including http://journeyplanner.tfl.gov.uk/.

4.16 Notice boards will also be used to display details of the bus routes that stop in the vicinity of the school and the routes that they connect to so as to help staff to plan their journeys. A map showing the location of the nearby bus stops, railway and underground stations will also be on display.

5 Monitoring and Review

Monitoring

5.1 Durston House School is committed to the regular monitoring and review of the Interim Travel Plan as a means of ensuring that it meets the aims, objectives and targets set within the Plan. An annual programme of monitoring and review will be put in place at the proposed new school site on Carlton Road to generate information by which the success of the Full Travel Plan will be evaluated. Monitoring and review will be the responsibility of the TPC.

5.2 All members of the Durston House School community will be encouraged to comment upon the success or otherwise of the Travel Plans and general travel issues throughout the academic year. Information gathered through the monitoring process will be recorded for input to the annual review process.

5.3 Informal monitoring of the use of the cycle parking facilities will also take place at regular intervals. This will be an important action to ensure that the supply of cycle parking remains sufficient.

Review

5.4 Future school travel survey results will be compared with the baseline modal split set out in this report. The results will show the progress of the Interim Travel Plan towards meeting objectives and targets. If the results show that the Interim Travel Plan is not reducing trips by car, the TPC will urgently arrange a meeting with the LB Ealing School Travel Advisor to discuss the need to amend the Action Plan. Corrective measures to be employed at the new school site will also be discussed.

6 Action Plan for the Forthcoming Year

6.1 As is noted in the preceding sections, a key aspiration of the Durston House School Interim Travel Plan is to increase awareness of the sustainable travel options available for travel to/ from the school, with the objective of ensuring that journeys to and from the school are made by alternative modes of transport at the proposed new school site.

6.2 In order to achieve the aims and objectives of the Interim Travel Plan, it is recognised that a clear framework of targets and milestones for implementation is required against which its success can be judged. This will be achieved through the Action Plan. The targets and milestones defined within the Action Plan are designed to be transparent, realistic and justified in the context of current National and Local Government guidance.

6.3 The Action Plan is not intended to be exhaustive and the TPC will review and revise the list at appropriate milestones and investigate other potential initiatives.

SMART Targets

6.4 Specific mode share reduction targets will be agreed with the London Borough of Ealing following the baseline travel survey undertaken in the opening year of the new school site.
