Executive Summary • Durston House School is committed to promoting sustainable travel through the implementation of this Travel Plan, which will be overseen by a member of staff who will be appointed to take on the role of Travel Plan Coordinator (TPC); • The school is committed to implementing a London Borough of Ealing accredited School Travel Plan that will be underpinned by a comprehensive and deliverable Action Plan. The Action Plan will clearly outline a list of actions to be undertaken so as to promote the Travel Plan to pupils, parents/carers and staff; • The success of the Durston House School Travel Plan will be judged against SMART targets (Smart, Measurable, Achievable, Realistic, Time-related) that are inherently linked to the Action Plan; • The TPC will be responsible for undertaking the surveys as well as monitoring other aspects of the Travel Plan; and • Should it transpire that targets are not being met the TPC will, in consultation with the London Borough Ealing School Travel Plan Officer, amend the Action Plan detailing agreed activities to be undertaken and timescales for the implementation of recommendations and modifications. Page 1 Durston House School Castlebar Road, London Borough of Ealing Interim School Travel Plan Introduction and Scope of Travel Plan 1.3 Durston House School has a capacity to educate 432 students between the Middle and Upper Schools, Junior and Pre-Prep schools, which are situated across three sites, all within 300m of each other. The school sites are currently located on Castlebar Road and Longfield Road in a predominantly residential area. Castlebar Road runs in a generally east-west direction within the vicinity of the site. The three sites are: • 12-14 Castlebar Road • 9 Longfield Road • 26 Castlebar Road 1.4 All three school sites shall be referred to as a single entity throughout this Travel Plan as ‘the school’. 1.5 Durston House School lies within walking distance of Ealing Broadway Town Centre, in addition to being readily accessible to a number of regular bus, rail and London Underground services. 1.6 Paragraph 35 of the NPPF states that "Plans should protect and exploit opportunities for the use of sustainable transport modes for the movement of goods or people." It identifies a number of objectives including to 1) give priority to pedestrian and cycle movements and have access to high quality public transport facilities; and 2) create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians. 1.7 This travel plan has been developed with the aspiration for Durston House School to achieve STARS accreditation. STARS (Sustainable Travel: Active, Responsible, Safe) is TfL's travel plan scheme for London schools and helps schools to promote sustainably, actively, responsibly and safely by championing walking, scooting and cycling. School Ethos 1.8 Durston House is a preparatory school for boys, welcoming those from all ethnic, cultural and religious backgrounds. The school is proud of its diversity. It is a community in which mutual respect and understanding, fairness and opportunities for all are promoted within the framework of its Christian foundation. School Mission 1.9 Durston House seeks to provide an education of quality and variety for boys aged 4-13, preparing them well for entry to senior school. The school aims to give each pupil a balanced education, helping him to attain excellence in academic, creative and physical pursuits, whilst guiding his social, moral and spiritual development. Page 2 Durston House School Castlebar Road, London Borough of Ealing Interim School Travel Plan 1.10 This is achieved in a disciplined environment within which security and happiness are paramount and with the support of a positive partnership between school and home. School Staff Numbers 1.11 The staffing levels of the school are as follows. • Teaching Staff: 43 • Support Staff: 37 • Administration: 10 • Visiting Music Teachers: 10 School Opening Times 1.12 The school is open for pupils who arrive early from 08:00 to 08:40 when the school day starts, and after-school clubs run from 15:45 to 16:30, with afterschool care available until 18:00. The effect of these after school clubs are to spread the AM and PM peak demand for parking and vehicular traffic in the surrounding highway network. Proposed New School Site 1.13 At the time of issue of this Interim Travel Plan, Durston House School have been preparing a planning application to consolidate the three school sites within a new school building on Carlton Road. This Interim Travel Plan has been produced to consider Travel Plan matters in the interim period. Page 3 Durston House School Castlebar Road, London Borough of Ealing Interim School Travel Plan 2 Travel and Transport Infrastructure 2.1 The PTAL, or Public Transport Accessibility Level, is a widely adopted tool amongst London Authorities for measuring a schools' accessibility to public transport. The PTAL methodology identifies the key factors that influence personal choice of a public transport mode as being, number of accessible services, walk distances, frequency, reliability and time of day/ day of week. On the basis of these factors, a formula has been developed to calculate an Accessibility Index (Al) for any given location. 2.2 The three school sites each exhibit a high PTAL rating of 6a, indicating they are well- located for access to public transport. This is demonstrated in Figure 3.1 below, the red dots indicate bus stop locations. Figure 3.1: PTAL Rating 2.3 The school is ideally located for access to Ealing Broadway Rail and Underground Station, just 690m from the school (or a 9-minute walk, assuming an average walking speed of 80m/min) via Castlebar Road and Haven Green. 2.4 The Central Line provides access to Oxford Circus in 24 minutes, whilst the District Line provides access to Hammersmith in 16 minutes, and Victoria in 31 minutes. Page 4 Durston House School Castlebar Road, London Borough of Ealing Interim School Travel Plan 2.5 Ealing Broadway Rail Station lies on the Great Western Main Line from London Paddington to Bristol Temple Meads via Reading, and is served by the Heathrow Connect, providing access between Heathrow Airport and Paddington. Pedestrian Accessibility 2.6 As set out in the previous chapter, the footways local to the school are well-kept and well-lit, many featuring trees which narrow the footways at points, but contribute to a visually engaging environment. 2.7 Zebra crossings with dropped kerbs and tactile paving to the back of the footway are present at the junction between Castlebar Road and Eaton Rise facilitating crossing of busy roads for pedestrians accompanied
