Upazila Resource Center USAID United States Agency for International Development 4 Executive Summary The Innovation for Improving Early Grade Reading Activity-IIEGRA has designed to enhance Bengali reading skill for the students of grade I to III in Government Primary School. Initially, the project started its journey for three years from June 2015 to May 2018 with United States Agency for International Development (USAID)’s financial and technical support. It started activities in 245 Government Primary School of seven Upazilas in Cox’s Bazar and Khagrachari district. Considering the needs of urban areas, this project has been modified to expand the activities in other 17 districts. In this modification, the project duration has also been extended up to December, 2018. As an expansion of the project, 1000 BRAC Primary School (BPS) and 1,000 Community Development Center (CDC) have been established on January, 2017. 200 Government Primary Schools (GPS) have newly been included with this expansion of IIEGRA for enhancing reading skills of early grade students in 2018. Under the leadership of BRAC, three other partners- BRAC Institute of Educational Development – BRAC University (BIED-BRACU), United Purpose (UP) and the Assistance for the Livelihood of the Origins (ALO) are working to reach the project’s goal successfully. At present the project is providing support to 231,023 (Female 129,230 and male 101,793) beneficiaries from 445 Government Primary Schools (GPS) both rural and urban areas, 1,000 BRAC Primary Schools (BPS) and 1,000 Community Development Centers (CDC). This Annual Performance Monitoring Report provides an overview of the accomplishments, activities and outcomes achieved between October 2017 and September 2018. Sl. Objectives The objective of the project is ‘to create access and improve early grade (I-III) reading skills of students living in selected areas through building the capacity of teachers and SMC’. 5 Result framework: 6 Partnership Management The significant partnership management of IIEGRA has made the project’s activity more effective. USAID is a US Government’s organization who provides financial assistance to different development organizations around the world. They give the total financial support of IIEGRA project along with technical issues. BRAC is the main implementing organization of IIEGRA project, who is managing all the project activities through monitoring and supervision and liaison with stakeholders, Govt. education department. BRAC Education Program has also the responsibilities for budgeting and controlling the cost of the project. BRAC maintains the accountability to USAID by submitting reports (quarterly, annual and other) and work plan regularly. BIED BRACU is leading to make the supplementary reading materials and Teachers’ Guides and these revisit and refinement. It also conducts ToT, teachers’ training, refresher training and carries out baseline survey, needs assessment and impact study. United Purpose engages the community by arranging Upazila level meetings/workshops and conducting school based orientation for SMC, parents and civil society. ‘Student brigade’ formation and arranging parents forum meetings are another way to engage community people in their child’s education process, which are done by UP. It also arranges book fair at Upazila level and reading competition at community level. ALO is another partner of IIEGRA. It is a Khagrachari based organization, has experience of local culture of hill tracts. So, ALO co-operates BEP staffs to organize community and IIEGRA libraries and assists Classroom Assistants only for Khagrachari district. Directorate of Primary Education department is on board with IIEGRA. The project interventions are being implemented in the government schools with the approval of DPE (Directorate of Primary Education). RAC (Reading Advisory Committee), headed by the DG, DPE provides guidance and monitoring support to the program regularly for improving the quality implementation of the project. To make the project more effective there is coordination through meeting, workshop, and contact with READ, Room to Read, Sisimpur and other organizations, working for the similar objectives.
