Lawson Copyright by Hyesun Shin 2015 Abstract With trust building and social cohesion as an essential part of a unification process on the Korean peninsula, this study is guided by the following research question: How can the arts contribute to the social cohesion of a unified Korean society and what arts-based policy strategy can be developed and operationalized? Thus far, most scholarly research regarding a Korean unification has dealt with political and economic factors. However, precedent cases of unification (e.g., Germany) exhibit that solely institutional integration cannot create a truly cohesive society, which is central to unification. It is essential to acknowledge that political and economic unification cannot encompass the social cohesion of two societies that have developed in irreconcilable directions over the last 60 years of division. Also, the true meaning of unification can be articulated only after building a unified civil society where trust and a sense of belonging have been restored amongst citizens from both South and North Korea. Although the two Koreas historically stem from one nation – the Joseon Dynasty, South and North Korea have developed distinctive cultures under their different political regimes. In the discourse of unification, therefore, the chasm in politics and culture between the two separate societies must be at the center of discussion. Recognizing the importance of social cohesion, this research asserts that the arts can facilitate bridging people who hold different ideological and cultural values, building trust, and constructing one national identity for Korean citizens. It employs concepts related to ‘soft power,’ ‘trust,’ ‘public purposes of the arts,’ and ‘nonprofit.’ This study engages in qualitative research designed to inform the creation of an arts- based policy strategy to stimulate social cohesion in a unified Korean society. It is designed ii based on document analysis and case studies using grounded theory. It aims at understanding the cultural gap between South and North Koreans and ultimately developing an arts-based policy strategy, which employs the arts as a catalyst for restoring trust between people of the divided societies on the Korean peninsula, as part of a peaceful unification. iii Dedication To my mom and dad iv Acknowledgements Above all, I give all honor, glory and praise to the Lord, my God. “And He has said to me, ‘My grace is sufficient for you, for power is perfected in weakness’” (2 Corinthians 12:9a; NASB).     DEFENSE WHITE PAPER Message from the Minister of National Defense The year 2010 marked the 60th anniversary of the outbreak of the Korean War. Since the end of the war, the Republic of Korea has made such great strides and its economy now ranks among the 10-plus largest economies in the world. Out of the ashes of the war, it has risen from an aid recipient to a donor nation. Korea’s economic miracle rests on the strength and commitment of the ROK military. However, the threat of war and persistent security concerns remain undiminished on the Korean Peninsula. North Korea is threatening peace with its recent surprise attack against the ROK Ship CheonanDQGLWV¿ULQJRIDUWLOOHU\DW<HRQS\HRQJ Island. The series of illegitimate armed provocations by the North have left a fragile peace on the Korean Peninsula. Transnational and non-military threats coupled with potential conflicts among Northeast Asian countries add another element that further jeopardizes the Korean Peninsula’s security. To handle security threats, the ROK military has instituted its Defense Vision to foster an ‘Advanced Elite Military,’ which will realize the said Vision. As part of the efforts, the ROK military complemented the Defense Reform Basic Plan and has UHYDPSHGLWVZHDSRQSURFXUHPHQWDQGDFTXLVLWLRQV\VWHP,QDGGLWLRQLWKDVUHYDPSHGWKHHGXFDWLRQDOV\VWHPIRURI¿FHUVZKLOH strengthening the current training system by extending the basic training period and by taking other measures. The military has also endeavored to invigorate the defense industry as an exporter so the defense economy may develop as a new growth engine for the entire Korean economy. To reduce any possible inconveniences that Koreans may experience, the military has reformed its defense rules and regulations to ease the standards necessary to designate a Military Installation Protection Zone.

    81 Family, Mobile Phones, and Money: Contemporary Practices of Unification on the Korean Peninsula Sandra Fahy 82 | Joint U.S.-Korea Academic Studies Moving from the powerful and abstract construct of ethnic homogeneity as bearing the promise for unification, this chapter instead considers family unity, facilitated by the quotidian and ubiquitous tools of mobile phones and money, as a force with a demonstrated record showing contemporary practices of unification on the peninsula. From the “small unification” (jageun tongil) where North Korean defectors pay brokers to bring family out, to the transmission of voice through the technology of mobile phones illegally smuggled from China, this paper explores practices of unification presently manifesting on the Korean Peninsula. National identity on both sides of the peninsula is usually linked with ethnic homogeneity, the ultimate idea of Koreanness present in both Koreas and throughout Korean history. Ethnic homogeneity is linked with nationalism, and while it is evoked as the rationale for unification it has not had that result, and did not prevent the ideological nationalism that divided the ethnos in the Korean War.1 The construction of ethnic homogeneity evokes the idea that all Koreans are one brethren (dongpo)—an image of one large, genetically related extended family. However, fissures in this ideal highlight the strength of genetic family ties.2 Moving from the powerful and abstract construct of ethnic homogeneity as bearing the promise for unification, this chapter instead considers family unity, facilitated by the quotidian and ubiquitous tools of mobile phones and money, as a force with a demonstrated record showing “acts of unification” on the peninsula.

    ABSTRACT Effective Evangelistic Strategies for North Korean Defectors (Talbukmin) in South Korea South Korean churches eagerness for spreading the gospel to North Koreans is a passion. However, because of the barriers between the two Koreas, spreading the Good News is nearly impossible. In the middle of the 1990’s, numerous North Koreans defected to China to avoid starvation. Many South Korean missionaries met North Koreans directly and offered the gospel along with necessities for survival in China. Since the early of 2000’s, many Talbukmin have entered South Korea so South Korean churches have directly met North Koreans and spread the gospel. However, the fruits of evangelism are few. South Korean churches find that Talbukmin are very different from South Koreans in large part due to the sixty-year division. South Korean churches do not know or fully understand the characteristics of the Talbukmin. The evangelism strategies and ministry programs of South Korean churches, which are designed for South Koreans, do not adapt well to serve the Talbukmin. This research lists and describes the following five theories to be used in the development of the effective evangelistic strategies for use with the Talbukmin and for use to interpret the interviews and questionnaires: the conversion theory, the contextualization theory, the homogenous principle, the worldview transformation theory, and the Nevius Mission Plan. In the following research exploration of the evangelization of Talbukmin in South Korea occurs through two major research agendas. The first agenda is concerned with the study of the characteristics of Talbukmin to be used for the evangelists’ understanding of the depth of differences.

If the South too reacts with similar measures, it would be a recipe for disaster. True, the process of leadership succession could have been the key factor behind the North’s belligerence but crossing of the threshold of tolerance by either party would not be the right choice. If it is true that the senior Kim in failing health has lost some of his earlier influence over the military, the shelling and newly revealed enrichment capacity are not the right reasons for resumption of the stalled SPT, though new “disarmament- for-aid deals have the potential to alleviate the North’s food shortages and reserve currency woes.” There has to be some balance between means and objectives of the strategy to be adopted vis-a-vis North Korea.     MESSAGE FROM THE REPRESENTATIVE The approach of Christmas and the New Year always provides much time for reflection, and I am pleased to say that we have made steady progress in the bilateral ties between the UK and Taiwan since my arrival in London in late August. This progress has encompassed a wide range of fields, from education to renewable energy and gives us much to build upon as we proceed into 2017. December characteristically sees a great amount of activity throughout our diplomatic missions around the world. Our Christmas receptions for our allies in parliament and the diplomatic corps were a great success, functioning as an excellent opportunity to bring together Taiwan’s friends and to express our gratitude for the hard work and support which they have shown consistently throughout the year. We have recently welcomed Taiwan’s Minister Without Portfolio to the UK, where she delivered two excellent speeches here in London, showcasing to a global audience Taiwan’s efforts to promote open government through digital tools. I was also delighted to make a trip to the Kent constituency of South Thanet, where I had the pleasure of advancing UK-Taiwan ties in renewable energy with Mr Craig Mackinlay, the constituency’s MP. The year 2016 has in many respects been a remarkable one, having been characterised by much change. For Taiwan, this year constituted the second peaceful transfer of governmental powers in the country’s history and was another testament to the success of our democracy. While significant changes may bring challenges, they also often bring significant opportunities and I am confident we will be able to utilise these throughout the months and years ahead.

The move was part of its proactive, unilateral sanctions against North Korea’s fourth nuclear test in January and rocket launch in February.1 Pyongyang reciprocated by expelling South Korean personnel working in the industrial complex and declaring it a military control zone.2 Although the May 24, 2010 measure following the sinking of the Cheonan naval vessel significantly restricted inter-Korea exchanges and cooperation, the Seoul government spared the Gaeseong complex. With its closure, however, inter-Korean economic relations came to a complete halt, and no immediate signs of revival of Seoul’s economic engagement with the North can be detected. This chapter aims at understanding the rise and decline of this engagement with North Korea by comparing the progressive decade of Kim Dae-jung (KDJ) and Roh Moo-hyun (RMH) with the conservative era of Lee Myung-bak (LMB) and Park Geun-hye (PGH). It also looks to the future of inter-Korean relations by examining three plausible scenarios of economic engagement. Section one presents a brief overview of the genesis of Seoul’s economic engagement strategy in the early 1990s, section two examines this engagement during the progressive decade (1998-2007), and section three analyzes that of the conservative era (2008-2015). They are followed by a discussion of three possible outlooks on the future of Seoul’s economic engagement with Pyongyang.
