The review also includes suggestions for further areas that should be designated within the scope of these two Directives. Although the two Directives have different objectives, the areas designated as sensitive or vulnerable are reviewed simultaneously because of the similarities in the designation process. The investigations will focus upon: • Checking that those waters that should be identified according to either Directive have been; • in the case of the Nitrates Directive, assessing whether vulnerable zones have been designated correctly and comprehensively. The identification of vulnerable zones and sensitive areas in relation to the Nitrates Directive and Urban Waste Water Treatment Directive is carried out according to both common and specific criteria, as these are specified in the two Directives. 1.1 THE URBAN WASTEWATER TREATMENT DIRECTIVE (91/271/EEC) The Directive concerns the collection, treatment and discharge of urban wastewater as well as biodegradable wastewater from certain industrial sectors. The designation of sensitive areas is required by the Directive since, depending on the sensitivity of the receptor, treatment of a different level is necessary prior to discharge. -

NORTHERN GREECE: BIRDS & HISTORY MAY 22–JUNE 1, 2020 ©2019 Meteora, Greece © Voyagerix-Shutterstock For most travelers, the allure of Greece is forever bound in its classical ruins, sun-splashed islands, and wine-dark Aegean Sea. Indeed, images of the Acropolis and islands such as Crete and Santorini stoke the postcard ideal of Greece like no others. However, for those with a strong sense of curiosity and a desire to look deeper into the heart of this ancient country, lies another Greece—Northern Greece—an overlooked region very different from that of the iconic south, a scenic land of mountains, lakes, river deltas, and less known but equally impressive historical sites and architectural wonders. On this new tour, we will travel to Northern Greece, a part of the country virtually unknown to most North Americans and a place that defies popular perceptions of Greece. On this “Birds and History” trip, we will travel from Athens to Alexandroupolis, mixing time in premier birding locations with visits to historical sites of quiet renown. Our birding pursuits will take us to areas that are not only the top sites in Greece, but among the top birding sites in all of Eastern Europe. These include the Nestos River Delta, Lakes Vistonida and Ismarida, the beautiful Dadia Forest, the Evros River Delta, and magical Lake Kerkini. Northern Greece, Page 2 The birding should be exceptional, and we expect encounters with a great many species not found farther south in Greece. A sample of species we may observe includes Ferruginous Duck, Dalmatian and Great White pelicans, Pygmy Cormorant, Purple Heron, Black and White storks, Eurasian Stone- Curlew, Spur-winged Lapwing, European Roller, Black and Syrian woodpeckers, Calandra Lark, Isabelline Wheatear, Eastern Orphean and Olive-tree warblers, Semicollared Flycatcher, Eurasian Penduline-Tit, Bearded Reedling, Red-backed and Masked Shrikes, and European Golden Oriole. -

A significant percentage of MSW originates from household activities. In this study we calculate the costs of setting up and running a zero-waste mortar-producing (ZWMP) process utilizing MSW in Northern Greece. The process is based on a thermal co-processing of properly dried and processed MSW with raw materials (limestone, clay materials, silicates and iron oxides) needed for the production of clinker and consequently of mortar in accordance with the Greek Patent 1003333, which has been proven to be an environmentally friendly process. According to our estimations, the amount of MSW generated in Central Macedonia, Western Macedonia and Eastern Macedonia and Thrace regions, which is conservatively estimated at 1,270,000 t/y for the year 2020 if recycling schemes in Greece are not greatly ameliorated, may sustain six ZWMP plants while offering considerable environmental benefits. This work can be applied to many cities and areas, especially when their population generates MSW at the level of 200,000 t/y, hence requiring one ZWMP plant for processing. -

The southemmost occurrences in Greece of selected vascular plant species associated with woodlands of beech, fir and spruce in C. and N. Europe are discussed. Preliminary maps of the Greek distribution are given for Aegopodium podagraria, Allium ursinum, Corallorhiza trifida, Galium odoratum, Lamium galeobdolon, Luzula luzuloides, L. sylvatica, Milium effusum, Orthilia secunda, Paris quadrifolia, Prenanthes purpurea, and Salvia glutinosa. Introduction The land surfaee of eontinental Greeee is far from being isolated from adjaeent parts of S.E. Europe by effeetive, W.-E. orientated geomorphologieal barriers. Mountains, lowlands and N.-S. running stream valleys allow free exehange and migration of organ isms from and to non-mediterranean areas in the north. The dinarie-pindie high moun tain system, in partieular, forrns an uninterrupted eonneetion between the southern part of the Balkan peninsula and C. Europe, whieh was an important faetor during the period of postglaeial restoration of European forest vegetation (Hammen 1965, Messerli 1967, Bottema 1974, Horvat & al. 1974, Athanasiadis 1975, Pott 1992). The mediterranean type climate, however, aetually limits regional southward distribution in N. and C. Greeee for many plants whieh are widespread in c., W. and N. Europe but not adapted to pronouneed summer aridity. Montane Fagus-Abies-Picea woodlands and various types of wetland habitats are those favourable niehes in Greeee where summer draught is suffieiently eompensated by miero- and mesoclimatie effeets and where most of the "northern" elements of the Greek flora are therefore eoneentrated. -

Kapodistrias Plan and Kallikrates Project amalgamated successively the huge number of 5.775 municipalities and communities into 325 enlarged municipalities, institutionalized the 13 regions as second tiers of local government and transferred an unparalleled set of rights and powers to municipalities and regions. The abovementioned reforms changed the operation of local governments and established new conditions for the role of local actors in regional planning. This paper aims to assess the decentralization process in Greece, by taking into account the perceptions of local actors. A primary research was held in Eastern Macedonia and Thrace region, in order to understand the affiliation of local actors to the reforms. Results demonstrate that Kapodistrias reform had bigger social acceptance than Kallikrates, as economic crisis and rough spatial planning deter the effective implementation of the second wave of reforms. Non institutional actors and members of societal and cultural organizations perceived more substantially the reforms, than institutional actors and non members of local organizations did. Further improvements are necessary for the modernization of Greek local governments, in the fields of financial decentralization and administrative capacity Key Words: Decentralization, Local Government Reforms, Greece, Eastern Macedonia and Thrace JEL Classification: H73, R28, R58 Ph.D.
