Ha acelerado algunas tendencias que ya existían, como el incremento de la desigualdad, la urgencia de actuar ante el calentamiento global, el impacto tecnológico en el mundo del trabajo, entre otras. En esta situación ha adquirido relevancia la importancia de unos servicios públicos fuertes capaces de dar una respuesta adecuada a las situaciones de emergencia. También ha quedado en evidencia, la necesidad de que los “cuidados” y los servicios esenciales ocupen un lugar central en la política, para garantizar la protección de la vida, y en especial de las personas más vulnerables de la sociedad. En estos meses han emergido con fuerza debates nuevos, que cuestionan las doctrinas económicas ortodoxas basadas en el crecimiento ilimitado, el uso de las patentes ante una pandemia global y se han planteado que acciones se deberían impulsar para garantizar la provisión de los bienes públicos globales. 9 Anuario CEIPAZ 2020-2021 ANUARIO 2020.qxp 31/5/21 12:47 Página 10 Este número del Anuario hace un recorrido por las diversas propuestas e iniciativas para el mundo después de la pandemia. Federico Mayor Zaragoza, presidente de la Fundación Cultura de Paz, aborda las accio- nes inaplazables para un adecuado legado intergeneracional y plantea la urgencia de redefinir el concepto de seguridad centrado en las nece- sidades de las personas. No estaremos seguros hasta que todas las personas estén vacunadas, independientemente del lugar donde vivan. Por esto, una de las cuestiones claves en el momento actual, es el acceso a las vacunas. Fernando Lamata, médico y experto en salud pública, nos explica como el mantenimiento de los patentes ante una situación de emergencia sanitaria está costando muchas vidas y está prolongando el impacto de la pandemia en el tiempo. Los mecanismos creados en el ámbito multilateral para gestionar la distribución de las vacunas resultan insuficientes. Si consideramos el acceso a las vacu- nas como un bien público global, su provisión debe ser garantizada. Jose María Vera, ex director de Oxfam internacional, aborda en su artí- culo para el anuario, los bienes públicos globales y señala la existencia del “virus de la desigualdad” que se ha acentuado de manera alarman- te con la pandemia; también aborda la aceleración de la crisis climáti- ca. La génesis y respuesta a la pandemia exige renovar el concepto de los bienes públicos globales y reforzar su regulación. Todo esto requiere de la reconstrucción de un pacto social, con nue- Se requiere la vos actores y roles. Así lo explica, la profesora de Sociología de la Universidad de Zaragoza y analista, Cristina Monge. Ella plantea como reconstrucción de el nuevo contrato social debe sustentarse en el conocimiento, en un un pacto social nuevo paradigma económico, en un mayor protagonismo del Estado, con nuevos en la redefinición del sector privado y del tercer sector, como espacios actores y roles privilegiados para la innovación y la creación de alianzas. El Pacto Verde Europeo es otra de las iniciativas que serán claves para el mundo pospandemia. El catedrático de Relaciones Internacionales, José Antonio Sanahuja explica los elementos fundamentales del pac- to verde europeo y señala como este pacto supone una amplia trans- formación económica y social de la Unión Europea y es una estrategia integral a largo plazo para asegurar la neutralidad climática en 2050. Esta pacto redefine el lugar de Europa en el mundo y en el sistema multilateral. La política exterior feminista es otra de las propuestas que han ido emergiendo en estos años, como resultado de un movimiento feminista internacional cada vez más fuerte y del compromiso de algunos gobier- nos por incorporar la perspectiva de género y la igualdad a la política exterior. Manuela Mesa, directora de CEIPAZ y codirectora del Instituto universitario DEMOSPAZ-UAM analiza la política exterior feminista, los rasgos que la definen, los principales retos que enfrentan y su aplica- ción en algunos países como Suecia, Canadá, México y España. 10 ANUARIO

Centeno and Agustin E. Ferraro We began this volume proposing that the experiences of Spain and Latin America in the nineteenth century are relevant for those countries under- going the process of state building today. We noted that many of the same problems and challenges faced by contemporary states -in-the-making were common in the Iberian world: divided societies, improvised and often fl awed institutional designs, and public organizations with responsibilities far above their capacities. In order to explore the contradiction between performance expectations and organizational realities, we identifi ed four different forms or categories of state power : territorial, economic, infrastructural, and sym- bolic. Using these forms or categories of state power as an analytical scheme, we conclude the book with a summary of where our cases fi nd themselves 200 years after independence, and how the patterns therein provide clues about the relative importance of each form of power. By linking contempo- rary states to their precedents, we hope to suggest how historical legacies help determine present outcomes, and to explain the relative lack of success of state-building projects in Latin America and Spain during the nineteenth century. Looking at our cases, we fi rst need to consider the differences between Spain and Latin America.

    Internal Wars and Latin American Nationalism By Miguel Angel Centeno, Jose Miguel Cruz, Rene Flores, and Gustavo Silva Cano During several months in 2010, a very peculiar story dominated global news, culminating in 24-hour coverage October 12th-14th. Trapped for several months and at one point presumed dead, 33 Chilean miners were rescued on global TV. The narrative arc of the rescue was a typical media spectacle of fortitude, technological know-how, and human dignity, topped off by incredible success. From the beginning, the Chilean story took on a nationalistic air. When the miners were discovered alive, their first spoken message to the world was the Chilean national anthem sung in unison. From that day onward, there were scantly few images of the site and the rescue process that did not include a Chilean flag. For audiences in many parts of the world, the conjunction of tragedy, triumph, and jingoistic celebration would appear perfectly normal, and very much in line with similar events such as 9/11and 7/7. What could be more typical than an expression of national solidarity in the face of a common threat? Yet for many Latin American observers, the Chilean response seemed somewhat odd. In fact, in country after country in the region, common threats do not soothe internal divisions, but actually seem to deepen them. One could have imagined many other political narratives in the region accompanying the original accident and subsequent rescue focusing on class divisions, regional complaints, or ethnic claims; to stand with the miners as workers is one thing, to stand with them as co-nationals is another.

    Blessing the Revolution: Leftist Christians in Chile, 1957-1973 A dissertation submitted by Luz María Díaz de Valdés in partial fulfillment of the requirements for the degree of Doctor of Philosophy in History Tufts University May 2018 Adviser: Peter Winn ABSTRACT This work analyzes the emergence and development of a leftist Christianity in Chile, concentrating in the experience of a clerical group called “Christians for Socialism” (Cristianos por el Socialismo, CpS). This analysis transcends Chilean frontiers, trying to understand the broader political radicalization the Catholic Church lived in the late 1960s. The Chilean experience, however, had its own originality: revolutionary priests emerged in the middle of Popular Unity project, a process of building socialism by democratic means in a Cold War context. From an experiential point of view, this work analyzes the emergence of Christians for Socialism highlighting the religious evolution that some churchmen and churchwomen experienced. This work understands Christians for Socialism as a final stage of a long-term religious evolution, that could be summarized in three elements: a new conception of a Catholic social change; a new phase for social ministry; and new meanings of poverty and the poor. This work also illuminates the comprehension of leftist Christianity as a global phenomenon. This is a history of a vast network of Catholic clerical agents that in a Cold War global context, laid the foundations for a deep social change in Latin America. This is a history of the convergence between Catholicism and the social sciences from the late Fifties on in Latin America, its underdevelopment and poverty.
