It focuses on topics such as globalization and the repositioning of the Gulf States in the global order, capital flows, and patterns of trade; specific challenges facing carbon-rich and resource-rich economic development; diversification, educational and human capital development into post-oil political economies; and the future of regional security structures in the post-Arab Spring environment. The Programme is based in the LSE Department of Government and led by Professor Danny Quah and Dr Kristian Ulrichsen. The Programme produces an acclaimed working paper series featuring cutting-edge original research on the Gulf, published an edited volume of essays in 2011, supports post-doctoral researchers and PhD students, and develops academic networks between LSE and Gulf institutions. At the LSE, the Programme organizes a monthly seminar series, invitational breakfast briefings, and occasional public lectures, and is committed to five major biennial international conferences. The first two conferences took place in Kuwait City in 2009 and 2011, on the themes of Globalisation and the Gulf, and The Economic Transformation of the Gulf. The next conference will take place at the LSE in March 2013, on the theme of The Arab Spring and the Gulf: Politics, Economics, and Security.

Roselaar Introduction During a Round Table Discussion convened by Dr Walter Bock and Dr Henri Ouellet at the XXI International Ornithological Congress in Vienna, 20–25 August 1994, a number of staff members of European ornithological collections expressed the opinion that more cooperation among them was desirable. Many museums suffer from shrinking budgets, making improvement, maintenance, or even access to the collections difficult. Maintaining the world’s biodiversity is of major concern among biologists at the moment, and although this concern is also acknowledged by various governments it has not resulted in any additional support for museum ornithology. Bird collections form a rich source of biodiversity data. Taxonomic information in regional and global handbooks can only be extracted from museum collections. Morphometric data taken from skins of various populations are of importance for unravelling migration patterns for instance. Population studies profit from collections of specimens of known age and sex. Reference collections for identification and training will always be needed, both for laymen (e.g. rarity committees) and scientists (e.g. as help in enforcement of CITES and other national and international nature conservation legislation, for the statistics of bird/aircraft collisions, archaeology, and in ecological studies). Recently, bird skins or feathers have acquired additional relevance as a source of DNA for phylogenetic and population studies. Biochemical data have become a major source of phylogenetic information, from the level of populations up to the level of phyla, but can only be interpreted with reference to collections of entire organisms.

The government is updating its ICT Roadmap by June of this year, exploring an alternate submarine cable connection through Bangladesh and a new payment gateway, and is considering establishing a national data centre, among other initiatives. However, as Bhutan increases national investment into its ICT infrastructure, the risk of inadequate security mechanisms to protect these technologies simultaneously increases as well. It is important to understand the cyber-security capacity in Bhutan in order to invest effectively in both security and new technologies.
