537/19Welcome and Apologies for Absence:

Apologies for absence were received from Cllr G Baker.

538/19Declarations of Interest :

539/19Minutes : a) Resolved to approve and sign, as a correct record, the minutes of the last meeting, held on 16 th June 2020 . b) Resolved to receive the draft minutes of the Bonfire Meeting held on 19 th June 2020 .

540/19 CBC:

a) The Clerk submitted a TTR for Greenfield Road, Colwyn Bay from no 89 to entrance for all weather courts on Trevor Road from 27/7 to 5/9 (Welsh Water Work) which was noted by members. b) The Clerk submitted an email from ERF regarding the temporary diversion of the cycle path on Old Colwyn Promenade. The upgraded cycle route had now been completed. The email was noted by members.

541/19 Community Skips :

The Clerk submitted an email from Conwy CBC regarding community skips. The Committee had been requested by the Pandemic Crises Response Team (PCRT) to consider if there was a need for any in the town council area. It was noted that community skips provide a valuable service to communities who wish to dispose of bulkier items and for people who do not have access to transport to take their items to the Mochdre site. They also remove a certain percentage of fly tipping. No costs had been provided by Conwy CBC and members said two separate skip locations would probably be required per ward, to give access to those without transport. Members would be required to think of suitable locations in their wards, if we were to go ahead and provide skips. Concern was expressed how the skips would be policed, with ERF stating that town councillor(s) would be required to be present to ensure that rubbish was not left outside of the skips or after they had been removed for the day. Concern was also expressed about the difficulty in controlling the costs, if the skips kept getting filled, as the cost is calculated per empty and not per day or half-day. To be certain of costs, there would need to be a restriction set on how many times the skip is emptied, depending on the budget. This may mean that the final skip is removed before the publicised end time, hence the concern about fly-tipping after it has gone.

Resolved to request relevant costs from Conwy CBC and report back to PCRT with the feedback from the Committee.

542/19 Cartrefi Conwy:

The Clerk submitted a list of options for the community contribution, offered by the developer and Cartrefi, in respect of the development on the corner of Kings Road, West End, Colwyn Bay and asked members to consider which they felt would benefit the residents the most. The installation of the Christmas tree socket was the preferred choice with other improvements to the community seating/garden area in second place.

Resolved that the Clerk arrange a site visit with representatives from Cartrefi/ERF to check that a power supply is available for tree lights and/or consider other improvements, if the location is not suitable for a tree socket. Rhiw Ward members will be invited to attend .

543/19 Planning:

a) The Clerk submitted, for consideration, the planning applications received from CCBC. Resolved to submit observations on these applications, as detailed in Schedule A attached.

b) Resolved to receive a copy of the Planning Decisions issued by CCBC for the period 15/06/2020  28/6/2020.

ROAD TRAFFIC REGULATION ACT 1984 SECTION 14(1) The County Borough of Conwy (Dolwen Road Old Colwyn) (Temporary Prohibition of Traffic) Order 2020

NOTICE IS GIVEN that the Conwy County Borough Council has made an Order, the effect of which will be to prohibit any person to proceed in that length of Dolwen Road Old Colwyn from Bryn Rodyn to Bro Elian.

The Order is necessary to facilitate works by Welsh Water. The alternative route will be continue along Abergele Road (A547) to its junction with Grosvenor Road then turn left and continue to the junction with Lansdowne Road then turn right to proceed on the B5113 ,turn right to follow the B5381 and continue to the diversions end approaching the junction of Dolwen Road. Vice versa for vehicles travelling in the opposite direction and will be signed accordingly.

The Order comes into effect on 27 July 2020. It is anticipated that the road will be closed for a maximum period of 3 weeks.

Q1 Waiting for updated rams from some contractors, confirming with Bryn about the moneys

Q2, Reopening yes playgrounds will take couple of days so by no later than the 23 rd ,

After opening,

Rhos paddling pool playgrounds zip line cable and carriage are up (carriage not running as freely as I would like will adjust when seat section fitted) along with new basket seat at Bryn cadno playground,

Hi Paul,

I have just received the attached and it reminded me that I have been meaning to get in touch with you to ask for an update about the repairs/maintenance of our playgrounds. I am presuming that you have been able to continue working during lockdown, so please correct me if that is not the case! Hopefully, the playgrounds being closed has given you the opportunity to get on top of the backlog of maintenance jobs.

1. Please can you let me know where you are up to with completion of the planned works from the £47,500 allocated by the Town Council during the past financial year and also whether you have begun to think about spend for 2020/21 (a further £19,000 has been allocated in our budget this year, but this will only be released once we know how CCBC will be allocating its own budget. In the past, our funds have been earmarked for capital only, i.e. new or replacement equipment, but an exception was made last year to deal with the maintenance/repairs backlog).

2. Please can you let us know what the plans are for the re-opening of playgrounds  will this be on a phased basis, or will they all re-open on the same day? I would appreciate an early response so I can update local members.

On Friday 10 th July the First Minister announced that childrens playgrounds will be able to reopen gradually over the following weeks as and when safety checks and mitigations are put in place. See: https://gov.wales/coronavirus-restrictions-relaxed-further-support-tourism-and-leisure-sectors- wales I attach draft guidance for the management of childrens outdoor playgrounds for your information and consideration. This guidance is based on discussions held with Local Authorities and Play Wales in advance of the announcement last week. At this point we are only looking for major comments so that the guidance can be published as soon as possible so that playground owners and operator can assess their parks in advance of 20 th July, although there is no requirement to open parks if the owner / operator does not feel it is safe to do so. It's location Tina. Say Tan Lan to anyone who doesn't know the estate properly and it's a no no straight away. Also the people of the estate don't use it even for birthday parties. It does need some money spent on it but the facilities are fine. Kitchen, toilets and 3 meeting rooms.

Hi Tina, the remains of the Tan Lan Community Centre committee have asked the County Council to accept the surrender of the lease for the Centre. At the moment this is being considered. If agreed then the County Council will be looking at potential future users, internally or externally. It so happened that they were already aware of Dr Roy wanting a building and this looked like an easy answer to everyones problems  unfortunately as you see she doesnt want the building and has found an alternative.

If Bethan doesnt have an internal requirement, then I suspect she will be in contact. Brian
