OFFICERS: Mrs Tina Earley, Clerk Mrs Roz Dudley, Assistant Clerk 537/19Welcome and Apologies for Absence: Apologies for absence were received from Cllr G Baker. 538/19Declarations of Interest : Members were reminded that they must declare the existence and nature of any personal and/or prejudicial interests. None were declared. 539/19Minutes : a) Resolved to approve and sign, as a correct record, the minutes of the last meeting, held on 16 th June 2020 . b) Resolved to receive the draft minutes of the Bonfire Meeting held on 19 th June 2020 . 540/19 Conwy CBC: a) The Clerk submitted a TTR for Greenfield Road, Colwyn Bay from no 89 to entrance for all weather courts on Trevor Road from 27/7 to 5/9 (Welsh Water Work) which was noted by members. b) The Clerk submitted an email from ERF regarding the temporary diversion of the cycle path on Old Colwyn Promenade. The upgraded cycle route had now been completed. The email was noted by members. 541/19 Community Skips : The Clerk submitted an email from Conwy CBC regarding community skips. The Committee had been requested by the Pandemic Crises Response Team (PCRT) to consider if there was a need for any in the town council area. It was noted that community skips provide a valuable service to communities who wish to dispose of bulkier items and for people who do not have access to transport to take their items to the Mochdre site. They also remove a certain percentage of fly tipping. No costs had been provided by Conwy CBC and members said two separate skip locations would probably be required per ward, to give access to those without transport. Members would be required to think of suitable locations in their wards, if we were to go ahead and provide skips. Concern was expressed how the skips would be policed, with ERF stating that town councillor(s) would be required to be present to ensure that rubbish was not left outside of the skips or after they had been removed for the day. Concern was also expressed about the difficulty in controlling the costs, if the skips kept getting filled, as the cost is calculated per empty and not per day or half-day. To be certain of costs, there would need to be a restriction set on how many times the skip is emptied, depending on the budget. This may mean that the final skip is removed before the publicised end time, hence the concern about fly-tipping after it has gone. Resolved to request relevant costs from Conwy CBC and report back to PCRT with the feedback from the Committee. 542/19 Cartrefi Conwy: The Clerk submitted a list of options for the community contribution, offered by the developer and Cartrefi, in respect of the development on the corner of Kings Road, West End, Colwyn Bay and asked members to consider which they felt would benefit the residents the most. The installation of the Christmas tree socket was the preferred choice with other improvements to the community seating/garden area in second place. Resolved that the Clerk arrange a site visit with representatives from Cartrefi/ERF to check that a power supply is available for tree lights and/or consider other improvements, if the location is not suitable for a tree socket. Rhiw Ward members will be invited to attend . 543/19 Planning: a) The Clerk submitted, for consideration, the planning applications received from CCBC. Resolved to submit observations on these applications, as detailed in Schedule A attached. b) Resolved to receive a copy of the Planning Decisions issued by CCBC for the period 15/06/2020 28/6/2020. Snowdonia National Park Authority (SNPA) is committed to the protection and conservation of all aspects of the environment, including the night sky, and as such supports the mission and goals of the IDA. The Authority believes that achieving IDSR status for the SNP will further raise the profile of the Light Pollution issue in Wales following the successful application from the Brecon Beacons National Park Authority in 2013. It will assist SNPA in gaining support in protecting the excellent quality of dark skies which we already have in Snowdonia from the general public, business, and politicians, and to improve it further where needed.
