(131) MINUTES.—The Minutes of the Meeting of the Council held on 3rd July, 1934, being printed, were taken as read and the file copy signed, attention being directed to the following :— (a) an inaccuracy in Minute No. 118, which should refer to children at Roe Green having to attend the new school at D'Arcy Gardens, Kenton ; 3ist July, 1934. 274

(b) Minute No. 119, Resolutions Nod. 664 and 665, page 239—Councillor Cowan not shewn as voting against; (c) Minute No. 105, Resolution Nod. 521, page 202— the grounds for the proposition not stated, i.e., on a point of equity, having regard to the Council's decision to supply surplices for clergy ; and (a) Minute No. 112, Resolution Nod. 616, pages 226 and 227—Councillor Pratt not shewn as dissenting.

(132) APPOINTMENT OF CLERK.—Proposed by Councillor Buttle, and seconded by Councillor Cridford :— (684) " That the Council do resolve itself ' into Committee ' for the purpose of interviewing selected candidates for the post of Clerk." Carried. The following candidates whom the Appointments Sub- Committee of the General Purposes, Establishment and Legal Committee had interviewed on jth July, 1934, were called in turn before the Council:— Mr. D. J. Reason (aged 37), of Ilford, Mr. C. S. Robinson (aged 36), of Blackburn, Mr. V. Younger (aged 35), of Coventry, Mr. J. B. Willis (aged 43), of Harrow Eventually, in open Council, Councillor Forbes moved, and Councillor Ellis seconded :— (685) " That Mr. V. Younger be appointed Clerk and Solicitor to the Council (the duties being as described in the List of Duties issued on 12th June, 1934) at a comimencing inclusive salary of ^1,200 per annum, with deductions at the rate ol five per centum as contributions to the Superannuation Fund, the appointment to be subject to Mr. Younger's successfully passing a medical examination by a Medical Practitioner approved by the Council, and to be determinable by three months' notice on either side." 3ist July, 1934. 275

The Motion was put to the Meeting and carried, Coun­ cillors Alien, Cope, Elliot-Smith, Smith, Telfer and Wilkins voting against. Mr. Younger, recalled before the Council and notified by the Chairman of their decision, returned thanks for his appointment. Councillor Forbes, on the Council's behalf, spoke in appreciative terms of the work of Mr. J. B. Willis, as Act­ ing Clerk, since the Council's inception, and expressed the hope that in the re-organisation of staff, a niche would be found for him. Councillors Greer and Telfer also referred to the service of Mr. Willis, not only with the new Council, but with the late Hendon Council, and expressed regret that his knowledge of the District and its local government had not outweighed the legal qualifications which the Coun­ cil now desired in appointing their Clerk.

(133) ABSENTEES.—Messages received from Councillors Brady, Champion, Crabb, Hannibal, Lambert and Mennell regret­ ting inability to be present at the meeting.

(134) BUSINESS DEFERRED.—Agenda Item Nod. 3 was deferred for consideration ' in Committee ' later in the meeting.

(135) CROWN POST OFFICES.—Letter (dated i6th July, 1934) received from the South Harrow Chamber of Commerce transmitting, and seeking the Council's support to repre­ sentations made to the Harrow Postmaster, under date i6th July, for a Crown Post Office to serve South Harrow. Instructions given for the matter to be placed be­ fore the General Purposes, Establishment and Legal Committee for consideration.

(136) VALIDATION AND RATING COMMITTEE.—Proposed by Coun­ cillor \Yilkins, and seconded by Councillor Alien :— (686) " That the Report of the Valuation and Rating Committee for their Meeting on gth July, 1934, be received and adopted." Carried. 3ist July, 1934. 276

(137) HIGHWAYS COMMITTEE. — Proposed by Councillor Cowan and seconded by Councillor Wibberley : —

(687) " That the Report of the Highways Com­ mittee for their Meeting on zoth July, 1934, be received, after addition of ' 2180 ' and ' 2183 ' to the list of plans appearing at the foot of page 28 of the Appendix." Carried.

Resolved :

(688) " That the Acting Clerk be and is hereby directed to publish in the under-mentioned pri­ vate streets, or parts of streets, notices declar­ ing the same to be highways repairable by the inhabitants at large : — CROSS ROAD (from Eastcote Lane to Sandring- ham Crescent — Roxeth Ward).

(691) " That the Surveyor be authorised to set back the kerb in Eastcote Lane, opposite East­ cote Avenue, to a distance of 3 to 4 feet in order to secure a better sight line, the cost not to exceed 3ist July, 1934.

(692) " That the Surveyor be instructed to ap­ proach the owners of property in Eastcote Lane, between Corbins Lane and the Cemetery, with a view to their giving up. land required for widening this road."

(693) " That the Council enter into an Agreement with the London Midland and Scottish Rail­ way Company undertaking the future main­ tenance of the Bridge and its approaches in Kenton Lane over the Stanmore Branch Line, in return for a payment by the Company of the sum of ^300."

Having regard to the decision reached by the Finance Committee upon Recommendation \o. 85 of the Report, it was Resolved:—

(694) "That the Recommendation be not adopted."

(695) " That in the event of Council refusing to accept liability the Coun­ cil contribute a sum not exceeding ^500 to­ wards the extra cost of laying 3oin. to i8in. pipes in lieu of 21 in. to i2in. pipes in connec­ tion with surface water drainage works pro­ posed to be carried out in Honeypot Lane."

(696) " That it be an instruction to the Surveyor to bring forward a fence on the West side of Pinner View so as to enclose a piece of waste land in the ownership of the Council."

(697) (a) " That pursuant to the provisions of Section 15 of the Private Street Works Act, 1892, the Council contribute a sum not exceed­ ing ^95 in respect of the extra cost of con­ structing a 4Sft- road in lieu of a 4oft. road in MERLIN CRESCENT (Sec. i), Stanmore South Ward." (698) (a) " That pursuant to Section 15 of the Private Street Works Act, 1892, the Council contribute a sum not exceeding ^127 125. 4d. in respect of the whole of the frontage on one side of GROVE ROAD, Pinner South Ward, adjacent to Rayners Lane." (b) " That whereas by Sub-section 2 of Sec­ tion 6 of the Private Street Works Act, 1892, it is competent to this Council to approve, with or without modification or addition as they think fit, the Specifications, Plans, Sections, Esti­ mates and Amended Provisional Apportion­ ments for :— PEMBROKE PLACE, Stanmore South Ward, GROVE ROAD, Pinner South Ward, and it appears expedient to amend the Resolu­ tions relating to such streets, or parts of streets, passed on 3rd December, 1931, and igth May, 1932, so that regard may be had to the LESS DEGREE OF BENEFIT to be derived by ' return ' or ' flank ' frontages, the Council do hereby modify the said Resolutions by directing that the charge in the case only of ' return ' or ' flank ' frontages to the said streets, or parts of streets, of the premises fronting thereon be made upon the basis of two-thirds the measure­ ment and no more ; and

Referring to Recommendation No. Q2(&), disapprov­ ing the erection of overhead telegraph wires on the Pinner Hill Housing Estate, Councillor Adams pointed out that the Coimmittee's decision prevented the Lighting and Fire Pro­ tection Committee from having call bells to Pinner Firemen fixed. Resolved: (704) " That Recommendation No. 92 (&) be re- ferred back for further consideration." 3ist July, 1934. 281

(705) " That the Council offer no objection to the proposed erection of telephone kiosks at the under-mentioned points :— (i) in Eastcote Lane near its junction with Northolt Road, subject to approval of the site by the Surveyor; (ii) in Parkside Way near its junction with Southfield Park, subject to the kiosk being placed at the back of the footpath and its position being altered if necessary at such time as road improvement works are carried out." x (706) " That the Council agree to the carrying out at a cost not exceeding ^300 of works in con­ nection with the dedication of land by owners of the Harrow Weald House Estate for high­ way widening in College Hill Road, the offer having been accepted by Middlesex , the then highway authority, on 22nd February, 1934." Discussion ensued upon Recommendation No. 95, and it was Resolved :—

(707) (a) " That the Council do accede to the re­ quest of the Automobile Association to erect a sign indicating ' Road Narrows ' at the ap­ proach to the Railway Bridge in Northolt Road, near Northolt Race Course." (b) " That it be an instruction to the Sur­ veyor to arrange for a white line to be painted in Northolt-road under the Railway Bridge, near Northolt Race Course." In regard to Minute No. (C) of the Report, authority was given for a decision to be reached during the Vacation upon the question of litter receptacles, a report to be sub­ mitted in due course to the Committees concerned. (709) " That the Surveyor be directed to approach the owners of a private footpath on the Head­ stone Estate leading to Wealdstone Station from Marlborough Hill, with a view to the path being included in an agreement proposed to be entered into with the Council for construction of roads."

(710) " That authority be and is hereby given the Chairman of the Highways Committee and the Surveyor to appoint additional Clerks of Works as required, at a salary not exceeding £6 per week." (711) " That pursuant to Section 21 of the Public Health Act, 1925, a notice be served upon the owner of No. 42, The Meadow Way, requiring him to abate a nuisance caused by a pipe dis­ charging waste water from his property over the public footpath."

(139) OPEN SPACES, CEMETERIES AND ALLOTMENTS COMMITTEE.— Proposed by Councillor Smith, and seconded by Councillor Weston :— (726) " That the Report of the Open Spaces, Cemeteries and Allotments Committee for their Meeting on xoth July, 1934, be received, after correction of the Heading to Minute No. LXXVI. to read ' Horse-, Little Com­ mon, Stammpre.' Carried. Resolved : (727) " That the Acting Clerk be instructed to let available Football, Hockey and Netball Pitches for the 1934-35 Season, and report the Final Allocation later." In passing the above Resolution the Council indicated that preference should be given to applications received from local clubs. Referring to Recommendation No. 56, Councillor Pratt opposed confirmation of the existing contract for lay-out and construction of a children's playground at Alexandra Park, and moved the following :— " That the Council dp not adopt the Com­ mittee's decision but do proceed instead to re­ construct the playground in a more suitable posi­ tion, in accordance with Recommendation No. 49 of the Committee, dated i2th June, 1934." Councillor Coles seconded. Discussion ensued, and it was reported that the work under the existing contract was well advanced and to re- site the playground would be an expensive matter. The proposition was put to the Meeting, and on a show of hands was declared lost. It was then Resolved : (728) " That the Contract entered into by the late Harrow-on-the-Hill Urban District Council for the lay-out and construction of a Children's Playground at Alexandra Park, South Harrow, be confirmed." 3ist July, 1934. 290

Referring to Recommendation No. 38(0) of the Report, Councillor \Vibberley deprecated the use of the Kodak Hooter as a means of calling the Wealdstone Fire Brigade together, and sought its complete discontinuance. Councillor Cope supported. In reply the Chairman of the Committee pointed out that if, as was hoped, the Gamewell Fire Alarm System could be put in force throughout the whole District (vide Recommendation No. 40 pf the Committee's Report), the hooter would not be required, but until an effective scheme was in operation the present practice could not be wholly discontinued.

Resolved:

(782) " That the firemen at the Wealdstone Fire Station be placed on the call-bell system, and when installed the Kodak hooter be discontinued during the hours of 10 p.m. to 7 a.m."

Councillor Cowan raised the question of providing a further child welfare centre, in the Pinner South Ward. In reply, Councillor Forbes indicated that the establish­ ment of Maternity and Child Welfare Centres in this and other parts of the District was under consideration.

(145) GENERAL PURPOSES,_ESTABLISHMK\T AND LEGAL COMMITTEE. —Proposed by Councillor Forbes, and Seconded by Coun­ cillor Ellis :— (833) " That the Report of the General Purposes, Establishment and Legal Committee for their Meeting on i7th July, 1934, be received." Carried. Councillor Alien spoke in opposition to the Committee's Recommendation No. 72 (a), providing for the post of Deputy Treasurer to be advertised, expressing the opinion that the Report which had been before the Committee had been pre­ pared without a sufficient knowledge of the capabilities of existing staff. He accordingly proposed :— " That the Recommendation be referred back." The proposition was seconded by Councillor Cope, and Councillor Smith supported. The Chairman and other Members of the Committee in­ dicated that careful consideration had been given to the question of this appointment, and on the advice received the Committee were satisfied that the advertisement should be issued. Upon receiving Councillor Forbes' assurance that the Council's Officers would be notified that they could apply for the post of Deputy Treasurer, the proposition before the Meeting was withdrawn.

" Councillor Wibberley, enquiring the position in regard to the Council's Year Book, was informed that a proof had been before the General Purposes, Establishment and Legal Committee, and their revision had necessitated the type being reset. Councillor Forbes reported verbally that a Meeting of the General Purposes, Establishment and Legal Committee had been held immediately prior to the Council Meeting (Councillors Alien, Buttle, Charles, Cowan, Crosby, Ellis, Telfer, Weston and himself attending) for the purpose of receiving the Report of the Appointments Sub-Committee for their Meeting on 28th July, when they dealt with over one hundred applications received for the post of Cleansing Superintendent, and selected eight candidates for interview. The appointment required to be filled without delay, and in view of the fact that the Council would not meet again until 2nd October, the Committee desired authority to proceed with and imake the appointment during the Vacation. The following proposition, in the terms of the Com­ mittee's Recommendation, was put to the Meeting:—

(148) DEPUTY-CIIA'RMAX OF FINANCE COMMITTEE.—Reference was made by Councillor Telfer to the appointment of a Treasurer and to the imminent expansion of the Finance De­ partment. He pointed out that whereas the Finance Com­ mittee up to the present had been able to watch only the ordinary expenditure of the Council, they would be expected now to formulate an accountancy policy, adopt costing, &c. : already draft financial regulations had been prepared. He had presented, as Chairman of the Finance Committee, the Council's Budget for the current year, and was of opinion, with regard to the Budget for the year following, that the person to be responsible for it should have an opportunity to become well-acquainted with its preparation. His own business interests, frequently taking him out of Town, would prevent his giving the attention required, and in the circum­ stances he asked to be relieved of the Chairmanship of the Committee.

Councillor Charles referred to Councillor Telfer's abilities, as Chairman of the Committee, and urged him not to press his intention and desire to vacate the Chair during the current year. Councillor Forbes endorsed the Chainman's remarks and proposed :— 3ist July, 1934. 321

Councillor Telfer indicated that with a Vice-Chairman's assistance it would be possible for him to continue for a few months as the Committee's Chairman.

The Proposition was thereupon put to the Meeting and carried.

Councillor Webb reported attending at Birmingham, from 3rd—5th July, the Conference of the National Associa­ tion for the Prevention of Infantile Mortality, and expressed the hope that at a future date the Urban District would be served by clinics similar to those visited at Birmingham : papers giving information as to the working of the clinics, &c., were in her hands, and these would be passed to the Council's newly-appointed Medical Officer of Health.

(151) NOTICES OF MOTION. — Referring to the proposed Motion relating to the adoption of the Private Street Works Act, 1892, set out under item No. 18 of the Agenda for the Meet­ ing, the Acting Clerk reported that in consequence of the existing provisions of the Harrow-on-the-Hill Town Plan­ ning Scheme, 1933, for construction of streets under Section 150 of the Public Health Act, 1875, it would be impossible for the Council, without an Order of the Minister of Health, to put into force in the area of the Scheme the provisions of the Private Street Works Act, 1892. He had in the circum­ stances communicated with the Ministry of Health, and had received an intimation over the telephone that the point was one which had never been raised before, and it had accord­ ingly been referred to the Department's Legal Advisers for thorough investigation. The Council ought therefore to defer passing any Resolution in the matter. Whilst deprecating the delay which must follow in the matter of making-up streets not the subject of any resolution to construct passed by either of the late Councils, they agreed that consideration of the Motion appearing on the Agenda must be de­ ferred, pending receipt of a reply from the Ministry of Health. Proposed by Councillor Forbes, and seconded by Coun­ cillor Brown : —

(159) ROAD TRAFFIC ACT, 1930.—Circular letter (dated i6th July, 1934) received from the Middlesex County Council, enquiring whether the District Council propose to set up under Section 27 of the Road Traffic Act, 1930, an organisa­ tion to deal with the weighing of motor vehicles, and sug­ gesting that, if not, they agree to co-operate with the County Council and contribute towards the expense involved.

(164) WEALDSTONE SWIMMING BATH.—Under date 27th July, 1934, the Wealdstone Swimming Club applied for an exten­ sion of the hours of their use of the Public Swimming Bath at Wealdstone on 28th August, with flood-lighting, etc., for the purpose of holding a swimming gala, a charge for admission to be made to the public. (166) DIVERSION OF PUBLIC FOOTPATH.—In reply to enquiries the Acting Clerk stated that a letter had been received from the Royal National Orthopaedic Hospital follow­ ing the interview between representatives of the Council and the Hospital in regard to the latter's application for diversion of a public footpath running from Stanmore towards Elstree but it did not appear that its production direct to the Council would advance the matter, as build­ ing could not in any event take place on the site of the path without an Order of Quarter Sessions.
