My analysis differs from past studies' suggestions that the strike was a libertarian eruption of mass protest against British imperialism and the Hongkong Government, which, according to these studies, exploited and oppressed Chinese in Guangdong and Hongkong. I argue that a political party, the CCP, led, organised, and nurtured the strike. It centralised political power in its hands and tried to impose its revolutionary visions on those under its control. First, I describe how foreign trade enriched many people outside the state. I go on to describe how Chinese-run institutions governed Hongkong's increasingly settled non-elite Chinese population. I reject ideas that Hongkong's mixed-class unions exploited workers and suggest that revolutionaries failed to transform Hongkong society either before or during the strike. My thesis shows that the strike bureaucracy was an authoritarian power structure; the strike's unprecedented political demands reflected the CCP's revolutionary political platform, which was sometimes incompatible with the interests of Hongkong's unions. I suggestthat the revolutionary elite's goals were not identical to those of the unions it claimed to represent: Hongkong unions preserved their autonomy in the face of revolutionaries' attempts to control Hongkong workers. -

Report No. 49] Laying of the Report The Report of the Director of Audit on the Accounts of the Government of the Hong Kong Special Administrative Region for the year ended 31 March 2007 and his Report No. 49 on the results of value for money audits were laid in the Legislative Council on 28 November 2007. The Committee's Report (Report No. 49) was subsequently tabled on 20 February 2008, thereby meeting the requirement of Rule 72 of the Rules of Procedure of the Legislative Council that the Report be tabled within three months of the Director of Audit's Report being laid. 2. The Government Minute The Government Minute in response to the Committee's Report No. 49 was laid in the Legislative Council on 21 May 2008. A progress report on matters outstanding in the Government Minute was issued on 29 October 2008. The latest position and the Committee's further comments on these matters are set out in paragraphs 3 to 46 below. Management of the government fleet (Paragraphs 3 to 4 of Part 3 of P.A.C. Report No. 49) 3. The Committee was informed that: Management of in-house maintenance work and staff - based on the assessment made by the upgraded Government Fleet Information System ("GFIS"), which was capable of comparing the cost-effectiveness of services provided by individual in-house maintenance workshops against those provided by private contractors, the Marine Department ("MD") planned to outsource a forward-base workshop in early 2009 to tie in with the staff natural wastage profile; Administration of maintenance contracts - the MD had started a pilot scheme to test the merits of using a term contract for maintenance services for government vessels. -

CB(1) 516/05-06(01) For Information Legislative Council Panel on Environmental Affairs Legislative Council Panel on Planning, Lands and Works Information Note on Overall Sewage Infrastructure in Hong Kong Purpose This note informs members on the policy behind and progress of sewage infrastructure planning and implementation in Hong Kong. Policy Goals for the Provision of Sewage Infrastructure 2. The policy goals for the provision of sewage infrastructure are the protection of public health and the attainment of the declared Water Quality Objectives for the receiving water environment. The latter are set so as to ensure our waters are of a sufficient quality to sustain certain uses which are valued by the community. These include, variously, abstraction for potable supply, swimming, secondary contact recreation such as yachting, and the ability to sustain healthy marine and freshwater ecosystems. The Sewerage Planning Process 3. The sewerage planning process entails the systematic review of the sewerage needs in each sewerage catchment with the aim of drawing up a series of Sewerage Master Plans (SMPs) devised so as to ensure the above policy goals will be met. A total of 16 SMPs covering the whole of Hong Kong were completed between 1989 and 1996 (Annex 1). The SMPs started with those covering areas where waters were close to or exceeded their assimilative limits, were highly valued, or where excessive pollution had resulted in environmental black spots. For example, Hong Kong Island South SMP covering sensitive beach areas and Tolo Harbour SMP covering nutrient loaded Tolo Harbour were among the earliest conducted SMPs. Each study made recommendations for the appropriate network of sewers, pumping stations and treatment facilities for the proper collection, treatment and disposal of sewage generated in the catchment, with the aim of catering for the present and future development needs. -

Guide to Shipping Register and Shipping Tax Regime in Hong Kong Contents The Hong Kong Shipping Register 1 Taxation of Shipping Profits in Hong Kong 8 Schedule 12 The Hong Kong Shipping Register Until 3 December 1990, the United Kingdom Merchant Shipping Acts (the “Acts”) (except for the Merchant Shipping Act 1988) applied to registration of ships and to mortgages of ships in Hong Kong. A ship registered at the Port of Hong Kong was, therefore, a British ship. Hong Kong reverted to Chinese sovereignty on 1 July 1997 and became a Special Administrative Region of the People’s Republic of China. Section VIII of Annex I to the Sino- British Joint Declaration which relates to the transfer of sovereignty states that: “The Hong Kong Special Administrative Region shall maintain Hong Kong’s previous systems of shipping management and shipping regulation, including the system for regulating conditions of seamen. The specific functions and responsibilities of the Hong Kong Special Administrative Region Government in the field of shipping shall be defined by the Hong Kong Special Administrative Region Government on its own. Private shipping businesses and shipping-related businesses and private container terminals in Hong Kong may continue to operate freely. The Hong Kong Special Administrative Region shall be authorised by the Central People’s Government to continue to maintain a shipping register and issue related certificates under its own legislation in the name of ‘Hong Kong, China’.” The Hong Kong Government appointed a Steering Committee in 1987 to advise the Government on the establishment of an independent shipping registry. The result was enacted as the Merchant Shipping (Registration) Ordinance (Cap 415) (the “Ordinance”), which came into effect on 3 December 1990. -

To achieve our research Full list of author information is objective, a comprehensive analysis framework is proposed. We assume that the port available at the end of the article services provided by Shenzhen and Hong Kong have heterogeneity, thus apply Cournot price competition model to understand the external competition. We find that the heterogeneity level can affect the demand of Hong Kong international port. For different heterogeneity levels, different competitive equilibriums among terminal operators of Hong Kong are discussed. We further apply Edgeworth model and Stackelberg Leadership Model to describe the internal competition of Hong Kong international port. Based on analysis, some recommendations are provided to the terminal operators of Hong Kong. In recent years, liner shipping companies restructure and reform their shipping alliances, which significantly improves their bargaining power towards port and con- tainer terminal operators and port competition arises. -

Special Terms: (1) In order to participate in the auction of the said lot of item(s), the bidder must: (a) have a valid licence to use, or permit to be used, any land or premises for the disposal of waste from the Director of Environmental Protection for the type of e-waste which is the subject of the said lot under the WDO; or (b) have a valid permit for the export of e-waste from Hong Kong from the Director of Environmental Protection for the type of e-waste which is the subject of the said lot; or (c) provide the Government with an undertaking as mentioned in Special Term (2)(b) below. (2) Before participating in the auction of the said lot of item(s), the bidder must: (a) provide to the Government a copy of such licence and/or export permit which shall be valid at the auction day, or (b) provide the Government with an undertaking signed by the bidder undertaking that if he successfully bids for the said lot: (i) his operations involved in the storage, treatment, reprocessing and/or recycling of such e-waste are such that he shall not be required to obtain a licence to use, or permit to be used, any land or premises for the disposal of waste from the Director of Environmental Protection for the type of e-waste which is the subject of the said lot under the WDO; and (ii) if he exports the e-waste which is the subject of the said lot from Hong Kong, he shall ensure that he has a valid permit for the export of e-waste from Hong Kong from the Director of Environmental Protection for the type of e-waste which is the subject of the said lot.
