The following special terms and conditions are applicable when the lot contains item(s) which is (are) e-waste. “e-waste” having the meaning given to such term in Section 2 of the Waste Disposal Ordinance, Chapter 354 of the Laws of Hong Kong (“WDO”). Special Terms: (1) In order to participate in the auction of the said lot of item(s), the bidder must: (a) have a valid licence to use, or permit to be used, any land or premises for the disposal of waste from the Director of Environmental Protection for the type of e-waste which is the subject of the said lot under the WDO; or (b) have a valid permit for the export of e-waste from Hong Kong from the Director of Environmental Protection for the type of e-waste which is the subject of the said lot; or (c) provide the Government with an undertaking as mentioned in Special Term (2)(b) below. (2) Before participating in the auction of the said lot of item(s), the bidder must: (a) provide to the Government a copy of such licence and/or export permit which shall be valid at the auction day, or (b) provide the Government with an undertaking signed by the bidder undertaking that if he successfully bids for the said lot: (i) his operations involved in the storage, treatment, reprocessing and/or recycling of such e-waste are such that he shall not be required to obtain a licence to use, or permit to be used, any land or premises for the disposal of waste from the Director of Environmental Protection for the type of e-waste which is the subject of the said lot under the WDO; and (ii) if he exports the e-waste which is the subject of the said lot from Hong Kong, he shall ensure that he has a valid permit for the export of e-waste from Hong Kong from the Director of Environmental Protection for the type of e-waste which is the subject of the said lot. If the bidder fails to do so, it will not be permitted to participate in the auction of such lot of item(s). Special Conditions: 1. Motor vehicles are sold as they are and with no warranty that they comply in any respects with the provisions of any enactment relating to the construction and use of vehicles. The buyer acknowledges that all the vehicles shown and identified by “M” in the Lot No. of the Auction List are phased out vehicles belonging to Government or subvented public organisations and these vehicles sold by auction may not be registered or licenced for use in Hong Kong under the Road Traffic (Registration and Licensing of Vehicles) Regulations, Chapter 374 unless the vehicles conform to the emission requirements for newly registered vehicles as stipulated in the Air Pollution Control (Vehicle Design Standards)(Emission) Regulations and Noise Control (Motor Vehicles) Regulations and are repaired, type approved, as required and certified to be roadworthy by the Transport Department at the buyer’s expense and in such case unless otherwise specified in the auction list, the buyer shall pay the necessary first registration tax, which is to be determined by the Transport Department. For the bidder’s information, the first registration tax is calculated as “C.I.F. value x (1 - depreciation rate) x taxable rate” and is subject to revision. 2. Nothing shall be removed from the vehicles by the buyer whilst the vehicle remains at the Location. 3. These vehicles may only be registered and licenced provided that the buyer is able to satisfy the Commissioner for Transport’s requirements for such registration and licensing, including that all particulars shown on the vehicle should not have been tampered with and that the vehicle in question can pass the required inspection conducted by a Transport Department Vehicle Examination Centre. No warranty is given that the Commissioner for Transport’s approval will be given. Prior to collection, the buyer must first go to G/F., Choi Sin House, Choi Fook Estate, Kowloon Bay and contact Mrs LEUNG/ Mr HO (contact tel. no. 3417 1090) for processing the necessary documents. 2. My analysis differs from past studies' suggestions that the strike was a libertarian eruption of mass protest against British imperialism and the Hongkong Government, which, according to these studies, exploited and oppressed Chinese in Guangdong and Hongkong. I argue that a political party, the CCP, led, organised, and nurtured the strike. It centralised political power in its hands and tried to impose its revolutionary visions on those under its control. First, I describe how foreign trade enriched many people outside the state. I go on to describe how Chinese-run institutions governed Hongkong's increasingly settled non-elite Chinese population. I reject ideas that Hongkong's mixed-class unions exploited workers and suggest that revolutionaries failed to transform Hongkong society either before or during the strike. My thesis shows that the strike bureaucracy was an authoritarian power structure; the strike's unprecedented political demands reflected the CCP's revolutionary political platform, which was sometimes incompatible with the interests of Hongkong's unions. I suggestthat the revolutionary elite's goals were not identical to those of the unions it claimed to represent: Hongkong unions preserved their autonomy in the face of revolutionaries' attempts to control Hongkong workers.

The Committee’s subsequent Report (Report No. 46) was tabled on 12 July 2006, thereby meeting the requirement of Rule 72 of the Rules of Procedure of the Legislative Council that the Report be tabled within three months of the Director of Audit’s Report being laid. 2. The Government Minute The Government Minute in response to the Committee’s Report No. 46 was laid in the Legislative Council on 18 October 2006. A progress report on matters outstanding in the Government Minute was issued on 4 October 2007. The latest position and the Committee’s further comments on these matters are set out in paragraphs 3 to 8 below. Management of the government fleet (Chapter 3 of Part 4 of P.A.C. Report No. 46) 3. The Committee was informed that: Review of manning scale of government vessels - the Marine Department (MD), after critically reviewing the five-year rationalisation plan developed under the revised manning scale, had decided not to adopt the plan due to the problems of creation of new posts and staff redundancy. Instead, the MD would outsource the services of the government fleet, taking into consideration the MD’s manpower position as well as the efficient operation of the government fleet; Crew deployment - the MD was upgrading the Government Fleet Operation Management Information System for completion by the end of 2007.

    THE GOVERNMENT MINUTE in response to the REPORT OF THE PUBLIC ACCOUNTS COMMITTEE No. 71 of February 2019 15 May 2019 THE GOVERNMENT MINUTE IN RESPONSE TO THE PUBLIC ACCOUNTS COMMITTEE REPORT NO. 71 DATED FEBRUARY 2019 REPORT ON THE RESULTS OF VALUE FOR MONEY AUDITS (Report No. 68) MATTERS OUTSTANDING Monitoring of charitable fund-raising activities (Chapter 2 of Part 4 of PAC Report No. 68) Government departments concerned have been following up on the recommendations made by the Audit Commission (Audit) and the Public Accounts Committee (PAC) on the monitoring of charitable fund-raising activities. The progress made is reported below. 2. Home Affairs Bureau (HAB) has been assigned to co-ordinate inputs from relevant Bureaux/Departments (B/Ds) in formulating a response to the Law Reform Commission (LRC)’s recommendations for the Government’s overall consideration. HAB is actively following up the matter and will make reference to the improvement measures recommended in the Audit Report as well as in the PAC Report. 3. The Government notes public concerns over the accountability of charities, in particular in relation to charitable fund-raising activities. HAB has co-ordinated with the relevant departments, and the Government introduced a series of administrative measures with effect from 1 August 2018 after making reference to the recommendations in the LRC Report, the Audit Report and the PAC Report, with a view to enhancing the transparency of charitable fund-raising activities, safeguarding the interests of donors and facilitating the conduct of fund-raising activities. 4. Since 1 April 2019, the Government has introduced a logo for charitable fund-raising activities for display by holders of licences and permits relating to charitable fund-raising during charitable fund-raising activities for identification by members of the public.
