Part A: General Information 1. Background, Socio-economic condition, Disaster vulnerability, Hard-to-reach areas

1.1 Background

Southkhali is a Union of Sarankhola under . The Union was established before 1948 and at that time was under British rule. The union is situated on the last part of south of the Country and south side of this union is vacant that means ‘khali’ (Bengali name), perhaps this is why the name of the Union is Southkhali. It is 25 km away towards the south from head quarter and 100 km from district HQ. The road communication from the District HQ to the union head quarter is very poor and it takes 4.00 hours by Bus if the ferry over the river Panguchi at Morelgonj is available. From Upazila HQ to UP Office the road communication is also very poor and by bus it takes almost about 1.25 hours.

Mr. Md. Mozammel Hossen Howlader is the chairman of this union and he has been performing the responsibility as UP chairman for the last four years. The UP complex is located near Tafalbari bazaar of Tafalbari village which is in ward # 03. Total area of the union is 9036 Acres/ 36.70 sq. Km. The total population of the Union is 24,980 in 6179 households (Census 2011), and population density is 998 persons per Sq Km. Around 94.74% of the population of this union is Muslim and 05.26% is Hindus. Being situate by the bank of the Bay of Bangle this Union is a highly disaster prone area and always at the risk of Cyclone and tidal surge.

1.2 Socio-economic condition: Like other rural areas of Bagerhat district more than 70% (approx. by UP representatives) people have been living below poverty line. Main occupations of the population are agriculture, day labourer, fishing and honey collection from the Sundraban forest. The main crops are paddy, Dal/Kalai (varieties of lentils) and vegetable. Agriculture and fishing are considered as major livelihood; children are also engaged in these activities. They are deprived from their rights which are the main concern for their education. There is no Government and private Bank but there is one big and three small village markets in the Union. There are brac, CODEC, RIC, Muslim AID and some others NGOs who are engaged in micro–credit/financing program. Being affected by the natural disasters almost regularly the overall socio-economic condition of the people of community is poor. The union has 502 ponds, 4 bazzers, 20 GPS, 13 secondary Schools, 2Madrasas, 1 Collage, 1 health sub centre, 4 CC, 6 Orphanages, 71Mosques, 7 Temples, 1 Cooperative club, 2 Cultural Club, 2 Public libraries, 25 Cyclone Shelters etc. 4 | P a g e

1.3 Geography:

The union is situated in the last part of south of Bagerhat district. It is bounded on the north by , on the east by the Baleshar River, on the south by the Sundrabans and the Bay of Bangle and on the west by Bhola River and the Sundraban.

1.4 Disaster/Vulnérabilités: Southkhali union is very close to the Bay of Bangle so it is a highly disaster prone area, always under threat of Cyclone attack and tidal surge. Moreover the Bhola River has crossed from the west and the big River Baleshar has flown through the east of DRR Mock drill Southkhali Girls School Field the union. The embankment is in a poor shape, some portions of the embankment were washed out during the disaster SIDR in 2007 and afterwards by the disaster AILA which onset on 25 May’ 2009. Cyclone and tidal waves used to hit the Union almost every year and affects the people, damages their houses and crops and increases their sufferings which make them poor/ultra-poor. There are 25 Cyclone shelters with the capacity of only 8750 persons but for saving their cattle they do not have any earthen killa (Fort). Cyclone Preparedness Programme (CPP) is active here for a long time basically on cyclone preparedness and early warning system. The Union have 10 trained and well equip volunteer units (male-100 and female 50). There are also an active “Union Disaster Management Committee” and they regularly organized disaster preparedness activities to aware the community people as well as reduce the vulnerability.

1.5 Hard-to-Reach Areas, villages and communities: The union itself a hart to reach area. After arrival at union there is no hard to reach area. Internal communication is almost good in dry season but in the rainy season it is very difficult to pass through the muddy road. There are 3 km carpeting road, 7 km brick soling road, 30 km embankment and 78 km earthen road in the Union. Motor cycle and Rickshaw-van is usually used as vehicle within the union. Sometimes people has to face difficulty to get health service especially ANC service for the long distance in between FWC, CC and community. 2. Population Profile:

2.1 Population in general

The total population of the Union is 24,980 in 6179 households (Census 2011), and population density is 998 persons per Sq Km. But there is a difference of the number of HH and population of the Union according to “the holding assessment 2013 which was conducted by the Union parishad itself, and the number of HH is 6765 and total population is 29100. Union Parishad claimed that the holding assessment and population counting is updated. Around 94.74% of the population of this union is Muslim and 05.26% is Hindus.

The details are shown in the Table 1.1 in the Annex I.

2.2 Child Population:

According to the Census 2011, the total child population from 0 to 19 years of age of the union are 11220 which is 44.91% of the total population (0-4 is 2749, 5-9 is 3423, 10-14 is 3205 and 15-19 is 1843). Community data provides more age specific information than census data and the total child population from 0-1 year is 397; 1 to 2 years 497; 5 to 6 years 930 and 6 to 10 years is 3486. This shows an increased number of population than that of Census as usual.

Part B: Situation of Children and Women The following chapters describe the sector wise facilities and situation of children and women in the Union. The following table provides a snapshot of the situation of children and women in the union:

However, only 101 Pregnant Women have completed 4 ANC visits and 243 pregnant women consume 100 IFA tablet (per each person). 194 pregnant women not receive the full package of ANC service due to some of them pregnancy period is 4 to 8 months and some are not aware about ANC. None of the health centers in the union have any facility for deliver so no administrative data is available on this indicator. The table above shows that all children have received full coverage of vaccine but community data says 422 children have full coverage of vaccination out of 497 children (Community data). Data are not available on nutritional status of children in any

form. The community people do not have much idea on this regard, they used to identify children fatty as healthy and thin as unhealthy and think that most of the children are healthy. Health centers do not record the height or weight of the children. The table above also shows that 99 of one year old children do not have birth certificate out of 497 children (Community data). Number of birth registration within 45 days after birth is only 15 and the overall birth registration status of Southkhali union is good. 186 children are not enrolled in PPE class, and 347 children of school going age at primary level are not enrolled in the school. AS community data out of PPE class 275 and out of primary level is 238. Difference between administrative and community data is minimum. 1705 Children are enrolled in secondary level but any record not found in anywhere (Upazila or community or school.) Child marriage used to take place in the Union but not recorded for the age is recorded above 18 years in the register during marriage.

3. Health and Nutrition

3.1 Situation of Children and Women in the Union

According to the health section of Southkhali union (AHI) 562 children of under 2 years of age and all are received full package of immunization as of November 2014. And according to community data 422 children of 1 year of age have received full course of vaccines out of 497 children. The Community thinks that every child need to vaccinate, however, there might be a few number of children remained left out who are not counted or recorded properly.

Administrative data shows that there are 295 pregnant women, 101 of them have completed 4 ANC and 243 women has intake 100 IFA per person in the union as of November 2014. This data varies with the community data, i.e. as per UP counting in March 2014, number of pregnant women is 188 out of which 118 have completed 4 ANC visits and consumed at least 100 IFA during last six months up to March 2014.

Table 2.2 shows the Number of Pregnant women with status of IFA intake in Annex II.

A few numbers of institutional deliveries takes place in the upazila level. Institutional delivery rate is very low and it is assumed by the community that 15 to 20 deliveries used to take place in upazila health center per year. These deliveries mostly occur in case of complicacy or in the case of women from well off families or who are very aware.

3.2 Facilities and services available in the Union: The Union has a Health sub Centre with Family Welfare Center (FWC), 4 functional Community Clinics (CC), 8 Satellite Clinics and 24 EPI sites. There are health services in the Union provided by NGOs which are mainly community awareness but BRAC and PCI provided ANC service with IFA tablet.

3.3 Status of Human Resource:

3.3.1 Department of Health: The Union is served by 1 SACMO (Sub Assistant Community Medical Officer), 1 Assistant Health Inspector (AHI), and 5 health assistants and 4 CHCP at 4 community clinic. Out of sanctioned posts 1 MO and 3 Health Assistants posts are vacant. Though the SACMO is posted in the union but he rarely provides services to the people. Community people informed that both the Health and Family Planning Personnel are not regular in union health sub Centre. Also shortage of human resources hampers for providing regular services to pregnant mothers and children.

Table 2.4 in annex II shows the HR status of Health services in the Union.

3.3.2 Department of Family Planning: The Union is served by 1 Family Welfare Visitor (FWV), 1 Family Planning Inspector (FPI), 6 Family Welfare Assistants (FWA), 1 post is vacant for FWA and one is for SACMO.

Table 2.5 in annex II shows the HR status of Family Welfare services in the Union.

4. Situation of Birth Registration, Disability, Child Marriage and Child Labour

4.1 Birth Registration: About 20% of one year old children do not have birth certificate. Community data shows that 398 children have birth certificates out of 497 children. Till November 2014, only 15 child births were registered under 45 days (BRIS data). The Union Parishad is well equipped for providing services to ensure birth registration of children. It is served by a Secretary, and two UISC Entrepreneurs. This progress has been achieved by the effort with the united support of the District, Upazila administration, UNICEF and NGOs. The UP has been providing free services to the children of below two years of age.

4.2 Children with Disability: There are 81 children with disability in the union. Few of them have been attending school and many of them do not have opportunity to attend school as the school does not have physical structure or friendly environment that would encourage them to stay. Data are not available neither with the community or the government department on how many children are attending schools and how many do not.

4.3 Child Marriage: Though child marriage used to take place but no data is available in this regard.

4.4 Children detached from families: Some children are detached from their family. However, the community does not have information on whether these children are all orphan or where they are engaged. The UP is trying to collect the real information and making plan accordingly for their survival.

4.5 Status of HR: The Union has one Secretary who is responsible for all the activities in the UP including birth registration. According to the UP Act 2009, the UP should have at least one more staff that will look after the accounts and other administrative issues. However, the UISC Entrepreneurs have been providing support in birth registration. The Union is also served by a government social worker.

4.6 Child Labor: According to the community there are 161 children in the union who are engaged in informal labor activities. Children are mainly engaged in agricultural field, fishing and in non-formal sector like small hotels and restaurants. Those children are drop out from 9 | P a g e

schools. Though some of the children are getting conditional cash transfer from the government supported by UNICEF, is not adequate to cover the entire children drop out from school.

5. Education: Pre Primary, Primary and Secondary Education

5.1 Coverage of Education: According the survey conducted by the UPEO, the Union has a total of 834 pre-school aged children of which 658 children are enrolled in GPS pre-primary class and 186 are out of school. The Upazila primary education officer (UPEO) shows the total number of children aged from 6 to 10 in the union is 4122 and among them 3775 are enrolled in Government Primary School-GPS. The total number of children of aged 5 to 6 differs from the data provided by community which is 930 and enrolled in GPS is 655. According to the community people, there are many children who do not attend pre-primary class due to the parents are not aware about the age of enrolment in PPE. There are 347 children who are not enrolled in the primary schools. Many children are attending Madrassa for their education both at primary and secondary level and the data are not available.

At secondary level 1705 children are enrolled in different schools and secondary level Madrasa (Girls: 1014 & boys: 691). Students are enrolled in three secondary level registered schools and two Secondary levels Madrasa within the union. There is no data on how many children are eligible for enrolment of school and dropped out from secondary school.

Table 4.1, 4.2 and 4.3 shows the data on education coverage in Annex IV.

5.2 Available Facilities: The Union has 20 Government Primary Schools (GPS), one KG and one NGO run primary schools for primary education coverage. Each and every village has government primary school, more over there are about 20 Annanda school for education coverage of drop out children in the union. The Union has three secondary schools and two secondary standard Madrasa for covering secondary level education.

Table 4.4 shows the data on facilities in Annex IV.

5.3 HR status in the Education Sector: The union has 20 Government primary schools, one KG and one NGO run school to cover the primary education. There are 20 posts for Head Teachers and 92 posts for Assistant Teacher sanctioned in above mentioned school. 10 Assistant Teacher and 10 head teacher posts are vacant. According to the Government policy standard, the teacher-student ratio for PPE is 1:30 and for primary class the ratio is 1:45. The data in table 5.2 shows that some of the schools do not follow this standard. From the discussion with different school teachers and community it is found that a few number of schools are overcrowded and more than 50 children are enrolled in each class. This overcrowds used to hamper the learning process of the children.

6. Water and Sanitation

6.1 Safe Water Facility: DPHE does not have record on total number of tube wells, Rain water harvesting, PSF and pipe line supply water points in the union. They have the record only of water sources supplied by the government but there are many other water sources established by private and NGOs. According to the Census 2011, only 6.4% HH use tap water, 11.2% HH use Tube-well water and 82.4% HH use water from other sources. This figure varies with the community data. Community data shows that 4471 HH out of 6765 i. e only 66% HH have access to safe drinking water year round but in rainy season 100% HH have access to safe drinking water source by using RWHS. According to the Government Policy, every 5 households should have one safe water points.

6.2. Sanitation coverage: Sanitation coverage in the Union is good. As per Census 2011, 38.3% (2370) HH have hygienic latrine, 55.9% (3455) HH have sanitary latrine without water seal, 5.1% (317) HH non-sanitary latrine and 0.6% only 37 HH do not have any latrine. Community data widely varies with this data. Table 5.2 in Annex V shows that 5508 (81.42%) households have hygiene latrines and 1257 (18.58%) HH have unhygienic latrines.

6.3. Status of HR: The Union is served by 0.50 (one for two unions) tube-wells mechanic who is responsible only for the DPHE provided water points. There is one Sub-Assistant Engineer in upazila.

7. Services by NGOs:

Six to seven NGOs including BRAC, ACDI/VOCA, PCI, CARITAS, World vision, Muslim Aid, have been working in the Union on health, Nutrition, education, child protection, water and sanitation, disaster preparedness, micro credit and have been implementing different Projects.

8. Functional Status of Union Parishad

The Union Parishad(council) has been functioning with the Chairman as head of the council, 12 members and a Secretary. The UP holds coordination meeting in every months regularly. All the standing committees have been formed and most of the committees are active and have been holding meeting to discuss on the relevant issues. The present UP chairman is very popular in the community due to his good performance and accountability to people.

Ward Shova (meeting): Ward Shovas were held at all the Wards in March and in April 2014 and children issues were discussed at each Ward Shova. Members proposed specific needs of children related to education, child rights, safe water and sanitation to incorporate in the UP plan. Last year UP spend Tk. 2, 00, 000.00. from their annual budget to address children issues where total budget was Tk. 32, 107,862.00. In the current fiscal year 2014-2015, UP has allocated Tk. 250000.00 in UP annual budget to address children needs and total budget is Tk. 32805836
