Background, Socio-economic condition, Disaster vulnerability, Hard-to-reach areas 1.1 Background Southkhali is a Union of Sarankhola Upazila under Bagerhat district. The Union was established before 1948 and at that time Bangladesh was under British rule. The union is situated on the last part of south of the Country and south side of this union is vacant that means ‘khali’ (Bengali name), perhaps this is why the name of the Union is Southkhali. It is 25 km away towards the south from Sarankhola Upazila head quarter and 100 km from district HQ. The road communication from the District HQ to the union head quarter is very poor and it takes 4.00 hours by Bus if the ferry over the river Panguchi at Morelgonj is available. From Upazila HQ to UP Office the road communication is also very poor and by bus it takes almost about 1.25 hours. Mr. Md. Mozammel Hossen Howlader is the chairman of this union and he has been performing the responsibility as UP chairman for the last four years. The UP complex is located near Tafalbari bazaar of Tafalbari village which is in ward # 03. Total area of the union is 9036 Acres/ 36.70 sq. Km. The total population of the Union is 24,980 in 6179 households (Census 2011), and population density is 998 persons per Sq Km. Around 94.74% of the population of this union is Muslim and 05.26% is Hindus. Being situate by the bank of the Bay of Bangle this Union is a highly disaster prone area and always at the risk of Cyclone and tidal surge. 1.2 Socio-economic condition: Like other rural areas of Bagerhat district more than 70% (approx. by UP representatives) people have been living below poverty line. Main occupations of the population are agriculture, day labourer, fishing and honey collection from the Sundraban forest. The main crops are paddy, Dal/Kalai (varieties of lentils) and vegetable. Agriculture and fishing are considered as major livelihood; children are also engaged in these activities. They are deprived from their rights which are the main concern for their education. There is no Government and private Bank but there is one big and three small village markets in the Union. There are brac, CODEC, RIC, Muslim AID and some others NGOs who are engaged in micro–credit/financing program. Being affected by the natural disasters almost regularly the overall socio-economic condition of the people of community is poor. The union has 502 ponds, 4 bazzers, 20 GPS, 13 secondary Schools, 2Madrasas, 1 Collage, 1 health sub centre, 4 CC, 6 Orphanages, 71Mosques, 7 Temples, 1 Cooperative club, 2 Cultural Club, 2 Public libraries, 25 Cyclone Shelters etc. 4 | P a g e 1.3 Geography: The union is situated in the last part of south of Bagerhat district. It is bounded on the north by Rayenda union, on the east by the Baleshar River, on the south by the Sundrabans and the Bay of Bangle and on the west by Bhola River and the Sundraban. 1.4 Disaster/Vulnérabilités: Southkhali union is very close to the Bay of Bangle so it is a highly disaster prone area, always under threat of Cyclone attack and tidal surge. Moreover the Bhola River has crossed from the west and the big River Baleshar has flown through the east of DRR Mock drill Southkhali Girls School Field the union. The embankment is in a poor shape, some portions of the embankment were washed out during the disaster SIDR in 2007 and afterwards by the disaster AILA which onset on 25 May’ 2009. Cyclone and tidal waves used to hit the Union almost every year and affects the people, damages their houses and crops and increases their sufferings which make them poor/ultra-poor. There are 25 Cyclone shelters with the capacity of only 8750 persons but for saving their cattle they do not have any earthen killa (Fort). Cyclone Preparedness Programme (CPP) is active here for a long time basically on cyclone preparedness and early warning system. The Union have 10 trained and well equip volunteer units (male-100 and female 50). There are also an active “Union Disaster Management Committee” and they regularly organized disaster preparedness activities to aware the community people as well as reduce the vulnerability. 1.5 Hard-to-Reach Areas, villages and communities: The union itself a hart to reach area. After arrival at union there is no hard to reach area. Internal communication is almost good in dry season but in the rainy season it is very difficult to pass through the muddy road. There are 3 km carpeting road, 7 km brick soling road, 30 km embankment and 78 km earthen road in the Union. Motor cycle and Rickshaw-van is usually used as vehicle within the union. Sometimes people has to face difficulty to get health service especially ANC service for the long distance in between FWC, CC and community. Population Profile: 2.1 Population in general The total population of the Union is 24,980 in 6179 households (Census 2011), and population density is 998 persons per Sq Km. But there is a difference of the number of HH and population of the Union according to “the holding assessment 2013 which was conducted by the Union parishad itself, and the number of HH is 6765 and total population is 29100. Union Parishad claimed that the holding assessment and population counting is updated. Around 94.74% of the population of this union is Muslim and 05.26% is Hindus. The details are shown in the Table 1.1 in the Annex I. 2.2 Child Population: According to the Census 2011, the total child population from 0 to 19 years of age of the union are 11220 which is 44.91% of the total population (0-4 is 2749, 5-9 is 3423, 10-14 is 3205 and 15-19 is 1843). Community data provides more age specific information than census data and the total child population from 0-1 year is 397; 1 to 2 years 497; 5 to 6 years 930 and 6 to 10 years is 3486. This shows an increased number of population than that of Census as usual.
