Institutional Capacity Building PME Bi-Monthly Report Defense Education Enhancement Program (DEEP) Africa Education Program (AMEP) September-October 2019

1. EXECUTIVE SUMMARY This period highlighted curriculum and faculty development in DEEP and AMEP countries, initial support for a unique school in Ukraine, the opening of three new DEEP and AMEP programs, and one re-initiated AMEP program:

DEEP: Afghanistan (7-11 October): DEEP experts delivered the first of four Master Instructor Program (MIP) workshops for the National Defence University faculty. The MIP intent for all programs is to prepare partner experts to train their faculty in modern teaching methodologies without external support.

Azerbaijan (23-27 September): DEEP experts delivered the third of four MIP workshops for the and Military Academy faculties. MoD representative Mr. Sana Sadiyev reaffirmed that he and the leadership of both the War College and the Military Academy continue to be deeply committed to the changes needed to move both schools forward. He recognizes this will be a challenge, but noted he had great faith in the faculty he chose to be the needed change agents.

Tunisia (16-19 September): DEEP experts delivered the first of two basic faculty development workshops to the Tunisian War College faculty. This initial workshop established a baseline for the second event that will focus on curriculum development, assessment, and evaluation. Once concluded, the next step will be a four-workshop MIP program for the War College faculty.

Ukraine (23-27 September): NATO-funded DEEP experts initiated support for the new Defence Management School (DMS) course curricula. The MOD-initiated DMS is designed to educate MOD and other security sector ministerial professionals, both civilian and military. All to be done in accordance with NATO standards.

New Initial Site Survey: Morocco (30 September-3 October): DEEP supported the Armor School NCO Academy and development of security sector-wide Cyber Security Program. Both programs will have multinational academic leads.

AMEP: Chad (2-6 September): DEEP delivered the third of four MIP workshops for the Military Academy faculty.

Djibouti (25-28 September): An AMEP expert delivered the first of three curriculum development workshops for the Military Academy. The intent is to create a multi-hour military history course that will include an emphasis on East Africa.

Nigeria (2-5 September): AMEP experts delivered an Operational Design curriculum workshop (strategy and planning design of an operational campaign) for the Army War College-Nigeria. The intent was to familiarize AWC-N faculty to be able to teach Operational Design without external support. The Chargé d’Affaires/Deputy Chief of Mission) said the AMEP-AWC-N cooperation is a “good news story” in the U.S./Nigeria relationship.

New Initial Site Surveys and Re-Initiation Survey: Ethiopia (18-19 September): War College. Faculty development, exercises, and wargaming emphasized during the period. The academic lead is Dr. Dave Dworak, U.S. Army War College faculty.

Kenya (12-13 September): NCO Academy. Joint curricula subject gaps will be identified, resulting in new curricula developed and delivered at all three NCO education levels. The academic lead is MSG Matt Saylor, U.S. Army NCO Leadership Center of Excellence. . Malawi (25-27 September): AMEP experts re-initiated support for the development of a College. Initial work will focus on faculty development and a curriculum review to determine follow-on curriculum support. The new academic lead is Dr. Rob Kerr, U.S. Air Command and Staff College.

2. DEEP: RECENT EVENTS, MILESTONES & SENIOR LEVEL MEETINGS 8 events in 7 countries

Afghanistan National Defence University (NDU) Master Instructor Program (MIP) Workshop 1 7 – 11 Oct 2019, Baku, Azerbaijan

NATO-funded DEEP experts delivered the first of four MIP workshops for eleven members of the NDU faculty. The intent is to prepare NDU experts to train their faculty in modern teaching methodologies without external support. The participants were able to draft a 10-lesson course and associated lesson outlines of a Faculty Development Course (FDC) that support the concepts of student-centered interactive learning based on current adult learning principles and best practices aligned with the needs of the institution and the democratic values of DIB. During MIP Workshop 2, the participants will conduct their assigned lessons and receive detailed faculty and peer feedback that will allow them to hone their lessons and the entire curriculum.

Azerbaijan Master Instructor Program (MIP) Workshop 3 23-27 September 2019, Baku Two DEEP experts delivered the third in a series of MIP workshops for the Azerbaijan War College and Military Academy of the Armed Forces (war and staff college courses) faculties. The DEEP experts observed the MIP participants teaching the new faculty development curriculum to the current faculty members of both schools and conducted a formal evaluation to determine each participant’s ability to be designated as an MIP candidate. Each Azerbaijani faculty-student received a recommendation for continuation and participation in the final MIP event (scheduled for 2020), where each will be observed teaching new faculty in their respective schools.

Kazakhstan National Defense University Faculty Development Workshop 10-12 September 2019, Nur-Sultan Two DEEP experts delivered a workshop to incorporate technology into both resident and distance learning programs in modern teaching methods, as well as to explore additional areas of English language support. Kazakh partners expressed clear intent to engage in security cooperation through Electronic-Learning, to support PME programs, as well as to synergize with DEEP curriculum development efforts.

Morocco Initial Site Survey 30 September-2 October 2019, Rabat A multinational DEEP team conducted the initial site survey for the Armor NCO School and the development of a cybersecurity course. A DEEP program of cooperation will be created to support faculty development and a greater emphasis on NCO leadership capability for the NCO school, and cybersecurity education for Tunisian cybersecurity specialists.

Tunisia War College Basic Faculty Development Workshop 1 16-19 September 2019, Tunis Two DEEP experts delivered the first of two basic faculty development workshops to the Tunisian War College faculty. It addressed adult learning theory, faculty development, curriculum development, and assessment and evaluation practices in professional military education. The workshop included sessions on facilitated seminars, panels, debates, games, case method, and role-playing to demonstrate and validate active learning methods during the week.

It was clear that the War College leadership and faculty possessed extensive knowledge of pedagogy and displayed exceptional enthusiasm for the DEEP education workshops. This initial workshop established a baseline for the second event that will focus on curriculum development, assessment, and evaluation within the larger context of faculty development.

Ukraine (2 events) Defence Management School Strategy Formulation Curriculum Development Workshop 23-27 September 2019, NATO-funded DEEP experts from the Baltic Defence College (BDC) initiated the Ukraine- requested program to support the Ukraine NDU new Defence Management School (DMS) course curricula to emulate BDC-counterpart courses. The MOD-initiated DMS is designed to educate MOD and other security sector ministerial professionals, both civilian and military. All to be done in accordance with NATO standards.

Officer-NCO Relations Curriculum Development 16-27 September 2019, Kyiv DEEP experts supported the preparation of -NCO Relations introduction courses/seminars at the NDU. The focus was on mentoring Ukraine instructors on how to deliver NATO-standard Officer-NCO Relations topics using NATO best practices.

Uzbekistan Armed Forces Academy Faculty Development Workshop 23-26 September 2019, Tashkent Three DEEP experts delivered a workshop to incorporate technology into both resident and electronic learning (E-learning /distance learning) programs in modern teaching methods, as well as to explore additional areas of English language support and assess current AFA language training practice and methodology. Uzbek partners expressed clear intent to engage in E-learning security cooperation to support PME programs as well as to synergize with DEEP curriculum development efforts.

3. DEEP: UPCOMING EVENTS – 7 events in 4 countries over the next 4 months

Afghanistan National Defence University (NDU) Master Instructor Program (MIP) 2 16 – 20 December 2019, Brasov, Romania Two DEEP experts will deliver the second of four MIP workshops in support of the NDU faculty. The intent is to develop Afghan MIP instructors that would be able to train other NDU instructors in modern teaching methodologies without external support.

Armenia Military Institute Master Instructor Program (MIP) Workshop 1 18-22 November 2019, Yerevan A DEEP expert team will deliver the first of four MIP workshops for select Military Institute faculty. The intent is to develop MIP instructors that would be able to train other Military Institute instructors in modern teaching methodologies without external support.

Kazakhstan Annual DEEP Review Visit 20-22 November 2019, Nur-Sultan The DEEP team will conduct its annual review of the DEEP program for Kazakhstan. The primary focus is on the National Defence University curriculum development.

Ukraine (4 events) National Defence University (NDU) Logistics Curriculum Development Workshop 11-15 November 2019, Kiev Two DEEP experts will deliver a Logistics curriculum development workshop in support of the NDU’s new Logistics master’s degree program.

Ground Forces Academy Master Instructor Program (MIP) Workshop 3 January/February 2020 (exact dates TBD), L’viv A multinational team of DEEP experts will deliver the third of four MIP workshops for the Ground Forces Academy faculty. The intent is to develop MIP instructors that would be able to train other Ground Forces Academy instructors in modern teaching methodologies without external support.

Air Force Academy Master Instructor Program (MIP) Workshop 4 January/February 2020 (exact dates TBD), A multinational team of DEEP experts will deliver the fourth and final MIP workshop for the Air Force Academy by observing the new MIP instructors train other Ukraine faculty without external support.

Zhytomyr Military Institute Master Instructor Program (MIP) Workshop 1

January/February 2020 (exact dates TBD), Zhytomyr A DEEP expert team will deliver the first of four MIP workshops for select Military Institute faculty. The intent is to develop MIP instructors that would be able to train other Military Institute instructors in modern teaching methodologies without external support.

4. AMEP: RECENT EVENTS AND MILESTONES – 6 events in 6 countries and the U.S.

Chad Military Academy Master Instructor Program (MIP) Workshop 2-6 September 2019, N'Djamena Two U.S. Military Academy, West Point experts, observed new Chadian Military Academy AMEP-trained Master Instructors deliver pedagogy lessons to their peers. This event was the third of a series of workshops designed to prepare four Chadian instructors to be able to teach modern instructional methodologies (curriculum development, curriculum assessment, and using technology in the classroom) to other Military Academy instructors.

The three new Chadian Master Instructors received positive feedback from the faculty audience, and all agreed that it was good to discuss how to teach in the classroom. The next event will assist the new Master Instructors to plan and teach the entire new faculty development course for the other Chadian faculty.

Djibouti Military Academy Military History Curriculum Development Workshop 25-28 September 2019, HolHol A U.S. , Annapolis, MD expert, delivered the first of three military history curriculum development workshops for the Military Academy. The intent is to create a multi-hour military history course. As part of the overall Military Academy core curriculum, the first two years will tentatively cover a general history of warfare and the profession of arms and regional (East Africa) military history, with the third year focusing on more contemporary (post-) global and regional security issues.

Ethiopia National Defense College Initial Site Survey 18-19 September 2019, Addis Ababa An AMEP team conducted an initial site survey to support the development of an Ethiopian National Defense College (war college-equivalent). The academic lead is Dr. Dave Dworak, U.S. Army War College, Carlisle, PA faculty. The following was agreed: 1. Conduct essential faculty development for all initial incoming faculty. To be followed by the development of a Master Instructor Program (MIP that will train select NDC faculty to serve as the trainers for future school instructors in modern teaching methodologies. 2. Visits will be conducted to U.S. war to understand how exercises/war games and their associated scenarios are developed and correlated to the resident teaching curriculum. They will also receive exposure to the U.S. assessment and evaluation

6 processes, curriculum development approaches, and the war college-level management system. 3. Follow-on workshops in Ethiopia will be likely for some of these areas, especially exercise/war game development. 4. A list of books that support the ENDFWC curriculum and teaching aids jointly developed for purchase. The list will then be provided to the U.S. OSC in Addis Ababa for procurement with AMEP-provided funding. 5. Workshops will be conducted by the U.S. Army Institute to work with the ENDFWC counterparts on how to conduct research and publish in the strategic studies field.

Kenya NCO Academy Initial Site Survey 12-13 September 2019, Nairobi An AMEP team conducted an initial site survey to support the development of the Kenyan NCO Academy. The academic lead is MSG Matt Saylor, U.S. Army NCO Leadership Center of Excellence, Ft. Bliss, TX. The following was agreed: The three stages of program implementation (to be approved by the KDF): 1. Curriculum Review: Evaluation of all current KDF service NCO course curricula for joint skill gaps. 2. New curricula developed and delivered at all three levels of KDF NCO education, based upon the identification of the joint subject gaps. 3. After agreement on the newly written curricula, the newly identified KDF cadre will be trained to deliver that curricula in the classroom.

Malawi Staff College Re-initiation Site Survey 25-27 September 2019, Lilongwe An AMEP team conducted a re-initiation site survey to support the development of a Malawi Armed Forces Staff College. The new academic lead is Dr. Rob Kerr, U.S. Air Command and Staff College, Montgomery, AL. Initial work will focus on faculty development (a Basic Faculty Development workshop and a number of follow-on Master Instructor Program workshops) and execution of a curriculum review to determine follow-on curriculum development workshops on jointly identified curriculum subjects.

Nigeria Operational Design Curriculum Development Workshop 2-5 September 2019, Two U.S. Army War College experts delivered a curriculum development workshop on Operational Design for the Army War College-Nigeria faculty. The focus was on techniques associated with facilitating experiential learning and the introduction of the faculty to the concept of Operational Design (strategy and planning design of an operational campaign). The workshop intended to familiarize AWC-N faculty to be able to teach Operational Design without external support.

The AMEP team received very positive feedback from participants. An experiential event like this is very uncommon in the AWC-N curriculum because active learning is not a part of traditional Nigerian PME educational culture. The AWC-N seminars performed at levels equal to U.S. resident seminars at their first exposure to operational design. 5. AMEP: UPCOMING EVENTS –22 events in 12 countries and the U.S. over the next 4 months

Benin Observe and Evaluate Leadership and Physical Education Curriculum in the Classroom 7-13 November 2019, Cotonou U.S. Military Academy, West Point experts, will observe physical fitness and leadership classes that had been supported by the AMEP program.

Botswana (2 events) Cybersecurity Course Curriculum Development Workshop 11-15 November 2019, Gaborone Three AMEP experts will conduct the first in a series of cybersecurity curriculum development workshops for the Botswana Defence Force (BDF).

Air Arm NCO Academy Faculty Development Visit to the USAFE NCO Academy Mid-January 2020 (exact dates TBD), Kisling (Ramstein AFB), Germany Five (5) Botswana Air Arm NCO Academy faculty (all NCOs) will travel to the USAFE NCO Academy to receive hands-on student facilitation training. The Botswana Air Arm NCOs will shadow USAFE NCOs as they prepare, instruct, and evaluate the current course in session. The identified Botswana Air Arm NCO Academy Commandant will also shadow the USAFE NCO Academy Commandant and receive one on one training during this event.

Cameroon (2 events) Cameroon Intelligence Leadership Visit to the USAF Air Education and Training Command Headquarters and the USAF Intelligence School 11-15 November 2019, Randolph AFB, San Antonio, TX and Goodfellow AFB, San Angelo, TX The senior leadership of the Cameroon Directorate for , to include the Director, will travel to the USAF Education and Training Command to meet with senior leadership and to the USAF Intelligence School to observe classes, meet with administrators and faculty, and agree on the details of a new AMEP-supported country program designed to develop a contemporary intelligence school for the Cameroon Armed Forces.

Intelligence, Surveillance, Reconnaissance (ISR) Operations/Planning Course Curriculum Development

December 2019-February 2020 (exact dates TBD), Yaoundé Experts from the USAF Special Operations School, Hurlburt AFB, FL, and the USAF Intelligence School, San Angelo, TX, will deliver the first of several curriculum development workshops to support the creation of an ISR Operations and Planning Course for the newly created Cameroon Intelligence School.

Ethiopia (3 events) War College Wargaming and Exercises Workshop Early January 2020 (exact dates TBD), Addis Ababa U.S. Army War College experts will deliver a workshop to assist the War College with developing a gaming strategy appropriate for their course of instruction as well as develop scenarios for a matrix wargame integration into their curricula.

War College Case Methodology Workshop Late January 2020, Addis Ababa U.S. Army War College experts will conduct a workshop for the War College focused on integrating case methodology into a curriculum, faculty development of running and assessing a case study, guiding a case study on national security issues, and applicability of all to wargaming and exercises.

Air Force Junior Staff College Initial Site Survey January-February 2020 (exact dates TBD), Addis Ababa An AMEP team will conduct an initial site survey to support the development of the Ethiopian Air Force Junior Staff College (staff college-equivalent). The academic lead is Dr. Charlie Thomas, U.S. Air University, Montgomery, AL faculty.

Ghana Armed Forces Command and Staff College Re-initiation Site Survey 4-5 December 2019, Accra An AMEP team will conduct a program re-initiation site survey to support the development of the Command and Staff College (GAFCSC). Prof. Dan Honken, U.S. Army Command and General Staff College, Ft. Leavenworth, KS, is the new academic lead.

Kenya Faculty Development Workshop for the School of Military Intelligence (SOMI) 20 November-6 December, Nairobi U.S. Army Intelligence Center of Excellence, Ft. Huachuca, AZ experts will deliver a faculty development workshop for the designated SOMI instructors.

Liberia NCO Academy Initial Site Survey 2-3 December 2019, Monrovia

An AMEP team will conduct an initial site survey to support the development of a Liberian NCO Academy. The academic lead is SGM Brandon Post, Michigan Army National Guard.

Malawi (2 events) Staff College Basic Faculty Development Workshop 4-8 November 2019, Lilongwe An expert from the USAF Command and Staff College will deliver a Basic Faculty Development workshop for the Staff College faculty.

Staff College Overall Curriculum Review 11-15 November 2019, Lilongwe Three experts from the USAF Command and Staff College will conduct an overall curriculum review in conjunction with the Staff College faculty.

Mozambique NCO Academy Basic Faculty Development Workshop 9-16 November 2019, Boane USAFE NCO Academy experts will deliver the first in a series of workshops to provide modern teaching methodologies that emphasize critical thinking skills to the Mozambique NCO Academy faculty.

Nigeria (2 events) Observation of U.S. Army War College Academic Planning Conference January 2020 (exact dates TBD), Carlisle, PA Army War College-Nigeria (AWC-N) experts will observe the annual U.S. Army War College Academic Planning Conference to determine any best practices/lessons learned for potential AWC-N adaptation.

National Defence College (NDC) and Army War College-N (AWC-N) Basic Faculty Development Workshop February 2020 (exact dates TBD), Abuja U.S. Army War College experts will deliver a Basic Faculty Development for the combined NDC and AWC-N faculties.

Rwanda (5 events) Defence College (DC) Curriculum Development Workshop 11-14 November 2019, Kigali One U.S. expert (SME) will work with DC counterparts to delineate the DC mission, objectives, and outcomes. Will include determination of the model/s to be employed for the education of strategic thinkers in Rwandan interagency and multinational environments. The workshop will also examine how the DC course modules/lessons will be sequenced; to include identification/sequencing of course exercises.

National Defence University (NDU) Organizational Workshop 2 11-15 November 2019, Kigali U.S. NDU experts will deliver an organizational workshop on types of information technology support a modern NDU would require to administer multiple PME schools. Staff College Faculty Development Workshop January/February 2020, Musanze U.S. Army Command and General Staff College experts will deliver a faculty development workshop for the Staff College faculty.

National Defence University (NDU) Administration and Management Workshop 3 Late January-Mid February 2020 (exact dates TBD), Kigali U.S. NDU experts, working jointly with the AMEP Defence College team, will address additional information technology requirements, library development, the creation of a wargaming center, and course accreditation.

NCO Academy Basic Faculty Development Workshop 13-17 January 2020, Gabiro Two DEEP experts will deliver the second of two Basic Faculty Development workshops for the NCO Academy faculty.

Senegal Air Force NCO Academy Faculty Development Workshop November 2019 (exact dates TBD), Dakar Vermont Air National Guard experts will deliver a faculty development workshop for the newly designated instructors of the Senegalese Air Force NCO Academy. The focus will be on curriculum design.
