Chair’s announcements concerning coordinators’ decisions Speakers: Brian Simpson, Bogusław Liberadzki. Mandate for negotiations on TEN-T in the presence of Rapporteurs Koumoutsakos and Ertug Decision: recommend that the Committee take a decision by majority of its Members (24 in favour) consisting of: (1) the opening of informal negotiations with the Council (2) the mandate in the form of the report adopted in TRAN (3) designating the negotiation-team which will consist of the TRAN Chair (or his nominee), the Rapporteurs and Shadow Rapporteurs. The decision on the mandate will be put to the vote tomorrow at the beginning of the voting session in the TRAN Committee. Airports package - in the presence of Rapporteur Zasada Groundhandling Decision: organise a meeting between the Rapporteurs and Shadow Rapporteurs of TRAN and EMPL. Noise and Slots Decision: maintain as a package with the groundhandling proposal. Concorde Accident: the role of EASA Safety conditions on low-cost airlines Decision: invite the EASA Director to a future Committee meeting to discuss the Concorde accident, fuel shortages experienced by certain airlines and the impact of the difficult economic situation that the European airlines are facing now on airline safety. IMCO's INI 'A new agenda for European Consumer Policy' Decision: the draft letter was approved. 2013 Calendar Decision: the revised calendar was approved. Comitology Decision: Coordinators noted that the internal deadlines for eCall and Liquids, Aerosols and Gels had expired without any objection from TRAN Members.     POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament.
