It should be roted that the estimates for Germaey aDd Austria, with

the exception of medical aDd sanitary supplies, soap, and agricultural

rehabilitation are based solely upon oaring for the displaced persons

(including forced labor, prisoners of war, and re:f'ugees) f'ran other nations

found. within their borders•

6. The estimates for the remaining oountries have been included in

order to provide a more canplete picture. So far as the Subcarmi ttee is

aware, there is as yet no decision as to the extent, if at all, the U.S.

and the U.K. are to ass\Jlle responsibility for the supply of any of these

- countries. Such remaining oountries are Finland, Poland, Czechoslovakia,

Hungary, Ro1meni a and Bulgaria.

7. It must be clearly understood that acceptance or approvaJ. by

the c.c.A.C. of the estimates stated for each of the several countries

oovered does not invo?,.ve aey- camdtment by the War Department or the

War Office that any of such countries are in fact to be f'urnished with

either the quantities or the kinis of the indicated supplies.

2. The estimates relate to all the Allied occupied countries .. ) plus Denmark. The u.s.s.R. are not included• Estimates are also included for the following countries: Italy, Albania;

Germany, Austria, Bulgaria and Finland.

3. The military estimates relate to food, clothing (ra wool and raw cotton are excluded), footwear (leather is excluded), medical and sanitation supplies, soap, fuels and agricultural

reqUisites. Sanitation supplies are to meet epidemics and do not include equipment to cope with large-scale breakdowns in water supply. The estimates relate, as do the Sinclair-Young estimates, to minimum need.s to prevent disease and unrest. (The Allied . nimum Imports Programae for the civilian period first six months relates

to urgent requirements to prevent destitution and distress). The military estimates are import requirements, am. inferences should not be drawn fran them regarding availability or sources of supplies, provision of shipping or other transport, or finance.

4. A comparison has been made between the military estimates for the first six months (military period) for the Allied occupied

countries and the estimates ad.Opted by the Inter-Allied Committee

for the first six months'civilian period. For the military

period comparison has been made for some items with the Young­

Sinclair revised estimates for the same military period.

6. So far as the individual oups of corruoodities are concerned, in the short time available, examination has been limited to the estimates for food, clothing, an agricultural requisites. The fuel est· ates for the military period would seem to be designed to provide for urgont transport and public services needs, whereas the Q.lied civilian programne includes also the needs of essential industries in the relief period.

It will thus be seen that there is close accordance between the military and Sinclair-Young estimates as regards cereals for the military period. For other food items the military estimate is much less for sugar and is half the Sinclair-Young estimate for fats for the same period. The imports estimated by the military for the military period are approxiroately one-third of the Allied import requirements reeding shipping in the first civilian six months.

(b) Clothing

The military requirements ap_pear to be the revised Sinclair­ Young estimates for the military six months, mich were based on

5 British clothing coupons per adult. The Allied inimum Imports Programne was calculated on 17 coupons per adult. (The nominal current German clothing ration is estimated at approximately 15

British coupons). The total yarns needed to meet the military /estimates ' • l .. !l

estimates of clothing for the European Allied countries weigh 37,659 metric tons, of which 51$; is wool, 33;o cotton and 16;o rayon. This canparos with the Allied civilian first six months' programne of 170,100 metric tons, of which

56, is wool, 3 o cotton and l{fo rayon.

So far as the types of clothing are concerned, the military programme is not markedly dissimilar from the Allied civilian period programme. The basis for blankets in the Allied civilian period programme was 1 blanket for 5 persons. The military total blanket progranme for the Allied countries amounts to 15,775 tons and is about one-third of the Allied civilian period programne, which corresponds approximately to the clothing coupon ratio. The same ratio is also adopted in the estimates of footwear, which means that the military pro­ gramme provides 1 pair of shoes for about 8 men and for about

6 wo en. (c) Agricultural requisites

A comparison of the military and the Allied civilian pro amme is as follows:-

The military progranme is stated to be an allocation to the military period of a portion of the estimates for an entire year agreed by the civilian agencies. The portion selected ms designed to place the minimum burden upon shipping in the military period, consistent with the need of securing distribution of the

required quantities in time to be of use. Fertilisers are not included in the military estimates dated 18th February. The ied estimatep for the civilian first six months was about 900,000 tons requiring shipPing. The Agricultural Division might be asked to examine in m:>re detail the military estimates for agricultural rehabilitation. The Health Division should also examine the edical and Sanitary Supplies section of the Military plan. More copies (marked II st Secret:) should be made available if further comnents are required.
