They will drive and manage the delivery of the Cathedral’s strategy and will work with the Chapter to ensure that the Cathedral is effectively and efficiently run and is able to deliver our mission priorities. The successful candidate will report to the Dean, have oversight of all operations within the Cathedral, provide support to the Chapter in its strategic planning, and be responsible for finance, governance, administration, property and for staff who are employed to support the Cathedral’s work. They will be instrumental in amending the governance structures to conform to the new Cathedral Measure that must be completed by mid-2023. They will need to have experience of being responsible for a broad range of operational functions, an understanding of working within a complex governance and charitable structure, and the desire and motivation to support and encourage a strong sense of community. About Southwark Cathedral Southwark Cathedral has been a place of Christian worship for over 1400 years. The Cathedral and Collegiate Church of St Saviour and St Mary Overie stands at the oldest crossing-point of the River Thames at what was for many centuries the only entrance to the City of London situated across the river. A verbal tradition passed on to the Elizabethan historian John Stow suggests that the first Christian establishment was a community of nuns in the 7th century, but the first written reference is the mention of a ‘minister’ in the Domesday Book of 1086. Now it stands on the vibrant and exciting regenerated south bank of the Thames surrounded by tourist attractions and the head offices of major companies as well as the seat of London government. The Cathedral Chapter works to effectively run and deliver on the commitment to our vision statement: Southwark Cathedral is an inclusive Christian community growing in orthodox faith and radical love. We are, therefore, inclusive, faithful and radical. We are also a very busy place and the operations of the Cathedral require strategic planning, care and devotion. The Cathedral employs around 30 people and is also supported by over 500 volunteers. There is a new Cathedral Measure coming into effect by mid-2023 and government structures will need to reflect this. The Role of the Cathedral The Church of England is divided into 42 dioceses which are regional, geographical areas. Southwark Cathedral is the Mother Church of the Diocese of Southwark which stretches from Kingston-upon-Thames in the west to Thamesmead in the east and Gatwick Airport in the south. As a Cathedral, it is the place where the Bishop has his Chair (cathedra) and where major celebrations of life and faith take place all the time. The Cathedral is led by a Dean with five Residentiary Canons whose primary responsibility is to maintain the tradition of prayer and worship on this site which began in the 7th century. They work in and serve the diocese and support the Diocesan Bishop in his ministry. As a result of the ongoing effect of the Covid-19 pandemic the ongoing work of Enterprises will need to be reimagined. Enterprises looks after the Cathedral Conference Centre, a shop, café and a range of special events. The Job Description and Key Responsibilities Role Purpose The present Comptroller is retiring in the early part of 2021. The Cathedral Chapter is looking to appoint a full-time replacement with a new title of Chief Operating Officer (COO), who will be instrumental in amending the governance structures by 2023 to conform to the new Cathedral Measure that is expected to come into effect next year. This will make Chapter members into trustees and gives an additional duty to report to the Charity Commission as well as to the Church Commissioners. The Chief Operating Officer (COO) of the Cathedral is expected to lead and contribute across a number of strategic and managerial aspects of Cathedral life, including: • Drive and manage the delivery of the Cathedral’s strategic priorities • Have strategic oversight of the Cathedral finances, including maximising income, funding opportunities, the growth of reserves and investment portfolio, the effective cost management and liaison with external auditors • Drive and promote an inclusive, collaborative, diverse and collegiate culture in support of the Cathedral’s mission to ensure it is at the heart of everything the Cathedral does • Support the Chapter Lead for Safeguarding and the policies, procedures and guidelines outlined in ‘A Safe Church’. • Develop and drive good governance and a compliance and risk management framework to enhance the reputation of the Cathedral • Ensure the effective operation of Chapter and its sub-committees • Manage and develop the Cathedral Office and its people • Manage and drive strategy to care for the Cathedral’s fabric • Lead, manage and develop the Cathedral’s property portfolio The Cathedral seeks to appoint a communicant member of a Christian denomination or someone in strong sympathy with our Christian traditions and with the ethos and values of the Cathedral. Responsibilities Governance and administration • Chair the Cathedral’s executive/senior management team and quarterly staff meetings • Attend the weekly meetings of the clergy if required • Ensure that the Cathedral complies with its Constitution and Statutes and relevant ecclesiastical legislation • Prepare for, attend and support the effective management of the Chapter including the provision of minutes, recording managerial actions and support to the Chair • Attend other governance meetings including the Cathedral Council (or replacement consultative body), sub committees of the Chapter, including Finance, Audit & Risk, Estates and the Fabric Advisory Committee 6 Southwark Cathedral – Chief Operating Officer – U1201 • Ensure appropriate governance, effective decision making and the management of risk in liaison with those committees • Assist with the delivery of management actions arising out of the Chapter and other decision making/advisory bodies Finance • Drive, develop and deliver the Cathedral’s strategic financial objectives • Oversee and deliver with the Cathedral Accountant, the preparation of annual budgets, appropriate cost management processes, and long term financial plans/forecasts • Manage the relationship with the Cathedral’s external auditor • Ensure effective financial reporting • Ensure compliance with all financial regulations and the requirements of the Church Commissioners and the Charity Commission • Develop an appropriate compliance and risk management framework and work with the Audit and Risk committee to ensure its effectiveness • Oversee and manage the work of the Fundraising Officer to ensure financial support for the Chapter priorities People and Cathedral Office management • Help lead and drive an inclusive, collaborative and collegiate people and Cathedral Office work culture • Manage the day to day work of the Cathedral office by ensuring that appropriate working practices are developed and implemented • Effectively manage people risk (including grievance, disciplinary and whistleblowing procedures) by working with the Diocesan Director of Human Resources so that the Cathedral Office adopts,
