OF BLOS 508 Count C) Brief Note i) District Write very briefly about the district Arwal district is one of the thirty-eight districts of Bihar state, India and Arwal town is the administrative headquaters of this district.It was earlier part of jehanabad district.As of 2011 it is the third least populous district.Occuping the area of 638 km.sq. Arwal comesunder the Magadh division and NH 139 being the majpr highway.In Arwal district near Mehandiya MADHUSHARWA MELA , which is famous for ancient SHIV TEMPLE. This gives it a ranking of 502nd in India (out of a total of 640). The district has a population density of 1,099 inhabitants per square kilometre (2,850/sq mi) . Its population growth rate over the decade 2001-2011 was 19.01%. The climate of Arwal is of extreme nature, i.e very hot in the summer and biting cold in the winters. v) Socio- Brief about any specific socio-economic-cultural-peculiarities relevant from Election management point of view: economic-cultural The relatively small sized district is a cauldron of conflict as far as the socio-economic situation is concerned. There were caste tensions (with an economic bearing) prevalling in the area and they were manifested in their worst forms in this district. Thus this place has been badly affected by Naxalism (PWG, MCC, ML (LIB) etc. and has seen emergence of rival outfits such as Ranvir Sena. In the result this district has witnessed horrifying spate of large scale carnages in the past which has resulted in the killing of hundreds of innocents. Laxmanpur-Baathe, Rampur-Chauram, Senari, & Shankarbigha – there is a long list of villages where big massacres have occurred. vi) Infrastructure Brief about the infrastructure availability: Availibility Arwal is situated 80 km south of Patna.The nearest airport is at Patna from where regular flights are available to all important towns and cities across the country. The nearest railway station is located at Jehanabad. By road, Arwal is efficiently liked with Jehanabad, Patna and Bhojpur. vii) Resource Brief about the resource availability- manpower, logistics, IT related, etc., : Availibility Manpower of Arwal district stand for overall strength of workig population as most of the population is engared into agriculture 70% population is dependent upon agriculture and agro based activity, as per IT related availibility no major IT industry and institution has been set.Availability of Minerals:- Sand, stone minerals are available in Arwal District.

Water Samples From These Ponds Are Analysed For Various Physico-Chemical Parameters Like Ph, Turbidity, Conductivity, TDS, Total Hardness, Calcium, Magnesium, Chloride, Alkalinity, Iron, Nitrate, Sulphate, Fluoride, Arsenic, BOD, And COD. The Observation Is Very Interesting As Most Of The Physico-Chemical Parameters Recorded Are Within The Permissible Limits.     REPORT OF VISIT TO BIHAR TO REVIEW IMPLEMENTATION OF IMPORTANT SCHEMES AND PROGRAMMES Executive Summary Bihar accounts for 3% of the total area of the country and 8% of the population. The adverse land-man ratio is reflected in the high density of population, which is 880 per sq. km. The decadal growth of population for 1991-2001 is 28.43% which is the highest in the country. According to 2001 census, the literacy rate in the state is 47.53% and is the lowest in the country. The economy of the state is characterized by high incidence of poverty, low literacy rate, unemployment and low per capita income. The human development indicators are also very poor. Review of Performance of Flagship Schemes/Critical Sectors • The average persondays of employment under NREGA in 2008-09 was 26 only compared to the National Average of 48 days. This could be improved by generating awareness about the scheme so that demand for employment increases. • The state receives about 26% of the total national allocation (Rs. 2,240 crore out of Rs.8,495 crore in the current year) under the Indira Awaas Yojana. There is demand for this programme, and the state has to mount all efforts to ensure its proper implementation. • The Power Sector is an area of concern. The State has almost no generation capacity at present. The state government has been requesting that the coal linkages for the 12th Plan be decided at an early date so that generation in the private sector could be possible. The strengthening of the sub-transmission system is being taken up under the Special Plan.

    PREFACE The Ministry of Environment, Forests & Climate Change (MoEF&CC), Government of India, made Environmental Clearance (EC) for mining of minerals mandatory through its Notification of 27th January, 1994 under the provisions of Environment Protection Act, 1986. Keeping in view the experience gained in environmental clearance process over a period of one decade, the MoEF&CC came out with Environmental Impact Notification, SO 1533 (E), dated 14th September 2006. Now again Ministry of Environment, Forests & Climate Change (MoEF&CC), Government of India amended the notification S.O. 141(E) Dated 15th January, 2016 vide S.O. 3611(E) Dated 25th July, 2018 It has been made mandatory to obtain environmental clearance for different kinds of development projects as listed in Appendix-X of the Notification. Further, in pursuance to the order of Hon’ble Supreme Court dated the 27th February, 2012 in I.A. No.12- 13 of 2011 in Special Leave Petition (C) No.19628-19629 of 2009, in the matter of Deepak Kumar etc. Vs. State of Haryana and Others etc., prior environmental clearance has now become mandatory for mining of minor minerals irrespective of the area of mining lease; And also in view of the Hon’ble National Green Tribunal, order dated the 13th January, 2015 in the matter regarding sand mining has directed for making a policy on environmental clearance for mining leases in cluster for minor Minerals, The Ministry of Environment, Forest and Climate Change in consultation with State governments has prepared Guidelines on Sustainable Sand Mining detailing the provisions on environmental clearance for cluster, creation of District Environment Impact Assessment Authority and proper monitoring of minor mineral mining using information technology and information technology enabled services to track the mined out material from source to destination.
