FOREWORD At the instance of the Development Commissioner, Micro, Small & Medium Enterprises, , New , District Industrial Profile containing basic information about the district of Gaya has been updated by MSME-DI, Patna under the Annual Plan 2019-20. It covers the information pertaining to the availability of resources, infrastructural support, existing status of industries, institutional support for MSMEs, etc.

I am sure this District Industrial Profile would be highly beneficial for all the Stakeholders of MSMEs. It is full of academic essence and is expected to provide all kinds of relevant information about the District at a glance. This compilation aims to provide the user a comprehensive insight into the industrial scenario of the district.

Brief Industrial Profile of

1. General Characteristics of the District– Gaya formed a part of the district of Behar and Ramgarh till 1864. It was given the status of independent district in 1865. Subsequently, in May 1981, was created by the State Government with the districts of Gaya, , Aurangabad and . All these districts were at the level of sub- division when the Gaya district was created in 1865. About the origin of the name ‘Gaya' as referred to in Vayu Purana is that Gaya was the name of a demon (Asura) whose body was pious after he performed rigid penance and secured blessings from . It was said that the Gayasura's body would continue to be known as Gaya Kshetra.

It would be incumbent upon all sons to offer PINDA (oblations) for the salvation of the soul of their ancestors. All the 360 vedis for pindadana were located within this Pancha Kosi Gaya Kshetra. The soul could be freed from the agonies of Hell and sent to Heaven by performing Gaya-Shraddha within this area. Gaya has been named after the demon

1.1 Location & Geographical Area: Gaya district spreading over an area of 4976 sq.km lies between North latitudes 24°30´: 25° 06´ 00´´ and East longitudes 84° 24´ 00´´ : 85° 30´ 00´´ with its headquarter at Gaya. The district is divided into 4 sub-divisions - ,Gaya sadar, Neem Chak Bathani, and 24 administrative blocks namely i) ii) Tikari iii) Belaganj iv) Khizarsarai v) Neem Chak Bathani vi) vii) Atri viii) Manpur ix) Gaya x) xi) Guraru xii) Gurua xiii) Amas xiv) Banke bazaar xv) xvi) Dumaria xvii) Sherghati xviii) xix) xx) Tan Kuppa xxi) xxii) Fatehpur xxiii) Mohanpur xxiv) . The district is bounded in the north by , Jahanabad and districts, in the east by Nawada and west by Aurangabad district. The southern part is bounded by state.

Gaya is 100 kilometres south of Patna, and is situated on the banks of Falgu River. It is a place sanctified by both the Hindu and the Buddhist religions. It is surrounded by small rocky hills (Mangala-Gauri, Shringa-Sthan, Ram-Shila and Brahmayoni) by three sides and the river flowing on the fourth (western) side.

Gaya occupies a total of 4976 sq. kms. Gaya is covered by on the north, on the south by of Jharkhand. On the east by and on the west by Aurangabad district. is declared as an International airport.

1.2 Topography- The district falls under Punpun sub-basin of the Ganga basin. The drainage network in the district is represented by four parallel streams, the Morhar, the , the Paimar and the Dhadhar all emanating from the southern plateau and flowing north and northeasterly. The river Phalgu flows from south to north through the area. It is formed by the union of two streams namely Lilajan and Mohana. Lilajan and Mohana are two large hilly streams originating in Hazaribagh Plateau. The width of the Phalgu at the junction of these two streams is about 274 m. These two united streams named as river Phalgu flows northwardly and pass by the town of Gaya where it its width is nearly 825 m. The streams, Lilajan and Mohana bring in high floodwater during the peak rainy season. Otherwise they flow as tiny rivulets meandering through wide sandy beds. . 1.3 Availability of Minerals:

The mineral resources of Gaya district playing massive role in industrial, social and economic development of the district. The available mineral resources in the5 district are:

1.4 FOREST: The forest cover of the district is approximately 77836 hectares, which is 15.67% of total geographical area of the district. It belongs to the category of reserve forests. The “Gautam Buddha Wildlife Sanctuary Gaya” is covering an area of 259.48sq.km and & protected forest area. It was established in the year 1976.

1.6 Economy: Agriculture is the mainstay of the economy. The main crops are paddy, wheat, potato and lentils. The main vegetable market is in Kedarnath market. Gaya has a large number of household industries like production of Agarbattis, production of Tilkut and Lai, stone craft, power looms and hand looms. Gaya functions as a service centre for the surrounding towns and villages. Commercial activities are located along the important roads of the town. Gaya has a large number of informal shops. There is no large scale industry or public sector undertakings in Gaya.

1.7 Culture & Heritage: The two prominent festivals celebrated in Gaya are the Gaya Pitru Paksha Mela and Buddha Purnima. In the Pitru Paksha Mela, devotees offer food to departed ancestors as a way of respect called Pind Daan, which is believed to be fruitful when performed in Gaya. Buddha Purnima marks the birthday of Buddha and is celebrated with pomp and includes prayer meetings, meditation, processions and reading of scriptures. Like most ancient cities, Gaya has a rich history of arts and crafts which continues to this day. The skilled artisans of Gaya are experts at crafting household products and religious offerings out of stone.

Bodhgaya is a spiritual city. The life of the natives here is very simple and traditional. Various temples and Buddhist monasteries have been built here through the ages and many international Buddhist communities have contributed to the same. The is an integral part of their history and culture. During the month6 of May, on the first full moon night, people celebrate the birth and the enlightenment of . The city would be decked up and there will be numerous processions, insights on

Buddhism principles, spiritual discourses etc. Another festival which is celebrated for world peace is the Nyingma Monlam Chenmol festival. The Dalai Lama is also known to have attended this event. With regard to cuisine, both vegetarian and non-vegetarian options are available here. Thai and Tibetan cuisines are popular. There is an Archaeological Museum in the city where you can see quite an interesting collection of relics, scriptures, and ancient statues of Buddha. Bodhgaya is famous for a wide variety of statues of Buddha. These statues come in different sizes and are made of both metal and sandalwood.

There is ample scope for the Services11 sector in the district. The development of service sector promotes and adds value to the agricultural sector. Service sector provides finance, marketing, transport, insurance for the development of the agriculture sector. Service sector can play a major role in reducing inequalities in the distribution of income in the economy. The Gaya district is having good scope for the service industries like Tourism and Travel management, Restaurants, Computer Data processing, Mobile phone repair and service, Automobile servicing, Tent house, Atta chakki, Computer training institutes, Computer hardware repair and maintenance, Xerox and lamination, Flux board, House hold goods repair and servicing, Motor rewinding Readymade garments etc.

3.10 Potential for new MSMEs:-

The district is having good scope for the MSMEs like Red bricks, Cement products, Building materials, Agarbatti, Tilkut, Hand loom, Textile, Readymade Garments, Stone Crushing, Rice Mill, Agro products, Cattle feed, Mechanical work shop, Gate and Grill, Flour mill, Mineral water, Simple chemical products, Leather shoe chappal etc.

4. Role of Technology in Industrial Growth:

The Industrial Development Report (IDR) 2016 prepared by United Nations Industrial Development Organisation (UNIDO) has shown that technology should be closely linked with innovation to ensure a sustainable development. A sustainable and inclusive industrialization can rapidly be achieved when policy makers provide appropriate policies to facilitate the process of industrialization, avoiding the mistakes other countries have made earlier.

Ministry of MSME, Govt of India is implementing various schemes for promotion of technological up gradation for MSMEs viz Credit Linked Capital Subsidy Scheme, Lean Manufacturing, Zero Defect Zero Effect (ZED), Incubation Scheme, etc. Govt of Bihar is also giving emphasis on IT and ITeS, ESDM sectors by including them in High Priority Sector in Bihar Industrial Investment Promotion Policy 2016.

5. Role of Marketing Support in Industrial Growth: Marketing plays a vital role in economic growth in the present global world. It ensures the planned economic growth in the developing economy where the scarcity of goods, services, ideas and excessive unemployment, thereby marketing efforts are needed for mobilization of economic resources for additional production of ideas, goods and services resulting in greater employment. Marketing stimulates the aggregate demand thereby enlarges the size of market. Marketing in basic industries, agriculture, mining and plantation industries helps in distribution of12 output without which there is no possibility of mobilization of goods and services which is the key point

for economic growth. These industries are the back bone of economic growth. It also accelerates the process of monetizing the economy which in turn facilitates the transfer of investible resources. It helps in discovery of entrepreneurial talent. Intermediate industrial goods and Semi-industrial products etc. essentially marketed for industrial purpose in order to develop the industrial sector with a view to economic growth. In Export trade and services like tourism and baking marketing plays eminent role in order to grow the economy.

Ministry of MSME, Govt of India is running several schemes for the purpose of marketing support to MSMEs namely Procurement & Marketing Support Scheme, Assistance in Modern Packaging Technique, Public Procurement Policy for MSEs, Development of Marketing Haats, Vendor Development Program, Domestic Trade Fair Participation Scheme, International Cooperation Scheme, etc.

6.2 Tilkut Manufacturing:- Tilkut is one of the edible sweet made out of Til. Gaya Tilkut is famous item in entire Bihar and Jharkand. There are about 40 registered units engaged in making of Tilkut besides double the numbers of un registered units in cluster form at Gaya.

6.3 Bronze Metal Cluster: There are about 33 registered units are at Bazirganj, Gaya. 13

6.4 Stone Craft cluster:- There are about 30 registered units are at Patharkati, Gaya engaged in stone crafting. 7. General issues raised by Industry Association during the course of meeting:

There is no registered Industry Association in Gaya. However, during interaction with District Industries Centre, Gaya, the issues raised related to easy credit availability to Small Sector Industries. Marketing Promotion activities required to be undertaken for existing units in the district. Marketing Promotion activities required to be undertaken for existing units in the district. They have no access to Export Market.

Service Sector industries also need assistance for providing world class facilities to the local/international visitors visiting Gaya.
