One was the 92nd Anniversary of the establishment of the Rescue Plane Civil Engineer Corps on the 2nd of March, and the other was the 17th Birthday of the Seabees on the 5th of March. The Bureau of Yards and Docks - was established on 31 August 1842 DChiefs at which time it consisted entirely of line officers. She was. built at the Seattle plant of the Todd-Pacific Shipbuilding Company. Mrs. Lance E. Massey christened the ship on Septem'ber- 12, 19^4, in honor of her late' husband,, Lieu• tenant Commander Lance E. Massey, USN, one of the early heroes of the Pacific- war. As the Commander of Torpedo Squadron Three in the Battle of Midway, Commander Massey died pressing home an assault through in• tense antiaircraft and fighter opposition that resulted In the sinking of two Japanese aircraft carriers. .On November 24, 1944, in Seattle, the USS MASSEY was officially placed in commission with Commander Charles W, Aldrich, USN,- as her first 'commanding officer. For the next week, the MASSEY continued • on her final outfitting alongside the dock before getting underway on • .'November 50 on the first of her pre-shakedown trial runs. After con• ducting various gunnery, radar, and degauslng tests and-exercises in .the.Puget Sound area, the MASSEY departed for San Diego on December 12. Navy and Coast Guard Ships Associated with Service in Vietnam and Exposure to Herbicide Agents Background This ships list is intended to provide VA regional offices with a resource for determining whether a particular US Navy or Coast Guard Veteran of the Vietnam era is eligible for the presumption of Agent Orange herbicide exposure based on operations of the Veteran’s ship. According to 38 CFR § 3.307(a)(6)(iii), eligibility for the presumption of Agent Orange exposure requires that a Veteran’s military service involved “duty or visitation in the Republic of Vietnam” between January 9, 1962 and May 7, 1975. This includes service within the country of Vietnam itself or aboard a ship that operated on the inland waterways of Vietnam. However, this does not include service aboard a large ocean- going ship that operated only on the offshore waters of Vietnam, unless evidence shows that a Veteran went ashore. Inland waterways include rivers, canals, estuaries, and deltas. They do not include open deep-water bays and harbors such as those at Da Nang Harbor, Qui Nhon Bay Harbor, Nha Trang Harbor, Cam Ranh Bay Harbor, Vung Tau Harbor, or Ganh Rai Bay. These are considered to be part of the offshore waters of Vietnam because of their deep-water anchorage capabilities and open access to the South China Sea. In order to promote consistent application of the term “inland waterways”, VA has determined that Ganh Rai Bay and Qui Nhon Bay Harbor are no longer considered to be inland waterways, but rather are considered open water bays. -

Herbicide Exposures and Ships List
Veterans Exposed to Agent Orange Veterans who were exposed to Agent Orange or other herbicides during military service may be eligible for a variety of VA benefits, including disability compensation for diseases associated with exposure. Your dependents and survivors also may be eligible for benefits. "Agent Orange" refers to a blend of tactical herbicides the U.S. military sprayed in the jungles of Vietnam and around the Korean demilitarized zone to remove trees and dense tropical foliage that provided enemy cover. Herbicides were also used by the U.S. military to defoliate military facilities in the U.S. and in other countries as far back as the 1950s. In addition, VA has determined there is evidence of exposure to Agent Orange for Air Force and Air Force Reserve members who served during the period 1969 through 1986 and regularly and repeatedly operated, maintained, or served onboard C-123 aircraft (known to have been used to spray an herbicide agent during the Vietnam era). For more information about service qualifications and other eligibility criteria, visit our Agent Orange C-123 web page. VA and federal law presumes that certain diseases are a result of exposure to these herbicides. This "presumptive policy" simplifies the process for receiving compensation for these diseases since VA foregoes the normal requirements of proving that an illness began during or was worsened by your military service. A Veteran who believes he or she has a disease caused by Agent Orange exposure that is not one of the conditions listed below must show an actual connection between the disease and herbicide exposure during military service. -

Abstract: Jim Bloomquist, a Madison, Wisconsin native, discusses his career military service with the Navy and Marines including his participation in World War II, the Korean War, and the Cold War. After enlistment and basic training at Naval Station Great Lakes (Illinois), he talks about his pre-war service aboard the USS Enterprise as an apprentice weather- training seaman. He addresses his transfer to the Medical Department as a corpsman striker, medical training, and assignment as a hospital apprentice in California. After receiving medical training, Bloomquist was assigned to the 6th Marine Division and comments on being transported aboard the USS Heywood from California to Iceland and landing in Iceland with only summer uniforms. Stationed in Iceland, he recalls Marine building projects, being served horse meat in a restaurant, and the hostility of the Icelandic population toward American Marines. After ten months in Iceland, Bloomquist speaks of volunteering for the Marine parachute troops. He comments on training in New Jersey and North Carolina, landing at Tanambogo and Gavutu Island, the breakup of the parachute troops, duty as corpsman at Guadalcanal, and transfer to a Marine rifle unit. -
