Sustainable development: change in the philosophy of thinking and principles of economic activity ANALYSIS OF ENVIRONMENTAL POLICY OF UKRAINE IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT Derii Zh. The intensive use of natural resources and the development of society leads to man-made environmental changes that have ecological and socio-demographic consequences in the world. Analysis of problems in the environmental sphere and determination of the role of the state in implementation ecological politics is a topical issue. There is a need to develop a modern strategy of Ukraine's foreign environmental policy that would ensure national interests and contribute to the goals of balanced development. Problems of formation and research of ecological policy in Ukraine is dedicated to and works by L. Amjadin, O. Vasyuta [1], O. Veklych, T. Galushkina, V. Dyomkin, N. Zinovchuk, V. Kruk, N. Maevskaya, V. Marinenko, S. Marova, E. Senyushkin, I. Sinyakevich, B. Danylyshyna [2], M. Khilka [3], O. Lazor [4], Z. Deriy [13; 16; 17] and other [14; 15; 18-25]. Works related to the study of the relationship of political, economic and environmental issues in the formation of environmental policy, its legal framework is considered in his works O. Yurechko [5], N. Malysh [6], I. Romanchenko, A. Sbitnev, S. Butenko. The analysis of international environmental policy is the subject of research in the scientific works of A. Hetman, V. Kostytsky [7], S. Kravchenko [8] and other Ukrainian scientists. The implementation of environmental policy in Ukraine is aimed at redefining relations in the "man – society – environment" system. This is due to the scale of the environmental problem, its globalization and significant financial costs for solving environmental problems. Environmental policy is a separate direction of state and public administration. At the national level, environmental policy is one of the important directions of the country's internal and external policies related to the reproduction of natural resources and ensuring the stability of the environmental protection system, as well as the dynamism of its development. Among the main ones tasks environmental policy is stabilization and improvement of the ecological state of the country through the implementation of state environmental policy to ensure the transition to sustainable development of the economy and the introduction of an environmentally balanced system of nature use. The state environmental policy is aimed at achieving such strategic goals: 4 – the formation of environmental values and principles of sustainable consumption and production in society; – on ensuring the integration of environmental policy in the decision-making process on social and economic development of Ukraine; – humiliation of environmental risks to ecosystems and health of the population to socially acceptable levels; – on ensuring the sustainable development of the natural resource potential of Ukraine; – in the improvement and development of the state system of environmental management. The root causes of ecological problems of Ukraine: – subordination of environmental priorities to economic expediency, ignoring environmental consequences when making decisions to the Cabinet of Ministers of Ukraine; – depreciation of fixed assets of industrial and transport infrastructure and objects of housing and communal services; – low level of understanding in society of priorities of preservation of the environment and benefits of sustainable development, imperfection of the system of ecological education; – imperfect structure of the economy with the prevailing share of resource and energy-intensive industries; – not effective system of public administration in the field of environmental protection, monitoring its state, regulating the use of natural resources and ensuring environmental safety; – unsatisfactory compliance with environmental legislation and environmental rights and obligations of citizens. Economic mechanisms are used to solve ecological problems in Ukraine, but implementation of environmental measures within the territorial unit does not produce an effective result. Significant environmental issues are often of a regional scale and the territorial community can not solve them on their own. Regional representations of the executive branch consider the issues of environmental significance in the context of the economic component, so most ecological problem issues remain unresolved. Determination of the main directions of the state environmental policy is the competence of the Verkhovna Rada of Ukraine. The central place in the implementation of the overall leadership of the state in the field of ecology and natural resources belongs to the President of Ukraine. The Cabinet of Ministers of Ukraine coordinates and directs the work of ministries and other bodies of central executive power, in particular the Ministry of Environment and Natural Resources of Ukraine.     THE GOVERNMENT OF THE RUSSIAN FEDERATION RESOLUTION of 1 November 2018, No 1300 MOSCOW On Measures to Implement Decree of the President of the Russian Federation of 22 October 2018, No 592 Pursuant to the Decree of the President of the Russian Federation of 22 October 2018, No 592, On Application of Special Economic Measures in Connection with Unfriendly Acts of Ukraine Against Citizens and Legal Entities of the Russian Federation and in response to unfriendly acts of Ukraine performed contrary to international law to introduce restrictive measures against citizens and legal entities of the Russian Federation, the Government of the Russian Federation resolves: 1. To establish the blocking/freezing of non-cash means of payment, uncertificated securities and property in the Russian Federation and a ban on transferring funds (capital withdrawal) outside the Russian Federation as special economic measures applicable to individuals listed in Appendix 1 and legal entities listed in Appendix 2, as well as in regard to organisations controlled by these individuals and legal entities. 2. The federal executive authorities shall ensure the implementation of paragraph 1 of this Resolution within their autority. 3. The Ministry of Industry and Trade of the Russian Federation and the Ministry of Economic Development of the Russian Federation shall ensure the balance of commodity markets and prevent the adverse impact of the special economic measures specified in paragraph 1 of this Resolution on the activities of Russian organisations. 4. To appoint the Ministry of Finance of the Russian Federation as the authority responsible for proposals made to the Government of the Russian Federation on: making changes to the lists given in Appendixes 1 and 2 to this Resolution; granting temporary permits to conduct certain operations in respect of certain legal entities to which special economic measures are applied; cancelling this Resolution in the event that the restrictive measures imposed by Ukraine on citizens and legal entities of the Russian Federation are lifted.

Fedun, О. М., Davydenko, І. V. — Th e article discusses winter bird populations of the waste water treatment plants (WWTP) located in the North of Left -bank Ukraine. Th e said population comprises 12 orders and 29 families. Th e most numerous are Passeriformes (37 species), Аnsеriformes (16 species) and Falconiformes (6 species). Parus major was registered at all types of facilities while most of the others house Passer montanus, Carduelis carduelis, Turdus pilaris, and Parus caeruleus. Th e largest number of wintering birds was registered at Bortnychi aeration station, Chernihiv municipal WWTP and Chernihiv wool processing factory — 79. 51 and 15 species respectively. Th e nuclear part of the bird numbers are the species residing at the facilities all year around (65.8 %); species occurring there in winter only account for 34.2 %. Dendrophilous (38 species) and hydrophilous (35 species) dominate among them. Th e primary role in forming the winter fauna of the waste water treatment plants belongs to the zones of water bodies and dams.
