CONTEXT: THE GLOBAL ROAD SAFETY CHALLENGE

• Every year, some 1.25 million people are killed and up to 50 million people are injured on the world’s roads. Half of all road traffic deaths are among vulnerable road users such as pedestrians, cyclists and motorcyclists. Road traffic crashes are also the leading cause of death for young people aged 15-29, and road traffic injuries are the eighth leading cause of death globally.

• Beyond human suffering, road traffic deaths and injuries impose significant economic and financial losses to societies. In 2010, the United Nations General Assembly proclaimed a Decade of Action for Road Safety («Decade»). The goal of the Decade (2011-2020) is to stabilize and then reduce the forecast level of road traffic deaths around the world.

• The Decade reaches its mid-term review this year (2015) with little observed change in the number of global annual road traffic deaths.

• With motorization rates rising rapidly around the world corresponding to economic growth, especially in low- and middle-income countries, it is timely and imperative for all countries now to make tangible progress in improving the safety of their roads if they have not yet started to do so, and to further improve their road safety record.

3 APPOINTMENT OF THE UN SECRETARY-GENERAL’S SPECIAL ENVOY FOR ROAD SAFETY JEAN TODT:

• Former United Nations Secretary-General Ban Ki-moon announced on 29 April 2015 the ap- pointment of Jean Todt as his Special Envoy for Road Safety. Mr. Todt is the President of the Fédération Internationale de l’Automobile (FIA). • The Special Envoy will help mobilize sustained political commitment towards making road safety a priority; to advocate and raise awareness about the United Nations road safety legal instruments; share established road safety good practices; and generate adequate funding for advocacy efforts through strategic partnerships between the public, private and non-governmen- tal sectors. • UNECE will act as the secretariat for the UN Secretary-General’s Special Envoy for Road Safety.

4 THE UN SECRETARY-GENERAL’S SPECIAL ENVOY FOR ROAD SAFETY’S TERMS OF REFERENCE:

In making this appointment, the UN Secretary-General has determined that the specific functions of the Special Envoy will be:

PROMOTING A GLOBAL PARTNERSHIP TO SUPPORT THE DESIGN AND IMPLEMENTATION OF STRATEGIES AND ACTIVITIES TO IMPROVE ROAD SAFETY

The Special Envoy will support the attainment of the overall goal of the Decade, by leveraging his professional expertise and experience. In this regard, the Special Envoy is expected to develop a global partnership with a particular emphasis on raising levels of political commitment. The Spe- cial Envoy will work with key funding partners – including governments, financial institutions and the private and non-governmental sectors – to secure adequate resources to implement the global partnership strategy.

ADVOCATING WITH GOVERNMENTS, CIVIL SOCIETY AND THE PRIVATE SECTOR FOR THE PROMOTION OF ROAD SAFETY, PARTICULARLY IN COUNTRIES WITH HIGH LEVEL OF ROAD FATALITIES AND INJURIES

The Special Envoy will advocate for road safety, identifying achievements and challenges at the global, regional and national levels, as appropriate. He will highlight the challenges and needs for technical and/or other assistance which may be required, particularly by low- and middle-income countries, to improve road safety.

PARTICIPATING IN GLOBAL AND REGIONAL CONFERENCES AND MEETINGS ON ROAD SAFETY

The Special Envoy will participate in global and regional conferences on road safety, including the second high-level global conference on road safety to be held in November 2015 in Brasilia, . On specific request and case-by-case consideration by the Secretary-General, the Special Envoy may represent the Secretary-General in relevant meetings.

ADVOCATING THE ACCESSION TO, AND MORE EFFECTIVE IMPLEMENTATION OF, UNITED NATIONS ROAD SAFETY LEGAL INSTRUMENTS

The Special Envoy will raise the visibility and awareness of the United Nations road safety legal instruments, including the Conventions on Road Traffic, and Road Signs and Signals, and the 1958, 1997 and 1998 Vehicle Regulations Agreements as well as other related instruments including driving times and rest periods for professional drivers and transport of dangerous goods. The Special Envoy will also promote the accession to and the improved implementation of these legal instruments by Contracting Parties.

What follows is an account of the Special Envoy’s visits, speaking engagements and meetings to fulfil these functions.

I am sincerely committed to working constructively and inclusively with all stakeholders, to the benefit of all road users, in an effort to generate additional, stronger momentum and ensure the needed support to address the horrific consequences that road crashes continue to have on the lives of so many around the world today. In my capacity as a Special Envoy I will convey the key messages that will be developed under the auspices of the United Nations and, hopefully, with a contribution from all stakeholders in the road safety community. In this way I wish to contribute to the work of the many highly dedicated practitioners who have relentlessly been working over years to deliver solutions to improve global road safety. I am convinced that a change in the enabling environment is possible, but for this the road safety issue must be brought to the forefront of the development agenda of world leaders. As a starting point, I welcome that road safety is explicitly reflected in the proposed United Nations’ Sustainable Development Goals which are to be agreed at the forthcoming UN General Assembly in September this year. I am committed to working decisively towards ensuring that this target remains in the final document and will spare no efforts to ensure it is achieved. It will be imperative that the Second Global High-Level Conference on Road Safety, which will take place later this year in Brazil, achieves agreement on clear and measurable outcomes. To this end, I am committed to generate strong and unified support by the entire road safety community and all others who are concerned about road safety, to ensure that governments agree on specific measures to tackle this challenge. My tasks agreed with the Secretary-General are to help mobilise sustained political commitment for road safety; to advocate and raise awareness about the United Nations road safety legal instruments; and to support sharing of good practices through participation in relevant global and regional conferences. I have also been asked to generate funding, possibly through a UN Road Safety Fund and the building of strategic partnerships between the public, private, non- governmental sectors and the United Nations. In the coming months, I will launch a new initiative to meet this goal with the backing of political and business leaders. I very much look forward to working in a positive and constructive atmosphere together with you in order to jointly confront this global crisis. I believe we need a strong and united road safety coalition to generate and maintain strong momentum both towards reaching the goals of the UN Decade of Action for Road Safety and doing so in a sustainable way looking at the horizon of 2030. In this spirit, the world I want is one without road fatalities and injuries and for that we must achieve a drastic reduction of road crashes.

1. APPOINTMENT AS THE UN SECRETARY-GENERAL’S SPECIAL ENVOY FOR ROAD SAFETY 29 APRIL 2015 Attended the CEB Lunch at UNESCO headquarters for the formal appointment as the UN Secretary- General’s Special Envoy for Road Safety.

2. MEETING WITH MR. CHRISTIAN FRIIS BACH, EXECUTIVE SECRETARY OF UNECE AND UNITED NATIONS UNDER SECRETARY-GENERAL - 29 APRIL 2015

Following the CEB Lunch, a meeting was held with Mr. Friis Bach to discuss the Terms of Reference and goals for the year ahead and to identify two immediate priorities:

• Ensure road safety’s inclusion when the Sustainable Development Goals are set in New York in September. • Ensure a successful outcome at the Global High-Level Ministerial Conference on Road Safety in Brasilia in November. One key deliverable could be the establishment of a new UN Global Fund for Road Safety, a goal which will be supported by the FIA High Level Panel for Road Safety.

3. MEETING WITH THE UNECE TRANSPORT DIVISION - 30 APRIL 2015 Ms. Eva Molnar, Director of the UNECE Transport Division, introduced the Special Envoy to the staff of the UNECE Transport Division.

4. MEETINGS AT THE UN IN NEW YORK - 4 MAY 2015 Meeting with Ms. Joan Dubinsky from the UN Ethics Office • Discussion on UN ethical rules and the new FIA High Level Panel for Road Safety. Ms. Dubinsky said she saw no problem to participate as a full member and promised to contact the Ethics Offices of both IDB and the .

Mr. Vijay K. Nambiar, UN Secretary-General’s Special Advisor on Myanmar • Discussion on the activities of the Suu Foundation and possible road safety actions to be implemented in the country.

Mr. Anthony Lake, Executive Director, UNICEF • Discussion on the new FIA Foundation-UNICEF report which has been issued and the new High Level Panel.

Ms. Gina Casar, Assosiate Administrator, UNDP • Discussion on UNDP programmes under development with the WHO, and road safety’s inclusion in this agenda.

Ms. Susana Malcorra, UN Secretary-General’s Chef de Cabinet • Discussion on the new role in which Ms. Malcorra called for a unified approach, bringing together all concerned road safety actors. 8 5. LAUNCH OF UN ROAD SAFETY WEEK WITH THE UNICEF - 5 MAY 2015 Launch the UN Road Safety Week on Children’s Safety, in New York.

Participants received the ‘Child Declaration for Road Safety’ from school children. Developed with input from children around the world who voiced their fears about travelling on our roads, the Child Declaration calls upon decision-makers worldwide to take action and protect children.

7. MEETING WITH MR. RAFIK CHELLY, STATE MINISTER FOR SECURITY OF TUNISIA - 8 MAY 2015 Discussion with the Minister and senior police officials on road safety performance and enforcement issues in Tunisia.

8. MEETING WITH MR. ETIENNE KRUG, DIRECTOR OF THE DEPARTMENT FOR THE MANAGEMENT OF NONCOMMUNICABLE DISEASES, DISABILITY, VIOLENCE AND INJURY PREVENTION AT WHO - 10 MAY 2015 Discussion on cooperation with the WHO and also on the FIA High Level Panel for Road Safety.

9. MEETING WITH MS. EVA MOLNAR, DIRECTOR, UNECE TRANSPORT DIVISION - 13 MAY 2015 Discussion on administrative matters including the establishment of a Special Envoy secretariat in UNECE. The FIA Foundation may be able to provide funding to help cover the costs.

10. MEETING WITH MR. EMMANUEL BARBE, FRENCH INTERMINISTERIAL DELEGATE FOR ROAD SAFETY - 18 MAY 2015

Discussion with Mr. Barbe about his recent appointment as the French Interministerial Delegate for Road Safety and on areas for future cooperation.

11. SPEAKING ENGAGEMENT AT SIDE EVENT OF THE WORLD HEALTH ASSEMBLY - 19 MAY 2015

Speaking engagement at a side-event of the World Health Assembly in at the invitation of the Brazilian Minister of Health, His Excellency Mr. Arthur Chioro. The debate focused on challenges for the second half of the Decade of Action for Road Safety and expectations for the Second Global High Level Conference on Road Safety.

10 12. MEETING WITH THE PRESIDENT OF THE FRENCH REPUBLIC, MR. FRANÇOIS HOLLANDE 21 MAY 2015 Discussion centred on the road safety situation in France, as well as the broader global road safety challenges and the UN Decade of Action for Road Safety.

13. PARTICIPATION AT THE INTERNATIONAL TRANSPORT FORUM IN LEIPZIG - 27 MAY 2015 The event brought together Transport Ministers from 57 countries. The Special Envoy held a press conference with the Secretary-General of ITF, Mr. José Viegas, to mark the launch of a new IRTAD report on road safety data statistics. He also attended bilateral meetings with Ministers, senior government officials and corporate partners. This included meetings with the German Federal Minister of Transport and Digital Infrastructure, Mr. Alexander Dobrindt, and the Transport Minister of Tunisia, Mr. Mahmoud Ben Romdhane. The Special Envoy was invited to attend a Ministerial dinner in the evening.

1. VISIT TO THE RUSSIAN FEDERATION - 5 JUNE 2015 A meeting was held with General Victor Kiryanov, Deputy Minister for Internal Affairs of the Russian Federation, to discuss road safety at both the national and global levels, as well the FIA High Level Panel for Road Safety.

2. FRIENDS OF THE DECADE MEETING - 8 JUNE 2015 A meeting of the Friends of the Decade was hosted by the WHO in Gothenburg, Sweden, where the Special Envoy was represented by his secretariat. Discussions focused on the draft programme for the Second High Level Conference on Road Safety (Brasilia, 18-19 November), as well as the Draft Declaration for the Conference.

3. MEETING OF THE HIGH LEVEL PANEL EXPERT GROUP - 8 JUNE 2015 A meeting of the Expert Group of the FIA High Level Panel for Road Safety discussed priorities for the Group for the year ahead, in particular, funding. The UN Secretary-General agreed to attend the launch of the panel in New York.

4. LAUNCH OH THE UNHCR SAFE ROAD USE CAMPAIGN - 10 JUNE 2015 The Special Envoy was invited to attend the launch of the Safe Road Use campaign of UNHCR in Geneva. The event was attended by senior officials from UNHCR and the of the agency, Mr. Antonio Guterres, with whom the Special Envoy also held several meetings. Safe Road Use is a campaign launched by UNHCR in support of the UN Decade of Action for Road Safety that aims to bring the number of road crash casualties involving UNHCR vehicles to zero. This is a crucial matter of safety for UNHCR, as it has the largest fleet of vehicles in the UN system with more than 5,000 vehicles in service in 123 countries. Last year, 15 staff lost their lives due to road crashes involving the organization’s vehicles. By setting up a “Vision Zero Plan”, UNHCR acknowledged that road crashes are preventable and that the organization will work towards implementing well-known and efficient solutions.

5. MEETING WITH THE PRESIDENT OF THE FRENCH REPUBLIC, MR. FRANÇOIS HOLLANDE AT THE OCCASION OF THE 24 HOURS OF LE MANS - 13 JUNE 2015 The Special Envoy met with the President of the French Republic to discuss not only the road safety situation in France but also the broader, global road safety agenda.

6. MEETING WITH UNECE SECRETARIAT - 17 JUNE 2015 A meeting was held with the UNECE secretariat to discuss the development of a full plan of action for the Special Envoy on Road Safety and the setting-up of a secretariat dedicated to supporting the new position. Also under discussion was the preparation for the Second High Level Global Conference on Road Safety in Brasilia on 18-19 November 2015.

7. MEETING WITH MR. BERTRAND BADRE, MANAGING DIRECTOR AND CHIEF FINANCIAL OFFICER AT THE WORLD BANK - 19 JUNE 2015 A meeting was held with Mr. Badre to discuss different financial options for road safety and the FIA High Level Panel for Road Safety.

8. MEETING WITH MR. SCOTT RATZAN, ADVISER, TOGETHER FOR SAFER ROADS (TSR) - 22 JUNE 2015 A meeting was held with Mr. Ratzan of the TSR coalition to discuss opportunities for collaboration. TSR brings together private-sector companies to focus on promoting industry best practices to improve road safety. Anheuser-Busch InBev chairs the group.

9. MEETING WITH MR. DAVID WARD, SECRETARY-GENERAL, GLOBAL NCAP - 22 JUNE 2015 A meeting was held with Mr. Ward to discuss the work carried out by NCAP, in particular on the promotion of UN regulations governing vehicle safety.

10. STAKEHOLDER LETTER - 25 JUNE 2015

On 25 June 2015, a letter was sent to the main road safety stakeholder groups, particularly NGOs, to outline in a transparent manner the goals of the Special Envoy and immediate priorities for the year ahead. The letter stressed that the Envoy would aim to work inclusively and constructively with all stakeholders, on behalf of all road users. 13 JULY 2015

1. MEETING WITH THE UNESCO - 3 JULY 2015 A meeting to explore new areas for cooperation on road safety was held with a particular focus on education and youth. 2. MEETINGS IN MEXICO - 6 AND10 JULY 2015 Meetings were held with members of the National Council for Accident Prevention for Mexico (STCONAPRA) to discuss progress towards improving road safety in the country. 3. VIDEO MESSAGE FOR UNECA THIRD AFRICAN CONFERENCE ON ROAD SAFETY 9 AND 10 JULY 2015 The Special Envoy was invited to give a video message in support of the UNECA Third African Road Safety Conference which took place on 9-10 July 2015 in Addis Ababa, Ethiopia.

4. MEETINGS IN CUBA - 13 AND 14 JULY 2015 The Special Envoy held meetings with a number of leading national officials in Cuba to discuss progress towards improving road safety in the country, including with the First Vice-President of the Counsel of Ministers, Commandante Antonio Lusson Batlle; the Secretary-General of the Road Safety Commission, Mr. Oscar del Toro; the Director of Multilateral Affairs of the Ministry of Foreign Affairs, Mr. Pedro Nunez Mosquera, and representatives of the Ministry of the Interior.

MEETINGS IN ECUADOR - 15 JULY 2015 Meetings were held with a number of leading national officials in Ecuador to discuss the road safety challenge in the country, including with Mr. Mauricio Rodas, Mayor of Quito, the Director- General of the National Traffic Agency, Mr. Lorena Bravo and the Vice-Minister of Transport. The setting up of a taskforce on road safety involving the national authorities, local UN agency and national Automobile Club of the country was discussed. Meetings were also held with the UN specialised agencies in Quito including the UNDP, UNICEF and WHO. The preparation of the HABITAT III Global UN Conference on 17 October 2016 in Quito could provide an opportunity to integrate road safety as a key priority, a proposal that was also put forward by UNESCO officials.

6. MEETINGS IN PERU - 16 JULY 2015 Meetings were held with a number of leading national officials, including with the Minister of Transport and the Head of Road Safety Affairs in the National Parliament, Mr. Norman D. Lewis. Mr. Lewis made a commitment to the Special Envoy to convene the Special Panel of the Congress on Road Safety. At Lima City Hall, a meeting was held with the Deputy Mayor, Ms. Patricia Juarez Gallegos. Meetings were also held with the local UNDP and WHO offices.

15 16 7. MEETINGS IN COLOMBIA - 17 JULY 2015 A meeting was held with the Vice-President of the Republic, Mr. German Vargas Lloras. He said that the government was setting up a National Road Safety Agency, and invited the Special Envoy to support the launch of this agency.

8. MEETING WITH MS. JEANNE PICARD MAHAUT, PRESIDENTA DE LA FEDERACIÓN IBEROAMERICANA DE LAS ASOCIACIONES DE VÍCTIMAS CONTRA LA VIOLENCIA VIAL - 20 JULY 2015 A meeting was held with Ms. Mahaut, the Head of an Association representing road safety NGOs across Latin America. She discussed opportunties for cooperation with the Special Envoy and planning for the Second Global High Level Conference on Road Safety to be held in Brasilia.

9. MEETING WITH THE INTERNATIONAL ROAD FEDERATION - 21 JULY 2015 A meeting was held with the Vice-Chairman of the International Road Federation, Mr. Adnan Rahman, to discuss possible cooperation on research into road traffic crashes.

10. MEETING WITH THE UNECE AND MEMBER STATES - 22 JULY 2015

A meeting with Member States of the UNECE Executive Committee was organised to discuss the work programme of the Special Envoy, and to answer questions raised. It was underlined that all activities of the Special Envoy must operate in accordance with the UN rules and standards relating to ethics. The UNECE Executive Committee has now approved, in principle, Phase I of the extra-budgetary funding for the establishment of the secretariat for the Special Envoy. A section of the UNECE website has also been set up to communicate information about the Special Envoy’s work in a transparent manner. A strategy meeting with UNECE staff was also held. Both meetings were attended by Mr. Christian Friis Bach, Executive Secretary and Under Secretary-General for the UNECE.

MEETING WITH GERMAN VARGAS LLORAS, VICE- PRESIDENT OF THE REPUBLIC OF COLOMBIA

1. MEETINGS AND PARTICIPATION IN EVENTS IN MALAYSIA - 30 JULY - 3 AUGUST 2015 In Malaysia, the Special Envoy conducted meetings with the Minister of Transportation and encouraged the Government of Malaysia to adopt the 1968 Convention on Road Traffic as well as the 1968 Convention on Road Signs and Signals. He also participated in the 128th session of the IOC opening ceremony. 4. MEETING IN GENEVA WITH MR. CHRISTIAN FRIIS BACH AND THE UNECE REPRESENTATIVES 24 AUGUST 2015 The Special Envoy held a meeting with Mr. Christian Friis Bach, Executive Secretary of UNECE, to discuss the recent country visits in Asia and Africa; the establishment of the Special Envoy’s secretariat; a proposed meeting with in Geneva and New York; the NGO consultations planned for 1 and 2 October 2015; and the programme for the Second High Level Ministerial Conference in Brasilia.

5. MEETING IN GENEVA WITH MR. , DEPUTY PERMANENT MISSION OF BRAZIL TO THE UN - 24 AUGUST 2015 In his meeting with representatives from the Mission of Brazil, the Special Envoy introduced his role and mission. Discussions were on the programme of the Brasilia Conference, as well as the draft declaration.

MEETINGS IN NAIROBI - 25 AND 26 AUGUST 2015 On the morning of 26 August 2015, the Special Envoy met with the President of the Republic of Kenya, His Excellency Mr. Uhuru Kenyatta, who outlined the road safety situation in Kenya and presented the measures implemented by the National Traffic Safety Authority. President Kenyatta offered to further collaborate with UN Agencies on the ground and to keep building on the momentum, which saw Kenya taking major steps toward the reduction of drinking and driving and the strengthening of law enforcement. In 2014, the country saw a 9,7 per cent reduction in fatal road crashes, compared to the previous year, with a total of 311 lives saved. On 25 August, the Special Envoy met with key UN agency representatives in Nairobi. With Mr. Achim Steiner, Executive Director of the United Nations Environment Programme (UNEP), he discussed how UNEP could better integrate road safety within its country projects, noting that road crashes require a multifaceted approach to address the developmental and environmental issues streaming from poor infrastructure and congestion. The Special Envoy also met with Mr. Aisa Kirabo Kacyira, Deputy Executive Director of UN Habitat, who detailed the need to include smarter and safer transportation within urban planning for developing countries. Goal 11 of the Sustainable Development Goals underlines the importance of road safety as part of city planning. This is on the agenda of the Second High Level Ministerial Conference on Road Safety (Brasilia, November 2015) and of the Habitat III Conference (Quito, 2016). Finally, the Special Envoy met with Ms. Sahle Work-Zewde, Director-General of the United Nations Office in Nairobi (UNON), to discuss what could be implemented to improve the safety of UN employees when at the wheel; UNON staff members and their families represent 15,000 people.

MEETINGS IN UGANDA - 26 AND 28 AUGUST 2015 From a series of meetings with the Prime Minister and Ministers (Interior, Transport), UNCT and Kampala Capital City Authority (KCCA), it appears a real concern exists among political figures, at all levels, to tackle road safety issues. During the meeting with the Prime Minister and his office, it was agreed to set up a task force between the Minister of Interior, the Minister of Works and Transportation, and the Minister of Health in order to meet the goal of diminishing the road traffic related death toll by 50 per cent. The Minister of Interior explained that currently, there is a lack of coordination within the government on road safety. The Minister for Transport was accompanied by four representatives (Licensing, Traffic, Infrastructure and the National Road Safety Council). It was noted that discussions are ongoing with UNECE with regard to ratification of the 1968 conventions concerning road safety. They informed the Special Envoy that a road safety week was planned for the end of the year. The need to improve law enforcement was also emphasized. Furthermore, the Special Envoy had detailed discussions with the Transport Minister and his team on adoption of the rules of the UNECE World Forum on vehicle regulations. Other issues that were discussed included: • A specific task force to improve post-crash care • The problem of the age of the car fleet in Uganda • Progress and the need for law enforcement, especially for 2-wheel vehicles (helmet and reflecting devices) and pedestrians (definition of a legal framework) • The Transportation Minister will be present in Brasilia • Follow-up with the Special Envoy and the task force on road safety at the Presidential office • Relating to the Habitat III Conference, the Special Envoy will make contact with the Ministers he has met and with UNCT and KCCA in Uganda

1. ANWB TRAFFIC SAFETY DINNER - 2 SEPTEMBER 2015 At a Traffic Safety Dinner organised by the Dutch Automobile Club ANWB, the Special Envoy was invited to give the keynote speech. The meeting brought together key members of the road safety community in the Netherlands.

2. MEETING WITH THE DELEGATION TO BRAZIL - 2 SEPTEMBER 2015 A meeting was held between the WHO, the UNECE and the Brazilian Delegation on planning for the Second Global High Level Ministerial Conference on Road Safety. This included discussion on the draft agenda, draft declaration, and other events linked to the conference. Eva Molnar, UNECE Director at the Sustainable Transport Division, participated in this meeting.

3. MEETING WITH THE INTERNATIONAL PEACE INSTITUTE - 3 AND 7 SEPTEMBER 2015 A meeting was held on 3 September 2015 in with the President of the International Peace Institute, Terje Rød-Larsen, to discuss opportunities for collaboration, for example through the setting up of events for Ambassadors with the Special Envoy in both New York and Geneva. A further meeting was held in Salzburg with the IPI on 7 September 2015 together with Ms. Rita Hauser, Chairman of the IPI Board of Directors.

4. EUROPEAN TRAFFIC EDUCATION CONTEST - 4 SEPTEMBER 2015 The Special Envoy attended the 30th Annual European Traffic Education Contest, which took place in Vienna. The Contest brought together children from across Europe to learn about road safety and the rules of the road by accomplishing various theoretical and practical exercises. Over 600,000 children from across Europe entered the competition.

5. MEETING WITH MS. MARGARET CHAN, WHO - 21 SEPTEMBER 2015 The Special Envoy met with WHO Director-General Margaret Chan to outline his priorities as Special Envoy, and discuss opportunities for further collaboration with the WHO. Planning for the Second Global High Level Conference on Road Safety in Brasilia was discussed. Also present at the meeting were Christian Friis Bach (Executive Secretary, UNECE), Oleg Chestnov (Assistant Director-General, Noncommunicable Diseases and Mental Health, WHO) and Etienne Krug (Director, Department of Injuries and Violence Prevention, WHO).

6. MEETING WITH THE UNECE SECRETARIAT - 23 SEPTEMBER 2015 A coordination meeting with the UNECE secretariat was held to discuss progress towards establishing the Special Envoy’s Secretariat, preparations for the setting-up of a UN Fund for Road Safety, and planning for up-coming meetings, including the NGO consultation meeting on 1 October 2015.

7. MEETING WITH MR. ELHADJ AS SY, SECRETARY-GENERAL, IFRC - 24 SEPTEMBER 2015 The Special Envoy met with the Secretary-General of the International Federation of the Red Cross and Red Crescent Societies, Elhadj As Sy, to outline his priorities for the role and Action Plan. Further cooperation with the Global Road Safety Partnership (GRSP) was also discussed and he accepted to join the FIA High Level Panel for Road Safety.

8. FEVR ANNUAL GENERAL MEETING - 26 SEPTEMBER 2015 On Saturday, 26 September, the Special Envoy travelled to Brussels to meet with the board members of the European Federation of Road Traffic Victims (FEVR) which is composed of approximately 25 road safety NGOs from across Europe. The meeting proved to be positive and constructive exchange of views for both parties. Discussion focussed on the responsibilities of the Special Envoy, the key concerns of victims groups, and preparations for the World Day of Remembrance on 15 November 2015.

1. MULTI-STAKEHOLDER CONSULTATION ON ROAD SAFETY - 1 OCTOBER 2015 The Special Envoy and representatives of civil society met to exchange views and ideas regarding the Action Plan of the Special Envoy. The meeting was an opportunity to clarify objectives, develop working methods and provide an open and transparent forum for multi-stakeholder engagement.

The Special Envoy outlined his Action Plan which is based on four pillars, and addressed specific concerns of some parties regarding conflict of interest issues and the proposed setting up of a UN Global Fund for Road Safety. Building a platform for joint collaboration between the Special Envoy and NGO community was also discussed. It was agreed that the Special Envoy would notify NGOs in advance of country trips in order to facilitate this goal. A summary outcome document of key conclusions is available on the Special Envoy’s webpages.

2. UNECE WP.1 GROUP ON ROAD TRAFFIC SAFETY - 5 OCTOBER 2015 The Special Envoy addressed the UNECE WP.1 group on Road Traffic Safety. This was an opportunity to present his Action Plan for the year ahead, a key part of which is to advocate and raise awareness about the United Nations road safety legal instruments.

3. ITS WORLD CONGRESS - 7 OCTOBER 2015 The Special Envoy participated in the UNECE session on ‘Sustainable Mobility and the Mitigation of Climate Change’. He emphasised the importance of Intelligent Transport Systems (ITS) in promoting cleaner and safer transport systems. Mr. Christian Friis Bach, Executive Secretary of UNECE, also attended.

MEETING WITH THE WHO ROAD SAFETY TEAM - 8 OCTOBER 2015 In his meeting with the WHO Road Safety Team, headed by Mr. Etienne Krug, Director of Department of Injuries and Violence Prevention at the WHO, the Special Envoy discussed the upcoming Ministerial Conference on Road Safety in Brasilia, as well as his work programme for the year ahead. Further issues under discussion were focussed on increasing cooperation for the World Day of Remembrance for Road Traffic Victims on 15 November. The Executive Secretary of UNECE, Mr. Christian Friis Bach, also attended.

5. MEETING WITH MS. VIOLETA BULC, EUROPEAN COMMISSIONER FOR TRANSPORT 12 OCTOBER 2015 The Special Envoy met with the European Commissioner for Transport Ms. Violeta Bulc. Among other topics, it was agreed to set a serious road traffic fatalities and injuries limiting target. Other road safety issues discussed included the deployment of new vehicle safety technologies, and the latest road traffic trends in the EU.

6. MEETING WITH BRAZILIAN AMBASSADOR TO FRANCE, HIS EXCELLENCY MR. PAULO C. DE OLIVEIRA CAMPOS - 23 OCTOBER 2015 The Special Envoy met with the Brazilian Ambassador to France to discuss planning for the Second High Level Ministerial Conference on Road Safety which will take place on 18-19 November 2015. The Conference will review progress made over the past five years of the UN Decade of Action, while discussing actions that need to take place trough 2020 and beyond. Representatives from more than 100 countries are expected to attend including government ministers, city mayors, senior officials from international institutions, representatives of civil society, and business leaders.

7. FIA - IDB FORUM ON ROAD SAFETY - 29 OCTOBER 2015 the Special Envoy participated in the annual FIA – IDB road safety forum. The 2015 edition was under the theme “Kids First” and was held in Mexico.The forum brings together stakeholders to identify solutions and share best practice for the region’s road safety issues. During his speech, the Special Envoy emphasised the need to address child road safety as a major priority. The forum was attended by numerous road safety actors from Mexico and the Latin American region. This included Mr. Luis Alberto Moreno, President of the Inter-American Development Bank, Mr. Carlos Slim Domit, President of Grupo Carso, Mr. Jose Abed, President of Automobile Club OMDAI, Mr. Fernando Martínez Badillo, Under Secretary Traffic Management for the Secretary of Public Safety of the Federal District of Mexico, and Ms. Yuriria Mascott Pérez, Under Secretary for Transport of the Federal Government of Mexico.

Discussions were also held on preparations for Brasilia, where Bloomberg Philanthropies representatives participated in panel discussions.

2. MEETING WITH MR. OLIVIER ZEHNDER, DEPUTY PERMANENT REPRESENTATIVE OF TO THE UNITED NATIONS - 6 NOVEMBER 2015 Discussion was held on potential collaboration on road safety to be established together with Switzerland.

3. MEETING WITH MR. THOMAS CHAN, HEAD OF TRANSPORT OFFICE/ROAD SAFETY FOR NEW YORK POLICE DEPARTMENT - 9 NOVEMBER 2015 Discussion centred on New York City’s ‘Vision Zero’ road safety policy with Thomas Chan from the City’s Transport Office. The goal of this initiative is to improve street safety in every neighbourhood and in every borough of the city.

4. MEETING WITH THE U.S. MISSION PERMANENT REPRESENTATIVE TO THE ECONOMIC AND SOCIAL COUNCIL OF THE UNITED NATIONS, HER EXCELLENCY MS. SARAH MENDELSON 10 NOVEMBER 2015 The meeting was an opportunity to discuss the latest road safety trends in the United States, as well as preparations for the Second High-Level Global Conference on Road Safety held in Brasilia.

LAUNCH OF THE FIA HIGH LEVEL PANEL FOR ROAD SAFETY WITH THE FORMER UN SECRETARY-GENERAL BAN KI-MOON - 11 NOVEMBER 2015 Together with the former UN Secretary-General Ban Ki-moon, the Special Envoy participated in the launch of the FIA High Level Panel for Road Safety. The initiative brings together leaders from the global business community, international institutions and non-governmental organisations, to create and implement innovative solutions to road safety’s most pressing challenges. The Panel will explore new fundraising activities for road safety and support the establishment of a UN Global Fund for Road

3. PRIVATE AUDIENCE MEETING WITH HIS HOLINESS POPE FRANCIS - 14 JANUARY 2016 Pope Francis received in a private audience, the UN Secretary-General’s Special Envoy for Road Safety accompanied by UNECE Executive Secretary Christian Friis Bach, and Michelle Yeoh, actress and Global Ambassador for Road Safety, at the Vatican on 14 January. Mr. Todt and Mr. Bach outlined today’s road safety challenge and the need for governments and communities to prioritise road safety, beginning with implementing the UN Road Safety Conventions and putting in place effective traffic regulations. They presented to Pope Francis, a film directed by Luc Besson entitled “Save Kids Lives” in support of the #SaveKidsLives campaign, which draws attention to the 500 children killed every day on the world’s roads and encourages the public to sign the Child Declaration on Road Safety. The campaign has garnered more than 1 Million signatures. His Holiness Pope Francis showed great interest in the cause and signed in support of the campaign. Mr. Todt and Mr. Bach were interviewed by local news agencies during which they shared the importance of bringing attention to road traffic injuries and the role that His Holiness Pope Francis, as one of the most influential public figures in the world, could have in raising attention on the issue. The UN Special Envoy for Road Safety and UNECE will follow up with the His Holiness to highlight the key road safety messages discussed during the meeting and to urge the Vatican to ratify key UN road safety conventions as a sign of support for the cause. The Vatican has signed the 1968 Vienna Conventions on Road Traffic but not yet ratified. The meeting was covered by the Vatican, Rome and United Nations press.

MEETINGS IN MALAYSIA - 12 AND13 FEBRUARY 2016 Meeting with Dato Sri Liow Tiong Lai, Minister of Transport of Malaysia; and Professor Wong Shaw Voon, Director of the Malaysian Institute of Road Safety Research (MIROS) After providing an introduction of his mandate as Special Envoy, Mr. Todt discussed with the Minister Liow Tiong Lai and Professor Wong Haw Voon, the road safety challenges in Malaysia. They explored potential strategies that could strengthen regional efforts and coordination on road safety, including an establishment of a regional road safety observatory for South-East Asia. The Special Envoy congratulated the Minister for his commitment to significantly improving road infrastructure in Malaysia by 2020, which the Minister declared publicly during an event on 12 February.

4. MEETINGS IN PHILIPPINES - 15 FEBRUARY 2016 The Special Envoy met with key stakeholders during his visit to Manila, Philippines, where he provided an overview of this mandate as Special Envoy, learned more about road safety challenges in the country, and offered recommendations and support. Meeting with the Metropolitan Manila Development Authority (MMDA) team Chairman, Dr. Emerson Carlos joined MMDA’s Board of Directors for the meeting with the Special Envoy. The team highlighted the existing governance challenges, as the legal and operational responsibility for ensuring safe transportation for all was shared by several governmental entities, which led to many areas of overlap and difficulty in coordination. Meeting with Mr. Dante Lantin, Assistant Secretary to the Minister of Transport and Global Road Safety Partnership representatives Mr. Dante Lantin presented the Ministry of Transportation’s efforts to improve data collection but also emphasized, as the MMDA had, the multi-layered nature of governance on road safety in the Philippines. Mr. Dave Elseroad and Mr. Taifur Rahman of the Global Road Safety Partnership provided an overview of Bloomberg Philanthropies initiatives in the Philippines within the framework of the RS.10 post- 2015 project1. MEETINGS IN INDONESIA - 16 - 17 FEBRUARY 2016 During his visit to Jakarta in Indonesia, the Special Envoy met with key road safety stakeholders, provided an overview of his mandate as Special Envoy, discussed road safety challenges in the country, and gave recommendations. Meeting with Mr. Hanif Dhakiri, Minister of Manpower of the Republic of Indonesia Hanif Dhakiri was accompanied by several staff members and together they discussed the economic outlook in Indonesia and the impact that road traffic crashes have on the country’s economy. Meeting with Mr. Basuki “Ahok” Tjahaja Purnama, Governor of the Special Province of Jakarta Mr. Jean Todt introduced his mandate and provided a summary of previous meetings in Indonesia. The Special Envoy encouraged the Governor of Jakarta to increase awareness on the importance of road safety. A short joint press conference followed immediately after the meeting. Meeting with Drs Condro Kirono, Inspector General of the Indonesian National Police Jean Todt met with a delegation of the Indonesia National Police (INP) led by Inspector General, Drs Condro Kirono. Drs Kirono’s team provided an overview of the National Strategy following the launch of the UN Decade of Action for Road Safety. Jean Todt praised the efforts and the well-structured action of the INP while providing recommendations to strengthen data collection of road traffic crashes and injuries.

36 Meeting with representatives of Road Safety Association Indonesia The Road Safety Association (RSA) Indonesia is a member of the Global Alliance of NGOs for Road Safety. RSA affiliates gave a brief presentation of their activities and thanked Jean Todt for helping to develop powerful communicational tools.

6. ROAD SAFETY WORKSHOP HOSTED BY THE UN SECRETARY-GENERAL’S SPECIAL ENVOY FOR ROAD SAFETY, UNECE INLAND TRANSPORT COMMITTEE AND EUROMED RRU 22 FEBRUARY 2016 Main objectives of the Special Envoy are to help strengthen global partnerships and increase political will and governance on road safety, particularly through the promotion of the UN Road Safety Conventions. To contribute to these objectives, and on the occasion of the 78th session of the UNECE Inland Transport Committee, the UN Secretary-General’s Special Envoy for Road Safety hosted at the Palais des Nations, Geneva, a Road Safety Workshop: Best Practices and Key Partnerships for Road Safety. The workshop was held in partnership with the UNECE Inland Transport Committee and the EU funded EuroMed RRU project and hosted country representatives and government officials from Tunisia, Kenya, Jordan, Uganda, European Union, and Greece.

7. MEETING WITH MR. CHRISTIAN FRIIS BACH, EXECUTIVE SECRETARY, UNECE AND ADDITIONAL STAFF MEMBERS OF UNECE - 25 - 26 FEBRUARY 2016 The Special Envoy had a meeting with USG Bach and other members of UNECE to discuss preparations for upcoming GA meeting, follow up to Brasilia, and Special Envoy’s upcoming visit to New York in March and April. Planned follow up actions to country visits and the joint road safety workshop of 22 February 2016 as well as preparations for upcoming meetings and country visits were also reviewed.

The Special Envoy participated in a panel regarding “Updates on the Connected Car” alongside Mr. Geard Neumann, CEO of DEKRA Automotive and Mr. Staffan Wallin, Director of Automotive Sales at Ericsson.

2. MEETINGS IN MEXICO - 12 MARCH 2016 The Special Envoy met with the Mayor of Mexico City, Mr. Miquel Àngel Mancera Espinosa, to discuss and support road safety efforts in the capital. They also discussed the Vision Zero road safety strategy for the city, which Mr. Mancera is implementing with the goal to reduce the number of road fatalities in Mexico City by 35 percent.

The C40 alliance brings together more than 80 of the world’s leading cities, which has been focusing on climate change mitigation and cooling of cities.

5. MEETING WITH UNECE SECRETARIAT - 22 MARCH 2016 The Special Envoy met with UNECE Secretariat team to discuss upcoming country missions, meetings, events, on-going projects, the road safety draft resolution, the UN General Assembly Meeting and the UN Coordination Meeting for Road Safety.

6. MEETINGS IN ALGERIA - 30 AND 31 MARCH 2016 The Special Envoy met with key stakeholders during his visit to Algiers, Algeria, where he presented an overview of his mandate as the Special Envoy, learned more about road safety challenges in the country and offered recommendations and support.

The meetings were held with: Mr. Salem Salhi, Director of Land and Urban Transportation of the Ministry of Transportation Mr. Salhi provided an overview of the governance structure for road safety in Algeria and shared plans for public transportation to be significantly expanded in Algiers. The Special Envoy highlighted the importance of improved road safety governance in the country.

Mr. El Hadi Ould Ali, Minister of Youth and Sports The Special Envoy emphasized the impact that road traffic injuries have on children globally and encouraged the Minister to implement educational programmes. The UN Resident Coordinator in Algeria, Mrs. Cristina Amaral, who was also in attendance recommended strategies to incorporate road safety promotion in the Ministry’s work.

39 Meeting with United Nations Country Team The Special Envoy presented the terms of his mandate. UN agency representatives provided an overview of road safety situation and efforts in the country. UNHCR provided an overview of their “Vision Zero” strategy. Mr. Jean Todt discussed opportunities to improve the conditions of public transport (minbuses and buses) and transport of dangerous goods. Participants included representatives from UNDP, World Food Programme, FAO, UNICEF, UNHCR, ILO, UNFPA, UNAIDS, UNDSS, WHO, UNICRI, UN Women and the World Bank.

Mr. Mazouz Al Hocine, Secretary-General of the Ministry of Interior The Special Envoy shared the terms of his mandate and presented the five pillars of the Decade of Action for Road Safety. Mr. Al Hocine presented his action plan to fully integrate all road safety activities within the Ministry of Interior’s Jurisdiction. They also discussed financing and road traffic safety legislature at the national level.

TV Interview with Canal Algeria The Special Envoy appeared in the morning show of Canal Algérie, a local public television station. The Special Envoy provided comments after the screening of the Save Kids Lives movie and highlighted the important role of the media in promoting road safety.

1. UNITED NATIONS COORDINATION MEETING FOR ROAD SAFETY - 5 APRIL 2016 The UN Secretary-General’s Special Envoy for Road Safety convened a meeting with representatives from 14 United Nations agencies and departments to highlight the importance of road safety in the 2030 Sustainable Development agenda. The meeting was an opportunity to share current and future road safety efforts and priorities within each UN agency and to explore potential opportunities for collaboration. The meeting discussed the following potential areas of collaboration: awareness raising initiatives, strengthening of internal UN road safety policies with operational agencies and engagement towards a UN road safety fund.

Following the Coordination meeting, the Special Envoy and UNECE have held follow-up communication with UNDP, UNOPS, and UNICEF regarding potential opportunities for future collaboration. The Inter-agency Security Management Network (IASMN) held their first meeting following the Special Envoy’s request of UNDSS participation at the Coordination meeting. Participants included representatives from ILO, ITU, ECA, ECLAC, ESCAP, ESCWA, OHCHR, UNCTAD, UNDP, UNDSS, UNHCR, UNICEF, UNITAR, UNOPS, UPU, WFP, WHO and UNECE.

This included language on a potential road safety trust fund as well as the importance of member state accession to UN Road Safety Conventions. The Special Envoy shared his mandate, including his past and on-going engagement with civil society. The group voiced their hope for the National Traffic Safety Bill, which is currently under consideration in the Indian Congress, and is concerned about the on-going delays in introducing the RTSB. Participants requested that the Special Envoy supports these national level efforts through his activities at the UN. MICHAEL MØLLER, DIRECTOR GENERAL OF UNOG - 9 MAY 2016 At the Geneva UN Office, the Special Envoy met with Mr. Møller to provide updates about his Special Envoy activities and his UNECE Secretariat. The Special Envoy shared the recent achievement of Resolution A/70/L.44 being adopted by the UNGA in April and of his advocacy in support of establishing a global road safety fund.

3. PARTICIPATION AT THE UNECE INLAND TRANSPORT COMMITTEE MEETING OF THE WP.15 ON THE TRANSPORT OF DANGEROUS GOODS - 9 - 13 MAY 2016 The Working Party 15 and the ADR (European Agreement concerning the International Carriage of Dangerous Goods by Road) aim to address all safety aspects of transporting dangerous goods including safe behaviours, vehicles, infrastructure and post-crash care. The Special Envoy attended the Working Party 15 session to show support to the Working Party and reiterate the Special Envoy’s commitment to promoting the ADR and UN Road Safety agreements globally.

4. ATTENDANCE AT INTERNATIONAL TRANSPORT FORUM - 18 - 20 MAY 2016 The International Transport Forum, focused on global transport policy, was held in Leipzig, Germany, with the theme of Green and Inclusive Transport. The Special Envoy for Road Safety, along with UNECE representatives, participated in the Forum to promote sustainable transport, including road safety. The Special Envoy held bi-lateral meetings with transport ministers and Associate Ministers to raise awareness about the UN Road Safety Conventions, potential UN Road Safety Trust Fund and the 2017 Inland Transport Committee high-level ministerial meeting, and to provide encouragement for stronger road safety efforts.

44 5. ATTENDANCE AT THE EUROPEAN COMMISSION ROAD SAFETY CHARTER EXCELLENCE IN ROAD SAFETY AWARDS AND MEETING WITH EUROPEAN COMMISSIONER MS. VIOLETA BULC - 20 MAY 2016 The EU Commissioner for Transport, Ms. Violeta Bulc, invited the Special Envoy to help the European Commission celebrate achievements made by public and private entities to promote road safety. The annual Excellence in Road Safety Awards celebrated achievements in the topics of “Youth” and “Innovation”. The Special Envoy joined the Commissioner in awarding the winners, which were mainly civil society organizations.

In a separate meeting with Commissioner Bulc, the Special Envoy shared about his role as Special Envoy to advocate for stronger road safety governance globally, a global road safety trust fund and greater awareness about the road safety. Following the meeting, the Commissioner requested for the Special Envoy and the Executive Secretary of UNECE to participate in the European Union’s Road Safety Conference, taking place on 28-29 March 2017 in Malta.

6. MEETING WITH THE UNECE SECRETARIAT - 23 MAY 2016 The Special Envoy met with UNECE Secretariat team to discuss upcoming country missions, meetings, events, on-going projects, recruitment of consultants for the road safety trust fund exploration, plans for upcoming regional workshops and international conferences.

1. MEETING WITH HIS ROYAL HIGHNESS PRINCE MICHAEL OF KENT - 3 JUNE 2016 At Kensington Palace in London the Special Envoy met with HRH Prince Michael of Kent to share about his role as the UN Secretary-General’s Special Envoy for Road Safety, including of his advocacy around stronger governance through the UN Road Safety Regulations and of the potential establishment of the global road safety fund. HRH Prince Michael of Kent hosts an annual Road Safety Award ceremony and is invested in promoting global road safety.

2. MEETINGS IN MYANMAR - 14 - 16 JUNE 2016 The Special Envoy met with relevant stakeholders in Myanmar, including government officials and UN agencies to raise awareness about the potential road safety trust fund as well as of the need to strengthen efforts on road safety. The Special Envoy met with the below stakeholders in Myanmar.

Meeting with Ms. Daw Aung San Suu Kyi The Special Envoy met with Ms. Daw Aung San Suu Kyi, State Counsellor of Myanmar, to discuss and provide recommendations on road safety. Daw Suu requested for support in identifying key opportunities for improvement and recommendations. The Special Envoy is consulting with UNECE and other experts to provide Daw Suu with assistance.

Meeting with His Excellency Mr. U Thant Sin Maung, Minister of Transport At the meeting with U Thant Sin Maung, the Minister of Transport provided an overview of the road safety governance structure in Myanmar and explained that the new government elected in April would provide more authority to the new road safety committee, which was recently formed and is called the National Road Safety Council. The Special Envoy shared the request of Daw Suu for expert support in road safety and assured the Minister of expert guidance. The Special Envoy provided encouragement that a target to halve road traffic deaths is achievable with the implementation of the five measures outlined in the UN Decade of Action for Road Safety and with stronger legislation and enforcement.

Meeting with Dr. Myint Htwe, Minister of Health The Special Envoy met with the Minister of Health, who explained that hospitals in Myanmar have several ambulances but lack of trained personnel to operate and drive the vehicles, therfore there is an urgent need for a specialised training of drivers and paramedics. The Special Envoy recommended that post-crash care services be a priority especially for the highway between Mandalay and Yangon, called the “Death Highway”.

Meeting with the UN Country Team This was the Special Envoy’s second meeting with UN Country Team in Myanmar. The Special Envoy took the opportunity to introduce the team to Aung San Suu Kyi’s contacts which included Mr. Joseph Fisher, International Development Liaison Officer for Daw Suu, and Mr. Michael Marett Crosby, special advisor to Daw Suu and encouraged all to coordinate. The Special Envoy shared of his discussions with the State Counsellor Aung San Suu Kyi, the Minister of Transport and the Minister of Health regarding the importance of stronger governance and road safety efforts. MEETING WITH THE FORMER UN SECRETARY-GENERAL BAN KI-MOON - 25 JUNE 2016 The Special Envoy met with the UN Secretary-General to share updates on his activities, and next steps on the exploration of the road safety trust fund, which was included in Resolution A/70/L.44. The Secretary-General and the Special Envoy discussed the importance of road safety in upcoming international forums, such as Habitat III and the Secretary-General’s Conference on Sustainable Transport. The Secretary-General requested that road safety is highlighted and for his Special Envoy for Road Safety to have a strong presence at both conferences.

4. MR. NIKHIL SETH, EXECUTIVE DIRECTOR OF UNITAR - 26 JUNE 2016 As a follow-up of the UN Coordination Meeting for Road Safety in April 2016, the Special Envoy met with Mr. Seth to learn more about UNITAR’s upcoming road safety training programs as well as to provide recommendations to strengthen UNITAR’s road safety program and to foster stronger coordination with road safety stakeholders globally. Mr. Seth requested for the review and feedback of UNITAR’s training materials. UNITAR is interested to liaise with the Special Envoy and UNECE during the preparation and implementation phases of UNITAR’s road safety initiatives, which are expected to launch during Fall 2016. 47 5. MEETING WITH MR. CHRISTIAN FRIIS BACH, EXECUTIVE SECRETARY OF THE UNECE 28 JUNE 2016 The Special Envoy met with the Executive Secretary of the UNECE to discuss items highlighted by the UN Secretary-General and next steps forward. These included the potential road safety trust fund, stronger advocacy for UN Road Safety Conventions accession and role in the upcoming international conferences.

6. MEETING WITH THE UNECE SECRETARIAT - 29 JUNE 2016 The Special Envoy met with UNECE Secretariat team to discuss items highlighted by the Secretary- General and upcoming activities. UNECE provided an update on the hiring of consultants to explore the establishment of the road safety trust fund, steps and contacts related to the Secretary- General’s Sustainable Transport Conference and Habitat III Conference. The UNECE is also in the process of organizing the Special Envoy’s regional workshops planned for later this year.

7. MEETING WITH THE PERMANENT REPRESENTATIVE OF SWITZERLAND TO THE UNOG HIS EXCELLENCY MR. ALEXANDRE FASEL AND THE HEAD OF THE EUROPEAN UNION DELEGATION TO THE UNITED NATIONS, HIS EXCELLENCY MR. PETER SORENSEN - 29 JUNE 2016 Following previous meetings with both Ambassadors, the Special Envoy gave an update on his activities as Special Envoy. As representatives of high-income countries, the Special Envoy highlighted the example they serve for and role they have to support developing countries achieve improved road safety. The UN Road Safety Trust Fund will be a potential opportunity for developed countries to contribute to improving road safety worldwide.

MEETING WITH PERMANENT REPRESENTATIVE OF THE REPUBLIC OF KAZAKHSTAN TO THE UN GENEVA, HER EXCELLENCY MS. - 5 JULY, 2016 The Special Envoy along with the UNECE Secretariat met with Ambassador Aityhanova in response to an invitation that the Special Envoy received from the Minister of Development and Investment to present during a Road Safety Forum and the IV Forum of Kazakhstan Machinery Industry. The Special Envoy discussed preparations for his visit to Kazakhstan in September.

2. MEETING WITH PERMANENT REPRESENTATIVE OF THE TURKMENISTAN MISSION TO THE UN GENEVA, HIS EXCELLENCY MR. ATAGELDI HALJANOV - 7 JULY, 2016 The Special Envoy along with UNECE Secretariat met with Ambassador Haljanov to discuss the Secretary-General’s Conference on Sustainable Transport being planned for 26-27 November in Ashgabat.

1. MEETINGS IN PARAGUAY - 1-3 AUGUST 2016 In Paraguay the Special Envoy met with number of ministers to discuss key standards related to safer vehicles and increasing vehicle ownership in the region. He shared the terms of his mandate as Special Envoy and provided an overview of the global momentum currently being built around improved road safety, specifically the Decade of Action for Road Safety and the Sustainable Development Goals. The meetings were held with:

Mr. Horacio Cortes, President and Mr. Victor Pecci, Minister of Sports The Special Envoy met with President of Paraguay and Minister of Sports, where they discussed road traffic risks faced by vulnerable road users. Mr. Todt recommended focused efforts to address high-risk road users. Mr. Cortes expressed his interest to scale up efforts and promised to actively support his government’s road safety initiatives, as he understands that improved road safety can only be beneficial to the country.

Dr. Antonio Barrios, Minister of Public Health and Social Welfare and Dr. Carlos Castillo- Solorzano, PAHO/WHO Representative The Special Envoy highlighted the importance of educational public awareness campaigns to promote road safety and explained it in the context of the 2030 Sustainable Development Agenda. The Minister shared about their several educational campaigns targeting young people’s drink-driving behaviour, as alcohol-impaired driving is a substantial challenge in the country. The Special Envoy recommended that the Minister advocates for the country’s accession to the UN Road Safety Conventions.

Mr. Francisco de Vargas, Minister of Interior The Special Envoy presented the high number of road traffic fatalities around the world and of the momentum built globally with the Decade of Action for Road Safety and the Sustainable Development Goals. The Special Envoy highlighted the country road traffic fatality data and the top challenges discussed with the Minister of Public Health and Social Welfare. The Minister shared of the recent creation of the National Council for Road Safety and expressed an interest in advocating for accession to the UN Road Safety Conventions.

Mr. Eladio Loizaga, Minister of Foreign Affairs The Special Envoy provided an overview of his mandate and the global efforts to improve road safety, including the five pillars of the Decade of Action for Road Safety and targets 3.6 and 11.2 of the 2030 Sustainable Development Goals. The Special Envoy shared about the recent UNGA resolution which called for the exploration of the establishment of a UN Road Safety Fund and support of the UN Road Safety Conventions. The Minister reiterated the concerns of other stakeholders regarding the lack of regulations for acquiring motorbike driving licenses and expressed his interest to accede to the UN Conventions for road safety.

MEETINGS AT THE RIO OLYMPIC GAMES - 4 AND 5 AUGUST, 2016 The Special Envoy had the opportunity to speak about his activities with Mr. Ban Ki-Moon, former UN Secretary-General, Mr. Filippo Grandi, High Commissioner for Refugees, Mr. François Hollande, President of France and Ms. Michaëlle Jean, Secretary-General of the Organisation International de la Francophonie.

3. MEETINGS IN ANTIGUA AND BARBUDA - 8 AUGUST, 2016 The Special Envoy held several meetings in Antigua and Barbuda where he presented his mandate, road safety challenge in the region and advocated for accession to the UN Road Safety Conventions. The meetings were held with:

Alice Ho-Tack, President of the Antigua & Barbuda Road Safety Group The Special Envoy met with Ms. Ho-Tack after seeing a recent campaign implemented by her organization in the local newspaper. He congratulated Ms. Ho-Tack on her fight for road safety. The Special Envoy welcomed the request from Ms. Ho-Tack to mention the organizations in his meetings with high government officials.

Mr. Steadroy Benjamin, Minister of Legal Affairs, Public Safety and Labour of Antigua and Barbuda and Mr. Chet Greene, Minister of Sports The Special Envoy presented the Decade of Action for Road Safety and the Sustainable Development Goals. The Minister was particularly interested in the Vision Zero concept and discussed the goal with the Special Envoy who explained that it can be reached with key interventions supplemented with public awareness campaigns and law enforcement.

Sir Rodney Williams, Governor-General of Antigua and Barbuda The Special Envoy presented on the terms of his mandate, gave an overview of the Decade of Action for Road Safety and the Sustainable Development Goals. He presented the five pillars of the Global Plan for the Decade of Action for Road Safety and recommended stronger law enforcement and education.

MEETINGS IN JAMAICA - 9 AUGUST, 2016 The Special Envoy met with stakeholders and UN Country Team in Jamaica, to whom he introduced his mandate and provided an overview of the global road safety situation, as well as advocated accession to the UN Road Safety Conventions. Mr. Andrew Michael Holness, Prime Minister and Mr. Lester Michael Henry, Minister of Transport and Mining The Prime Minister shared about the construction of new highways in the country and concerns on the lack of road safety education. The Prime Minister also mentioned the necessary improvements on law enforcement and access to the motorcycle driving license that is required to achieve substantial improvements.

Ms. Portia Simpson-Miller, Leader of the Opposition in Jamaica The Special Envoy provided an overview of the Road Safety situation in Jamaica. Ms. Simpson- Miller thanked the Special Envoy for his message and was in support of his efforts, underlining that road safety should be a main priority in the government’s action plan.

United Nations Country Team of Jamaica The Special Envoy provided an overview of his mandate and of his reflection on the road safety situation in Jamaica. DANIEL ORTEGA - 10 AUGUST, 2016 The Special Envoy held a meeting with the President of Nicaragua, where he presented his mandate and the five pillars of the UN Global Plan for the Decade of Action for Road Safety. Mr. Ortega underlined the problem of speed in his country and the government’s interest to address lack of road safety education and need for safer road infrastructure. The Special Envoy recommended accession to the UN Road Safety Conventions.

6. MEETINGS IN HONDURAS – 11 AUGUST, 2016 During his visit to Honduras the Special Envoy met with the country president and government officials. He presented his role as Special Envoy and discussed the five pillars of the UN Global Plan for Road Safety. The meetings were held with:

7. MEETINGS IN GUATEMALA – 12 AUGUST, 2016 The Special Envoy met with the Mayor of Guatemala City, where his presented his mandate and discussed the role of road safety in Sustainable Development Goals. He also met with the UN Country Team. The meetings were held with:

Meeting with Mr. Álvaro Arzú, Mayor of Guatemala City The Mayor of Guatemala, Mr. Álvaro Arzú, was also a former President of Guatemala. The Special Envoy expressed his concern of the high number of traffic fatalities and injuries reported in the country and recommended that the issue must be addressed. He highlighted the need to apply and strongly enforce the traffic laws.

United Nations Country Team The Special Envoy summarized his activities and recommended that the UN Country Team work with local road stakeholders on road safety. He gave an overview of his mandate and of the global momentum currently being built around improved road safety, specifically the Decade of Action on Road Safety and the Sustainable Development Goals.

Mr. Mulatu Teshome, President of Ethiopia The President of Ethiopia recognized the need to give higher priority to road safety and shared about the improvements that have been made and plans to continue improving road infrastructure. The Special Envoy recommended enforcement of road safety laws covering main risk factors.

Ms. Ahunna Eziakonwa-Onochie, UN Resident Coordinator in Ethiopia The UN Resident Coordinator provided an overview of challenges that Ethiopia is currently facing, including major food shortage and insecurity. The Special Envoy explained of the long- term importance of advocating for road safety in spite of these other challenges. Providing global and local road traffic fatality data and the recent developments to address road safety globally (UNGA resolution, SDGs and the Decade of Action for Road Safety), the Special Envoy underlined the importance of accession to the UN Road Safety Conventions.

United Nations Economic Commission for Africa Mr. Adballa Hamdok introduced the activities of the United Nations Economic Commission for Africa, the role of the organization and its relationship with the African Union. The ECA has worked with stakeholders to develop and monitor the African Road Safety Action plan and organizes yearly meetings with Ministers of Transport to address the major priority outlined in the African Road Safety Action Plan. The Special Envoy expressed support of the Road Safety Action Plan and reiterated his interest in building capacity in the region with a road safety workshop being planned for December 2016. The Special Envoy encouraged that ECA advocate for the accession to the UN Road Safety Conventions. BARRY WATSON, GLOBAL ROAD SAFETY PARTNERSHIP (GRSP) – 7 SEPTEMBER, 2016 The Special Envoy met with Barry Watson, CEO of Global Road Safety Partnership to discuss potential partnership with the Special Envoy and UNECE as well as to discuss upcoming South Africa conference and video message for the event.

3. MEETINGS IN KYRGYZSTAN – 13 SEPTEMBER, 2016 During his visit to Kyrgyzstan the Special Envoy met with the Deputy Minister of Internal Affairs and the UN Country Team. He presented his role as Special Envoy and discussed the five pillars of the UN Global Plan for Road Safety.

Mr. Almaz Orozaliev, Deputy Minister of Internal Affairs The Special Envoy presented his role and mandate as Special Envoy and introduced the objectives of the Decade of Action for Road Safety plan with its five pillars. He underlined the importance of law enforcement, mandatory insurance and education to curbing the number of fatalities. The Special Envoy highlighted that Kyrgyzstan was a signatory to only two of six UN Road Safety Conventions and encouraged accession and implementation of conventions, especially given the high traffic fatality rate in the country. Mr. Orozaliev expressed his interest to work together towards reducing the number of fatalities while highlighting the paradox between the improvements of road infrastructure and the increase in the number of fatalities on the roads.

United Nations Country Team of Kyrgyzstan The Special Envoy provided an overview of his mandate and briefed the UN Country Team on the recent UN GA resolution which calls for the establishment of a UN Road Safety Trust Fund. The Special Envoy encouraged the UN Country Team to advocate and collaborate with high officials and government representatives for improved road safety. The UN Country Team agreed that road safety is a big issue in the country with UN Department of Safety and Security (DSS) representative sharing the UN drivers’ training as his priority. Among the concerns raised during the meeting were absence of mandatory insurance for road users, lack of quality road infrastructure, law enforcement and education. MEETINGS IN KAZAKHSTAN – 14 - 16 SEPTEMBER, 2016 The Special Envoy held meetings with a number of leading national officials in Kazakhstan to discuss progress towards improving road safety in the country, including with the Mayor of , Mr. Bauyrzhan Baibek, Minister for Investment and Development of Kazakhstan, Mr. Zhanibek Kassymbek, Mayor of Astana, Mr. , First Deputy Prime Minister, Mr. and the United Nations Country Team of Kazakhstan.

Mr. Bauyrzhan Baibek, Mayor of Almaty The Special Envoy provided an overview of his mandate and the global efforts to improve road safety, including the five pillars of the Decade of Action for Road Safety and targets 3.6 and 11.2 of the 2030 Sustainable Development Goals. He noted significant improvement in the city and country and applauded Mayor’s vision of a truly sustainable transport and mobility system in the city. The Special Envoy encouraged the Mayor to connect with his peers globally, specifically regarding the Vision Zero campaign which has been implemented in cities around the world– from Mexico City to New York City to Stockholm. The Special Envoy also recognized the Mayor’s efforts to address the top risk factors for road traffic injuries and fatalities, including child restraints, speeding and drink-driving.

Mr. Zhanibek Kassymbek, Minister for Investment and Development of Kazakhstan The Special Envoy presented his role and mandate as Special Envoy and introduced the objectives of the Decade of Action for Road Safety plan with its five pillars. The Special Envoy highlighted Kazakhstan’s strong road safety foundation with its public transport system in the major cities, new infrastructure, and policies that would enable the country to reach a new level of safe transport and mobility. The Minister and the Special Envoy agreed that implementation of the Conventions and enforcement of laws transposing their contents will be critical to curbing the high number of fatalities in the country. Post-crash response and care as well as road safety data management are also opportunities that were discussed to improve road safety.

Mr. Asset Issekeshev, Mayor of Astana The Special Envoy provided an overview of his mandate and the global efforts to improve road safety, including the five pillars of the Decade of Action for Road Safety and targets 3.6 and 11.2 of the 2030 Sustainable Development Goals. He applauded improvements in the city and encouraged the Mayor to connect with his peers globally, specifically regarding the Vision Zero campaign that has been implemented in cities around the world – from Mexico City to New York City to Stockholm.

Mr. Askar Mamin, First Deputy Prime Minister The Special Envoy presented his role and mandate as Special Envoy and introduced the objectives of the Decade of Action for Road Safety plan with its five pillars. He noted that the country suffers from the highest road traffic fatality in the region and encouraged implementation of the Conventions and enforcement of laws transposing their contents. Strong legislative and enforcement framework will be critical to curbing the high number of fatalities.

5. MEETING WITH MR. ANTONIO GUTERRES, FORMER UN HIGH COMMISSIONER FOR REFUGEES AND A CANDIDATE FOR THE NEXT SECRETARY-GENERAL OF THE UNITED NATIONS – 21 SEPTEMBER, 2016 On 21 September, the Special Envoy presented his role and mandate to Mr. Guterres and shared the objectives of the Decade of Action for Road Safety plan with its five pillars. The Special Envoy presented the Save Kids Lives campaign and invited Mr. Guterres to sign the board.

6. MEETINGS IN NEW YORK, USA – 21 AND 22 SEPTEMBER, 2016 The Special Envoy held meetings with a number of United Nations officials to present the Special Envoy’s mandate and discuss the road safety strategy that could be adopted by the UN. The Special Envoy also met with Minister of Foreign Affairs of Mongolia, Mr. Tsend Munkh-Orgil, to discuss road safety situation in the Mongolia.

59 Meeting with Mr. Edmond Mulet, Chef de Cabinet to United Nations Secretary-General The Special Envoy provided an overview of his recent activities as Special Envoy as well shared on upcoming activities such as the participation at the Habitat III Conference in October and the Global Sustainable Transport Conference in November.

Inter-Agency Security Management Network Working Group on Road Safety with UN Department of Safety and Security (UNDSS) On 21 September, the Special Envoy participated in the above meeting where the opportunities to strengthen road safety policies within the United Nations were discussed. This included a need for a United Nations road safety strategy as well as allocated funding to address the issue. The Special Envoy highlighted the importance of quality standards, education and enforcement. The Working Group agreed that it is essential to raise awareness on road safety and improve data collection within the United Nations. The Special Envoy recommended that the Working Group develops an action plan which also involves the UN regional agencies.

Meeting with Mr. Tsend Munkh-Orgil, Minister of Foreign Affairs of Mongolia The Special Envoy presented his role as the Secretary-General’s Special Envoy for Road Safety and gave an overview of his mandate, including the five pillars of the Decade of Action for Road Safety and targets 3.6 and 11.2 of the 2030 Sustainable Development Goals. The Special Envoy insisted on enforcement of road safety laws covering main risk factors (speed, drink driving, motorcycle helmet use, seat belt and child restraint use). The Minister acknowledged high traffic fatalities rates in his country and recognized a need to raise awareness and prioritize road safety issues. The Special Envoy emphasized that Mongolia had not acceded to any of the UN Conventions for Road Safety and encouraged accession.

Meeting with Mr. Drennan, UN Under-Secretary-General for Safety and Security The Special Envoy presented his role and mandate as the Secretary-General’s Special Envoy for Road Safety and gave an overview of his recent meeting with the Inter-Agency Security Management Network Working Group on Road Safety. Mr. Drennan expressed his concern with road traffic fatalities among UN employees and highlighted lack of awareness on the matter. The focus of the discussion was on developing a United Nations road safety strategy with a training programme for UN drivers, as well as a road safety guide for UN Resident Coordinators with recommendations to improve road safety in their respective UN agencies

1. ATTENDANCE AT THE OECD ROAD SAFETY SEMINAR TO LAUNCH THE “ZERO ROAD DEATHS AND SERIOUS INJURIES: LEADING A PARADIGM SHIFT TO A SAFE SYSTEM” REPORT – 3 OCTOBER, 2016 The Special Envoy addressed the audience by congratulating on the above-mentioned report which outlines the role of the Safe System approach over a number of decades to dramatically improve road safety in many parts of the world. The Special Envoy also highlighted the importance of the urgent upscaling of joint efforts, and of translating what has been learned into concrete steps forward.

2. MEETING WITH THE UNECE SECRETARIAT – 6 OCTOBER, 2016 The Special Envoy met with the UNECE Secretariat to discuss upcoming travel, preparations for the Special Envoy’s road safety side event during Habitat III, mission to Turkmenistan and the Regional Road Safety Workshop in Nairobi in December.

3. MEETINGS IN ECUADOR – 17 – 19 OCTOBER, 2016 The Special Envoy met with government officials and road safety stakeholders. During his visit to Ecuador his main focus was to highlight road safety during the United Nations Conference on Housing and Sustainable Development, Habitat III, which took place from 17-20 October 2016.

United Nations Conference on Housing and Sustainable Development, Habitat III The New Urban Agenda sets forth a great vision for sustainable mobility and transport. One that includes road safety as a key consideration in urban planning and infrastructure design. It highlights the importance of awareness raising campaigns. It addresses vulnerable road users such as children, cyclists and pedestrians. It paints a future where every child, regardless of where they live, can have a safe journey to school, whether it is by foot, public transport, or as a passenger in motor vehicles. The Special Envoy presented on road safety during multiple events, including the Special Session on Transport and Mobility and also hosted a side event on Road Safety with UN Regional Commissions (UNECE and UNECLAC), the Mayor of Mexico City, UNITAR and private sector representatives. The Special Envoy and UNECE also participated during the consultation process of developing the New Urban Agenda.

Mr. Diego Zorilla, UN Resident Coordinator The Special Envoy met with the UN Resident Coordinator to follow up on last year’s meeting. The Resident Coordinator shared challenges in mobilizing the UN Country Team to conduct road safety activities as road safety is not included in the current United Nations Development Assistance Framework (UNDAF) for the country. The Special Envoy encouraged the Coordinator to create an informal working group of relevant stakeholders to begin building the framework, interest and momentum for road safety work in the country.

Mr. Cesar Navas Vera, Coordinating Minister for Security The Special Envoy met with Minister Vera in the presence of the Director General of 911 Surveillance Centers, Mr. Cesar Andres Sandoval Vargas. The Minister explained that the statistical follow up of all road traffic crashes in Ecuador is under his direct supervision. The

61 911 centers (there are several throughout the country) dispatch all the emergency services to both rural and interurban roads in the country. The 911 service in Ecuador is a highly technical operational network of centers meeting rigorous international standards. Minister Vera expressed great interest in promoting road safety within his Cabinet and in raising the issues to the President, starting both in the next cabinet meeting (October 21) as well as a special session on 911-related matters which the President will preside during the first week of November. Ecuador will hold general elections in a few months and one of the challenges the Minister accepted was to advocate for road safety as a part of the Presidential commitments during the new legislative period. Mr. Vargas arranged a visit to the 911 Surveillance Center for the Special Envoy following the meeting

Mr. Juan Carlos Cassinelli Cali, Minister of Foreign Exports The Minister shared with the Special Envoy his long-term commitment to improving road safety, as his previous roles within the government has been in transport and road safety. The Minister also shared a new legislation that aims to regulate the quality of vehicles imported into the country. It is currently under review at UNECE and some recommendations for improvement may be communicated to the Ministry. The Special Envoy highlighted the opportunity for the country to be a leader regionally: the country is arguably small in size, has a good foundation for road safety, especially with the surveillance system in place, and has made progress over the years. The Special Envoy recommended accession to the UN Road Safety Conventions especially the vehicle regulations, as Ecuador has only signed but not ratified two of six road safety Conventions. The Special Envoy also informed the Minister of the 2017 Inland Transport Committee Meeting taking place in Geneva 21-24 February. The Minister agreed that Ecuador was in a position to take stronger measures to improve road safety. Minister Cali was interested in learning more of the UN Road Safety Conventions and attending the Inland Transport Committee meeting.

4. MEETINGS IN COLOMBIA – 20 AND 21 OCTOBER, 2016

62 During his visit to Bogota, the Special Envoy met with a number of leading national officials in Colombia to discuss progress towards improving road safety in the country.

Ms. Paula Sanchez, Director of National Road Safety Agency, Ministry of Transport The Special Envoy met with representatives from the National Road Safety Agency and provided an overview of his mandate. He also noted the increase of road traffic fatalities among motorcyclists and underlined that Colombia did not sign any of the six UN Conventions for Road Safety. The Director of the National Road Safety Agency, Ms. Paula Sanchez explained that local road safety principles have been established in 33 districts around Bogota and the Agency representatives expressed their intention to accede to the conventions in the following year. The work on developing new helmet standards is also ongoing. The Special Envoy expressed his interest in establishing a stronger link with the agency and encouraged the Minister of Transport to attend the next Inland Transport Committee Meeting in Geneva as well as offered assistance, if needed. He finally presented Save Kids Lives video and invited the agency representatives to sign the Save Kids Lives board.

Mr. Juan Pablo Bocarejo, Bogota Secretary-General for Mobility The Special Envoy was welcomed by Mr. Bocajero, who shared of the road safety priorities in the Mobility programme of the city of Bogota and highlighted their cooperation with Bloomberg Philanthropies and other stakeholders, such as International Road Assessment Program, John Hopkins University and NATCO. During the discussion, the Special Envoy highlighted France as an example for road safety with a decrease in the number of road traffic fatalities by five over 40 years. The Special Envoy underlined that Colombia is not a signatory to any of the six UN Conventions for Road Safety and encouraged accession.

63 Mr. Enrique Peñalosa, Mayor of Bogota The Special Envoy provided the Mayor of Bogota an overview of the terms of his mandate, participation at the UN Habitat III and the recent inclusion of Road Safety in the New Urban Agenda. The Mayor expressed his interest to reduce road traffic fatalities and highlighted his collaboration with the Secretary-General for Mobility of Bogota.

Mr. Jorge Eduardo Roja, Minister of Transport of Colombia Mr. Roja welcomed the Special Envoy and mentioned his recent appointment as Minister of Transport last June. Mr. Roja also reminded the Special Envoy of the recent creation of the National Road Safety Agency and underlined that more people are killed on the road than by FARC. The Special Envoy used France as an example of success in road safety with the significant decline in road traffic fatalities over the past 40 years. Following Minister’s request for support, the Special Envoy advised creating a working group with various stakeholders and invited the Minister to attend the upcoming Inland Transport Committee Meeting which is taking place in Geneva in February 2017.

Ms. Mary Bottagisio, President of Liga Contra la Violencia Vial The Special Envoy met with Mary Bottagisio and discussed the road safety challenges in Colombia. Ms. Bottagisio provided an overview of her organization and its activities. Liga Contra LA Violencia Vial organized a Road Safety Forum earlier in October during which the UNECE WP.1 Secretariat, Mr. Robert Nowak, presented on the United Nations Road Safety Conventions. Mr. Nowak met with relevant stakeholders, with whom the Special Envoy also followed up during his visit. The Special Envoy encouraged Ms. Bottagisio to expand partnerships and to work with other local stakeholders. Meeting at the Ministry of Health with Ms. Johanna Espinosa, Engineer at Ministry of Health of Colombia, Mr. Arturo Diaz Gomez, Representative from the Minister of Health of Colombia The Special Envoy provided an overview of his mandate and of his reflection on the road safety situation in Colombia. The Special Envoy encouraged the representative from the Minister of Health to collaborate with the UN Country Team and local stakeholders. The representative from the Minister of Health insisted on the importance of providing timely emergency care after crashes. The Special Envoy presented the Save Kids Lives video, which showcases the daily road safety challenges that children around the world face on their walk to school.

UN Country Team in Colombia The UN Country Team provided a summary of the current situation in the country. The Special Envoy mentioned his recent participation at the UN Habitat III Conference in Quito and highlighted the recent inclusion of Road Safety in the New Urban Agenda. The UN Country Team shared that there were four injuries within the UN fleet in Bogota this year. They also mentioned the problem of traffic regulations in the country, especially concerning high number of driving hours and weak law enforcement. HUMANITARIAN OF THE YEAR AWARD FROM THE UNITED NATIONS ASSOCIATION OF NEW YORK – 26 OCTOBER, 2016 The Special Envoy and Ms. Michelle Yeoh jointly accepted the Humanitarian of the Year Award from the United Nations Association of New York. The award is recognition for their work in promoting the UN Sustainable Development Goals and their commitment to stabilizing and reducing road traffic fatalities around the world. MEETING WITH THE UNECE SECRETARIAT – 2 NOVEMBER, 2016 Special Envoy met with UNECE Secretariat to discuss his upcoming missions, updates on the United Nations Road Safety Trust Fund proposal launch, the upcoming Global Sustainable Transport Conference in Ashgabat, Turkmenistan as well as the Regional Road Safety Workshop for Anglophone Africa in Nairobi, Kenya.

2. MEETING WITH MR. FILIPPO GRANDI, UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES – 3 NOVEMBER, 2016 The Special Envoy presented the overview of his mandate and updated the High Commissioner on his recent and upcoming activities. He also followed up on the communication with the previous High Commissioner of UNHCR and as well as of the discussions at the United Nations Coordination Meeting for Road Safety, which he hosted in April. Together they explored potential avenues for road safety collaboration. The Secretariat of the UN Special Envoy for Road Safety also met with UNHCR staff as a follow up, to discuss potential joint campaigns, participation in the UN Road Safety Collaboration, and the upcoming Global Road Safety Week.

MEETING WITH THE UNECE SECRETARIAT – 16 NOVEMBER, 2016 The Special Envoy met with the UNECE Secretariat to prepare for the Regional Road Safety Workshop in Kenya, and to discuss his role on the upcoming Inland Transport Committee Meeting and Road Safety Film Festival to be held in February 2017 in Geneva.

LOTTE BRONDUM, EXECUTIVE DIRECTOR OF THE GLOBAL ALLIANCE OF NGOS FOR ROAD SAFETY AND ROAD TRAFFIC VICTIMS – 16 NOVEMBER, 2016 During his meeting with Ms. Lotte Brondum, the Executive Director of Global Alliance of NGOs for Road Safety, the Special Envoy discussed his role in the upcoming Fifth Biennium Global Meeting of NGOs taking place in April 2017, as well as his assistance to facilitate contact between the Government of Malaysia and the NGO Alliance.

5. ATTENDANCE AT THE UNITED NATIONS ROAD SAFETY COLLABORATION MEETING – 17 NOVEMBER, 2016 The Special Envoy gave opening remarks at the UN Road Safety Collaboration Meeting where his key recent and upcoming activities were highlighted, including his participation at the United Nations Conference on Housing and Sustainable Urban Development, Habitat III and advocacy for the inclusion of the road safety in the New Urban Agenda. Alongside Executive Secretary of UNECE, Mr. Christian Friis Bach, the Special Envoy provided updates on the progress of the exploration of UN Road Safety Trust Fund.

6. MEETING WITH FORMER UN SECRETARY-GENERAL BAN KI-MOON 18 NOVEMBER, 2016 The Special Envoy met with H.E. Ban Ki-moon to discuss about his upcoming missions, the conference in Turkmenistan and his upcoming mission to UNHQ in New York. H.E. Ban Ki- moon expressed his appreciation of the Special Envoy’s participation at the upcoming Global Sustainable Transport Conference in Ashgabat, which will be an important opportunity to highlight road safety. 66 7. SPEAKING AT THE WORLD DAY OF REMEMBRANCE (WDR) FOR ROAD TRAFFIC VICTIMS COMMEMORATION – 20 NOVEMBER, 2016 The Special Envoy spoke at a World Day of Remembrance event organized in Italy by the City Council of Turin to commemorate the victims and the loved ones of those affected by the road crashes. Thereafter, during a celebration of the Center for Assistance of road traffic Victims “Marcel Haegi” in Rome, the Special Envoy was awarded a Certificate of Appreciation for his support to the World Day of Remembrance and Road Traffic Victims by European Federation of Road Traffic Victims (FEVR).

8. PARTICIPATION AT THE 29TH EDITION OF THE “ENTRETIENS DU CENTRE JACQUES CARTIER” On the 22th of November, in Lyon, the Special Envoy gave opening remarks at the conference entitled “Human factors, on-board and digital technologies: what impact on road safety policies?” in the framework of the 29th Edition of the “Entretiens” of the Centre Jacques Cartier, an agency acting to develop cooperation between the Auvergne Rhône-Alpes region and Quebec. The Special Envoy recognized the importance of new technologies in reducing deaths on the road. In his remark, he highlighted the importance of the road safety on the political agenda.

9. MEETING WITH MR. ZEID BIN RA’AD AL HUSSEIN, UNITED NATIONS HIGH COMMISSIONER FOR HUMAN RIGHTS - 24 NOVEMBER 2016 The Special Envoy presented the overview of his mandate and updated the High Commissioner on his recent and upcoming activities. He also briefed the High Commissioner on the upcoming Film Festival and invited him to participate as the Jury member, a role which the High Commissioner accepted.

ATTENDANCE AT THE GLOBAL SUSTAINABLE TRANSPORT CONFERENCE - 26-27 NOVEMBER, 2016 The Global Sustainable Transport Conference held in Ashgabat, Turkmenistan provided an opportunity to ensure that road safety does not go unforgotten during discussions of broader transport development issues. Road Safety must be part and parcel of sustainable transport and a basic condition for a sustainable world. The Special Envoy highlighted road safety during the conference sessions and launched of Consultations for the Draft Proposal of the United Nations Road Safety Trust Fund. The proposed UN Road Safety Fund will aim to bridge the gap in the existing resources and help mobilize additional and adequate resources to fund road safety projects at local, national and global levels. It recommends that Funding should be provided by voluntary contributions from member States, philanthropies and from innovative funding mechanisms such as contributions from each car or tire sold or contributions from insurance companies that are to benefit from a reduction in road traffic crashes.

11. MEETINGS IN ASHGABAT, TURKMENISTAN – 26-27 NOVEMBER, 2016 In addition, during his visit to Turkmenistan, the Special Envoy held meetings with the representatives of Turkmenistan government officials in Ashgabat.

Mr. Isgender Mulikov, Minister of Interior This was the Special Envoy’s second meeting with the Minister. The Special Envoy thanked the Turkmen government for hosting an important conference and conveyed hopes that it would inspire efforts to improve sustainable transport and road safety in the country. The Special Envoy highlighted that Turkmenistan has a manageable road safety issue and could serve as an example for the region. Special Envoy emphasized the importance of improving road user behavior, sharing his observation that although there are modern cars in the country, many drivers do not use their seatbelts. The Minister agreed that improvements need to be made in implementation of UN Road Safety Conventions and offered to share the Special Envoy’s recommendations with the Ministry of Foreign Affairs which oversees the road safety efforts. The Minister presented to Special Envoy surveillance center where crashes are monitored and response is coordinated. The Minister also shared that Turkmenistan will be hosting the 5th Asian Olympic Games in 2017 and is developing infrastructure to support the Games.

68 Mr. Toyly Komekov, Minister of Sport Minister was appointed by the President only two months prior to this meeting and will have core responsibility for overseeing the 2017 Asian Olympic Games. The Special Envoy highlighted the link between road safety and sports – transport of athletes, citizens and students to sporting activities which requires that roads are safe. The Minister agreed to contact the Ministry of Interior and Foreign Affairs about collaboration on road safety efforts.

Mr. Maksat Aydogdyev, Minister of Motor Transport The Minister welcomed the Special Envoy who debriefed the Minister on his conversations with the Ministries of Interior and Minister of Sport. The Special Envoy painted the picture of the road traffic fatality crisis in Turkmenistan and around the world with national and global figures. The Special Envoy highlighted that the solutions are clear: education, law enforcement, better road infrastructure, post-crash care and safer vehicles. Use of helmets, seatbelts and drink-driving were key issues that the Special Envoy emphasized are especially relevant to the Ministry of Motor Transport. The Special Envoy also encouraged more accession to the UN Road Safety Conventions, as the country has acceded to only two out of key six Conventions. The Minister expressed interest in improving drivers licensing, testing, testing centers and vehicle technical inspections and in hosting a group of experts who could provide technical assistance on these elements. Before he was appointed as Minister of Motor Transport, he had previously worked at the Ministry of Interior as the head of road safety police and in 2012 oversaw several initiatives on road safety. The Minister shared that Mr. Ban Ki-Moon also spoke with the President about road safety. The Special Envoy encouraged the Minister to attend the Inland Transport Committee meeting taking place in Geneva, 21-24 February 2017. UNECE has followed up with an invitation to the Minister to attend the session of the Inland Transport Committee.

2. MEETINGS IN NEW YORK, UNITED STATES - 5-7 DECEMBER During his trip to New York, the Special Envoy met with the following stakeholders:

Mr. Edmond Mulet, former Chef de Cabinet to United Nations Secretary-General The Special Envoy provided an overview of his current priorities as well outlined his recent activities, such as participation at the Habitat III Conference in October in Quito, Ecuador and the Global Sustainable Transport Conference in November in Ashgabat, Turkmenistan. Mr. Edmond Mulet expressed his appreciation to the Special Envoy for his continuous commitment to improving and promoting road safety.

H.E. Ban Ki-moon, former UN Secretary-General H.E. Ban Ki-moon met with the Special Envoy in the UN HQ. The Special Envoy briefed the Secretary-General on the Global Sustainable Transport Conference held in Turkmenistan in November. The Secretary-General recognized the large number of road traffic deaths and expressed his appreciation of Special Envoy for his commitment to the cause. The Secretary- General pledged to help as much as he can to fight this pandemic. The Special Envoy also expressed his gratitude and reiterated that it was a privilege to serve in this role. The Special Envoy reminded the Secretary-General of his visits to 38 countries, which included meetings local UN agencies which need to be applauded for their efforts.

Mrs. Michelle Gyles-McDonnough, Senior Adviser in the Transition Team to the UN Secretary- General designate and Mrs. Silvia Morimoto, UNDP Chief of Staff of the Regional Bureau for Asia and the Pacific The Special Envoy gave an overview of his recent and upcoming activities and introduced the terms of his mandate. With Asia suffering from some of the highest rates of road traffic fatalities, it is a priority region for his work as Special Envoy. The Special Envoy shared the

70 results of his past visits and contacts in Malaysia and Myanmar as well as his plans to visit Thailand, South Korea and Mongolia in March.

Mrs. Anne-Claire Legendre, General of France in New York Mrs. Legendre, new Consul General of France in New York, welcomed the Special Envoy, who gave an overview of his recent and upcoming activities and introduced the terms of his mandate. The Special Envoy highlighted the global scale of the crisis and shared that road crashes are the number one cause of death among young people aged between 15 and 29 years worldwide.

H.E. Mr. Gérard Araud, French Ambassador to the United States Mr. Araud welcomed the Special Envoy who in turn introduced the terms of his mandate. The Special Envoy provided an overview of his mandate and recent activities as well as briefed the Ambassador on his recent meeting with Mrs. Anne Claire Legendre, Consul General of France in New York.

71 3. MEETING WITH MR. MARK ROSEKIND, ADMINISTRATOR OF THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) TO THE UNITED STATES – 8 DECEMBER 2016 The Special Envoy welcomed Mr. Rosekind and presented the overview of his mandate and activities. Mr. Rosekind stressed the importance of ensuring global guidance, assisting countries to tailor their own approach to road safety standards and policy (he mentioned the Conference organised in New and supported by UNECE and NHSTA on motorcycle safety). Mr. Rosekind informed the Special Envoy that he will leave his position as Administrator of the NHTSA at the end of the year and suggested that Mr. Jeff Michael, Associate Administrator for Research and Road Safety (NHTSA), who will continue serving under new Administrator, remains the main contact person in NHTSA.

4. KEYNOTE ADDRESS AT THE SAFE ROAD - SAFE KIDS GLOBAL ROAD SAFETY – 8 DECEMBER, 2016 The Special Envoy gave a keynote speech emphasizing the importance of road safety for children as well as provided an overview of the opportunities that the Global frameworks that provide an opportunity to advocate for child road safety, such as the United Nations Sustainable Development Goals, the New Urban Agenda, and potential United Nations Road Safety Trust Fund. The Conference was organized by an international NGO and attended by the World Health Organization, US government officials, private sector, the World Bank and other civil society organizations.

5. ATTENDANCE AT THE ROAD SAFETY WORKSHOP FOR ANGLOPHONE AFRICA – 13 - 15 DECEMBER, 2016 Kenya National Transport and Safety Authority hosted the Regional Workshop for Anglophone Africa in Nairobi, Kenya. It was co-organized by the United Nations Economic Commission for Europe(UNECE), United Nations Economic Commission for Africa (UNECA), the Africa Transport Policy Program (SSATP), the World Bank and the International Road Traffic Accident Database organization (IRTAD) of the Organization for Economic Cooperation and Development (OECD). The Regional Workshop was inspired by requests that the Special Envoy received in February 2016 from government representatives of Kenya and Uganda, whom highlighted the need for increased regional coordination on road safety. The December Workshop covered United Nations Road Safety Legal Instruments, fundamentals of road safety data management and minimum data requirements for all African countries to monitor progress towards the Decade of Action for Road Safety and Sustainable Development Goals. The workshop was well attended by representatives from 20 African countries, many of which have shown great interest in acceding to and implementing the UN road safety conventions as well as strengthening cooperation across the region. Special Envoy held the following bilateral meetings in Nairobi:

United Nations Environment Program Mr. Ibrahim Thiaw, Deputy Executive Director of United Nations Environment Programme (UNEP) highlighted the main transport related priorities for the agency, which include promoting walking and cycling, aged vehicles in developing countries, vehicle emissions and air quality. Mr. Thiaw recommended engaging investors (multi-lateral development banks) as well as policymakers at national and city levels. The Special Envoy explained that while road safety may not be a key priority for UNEP, mentioning it as one of the priorities/outcomes of the agency’s work would be valuable to the global road safety efforts. 72 African Union Mr. David Kajange explained that the African Union began working closely with UNECA in 2007. Both institutions collaborated on an African Road Safety Action Plan which was presented to and adopted by member states in 2012. The African Road Safety Charter was adopted in 2014. Meetings were held throughout the continent to disseminate information about the Action Plan and Charter and encourage their implementation. Cameroon Mr. Zacharie Ngoumbe is the focal point for Road Safety in Cameroon and shared that 2.5 billion CFA is allocated to road safety efforts of the government. Mr. Ngoumbe requested support from the Special Envoy to contact the President about establishing a governmental road safety agency. Mr. Ngoumbe will work with the Ministry of Transport and the Special Envoy to finalize a letter for the President. Ghana Ms. May Obiri-Yeboah, who is head of the National Road Safety Commission in Ghana, explained that the priorities for the Commission are pedestrian safety, raising public awareness on road safety and addressing the growing ownership of motorcycles in the country. The Special Envoy offered to provide advocacy support to push forward awareness campaigns and encouraged participation in the Inland Transport Committee meeting taking place in Geneva, 21-24 February 2017. • Ms. May Obiri-Yeboah, Executive Director, National Road Safety Commission, Ghana • Mr. Tama Lisinge, Chief, Operational Quality Section, UNECA

73 Nigeria Mr. Boboye Oyeyemi, Corps Marshal of the Federal Road Safety Corps, explained that the agency which has been in operation for 29 years reports directly to the President. Nigeria is the most populous country in Africa with a nationally reported estimated number of road traffic fatalities of 6,000. Mr. Oyeyemi followed up on the invitation letter addressed to the Special Envoy to be a key-note speaker during road safety lecture series taking place in Abuja, Nigeria in 2017.
