He served in those posts until 1877. The collection consists of correspondence, notes, writings (both published and manuscript), translations, and sketches by Delepierre and reflects his research and interests in history, ancient literature, national bibliography, and archaeology. Cite as: Octave Delepierre papers, 1835-1879, Ms. Coll. 731, Kislak Center for Special Collections, Rare Books and Manuscripts, University of Pennsylvania - Page 3 - Octave Delepierre papers Biography/History Joseph Octave Delepierre (1802-1879) was born in Bruges, Belgium in an upper-middle class family. He attended the University of Ghent, graduated with a law degree and became the archivist of West Flanders, a province of Belgium. His published works and collection of books and antiques quickly earned him a reputation as an intellectual leader and attracted important visitors. One such important individual, Sylvain Van de Weyer, encouraged Delepierre to move to London in 1843; and in 1849, Van de Weyer appointed him secretary of legation, a position which he held for thirty-five years. He also served as Belgian consul in London. There he published some of his most important works including an account of early French farces in the British Museum; "Macaronéana" and "Macaronéana Andra;" a history of Flemish literature; and a supplement to Querard's "Supercheries Littéraires." Octave Delepierre also managed a very active social life. While in London, he held Sunday evening receptions which were attended by well-known artistic men and women. He was married twice, was a member of the Philobiblon Society (serving as an honorary secretary), a fellow of the Society of Antiquaries of London, and a member of many other English, Belgian and French societies, all the time publishing both articles for those societies as well as works for greater readership. Scope and Contents This collection consists of correspondence and writings in the form of notes, clippings, reviews, articles and verses which relate to Delepierre's research on a range of subjects, including history, ancient literature, national bibliography, and archaeology. The correspondence is arranged alphabetically by author of the letter. The writings include both original writings by Octave Delepierre and extracts and notes made by Delepierre. The writings are arranged alphabetically by title of the work; and when the author is known, it is included in the folder title. Most material is in English, but the poems frequently have lines or phrases in Latin, French, German or Greek. Obligation and Self-Interest in the Defence of Belgian Neutrality, 1830-1870 Frederik Dhondt1 Introduction ‘we are less complacent than the Swiss, and would not take treaty violations so lightly.’ Baron de Vrière to Sylvain Van de Weyer, Brussels, 28 June 18592 Neutrality is one of the most controversial issues in public international law3 and international relations history.4 Its remoteness from the United Nations system of collective security has rendered its discussion less topical.5 The significance of contemporary self-proclaimed ‘permanent neutrality’ is limited. 6 Recent scholarship has taken up the theme as a general narrative of nineteenth century international relations: between the Congress of Vienna and the Great War, neutrality was the rule, rather than the exception.7 In intellectual history, Belgium’s neutral status is seen as linked to the rise of the ‘Gentle Civilizer of Nations’ at the end of the nineteenth century.8 International lawyers’ and politicians’ activism brought three Noble Peace Prizes (August Beernaert, International Law Institute, Henri La Fontaine).     De rol van het staatshoofd in de regeringsvorming in België (1831-1940) door Bregt HENKENS Ondanks de federalistische staatshervorming en de verschui­ ving van een groot gedeelte van de decision-making power naar par­ tijhoofdkwartieren en sociaal-economische machtscentra, blijft de nationale regering één van de gewichtigste beslissingscentra in ons land. In die regering zitten de managers die - sedert de Tweede Wereldoorlog in de eerste plaats als vertegenwoordigers van hun respectieve partijen - de koers van het land bepalen. Daarom is de kabinetsformatie zo belangrijk: het is tijdens die handeling dat wordt vastgelegd wie - welke partijen en welke individuen - de uitvoerende macht zal vormen1 . Wij zullen hier ingaan op de rol die het Belgische staatshoofd, de Koning, speelde bij de totstandkoming van de regeringen in de periode 1831-1940. Hij is als het ware de scheidsrechter die moet zorgen dat het spel snel en eerlijk verloopt. Voornamelijk in de eerste fase van de regeringsvorming speelt hij een belangrijke rol, al is zijn initiatiefvrijheid in de loop der jaren sterk verminderd. Over zijn exacte rol in het formatieproces en de draagkracht van zijn optreden hangt echter nog heel wat mist. Dat kan worden verklaard doordat de inhoud van de gesprek­ ken met de Koning strict confidentieel is. De politici die worden geraadpleegd houden zich over het algemeen zeer nauwgezet aan de regel om de kroon niet te 'ontbloten'. Deze discretie vloeit voort uit het grondwettelijke principe van de 'onverantwoorde­ lijkheid' van het staatshoofd2• Af en toe laten de geconsulteerden wel eens wat los aan de pers over wat zij het staatshoofd hebben meegedeeld, maar meestal blijft het wachten tot de diensten van het Koninklijk Paleis een perscommuniqué verstrekken.

C’est ainsi qu’elles décident la réunion des provinces belges (sous régime français depuis 1795) aux Provinces-Unies de Guillaume 1er d’Orange. Dès les années 1820, des groupes bourgeois contestataires expriment en français leur opposition à un régime éclairé mais autoritaire qui, de surcroît, promeut le néerlandais et favorise ceux qui le parlent. Pour ce faire, ils fondent des quotidiens bientôt qualifiés d’opposition. A Liège d’abord, en mars 1824, où d’anciens étudiants de l’université de la ville fondent le Mathieu Laensberg. A Gand et à Bruxelles ensuite, en 1826, où paraissent respectivement Le Catholique des Pays-Bas et puis Le Courrier des Pays-Bas1. Ces petits milieux de gens de plumes, qui bénéficient de l’appui de notables acquis aux idées nouvelles, se revendiquent du courant libéral politique.     introduction 170 ans de libéralisme politique en Belgique Pascal Delwit En 2016, le parti libéral a commémoré le cent soixante-dixième anniversaire de sa naissance, ce qui en fait l’une des plus anciennes formations politiques européennes. Pourtant, à l’image de nombreuses formations de droite dans le spectre politique européen, il n’a pas bénéficié à ce jour de toute l’attention voulue. A l’échelle européenne, les travaux contemporains sur la famille libérale font pâle figure 1 à côté des nombreux ouvrages dédiés à l’extrême droite, à la social-démocratie ou à la famille communiste. Pour ce qui a trait plus spécifiquement à la Belgique, quelques travaux importants 2 existent mais ils ne sont pas nombreux, ont souvent été lancés par les libéraux eux- mêmes et font parfois l’impasse sur des questions majeures. Songeons en particulier à la dimension organisationnelle des libéraux belges dans le temps. Approcher aujourd’hui les libéraux belges, sous différents angles, avait donc du sens eu égard au nombre assez restreint d’études qui leur ont été consacrées. L’intérêt du sujet est d’autant plus évident que l’Open vld et, plus encore, le mr sont engagés depuis octobre 2014 dans une expérience gouvernementale inédite qui détonne par rapport aux codes classiques de la vie politique et pose nombre de questions. Niet alleen de Belgische Revolutie zelf kwam daarin aan bod, ook het voortleven ervan in een echte ‘cultus van 1830’ doorheen de negentiende eeuw, en het zich wijzigende beeld van de revolutie in de geschiedschrijving. De uitgeverijen zagen bovendien een verruimde markt voor geschiedenissen van België, hetzij vanaf 1830, hetzij vanaf de vroegere eeuwen. Daarbij waren er zowel vulgariserende voorstellingen door journalistisch-geoefende pennen, als her- werkingen van oudere wetenschappelijke studies door professionele historici. Sommige van die publicaties werden al besproken of gesignaleerd in dit tijdschrift. We zullen hier de nieuwe gegevens uit een aantal andere werken signaleren, samen met bevindingen van de recente Nederlandse historiografie.
