GEDO Regional Food Security Cluster Meeting Minutes Chair: Vincent Okello Venue: Gedo region, COOPI Conference Hall, Wednesday 27th January 2016 from 1100hrs to 1230hrs.Agenda: 1. Introductions 2. AOB INTRODUCTION AND OPENING REMARKS The acting chairman welcomed participants and thanked them for their time and participation. The chair led the members through self-introduction and the agenda items. REVIEW AND AGREEMENT OF PREVIOUS MEETINGS MINUTES The acting Chair could not access previous meeting minutes since the FSC focal point was on transition to another organisation. However, he promised members that he will share the previous minutes via email. REVIEW AND FOLLOW UP ACTIONS FROM PREVIOUS MEETING Actions points from the previous minutes could not reviewed by the time of the meeting was held, however the acting focal point promised to share the minutes to members via email. ACCESS CONSTRAINTS AND IMPLICATIONS ON OPERATIONS Dollow district remained for the past month and as always accessible for all humanitarian assistance save remote the south west areas beyond 25km from Dolow Town (Access beyond Sanka Korof was restricted due to military operations. West and East of Gedweyne town are access and the situation is calm. Belethawa is reported to be accessible and to have no incident hampering the operations in the past month. Access beyond 10km south of Belethawa town is restricted due to military operations between the Federal Government and anti-government forces. However, the road between Dolow and Belethawa is accessible. P a g e 1 | 3 160127_GEDO_MEETING_MINUTES Luuq is said only 15 kms radius from the river that surrounds the town and some southern pastoral settings of up to 7 km is accessible. Location to the North of Luuq town are accessible up to 25km while humanitarian actors can access at least 11km to the East of Luuq town. In Garbaharey; Accessibility in the district is limited to a radius of 12km from the town. Almost all areas and directions of the district especially from Belethawa and Elwak have been have restricted access following the El Ade incident. Access in Burdhubo district was only limited within the town. Bardhere district is said to be partially accessible. Access is limited to a radius of 12km from Bardhere town. Elwak district currently has limited access due to the ongoing military operations. Access is limited to villages along the Kenya- Somalia boarder. El Nino floods update/ planning Riverine locations in Belethawa, Dolow and Luuq districts experienced late planting. More than 60% of the farmers did not plant. This was mainly attributed to El Nino Early warning Campaigns carried out by Local Authorities and Humanitarian actors in the affected districts. However, overall performance of the Deyr rains in the Region were below average. There is limited pasture in the rangelands. These districts are likely to face long droughts before the next Gu rains. Consequently, pastoral herders have started migrating their livestock to dry grazing areas in Bay, Lower Juba and Middle Juba regions. The three districts have experienced migration of pastoral and agro-pastoral communities to IDP camps due to drought and conflict (related to military operations) in their respective districts. Ongoing and Planned Responses NRC: has provided tractor hours to 130HH in Dolow and Luuq districts (Surgudud-30HH, Garsale-20HH, Kabasa 30HH, and Gedweyne-50HH). Word Vision -Somalia- have rehabilitated canal totalling to 2.5Km long in 7 villages within Dolow District. During the next month, WV shall provide farm implements (animal driven ploughs, rippers, ryders etc benefiting 100HH coupled with Nutrition Programme in Elwak, Beletahwa, Dolow and Luuq districts. IOM: Shall provide cash relief to 250HH in Garbaharey district. The program started in December 2015 and shall end in May 2016. Each beneficiary will receive USD 85. Beneficiary registration exercise is now completed. CFW activities are ongoing in Bura, Cad Alow and Al Jama villages benefiting 150HH through construction of feeder roads. NAPAD: is conducting a school feeding programme in Luuq, Dolow and Belethawa Districts. They will also launch a livelihood programme in Elwak district in the next month. P a g e 2 | 3 160127_GEDO_MEETING_MINUTES COOPI: Has provided seeds (maize and Cow peas) to 361 farmers in Oda (Belethawa district), Sadumay and Dyax( Dolow) villages who did not plant in Deyr season due to El Nino campaigns. A total of 76Ha of tractor hours provided to the same number of farmers in the respective villages. COOPI plans to provide at least two rounds of fuel vouchers to 361 farmers between February and March to support off season planting. PRESENTATION OF DISTRICT LEVEL INFORMATION BY RESPONSE OBJECTIVE, ACTIVITY AND PLANNED VERSUS ACTUAL This presentation was not discussed as the acting chair did not have access to the information from the former FS Regional Cluster Chair. However, the Chair promised to share with the members once he gets the updates from the FS cluster. REVIEW OF GAPS PER DISTRICT AND RESPONSE DISCUSSIONS this was noted discussed during the meeting since the presentation of district level responses were not yet available. Any Other Business (A.O.B) El Ade Military operations: It is not yet established exactly how many civilians were affected by KDF air raids in El Ade Town. However, cluster members from Garbaharey confirmed that almost the entire town had been displaced during the raids. By the time of the meeting, the cluster members indicated that KDF soldiers had started pulling out of the town to unspecified locations. Only few populations had started returning to their respective homes. There is need to carry out rapid needs assessment in the town to establish the populations in need.
