JJOOBB DDEESSCCRRIIPPTTIIOONN Preliminary Job Information Job Title HEALTH TECHNICAL MANAGER Country & Base of posting SOUTH SUDAN – JUBA Reports to AREA COORDINATOR Creation/Replacement Replacement Duration of Handover 1 week Duration of Mission 3 month renewable General information on the mission Context Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. PUI relies on 30 years of field experience in 50 countries in crisis, as well as on the complementarity of its medical and non-medical expertise, to adapt its programs to each context and to the real needs of the most vulnerable populations. The association leads in average 250 projects each year in the sectors of food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is currently providing assistance to about 4 million people in 21 countries in Africa, Asia, the Middle East, Eastern Europe, Caucasus and France. In the Republic of South Sudan (SSD), the most recent civil war that began in December 2013 has resulted in 1 million refugees and 2 million IDPs, out of a population of about 10 million. Humanitarian aid workers have been blamed by the government for taking sides with the opposition, and have been targeted for assault, rape, and murder by government forces – to date 67 aid workers have been killed. The war is expected to intensify in 2017. All basic services are severely underfunded, due to the deteriorating economy, poor financial management, and corruption. Northern Bahr el Ghazal (NBeG) State – now Lol State – is not a conflict area but has been affected by the war nonetheless. NBeG is reliant on supplies coming from Sudan and Juba. Sudan has closed its border with SSD, and road access from Juba is insecure. The result has been a severe reduction in supplies reaching NBeG and significantly higher prices. Consequently, more than 50% of the population is in IPC 3 and 4 (severe to emergency). PUI’s strategy/position in the country PUI has been operating in SSD since February 2015 and intends to extend the coverage of its current intervention. Addressing urgent needs of the most vulnerable in the targeted areas is planned through the following strategic objectives: - Improvement of the access to primary health care services - Reduction of the risks associated with food insecurity and undernutrition In 2016 PUI has been implemented the following projects in Aweil North County (Lol State): - Health: Mission currently has ECHO funding to run a PHCC+ in Malual Center Payam. A PHCC+ is essentially a hospital but without surgical capacity. On a monthly basis we see about 5.000 patients, doubling during 2-3 months of the annual Malaria season. The strategy in 2017 is to maintain current level of services at this PHCC+. - Nutrition: Mission currently has GIZ, UNICEF, and WFP funding to do OTP, TSFP, and BSFP activities in 4 locations. The strategy for Page 1 / 5 2017 is to add 8 more locations in the same county. The financial volume of operation in 2016 is 3.5 million EUR. At the moment Mission is attempting to maintain or grow this volume in 2017, but there are several challenges with donors due to donor fatigue and hostility of the government against UN agencies and NGOs. History of the mission and current programs PUI has been implementing these activities in NBeG (Lol) since its arrival in the South Sudan: - PUI took over Majak Kaar PHCC from MSF Spain in early 2015. The PHCC is the only fully functional PHCC in Aweil North County. The other 4 PHCCs are managed by the County Health Department and HealthNet TPO, using funds from the Health Pooled Fund. Due to the poor level of services at these other 4 PHCCs, most people in the county come to our PHCC, resulting in significant workload for our staff and increase in unanticipated operational expenses. Although this situation cannot be sustained, to date there is no viable solution due to the insufficient HPF funding. - PUI manages 4 OTP sites in Aweil North County, 3 of which also provide TSFP and BSFP services. In 2016 BRAC had 8 sites but was unable to effectively operate them, resulting in PUI planning to take over these sites in 2017. In addition, Concern Worldwide has 18 sites which they plan to expand to 22. That would result in only PUI and CWW as the main nutrition actors in Aweil North. Gogrial: In 2016 PUI had planned to take over Gogrial PHCC from MSF Belgium in Gogrial State (formerly Warrap State). However, due to a hostage-taking situation and ransom payment involving MSF-B, ECHO has pulled funding for Gogrial and PUI HQ has decided not to work there. This has created a problem with the State Ministry of Health Gogrial and the Ministry of Health Juba. The matter is being handled with support from WHO, OCHA, and ECHO, but is not yet resolved. Configuration of the Mission 3.5 MILLION € BUDGET FORECAST 2016 JUBA, PAMAT BASES 8 NUMBER OF EXPATRIATES 90 NUMBER OF NATIONAL STAFF 4 NUMBER OF CURRENT PROJECTS ECHO, GIZ, UNICEF, WFP MAIN PARTNERS Health, Nutrition ACTIVITY SECTORS Juba Coordination Office : 4 expatriates (Head of Mission, Admin and Finance Coordinator, Logistics Coordinator, Medical Coordinator) EXPATRIATE TEAM Pamat Base: 4 expatriates (Field Coordinator, Base Administrator, Base Logistician, Health Program Manager) Job Description Overall objective The Health Technical Manager supervises the implementation of medical programs in the PHC Centre Majak Kaar in Pamat, and for outreach and community based activities in Aweil North County, Northern Bahr El Ghazal State (now Lol State). Tasks and Responsibilities Programs: He/She ensures proper implementation and monitoring of medical program(s) falling under his/her responsibility, while observing PUI’s health policy. Human Resources: He/She supervises the Medical Team (PUI salaried employees and, as the case may be, daily paid workers). Logistics and Administration: He/She ensures compliance of activities falling under his/her responsibility with logistical and administrative procedures. Representation: He/She represents the association before partners, authorities and local actors involved in the implementation of medical programs. Safety: He/She contributes to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information relating to safety concerns to his/her immediate supervisor. Strategy: He/She contributes to the development of new interventions on the basis of identified needs. Specific objectives and linked activities 1. ENSURE IMPLEMENTATION AND MONITORING OF MEDICAL PROGRAM/S Page 2 / 5 He/She ensures that beneficiaries and local populations understand the project objectives and participate actively in their implementation. He/She plans activities and ensures that activity timelines are met. In the event of serious delays in project implementation, he/she immediately informs his/her supervisor and proposes solutions to remedy the situation. He/She works in close collaboration with the Medical Coordinator (or the Medical Department) on the medical strategy for projects, the quality of activities, the technical choices to be made, and reporting obligations. He/She ensures the proper functioning of medical programs falling under his/her responsibility, and ensures compliance with goals defined in the project proposal/s. Notably, he/she tracks the performance indicators defined, reports on progress to his/her immediate supervisor, signals any difficulties encountered in project implementation, and proposes improvements or reorganization on an as needs basis. He/She ensures follow-up and analysis of epidemiological data, in collaboration with the Medical Coordinator (or the Medical Department). He/She undertakes needs assessments of programs in relation to medical equipment, medications and medical consumables; He/She ensures the implementation of monitoring and/ or evaluations, according to the defined needs of the project/s. He/She undertakes analyses and transmits the data collected to his/her immediate supervisor, and to the Medical Coordinator. Depending on the needs of the projects and/or the data collected, he/she produces and disseminates reports of the monitoring and evaluation exercises to the relevant people. He/She ensures proper archiving of all the documents, tools and training materials produced in the context of project/s and ensures the availability of the verification sources mentioned in the proposals. He/She transmits the internal and external reports to his/her immediate supervisor and to the Medical Coordinator while making sure to meet the internal deadlines for endorsement (Situation Report) and the external contractual deadlines (project reports). He/she contributes to the monthly report of the mission and to the quarterly report of medical activities to be transmitted to the Medical Department. He/She must guarantee the appropriateness of programs and their respect for the health policy and framework of operations of PUI. He/she submits any requests for advancement into new medical activities to the Medical Coordinator or to the Medical Department at Headquarters. 2. SUPERVISE THE MEDICAL TEAM He/She familiarizes himself/herself with the Internal Rules of Procedure of PUI for the mission, and ensures that they are known and respected by the team. He/She prepares job profiles for members of the team, has them endorsed by the Head of Base, and participates actively in the hiring process (interviewing, testing, etc), as well as in any decisions related to the termination of employment contracts of team members. He/She ensures that each person is subject to a written evaluation at least once per contract period and per year, and at a minimum before leaving office.
