It is identified in the South Oxfordshire District Council Local Plan as a ‘major developed site in the green belt’, Policy CSEM3 in the Core Strategy supports the redevelopment and growth potential of CSC. See Principles on main webpage. Meadows, woodland, pubs, deer park, views, pubs In Brief This unusual walk in typical Chilterns landscapes is full of variety and interest. The three villages in the title are one parish joined in history and between them are woodlands, meadows and parkland. The route of this walk finds a surprising lost path through a deer park direct to the charming village of Lower Assendon with “private” access to one of the best pub / restaurants in the Henley area (to enquire at the Golden Ball , ring 01491- 574157). Another great Chiltern pub features at the end of the walk (to enquire at the Rainbow Inn , ring 01491- 574879), making this a kind of double pub walk. There are no nettles to speak of on this walk so bare legs are unlikely to be irritated. However, in high summer, because of the rare paths used on this walk, some of the hedgerows may be overgrown and a hiking stick will be useful. In damper seasons, boots may be an advantage in the long woodland walk; otherwise good walking shoes or trainers are adequate. -

These parishes form a cluster, known as the Bridge Group, within the Dorchester Team in the Diocese of Oxford. There is a well-appointed modern house in Long Wittenham; details are to be found on the next page. The parishes lie to the east of Abingdon reached via the A415 and are within an easy distance of Didcot, Oxford and Reading. It is a varied combination of rural and commuter communities. Within this diversity one significant common thread exists - our parishes are blessed with a strong community spirit. This Profile describes the Bridge Group and each parish in some detail. We hope it provides a picture of where we are, and where we hope to go as a Christian community. Wallingford Neighbourhood Plan
February 2020 Wallingford Neighbourhood Plan Regulation 15 Version FOREWORD Wallingford lies in the Thames Valley, located between the Chilterns and North Wessex Downs Areas of Outstanding Natural Beauty. This ancient Saxon market town grew to prominence as the most accessible Thames crossing before London, and although its importance has waxed and waned throughout a long and a notable history, today it remains a vital centre within South Oxfordshire serving not just residents directly, but also those in the surrounding parishes. Wallingford’s combination of heritage and location (with the Thames acting as a boundary on one side and the largely preserved Saxon layout in the centre) presents the town with opportunities and challenges. Both aspects make the town an attractive and interesting place to live, work and visit, but they simultaneously place constraints upon how the town can play its part in supporting sustainable growth within South Oxfordshire. The population of Wallingford is set to grow sharply in the years up to 2034 – possibly by up to 40% compared to the 2011 Census if planned housing developments proceed, but this masks the full impact upon the town of the broader picture within South Oxfordshire. The neighbouring villages, particularly Benson, Crowmarsh Gifford and Cholsey, which depend upon Wallingford for the provision of many services, are also set grow by a similar scale. Whilst this Plan necessarily focusses on development only within its legally defined Plan Area, it has been produced in the full understanding that the cumulative impacts upon the town cannot be ignored. Wallingford is blessed with a vibrant community spirit which takes pride in using its many assets, physical and cultural, to create a strong sense of place. -

OXFORDSHIRE COUNTY COUNCIL’S RESPONSE TO SOUTH OXFORDSHIRE LOCAL PLAN 2034 PROPOSED SUBMISSION (Final Publication Version 2nd) Comments close 18th February 2019 Introduction 1. Oxfordshire County Council welcomes the publication of this second South Oxfordshire Proposed Submission Local Plan. We commented on the first Proposed Submission Local Plan in November 2017 and we are pleased that we have had the opportunity since to work with the District Council and see an improved revised document produced. 2. The County Council notes that many of the issues we raised in November 2017 have been addressed, but is raising various issues of soundness as set out in this narrative and in the table attached. In making these comments we have had regard to paragraph 182 of the National Planning Policy Framework (NPFF) which requires plans to be positively prepared, justified, effective and consistent with national policy. 3. Throughout its evolution, South Oxfordshire District Council was challenged to develop a robust Local Plan – one that provided: • a strong narrative about what it was trying to achieve, delivering Plan-led and infrastructure supported development; • a more robust transport network and allocated development which could contribute positively to that network and to the local and county economy; • a clear strategy for addressing Oxford’s unmet housing need and other cross-boundary issues, involving greater collaboration and compromise; • support for Oxfordshire’s Housing and Growth Deal and support for our Housing Infrastructure Bid which requires a robust and evidenced plan for growth to underpin the significant financial ask of Government. 4. As the responsible authority for highways, education and social care, we recognise this Local Plan attempts to tackle not just the infrastructure deficit in terms of roads, but also helps to meet the need for more school places and provide for those with housing needs, including those people whose housing needs are specifically related to Oxford. -

Today, the landscape is varied and includes the River Thames floodplain, the ridge of the Sinodun Hills, the gravel terraces and former marshland to the south. Agriculture still dominates the scene. Brightwell cum Sotwell is a rural parish that consists of six separate settlements. The largest is formed by the merged communities of Brightwell and Sotwell that nestles in a hollow below the Sinodun Hills. The main settlement is separated from the outlying hamlets of Mackney, Shillingford Hill, Clapcot and Sires Hill by a patchwork of fields, orchards, woods and meadowland. The main settlement, together with Mackney is collectively referred to in this plan as ‘the village’. The parish retains many facilities such as a shop (with a post office), a school, the village pub, village hall, a riverside hotel, several garages and an award winning vineyard.
