1. INTRODUCTION

On 25thApril 2007, the Cooperation Network of the European Routes of Emperor Charles V was created in Medina de Pomar (Burgos) with the objective of protecting and promoting the tourist, historical-cultural and economic resources of the European Routes of Charles V. Currently it comprises more than 60 cities and historical sites along the length and breadth of the journeys covered by Charles Hapsburg between 1517 and 1557. Since 2007 the Network has been developing its extensive work in the construction of a wide cultural and tourist programme centred on the figure and work of Charles Hapsburg. Playing a major role in this endeavour are the launch of joint international initiatives based on the character and the times of Emperor Charles V, as well as long-term cooperation between towns, cities and sites associated with Charles V to consolidate cultural tourism based on historical Re-enactment festivals, and the development and promotion of quality labels in the agro-food, hostelry and restoration sectors.

2. CULTURAL EUROPEAN ITINERARY OF THE EUROPEAN ROUTES OF CHARLES V.

On 27th September 2013, the Cooperation Network of the European Routes of Emperor Charles V (RCCV) presented to the European Institute of Cultural Itineraries their application for Council of Cultural Route certification. In May 2015, the Cooperation Network was declared a Cultural Itinerary.

On 30 April 2019, and having successfully passed the three-year regular evaluation cycle of the period 2016-2018, the Institute of Cultural Itineraries of the Council of Europe confirmed the renewal of the certification of the Routes of Emperor Charles V as a Cultural Itinerary of said Council of Europe. The project of the European Cultural Itinerary of the European Routes of Charles V is based on the following points:

1. Together, the institutions which comprise the Cooperation Network of the European Routes of Charles V accommodate and/or represent the cultural, historical-artistic, academic and social legacy of the reign of the European Emperor Charles Habsburg, bringing together the largest known collection of evidence of this period of European history. 2. This legacy forms a formidable cultural and historical reference for the present cities of Europe, and tangible proof that the European nations of the Modern Age share cultural, artistic, political and social values not extent of tensions and serious confrontations which have been overcome. 3. Currently, the regions represented offer a vast range of destinations of cultural and natural interest as well as activities and commemorations linked to the character of Charles V which are representative of Renaissance European society (XVI century), and accessible to the knowledge and enjoyment of European and World society. 4. This European Cultural heritage combines all the requisites to define a tour encompassing various regions and countries organized around a theme whose historical, artistic, academic, cultural, social and socio-political interest reveals itself as European fundamentally in terms of its content, meaning and geographical layout. 5. The study and enhancement of the character and times of Charles V, the last European Emperor, through the sharing of a common history and an extensive heritage, is vital to the historical process and construction of Europe and necessary to the fostering of a European identity and a lasting sense of shared belonging to a common history and a broad heritage, diverse and supportive, such as is the European; and will allow the process of European construction to progress based on the strongest foundation stones: culture and the unity of the peoples of Europe.

OBJECTIVES OF THE CULTURAL ITINERARY:

- To develop a cultural and touristic offer based on the European heritage of the 16th century and the figure of Emperor Charles V. - To expand a research programme centred on the history, art and culture of the epoch of Emperor Charles V which will facilitate the development of joint activities. - To promote the preservation and diffusion of the European Cultural Heritage of the Renaissance, encouraging common activities in the management, recovery and social enhancement of same. - To encourage cultural and educational exchanges, paying particular attention to contact between young people in the diverse regions and countries. - To boost the development and circulation of activities which allow the elaboration and widening social awareness of contemporary cultural and artistic activities amongst the members of the network driving the itinerary, as well as with other networks, particularly with the Cultural Itineraries of the Council of Europe. - To work in a determined way to create tourist products of a sustainable nature which will improve the lives of citizens, create jobs, free tourism of its seasonal limitations, and create cultural tourism of quality. - To favour understanding and cohesion between the peoples of Europe, influencing in particular those aspects required to overcome the interlinked conflicts (religious, social and political) which were brought about by the perilous European history of the Modern Age. To work on the unifying aspects of European society in the Renaissance (art, culture, the classic vision of Europe) in the face of the religious intransigence and territorial conflicts of the epoch. 3. SCIENTIFIC COMMITTEE OF THE EUROPEAN ROUTES OF EMPEROR CHARLES V

During the Governing Board which took place in San Severo on 10th July, 2017, the appointment of D. Alain Servantie as coordinator of the Scientific Committee of the Cooperation Network of European Routes of Emperor Charles V was approved.

During the Governing Board held in on September 7, the current composition of the committee was ratified.

The Scientific Committee is configured in the following structure:  Council of Honour. Composed of important people in the study and appreciation of Emperor Charles V and his legacy, who will act in a consultative and advising capacity, fostering their participation in the programme of activities to be designed by the Network. Outgoing members of the new Scientific Committee will be invited to join if they think it is appropriate.  Expert Committee. Structured in national groups with specialized working parties or task forces formed by theme or regional area. Outgoing members of the new Scientific Committee will be invited to join. The four themed working parties will be : a) Research– comprised of academics specializing in historic research into Charles V, his times and/or his legacy. b) Heritage and museums – comprised of experts in research, management and evaluation of heritage sites and museums linked to Charles V and his times. Special emphasis on those listed as World Heritage by UNESCO and with the seal of European Heritage. c) Cultural Management – comprised of experts in the study and organization of historical re-enactment events, musical festivals, theatre and dance and cultural activities related to Charles V and his epoch. d) Sustainable Cultural Tourism – comprised of experts in the study, management, promotion and commercialization of routes and cultural itineraries related to the character of Emperor Charles V, his times and/or his legacy. In order to have an efficient and useful Committee it is suggested that a coordinating entity be created, directly related to the Governing Board and management of the Network, and composed of the Coordinator of the Scientific Committee and the leaders of each of the working parties of the Expert Committee, and whose functions will be the following:

- Permanent advice to the Governing Board and the Management of the Routes of Emperor Charles V.

- Coordination of the Council of Honour, Expert Committee, Network of Charles Universities, Network of Young Researchers and the Carolus V Network. - Elaboration and coordination of a working plan for the Scientific Committee of the European Routes of Charles V, 2016-20. - Search for sources of funding for said working plan of the Committee. - Elaboration of an annual report on activities for the General Meeting.

5. COOPERATION NETWORK AGREEMENTS WITH DIFFERENT INSTITUTIONS

5.1 THE NATIONAL GEOGRAPHICAL INSTITUTE (IGN) The IGN has been assigned with the production, updating and management of national topographic and cartographic bases and the CNIG with their publication and dissemination, as well as the development of value-added products, especially those of a technological nature (mobile applications to facilitate universal accessibility, augmented reality, 3D scenarios, etc.). This agreement provides a logistical support for the Cooperation Network, in the development of its dissemination and geolocation tools for the different routes and destinations, both nationally and internationally, something essential in the current tourism market. This agreement allows the dissemination, through its collaborative web platform of Nature, Culture and Leisure (NCO), of tourist itineraries and destinations from any website

that includes such a viewer, as well as the use of the rest of IGN and CNIG channels: other thematic viewers, apps, Route section of the Download Centre, special maps based on basic and derived cartography, printed or digital NCO thematic cartography, etc. 5.2 PARADORS This agreement aims to establish a permanent collaboration framework between Paradors and the Cooperation Network of the European Routes of Emperor Carlos V for the distribution and promotion of the Routes of Emperor Charles V in an effort to diversify the Spanish tourism offer. It seeks to offer visitors a unique experience, highlighting the unique values of both the PARADORS and the European Routes of Emperor Charles V, emphasising, among other things, the historical-artistic wealth, culture and traditions, the landscape and natural diversity and the wide and varied cuisine available in the Parador locations. 5.3 MIGUEL DE CERVANTES UNIVERSITY (VALLADOLID) The purpose of this Framework Agreement is to achieve, through continuous mutual collaboration, higher levels in teaching, research, knowledge transfer, analysis and development within areas of interest. The planned cooperation activities are as follows:  Scientific and cultural activities aimed specifically at providing a deeper insight into the trajectory of Emperor Charles V from a historical, social, economic and tourist point of view.  Joint development of texts, monographs and other publications in any field of common interest to the parties, within the framework of their purposes and objectives, and under the provisions of current regulations on intellectual property.  Advice and cooperation on historical, tourism, economic, social and marketing training.

 Advice and cooperation regarding methodology and new information technologies and applied research.  Internships.  Exchange of specialists in areas of interest.  Granting of scholarships and organization of courses, along with visiting programmes.  Carrying out cooperation projects in any area of common interest to the parties and within their aims and objectives.  Programming and carrying out of joint studies and research on topics of mutual interest.  Any other form of cooperation that is agreed between the European Route Network of Charles V and the UEMC through signing specific work programmes. 5.4 RUEDA WINE ROUTE This agreement is intended to define the strategic keys for the joint tourism-cultural promotion in the field of Rueda Designation of Origin and Charles V Cooperation Network as a way of diversifying Spain’s tourism offer. The agreement also seeks to offer the visitor a unique experience, in which the unique values of both the Rueda Wine Route and European Routes of Emperor Charles V are highlighted, emphasising, among other things, the historical-artistic wealth, culture and traditions, the landscape and natural diversity and the wide and varied cuisine available in the different locations. In 2020 cooperation between the network and this association has taken the form of: - “COMMONERS’ TASTES”: A historical gastronomic seminar held from 15 to 30 August in some of the towns/villages along the Rueda Wine Route, to commemorate the Fifth Centenary of the Commoners’ Uprising in the towns of Tordesillas and Medina del Campo. During the seminar, delicious meats that used to satiate people’s appetites were tasted the taverns and bars of places along the Rueda Wine Route. This Routeorganized the seminar in conjunction with the municipal councils of Medina del Campo, Mojados, Tordesillas and Valdestillas and the

Charles V Routes Network. It attracted visitors and lovers of the food of that era, a very important feature in the culture of Castile. - "Charles V on the Rueda Wine Route" tourism package. Thepackage was created with the A6 Route Travel agency, together with the Cooperation Network. - Through an agreement between the Network and the Teatro Real in Madrid, a parallel activity to the opera Sigfried has been set up, consisting of a visit and tasting of organic wine with the ‘Vino de Rueda’ Designation of Origin on 13 February and 14 March 2021. 5.5 ROYAL THEATRE OF MADRID This collaboration agreement with the Royal Theatre of Madrid is to promote the historical and heritage sites of Emperor Charles V. Especially this year, thanks to the inclusion of the opera Don Carlos by Giuseppe Verdi in the seasonal programme of the Royal Theatre. The agreement results in the promotion of activities and events organized by renowned cultural institutions such as the National Library, the British Council, the National Archaeological Museum and the Prado Museum among others. For 2020 and 2021, this collaboration will focus on the following parallel activities in the official programme of the Teatro Real:

 Opera - RUSALKA The Season of the Witch: The Palacio de los Condes de Osorno in Pasarón de la Vera (Cáceres) opens its doors exclusively to reveal a legend of impossible love: 14 and 27 November 2020. Free of charge. Guided Visit.  Opera - SIGFRIED:Visit and organic wine tasting with the Rueda Wine DO on 13 February and 14 March 2021  Opera - PETER GRIMES:A tour of the old town of Laredo (Cantabria) with an explanation and recreation of 16th-century fishing practices in the Bay of Biscay, on 8 April and 11 May 2021. Free of charge. Guided Visit.

5.6 I.E.S. JARANDA (JARANDILLA DE LA VERA) This collaboration agreement aims to develop several objectives through its Social Entrepreneurship and Learning Action Plan as follows:  Promotion of student training through historical-artistic heritage conservation activities and the dissemination of the cultural, natural and tourist resources of the towns linked to the figure of Emperor Charles V.  Educational promotion, dissemination and outreach of the European Routes of Emperor Charles V.  Integration of the European Routes of Emperor Carlos V in the Secondary School curriculum through educational projects and initiatives for student participation in collaboration with other groups, especially older people.  Development of dissemination, outreach and cultural awareness materials featuring the European Routes of Emperor Charles V.  Establishment of mechanisms for the coordination, interaction and development of joint projects with educational centers associated with these cultural routes. This year, to celebrate the arrival of Charles V in Jarandilla de La Vera,. (FOTO). the school’s third-grade pupils have worked online on this project, which sets out to valorise the local area’s intangible cultural heritage and culture as a resource.

5.6. TURESPAÑA On 25 March 2019, the Secretary of State for Tourism, Matilde Asian González, formalised a collaboration procedure that gave the green light to the creation of the "Cultural Routes of Spain", a brand that integrates five cultural itineraries of special relevance in our country: the Prehistoric Cave Painting Trails, the Trails of the Passion, the Silver Route, the Trails of El Cid and Emperor Charles V Routes. The purpose of this agreement was to establish a framework of permanent collaboration between Turespaña and the five itineraries for their dissemination and international promotion. This

initiative is part of Turespaña's strategy for the promotion and marketing of foreign tourism of quality products that have a marked cultural character linked to rural tourism. This agreement is Turespaña’s way of confirming the value and diversity of these itineraries, their sustained promotion and management over the years and their importance in the territories they span. At the same time, it formalizes the collaboration that has been in place since 2015 in the field of international promotion, through trade fairs, professional meetings, marketing catalogues and edition of tourist material and other publications. The start of the formalization of the Tourism Product Club "Cultural Routes of Spain" under the Spanish Secretary of State for Tourism represents a further step forward in this agreement. The "Cultural Routes of Spain" Product Club could be an effective tool to, on the one hand, make known, through tourism and outside the "typical" tourist circuits, the historical and heritage diversity; and, on the other, a contribution to the legitimate aspiration to be one of the leading European countries of cultural tourism. It is a cultural product aimed at increasing the market of specialized offers and promote rural tourism - generally directed at rural environments with depopulation problems - through an attractive, well-structured, and easily identifiable proposal: the key is to get to know a different Spain, different from the clichés.

The goals of the Product Club are the following:  To consolidate the “Cultural Routes of Spain” brand.  To study the market and develop a complete analysis for the implementation of a long- term work strategy, specializing in targets and markets.  To integrate different services and products in the “Cultural Routes of Spain” tourism product.  To develop the project in a homogeneous way in the territories of the club member routes as part of their identity, and as a vehicle of growth.  To establish a tourism laboratory that analyses all aspects in relation to supply and demand.  To develop cultural and tourist mediation systems that enable tourists to approach and interpret the resource that motivated their trip.  To position the “Cultural Routes of Spain” brand as a solid and competitive cultural tourism brand at international level.  To develop joint actions focused on the technological development and implementation of the cultural attractions of the routes, as well as their tourist offer. In the second half of 2020 a series of meetings is being held with personnel from the Secretary of State for Tourism of Spain to start to give form to the ‘Tourism Product Club of the Cultural Routes of Spain’ project.

6. PROJECTS During 2020, there have been numerous projects that have been consolidated or advanced with respect to previous ones. There have also been numerous European projects for which the Cooperation Network has opted:

6.1. TOURIST PRODUCT CLUB “CARLOS V” This is a "Hospitality, Crafts and Agricultural Foods Excellence Club" intended to give visibility to the tourism products distributed along the different routes travelled by King/Emperor Charles of Habsburg.

It also seeks at including in the COOPERATION NETWORK OF EUROPEAN ROUTES OF EMPEROR CHARLES V -and in its European Cultural Itinerary-, the industry fabric of hospitality, crafts and agri-food fabric of the cities and regions in the different routes. 6.3. HISTORICAL MAPS AND CARTOGRAPHIC/TOURIST ADAPTATION. The Cooperation Network of the European Routes of Emperor Charles V has promoted an update of the historical routes the Emperor took on his travels across Spain. To this end, it has selected those trips that are best known for having had greater historical significance. Thanks to the agreement with the Miguel de Cervantes University of Valladolid, the maps of the Charles V Routes in Spanish territory have been prepared. The itineraries followed by Emperor Charles V on his many journeys through the lands of Spain between 1517 and 1556 have today become a major tourist resource. In particular, we note the social and economic impact and development that the dissemination of this rich historical heritage is generating in many towns, which is usually linked to other important tourist resources such as artistic and gastronomic heritage, and the landscapers.

For all this, and to deepen the tourist use that recalling the life of a character as fascinating and international as Emperor Charles offers, the Cooperation Network of the European Routes of Emperor Charles V has promoted an update of the historical itineraries he made as Emperor on his travels across Spain. For this purpose, it has proceeded to select those trips that are best known for having had greater historical significance such as, among others, his arrival in Spain and his first trip to Tordesillas to see his mother Queen Joanna; to Valladolid, to be proclaimed king by the Castilian Courts; his trip to Andalusia in 1526 on the occasion of his wedding in Seville with Empress Isabella of Portugal, followed by his stay in Granada; or the Emperor's last voyage in 1556, after his abdication in Brussels, with his landing in Laredo towards Yuste. The technical part of the review of these historical routes has been entrusted to Professors Carlos Belloso and Sara Maria Sánchez, from the Research Group on Cultural Management (GECU) of the Miguel de Cervantes European University (UEMC), which through the analysis of the historical cartography and the Escorial Atlas from the 16th century have been able to faithfully recreate the main milestones of these historical itineraries and develop affordable and appealing tourist options adapted to the current channels of communication. In 2021 the historical maps of Italy will be incorporated into the project with the aim of gradually compiling all the historical maps of all the Charles V Routes in Europe. 6.3 CULTURAL ROUTES IN SPAIN “Rutas Culturales de España” is a tourism brand endorsed by the Secretary of State for Tourism and Trade of the Spanish Government. It currently contains five Spanish routes, making up a representative and thematic sample of the country’s territorial and cultural diversity: Itineraries of

Prehistoric Cave Art, The ‘Vía de la Plata, Camino del Cid’ Route, the European Routes of Emperor Charles V and Religious Passion Itineraries. The main objective of this joint effort is to present an attractive, well-defined and high-quality range of projects within the international tourism programme that promotes the values of Spanish Cultural Heritage and provides knowledge about the artistic, natural, ethnographic and gastronomic diversity of Spain. This is seen through its history, channelled in the form of thematic routes with a high heritage value on a world level. Due to the situation created by the pandemic, however, promoting our destinations in national tourism has become our priority, without leaving aside smaller-scale tourism promotional activities at the international level. As a result, the following actions are being carried out: (THESE ACTIONS ARE CARRIED OUT WITH FUNDS FROM THE SPANISH PARTNERS THAT PARTICIPATE IN THE PROJECT)

- Contact with the Secretary of State and Tourism for the continuation of the creation of the “Cultural Routes of Spain” Tourism Product Club. The project is under way, but due to the situation arising from Covid-19 the budgets are being reviewed and reorganized while we await further news. An image bank and promotional material has been sent to Turespaña to set up a materials repository for promotional initiatives. - Comprehensive 360ºStrategy for Communication, Marketing, Public Relations, Photography, Events, Advertising, and a Comprehensive Social Media Plan for communication with RV EDIPRESS. This contract will have a duration of 1 year from 1 May 2020 to 1 May 2021, and the strategy will be governed by the following points:

 Ongoing CONSULTANCY to the Client in the field of Communication and relations with the Press, working closely with personnel from RUTAS CULTURALES DE ESPAÑA, establishing a calendar of in-person meetings to analyse the work done and the results obtained.  The organisation of interviews and the participation of managers from RUTAS CULTURALES DE ESPAÑA on radio programmes and in opinion columns or tourism forums, with the aim of disseminating their professional opinion in a variety of Media. On one hand, this generates an extra promotional boost for the Client and, on the other, helps the positioning of the brand image and message strategy.  Drawing up of press releases necessary to carry out the communication strategy. In this case, RV EDIPRESS will also advise RUTAS CULTURALES DE ESPAÑA on the steps to be taken, and the advisability (or not) of the dissemination of certain aspects related to the everyday activity of the Client and its activity.  Daily search and monitoring of press items, and the preparation of the original clipping of results every month, with all the articles published in the Media, as well as the financial evaluation of the results obtained.  PREPARATION by RV EDIPRESS of GRAPHIC MATERIAL required to carry out the services under the contract, to complement the material RUTAS CULTURALES DE ESPAÑA already possesses. This Erasmus KA105 project was approved by the European Commission and its completion was expected by 14 August 2020. Due to the situation created by Covid-19, and based on the recommendations made by the World Health Organization (WHO), the health authorities, and instructions from the National Agency SEPIE and partner organizations, and bearing in mind the restrictions imposed in each of the partner countries in the project, we requested -and were granted- a deferral of one year, until 14 August 2021. The project consists of an exchange of young workers that will be carried out in Extremadura, where the participants will learn, using informal methods, about traditional and

This Erasmus KA105 project was also approved by the European Commission and follows the procedures in the previous project very closely. It is an informal training course that sets out to teach professionals working in the field of youth affairs to carry out tourism activities in their territories that promote the culture and preservation of tourism, applying the principles of the circular economy. The circular economy is a method to ensure that tourism becomes a more sustainable activity that creates the fewest possible impacts on the environment This exchange will help the workers to apply the principles of the circular economy in their territories to improve the tourism and and cultural sector from a more sustainable perspective. It was expected to be completed by 5 March 2021. Due to the situation created by Covid-19, and based on the recommendations made by the World Health Organization (WHO), the health authorities, and instructions from the National Agency SEPIE and partner organizations, and bearing in mind the restrictions imposed in each of the partner countries in the project, we requested -and were granted- a deferral of one year, until 5 March 2022.

- Creative Europe: European Cultural Routes as key actors in the promotion of European cultural heritage (WalkEUR)

The European Cultural Routes have been set up with the aim of promoting the rich and diverse heritage of Europe and bringing European cultures and peoples closer together. At present, the Cultural Routes represent one of the most important instruments of the European Union to support some of the fundamental values of the EU (democracy, human rights and cultural exchanges) through the promotion of a shared and common culture, history, memory and heritage. With the help of the Cultural Routes, Europeans can learn about their own culture, history and heritage and appreciate it more. However, all the Cultural Routes are currently facing a series of challenges and problems that could jeopardize their mission and efficiency. The first, not surprisingly, is related to the ability to attract visitors and citizens interested in discovering and learning more about their common heritage.WalkEURoute will increase the capacity and ability of the Cultural Routes through training courses by testing pilot programmes in different sectors. WalkEUR will train key stakeholders from the project partners through international sessions. The stakeholders will later be able to share the knowledge acquired in their respective Cultural Routes with other members and partners in training sessions at local level (route level). Later, they will all plan inexpensive, small-scale pilot actions related to their own objectives and strategies, to try out new solutions. Finally, they will evaluate the results of these actions and will capitalize the whole process through dissemination tools. The project started in early November and the first steps have already been taken:

Working jointly with the leader of this project, the Italian Association ATRIUM, the Charles V Routes Network has presented itself for a project to promote Cultural Routes in Europe and improve them through the use of new technologies or digital capabilities. Thanks to these tools, the Cultural Routes that are recognised by the European Commission will gain in visibility and become better known by tourists who wish to get to learn about them first-hand. Furthermore, the creation of a cooperation network between associations dedicated to Cultural Routes will boost improvements to resources and good practices for the professionalisation of these routes. On 3 November 2020 the kickoff meeting took place to start the FAB Routes project. A cooperation agreement has been signed with ATRIUM, the project leader. At present, preparatory meetings are being held on a regular basis, for example, an interview by the University of Bologna with the management of the network to get to know our organisation, its functioning and its expectations vis-à-vis the FAB Routes project.

8. MARKETING OF THE EUROPEAN ROUTES OF CHARLES V

8.1 WEB PAGE www.itineracarolusv.eu It is the official website of the Cooperation Network of the European Routes of Charles V, www.itineracarolusv.eu. The page is translated into four languages, Spanish, English, French and Italian, and is where one can find all the information referring to the Cooperation Network as an

institution and to the European Routes of Emperor Charles V, with publicity and informative documents, emphasizing especially the promotion of the places and cities through which the Emperor passed and which are currently associates of the Network. It is a dynamic device where news, activities and events are updated. As well as having access to the social networks of the organization such as Facebook, Twitter and a blog in wordpress, there is also access to the Network’s YouTube channel where all the most representative videos are uploaded, as are others which promote the Network’s associates.

8.2 ANDROID APPLICATION FOR MOBILES

It is an Integral Platform of Technological Diffusion of geo-referenced cultural and tourist material, related to the Routes and its settlements and cities. It is a query tool which allows users to access information in real time during their visit. Thanks as well to the integrated GPS in mobile devices, the application will take into account the location of the user in order to offer them other advanced services such as the calculation of the journeys, enhanced reality, information about events etc.

8.3. COOPERATION NETWORK BROCHURE The Cooperation Network has a generic brochure in English, which will be updated each year to accommodate new partners joining. It is an explanatory brochure of the European Cultural Route and all the members that are part of it.

SOCIAL MEDIA The Cooperation Network’s social media is handled by Victor Fernández Correas who is responsible for maintaining the media profiles on Twitter, Facebook and Instagram as well as the YouTube channel and Wordpress blog. 8.6. COLLABORATION WITH THE WHOLESALE-RETAIL TRAVEL AGENCY “A-6. Route Travel".

A6 Route Travel is an inbound and wholesale/retail travel agency based in Medina del Campo (Valladolid) and Bermeo (Vizcaya). It is member of the Rueda Wine Route and currently of the Product Club of the Routes of Charles V. The Network, together with A6 Route Travel, is aimed at marketing products and tourist packages around the figure of Charles V. An initial proposal was a Carolinian package together with the Rueda Wine Route followed by other proposals for the rest of the territories. Below we attach the report this company sent us on the situation of packages in the current circumstances: “Their marketing has begun through the network of agencies to which A6 Route Travel has access.

We have shared the product, set up through the the group’s own B2B channel and on the A6 Route Travel website.  MAIN FINANCIAL POINTS We would highlight the investment of €2,000 in advertising material,for example, flyers for FITUR and agencies, a monograph (roll up) of Charles V, social media, radio and written press.  MAIN OPERATIONAL ASPECTS The result of these campaigns at February 2020 is very positive vis-à-vis the whole year. This month we received several bookings for Cantabria, Extremadura and the Rueda Wine Route. These bookings go up until September.  PROSPECTS The prospects seemed to be favourable up until September. A number of experiences for families and small groups had been budgeted in February, and two were done in Cantabria. For the rest of the months we had 18 bookings for a weekend experience for Extremadura, 14 for Cantabria and 16 on the Rueda Wine Route. All of them up until May, but were cancelled due to the situation created by Covid-19. In this series of bookings and cancellations we include 8 groups of between 20 and 35 pax. from Madrid, the Basque Country, Galicia and Ciudad Real, all of them between May and June and for the three routes. Seven bookings from families for stays of more than days are also included, taking advantage of long weekends and Easter at the three locations along these routes.  FUTURE PLANNING HIGHLIGHTS In this section we would highlight the work already done with a view to marketing a tourism product, with the incorporation of the other territories that belong to the Charles V Cooperation Network. We have carried out a trial with Cantabria, Castilla y León and Extremadura, (the results appear above) and we want this to act as a support to develop the product in the rest of the territories. We firmly believe that the result will be very positive for everyone, and we hope to visit and present our strategy to them, reaching agreements to convert the existing routes into an attractive tourism product.

 FINANCIAL RESULT The sum of all these bookings/cancellations (always gross figure), including commissions for agencies the expenses incurred for access to places to visit (wineries, heritage, guides, etc.) is:  WEEKENDS €20,000  WEEKENDS - GROUPS €84,000  LONG WEEKEND STAYS (or over 4 days) €8,000  TOTAL €112,000 This figure corresponds to cancellations until June. We do not include what is still pending until September, i.e. around €39,000. This includes direct accommodation and catering costs. It is clear that we have not calculated the economic impact in each area, but it would be high due to the customer profile we have been able to reach out to. It is very important to underline that this is the first experience at marketing the Charles V Routes, and that in future attempts the rest of the territories of the Cooperation Network of the Charles V Routes will be included. After overcoming the health crisis, or at least being able to move around the country, the forecast until the end of the year -once we can start an advertising campaign- involves recovering part of the cancellations made to date for the routes sold. We estimate that we can achieve -at least- a volume of bookings equivalent to what we have had to cancel. However, if we all make an effort at promotion with a good campaign, we could increase these reservations around 30-40% above the forecast level. This involves increasing the number of weekend experiences, both for families and small groups. Stays of longer than two nights, long weekends or holiday weeks mean that an attractive package can be offered -which we already have- that is competitive on price with other destinations. More than ever, we now need to work together and go in the same direction, reaching agreements on prices for accommodation and catering that are in line with the new situation. Putting figures to the forecast, we can say that we would be at around €150,000 and €200,000, as a conservative estimate. This is our minimum objective set, once we have mobility and start the campaign to promote our product.

9. ICOMOS ESPAÑA REPORT

Over the last few months we have been sending information, put together by the working group of ICOMOS España, to which we have associated, on Heritage and Covid-19. This group includes Jordi Tresserras, Vicepresident of ICOMOS España and a member of the Scientific Committee of the Emperor Charles V Routes. The working group of ICOMOS España on Heritage and Covid-19 has been working with the Secretary of State for Tourism in coordination with the Ministry of Health, to prepare a guide with specifications for the reduction of infection by the SARS-COV-2 coronavirus (Covid-19) in museums and heritage sites. Twenty guides have been prepared, containing details of services, cleaning and disinfection, maintenance and risk management for the different sub-sectors of the tourism sector. In the case of the working group of ICOMOS España, work has been done specifically for museums and heritage sites that receive a high proportion of tourists. These places are considered major tourist attractions in our country and generate local and territorial development. The following have participated in drawing it up: Spanish Autonomous Communities (regions), the Spanish Federation of Municipalities and Provinces (FEMP), society stakeholders, associations from each sub-sector, experts in working groups and the Spanish Association of Occupational Prevention Service (AESPLA), coordinated by the Institute of Tourism Quality, an entity to which the Secretary of State for Tourism has entrusted this work. sent this letter to the Ministry of Culture offering dialogue but also vindicating the role of cultural heritage in Spain. References to Cultural Routes are also completely absent in the Decree.

10. ACTIVITIES 2020  COORDINATION MEETINGS. Every week, the President and Director of the Cooperation Network hold coordination meetings to manage the Network’s activities and projects, try to meet the different challenges the we found due to the pandemic and attend to the proposals and requirements of the partners.

 2020. PERMANENT EXHIBITION. Museum Mühlberg 1547. In the summer of 1546, Emperor Charles V was preparing to go to war against the Protestant princes. What is today known as the Schmalkaldic War became the first religious conflict on German soil and culminated with the Battle of Mühlberg. It took place on April 24, 1547 and ended with a complete defeat of the Schmalkaldic army and the capture of the Saxon Elector. At Mühlberg, Charles V reached the apex of his power. With a permanent exhibition on the Battle of Mühlberg, the Mühlberg 1547 Museum offers fascinating insights into the play of powers in the early 16th century.

Historical re-enactment of the last route of the Emperor Charles V, which commemorates his last journey from Jarandilla de la Vera to the Monastery of Yuste, passing through Aldeanueva de la Vera and Cuacos de Yuste. As part of the Festival of Tourist Interest, some activities were developed to complement the content of the festival, showcasing a different perspective of the region of La Vera, and the Emperor.  AUGUST 19 - 23. RENAISSANCE WEEK, IMPERIAL AND COMMONER FAIRS. The historical re- enactments usually held to mark this historic event were cancelled due to the pandemic. Medina del Campo organised a week full of activities such as the institutional commemorative act, the gastronomic event “Commoner Flavours” and an exhibition of the history of Medina drawn in casks. After the institutional event, a meeting was held with the Spanish partners of the Cooperation Network. These events were attended by the President, Secretary and Director of the Cooperation Network. Bartholomäus Strauchmann will give this view on the battle days during a guided tour in the Museum Mühlberg 1547, dressed in his typical garb and after a traditional greeting. During the tour guests are invited to take the “Strauchelwasser”, a liquid named after the guide, and have the opportunity to visit the remains of one of the oldest distileries in today’s Brandenburg. During the first day of the four scheduled sessions for October, November and December, the event was attended by nearly 200 registered people from a total of 19 countries (Finland, Spain, Belgium, Bulgaria, Czech Republic, France, Portugal, Italy, Netherlands, Mexico, Peru, Luxembourg, Germany, Argentina, United Kingdom, Sweden, Canada, Austria and Brazil.) During the first session, aspects related to the coronation of Charles of Habsburg as Emperor of the were examined. The event was presented by Miguel Ángel Martín Ramos, President of the Cooperation Network of European Routes of Emperor Charles V; Stefano Dominioni, Director of the European Institute of Cultural Routes and Alain Servantie, coordinator of the Scientific Committee of the Cooperation Network of European Routes of Emperor Charles V, also intervened. For just over two hours, Roel Jacobs, Historical Advisor to the City of Brussels, Juan-Carlos d’Amico, Professor at the University of Caen, and Jonathan Dumont of the Austrian Academy of Sciences (Vienna), discussed different aspects related to the figure of Emperor Charles V and his coronation as Emperor of the Holy Roman Empire.

According to the first speaker, “during the first part of Charles V's government, the intervention and collaboration of many parties was necessary and essential, at a time when Charles V faced great challenges"; Juan Carlos D’Amico focused on the three coronations of the Emperor; Charles V found in his German chancellor Arborino Gattinara a very valid support in his early years as Emperor. “Gattinara was a key figure in the political strategy of Emperor Charles V; he was also instrumental in achieving the union of universal Christianity in the figure of Emperor Charles V,” said Juan-Carlos D’Amico. Meanwhile, Jonathan Dumont wanted to highlight the importance of the various imaginary worlds that influenced Emperor Charles V—all important, essential, and complementary—touching upon the special role played by symbolism in consolidating his coronation. The goal is to highlight culture, our history and heritage, and tourism. On this occasion, the second webinar took place in the afternoon of 5 November 2020. The seminar was attended by a total of 220 registered persons from 19 countries (Finland, Spain, Belgium, Bulgaria, Czech Republic, France, Portugal, Italy, Netherlands, Mexico, Peru, Luxembourg, Germany, Argentina, United Kingdom, Sweden, Canada, Austria and Brazil). They were able to follow the presentations of Maria de Fatima Antunes dos Reis, Secretary General of the Portuguese Academy of History and Assistant Director of the Faculty of Arts and Humanities at the University of Lisbon; and Maarten Vermeir, PhD, University of Jaén, through our social media channels on Twitter, Facebook, Periscope and YouTube. Maria de Fatima Antunes dos Reis focused on two sons of the Sephardic diaspora, the Faleiro brothers, and their role in the Magellan-Elcano circumnavigation journey. In her opinion, these are two figures that history has not valued taking into account their role in the implementation and development of the aforementioned endeavour. “It must be recognised that brothers Francisco and Rui Faleiro contributed to the circumnavigation journey and the development of nautical science of the time,” she emphasised during her intervention. So much so, stressed Maria de Fatima Antunes dos Reis, that Francisco Faleiro’s “knowledge was recognised by Charles V, who gave him a certain amount of money for the work he had done in the preparations for the Magellan trip.” Maarten Vermeir, for his part, dealt with the figure of Erasmus in his speech in this webinar dedicated to the 500th anniversary of the coronation of Emperor Charles V. In his opinion, “his publications Institutio Principis Christiani — whose preface is dedicated to the Emperor — were of great importance in the development of the character of Emperor Charles V.” Vermeir also wished to highlight the role of another key figure in the early years of the development of the future Emperor Charles V, as was the case with Jean Le Sauvauge.  NOVEMBER 12. The Cooperation Network of European Routes of Emperor Charles V attended an informal meeting with authorities and entities affiliated to the Inca Trail System - QHÁPAQ ÑAN (World Heritage Site) and the Cultural Routes of the Council of Europe programme. Representatives of the Ministries of Foreign Affairs and Culture of Peru, Argentina, Colombia, Ecuador, Bolivia, and Chile were present; the meeting was aimed at identifying possible initiatives for future collaboration between the European and Ibero-American regions around cultural itineraries.

 NOVEMBER 12. The Cooperation Network participated in the “Pandemic Experience Conference for Cultural Management,” highlighting the need for culture to interact, make sense of our lives and promote socio-economic development and social well-being. In his speech, entitled “The return of Charles V to Castile after his Coronation in Aachen: Justice and Royal Forgiveness for the Comuneros”, Carlos Belloso gave a historical review of the

Revolt of the Comuneros and how it influenced the War of the Communities of Castile. This rebellion called for a response from the monarch as the ultimate administrator of justice. “During his stay in Palencia, he pardoned the cities, as well as the Comuneros as individual persons, who were also forgiven for their crimes, except for about two hundred, who were identified by name and surname, and were not granted amnesty. This list included all the prominent leaders and comuneros, some of whom were executed, while the vast majority had to go into exile to prevent the Emperor's justice from falling upon them,” he explained at one point in his intervention. Francesco Totaro, for his part, gave a presentation entitled “Pardoning the punishment of exile. A life-changing day” at this webinar dedicated to the 500th anniversary of the coronation of Emperor Charles. The title, as he explained, is based on “a historical fact that, thanks to a series of circumstances and situations desired and sought by the future Emperor, resulted in the granting of a privilege. It allowed a man to receive forgiveness, forever changing his life, as well as the history of an entire judicial system. This man was the magnificent and noble Neapolitan Guevara de Guevara, a man of considerable economic prestige and great influences, coming from the historical branch of Guevara, who settled in the Kingdom of Naples in the 15th century following Alfonso de Aragón. A grace granted at the ceremony of consecration of the monarch as Emperor in response to the appeal made to him by the Prince’s Electors of the Holy Empire. The penalty of exile was imposed on Guevara for his participation in the murder of one Marco Antonio Monaco — on which there are only assumptions — in the city of Naples, banning Guevara from getting closer than two miles to that city. Finally, this nobleman obtained forgiveness. There are two reasons for the Emperor's granting of pardon. The first is the support of the German Prince’s Electors for the Emperor. The second would be to do justice in the face of an unproven crime.” Finally, Professor Encarnación Sánchez García, whose talk focused on “Spanish language roads between Naples and Rome. From Charles V to Juan de Valdés”, reflected upon the significance of this protocolary use of the Spanish language, linking such use with the “Dialogue of Language”, by Juan de Valdés, written at the end of 1535, during the stay of Charles V in Naples. “The ceremonial journey that Charles V undertook through Italy after the day of Tunisia had moments of great symbolic importance, including the Emperor's entrance into Naples, the capital of the Regno, or the official farewell of Pope Paul III and the Papal Court on 17 April 1536. On both occasions, the Emperor used the Castilian language for his eloquent acts.”

Meeting held with the Head of Development of New Tourist Products of the General Tourism Development Branch of the Ministry of Tourism of the Government of Spain, with the aim of creating a Tourism Product Club of the Cultural Routes of Spain.  NOVEMBER 28. VIRTUAL ARRIVAL OF CHARLES V IN JARANDILLA DE LA VERA. (Caceres). In light of the pandemic, a very special re-enactment was carried out this year. The town council developed, in collaboration with the Cooperation Network, a series of activities including videos marking the date with re- enactments performed by students of high school IES Jaranda; it can be watched on the YouTube channel of the Cooperation Network. same day. In the morning, journalist and writer Victor Fernandez Correas discussed the arrival of Emperor Charles V in Jarandilla. In the afternoon, a video was broadcast in which the arrival was recreated and in which a large part of the population of Jarandilla de la Vera participated.

University of Liege / Lycée Français International in Varna; Ludolf Pelizaeus, Deputy Director of the UF for Foreign Languages and Cultures at the University of Julio Verne de Picardie / Amiens (France); Philippe Royer, researcher and member of the Scientific Committee of the Cooperation Network of European Routes of Emperor Charles V; and Nicola Melis, Professor at Cagliari University, Department of Political and Social Sciences. During his intervention entitled “Ut fiat unum ovile et unus pastor: Chancellor Gattinara’s universal dream and his influence on the Emperor: Levers and nets.” Quentin Jouaville made an analysis of that Chancellor, who played a key role in the early years of Charles’s journey as Emperor of the Holy Roman Empire. He was appointed Chancellor anything related to the Emperor; however, he was not institutionally linked to a particular territory or institution; he arranged his house to give that service to the Emperor, and he negotiated with the papacy after the plunder of Rome until he obtained the coronation of the Emperor by the Pope in Bologna. Ludolf Pelizaeus, for his part, gave a presentation entitled “Coronations and rebellions: Charles and Ferdinand between Spain and the Holy Roman Empire at the beginning of his reign”. In his speech, he explored the interactions between Aragon, Castile, the Netherlands, the Free County of Burgundy and the Habsburg hereditary lands hit by the riots between 1517 and 1526. “At the heart of this matter is the issue of the circulation of ideas and the response to initiate new research that transcends national and linguistic boundaries,” Pelizaeus said. Philippe Royer’s talk focused on “Traces of Charles V and his heritage in the collective memory in French Flanders”. This researcher recalled several popular representations of Emperor Charles V and his reign in the collective memory of the villages of Flanders and Artois, in the region of Hauts de France, especially in the cities of Westhoek/Houtland and Blootland; he also addressed the geographical configuration of the territory of Flanders, made of a series of free cities, ports/strategic places fortified in a historical line of conflicts between the Kingdom of France and the Holy Roman Germanic Empire (Burgundy/Spain), not forgetting England. He also analysed the persistence of the images of Emperor Charles V in the popular traditions, which have extended in time added to his taste for beer, festivals and fairs, in addition to his image as an excellent gourmet. Finally, Nicola Melis, in his paper “Relations between the Maghreb elites and the Ottoman Sultan allied against the Spaniards, after the coronation of Charles V”, developed the complex balance of forces in the Mediterranean, where the movements of the Sultan Ottoman Soliman I were

echoed in the wishes of the Maghreb elites, always willing to rebel against the presence of the troops of Emperor Charles V settled in their dominions. In Melis’s view, there was a connection between the sultan and the Maghreb elites as a result of the former’s expansionist anxieties and the latter’s attempts to escape the imperial presence, which threatened their interests.”

The Cooperation Network participated in the meeting on “Cultural Route Practices in Post-Covid-19 Society”, promoted by the Enlarged Partial Agreement on Cultural Routes of the Council of Europe’s Cultural Route Programme, with the aim of sharing experiences, to reflect and develop ideas on where future route activities should go, bearing in mind that these should be part of a sustainable comprehensive strategy in our societies.
