Manti-La Sal National Forest Potential Species of Conservation Concern (SCC) Review Procedural Report Tiffany Cummins Wildlife Biologist June 2, 2016 POTENTIAL SCC REVIEW PROCESS AND CRITERIA Potential SCC Review Process The 2012 Planning Rule (36 CFR 219.7(c)(3)) states that, “The Regional Forester shall identify the species of conservation concern for the plan area” (DOA 2012). The FSM 1921.01(2015) states that the Regional Forester will, “Identify, in coordination with Responsible Official, the species of conservation concern….” In keeping with these directives, resource specialists on the Manti-La Sal National Forest (MLNF) have been working closely with resource specialists from the Intermountain Regional Office (RO) to develop a potential list of SCC for the MLNF. Once the Regional Forester makes a final determination for this list of potential SCC species, it will be sent out for public review and comment. Once public comments are reviewed, the Regional Forester, in coordination with MLNF will develop the MLNF’s SCC List for the Forest’s current Forest Plan Revision effort. This coordinated evaluation effort resulted in a two-phase filter process for all species known to occur on the MLNF. Phase-1 of the filter process was a coarse-filter that was implemented by the RO resource specialists in early 2016. Criteria outlined in the FSH 1909.12 (10)(12.52d) was used to evaluate each species to determine if they qualified as either “must” or “should” be considered as a potential SCC (RO 2016). Species were broken into two preliminary potential SCC lists; a plant species list and a non-plant species list. -
Classification of Subtribe Conyzinae (Asteraceae:Astereae)
8 LUNDELLIA DECEMBER, 2008 CLASSIFICATION OF SUBTRIBE CONYZINAE (ASTERACEAE:ASTEREAE) Guy L. Nesom 2925 Hartwood Drive, Fort Worth, Texas 76109, USA Abstract: Subtribe Conyzinae includes Erigeron, New World Conyza, the North American genus Aphanostephus, and a small group of South American species segregated as the genera Apopyros, Darwiniothamnus, Hysterionica, Leptostelma, and Neja. Erigeron is the only genus with species native to regions outside of the New World. About 500 species are included in the subtribe. All North American, Central American, and South American species of Erigeron are included in the present treatment and assigned to one of the 35 sections recognized here. Ten new sections of Erigeron are recognized: sect. Disparipili, sect. Filifolii, sect. Gyrifolium, sect. Lonchophylli, sect. Meridionales, sect Microcephalum, sect. Quercifolium, sect. Radicati, sect. Rhizo- nexus, and sect. Terranea. Conyza is at least biphyletic; each of the groups is represented in the treatment but not all of the South American species are included. Molecular data have made it clear that traditional, North American species of Erigeron form the basal and terminal clades in the evolutionary topology of the subtribe, thus Conyza, Aphanostephus, and the other segregate genera have arisen from within the branches of Erigeron. Erigeron, as currently treated and tentatively maintained here, is paraphyletic. Broad taxonomic alternatives that include only monophyletic taxa are: (1) to treat the whole subtribe as Erigeron or, (2) to recognize Aphanostephus or Aphanostephus, Conyza, and the other South American segregates and at least an additional 5 to 10 new generic-level segregates from species groups traditionally treated as North American Erigeron. Utah Native Plant Society* Review of Manti-La Sal National Forest Species of Conservation Concern February 20, 2017 *The Utah Native Plant Society is a Utah non-profit organization with an IRS 501(c)(3) status founded in 1978 with eight chapters in different areas of the state (including the Canyonlands chapter in southeastern Utah) and with over 400 members. Web site: www.unps.org The Utah Native Plant Society (UNPS), in cooperation with the Grand Canyon Trust, is submitting this review of the plant species recommended by the US Forest Service Intermountain Regional Office (RO) as Species of Conservation Concern (SCC) for the purposes of land use planning by the Manti-La Sal National Forest (MLNF) in Utah. It appears that expert panels, academic and professional botanists and other stakeholders from the botanical community were rarely consulted or included in the development of the Forest SCC list, according to literature referenced. Retired US Forest Service (USFS) Regional Botanist Teresa Prendusi, and retired USFS Ecologist Wayne Padgett contributed their expertise to this review. Both have knowledge and experience with the national and regional rare plant programs, as well as species, and threats to those species, on the MLNF. From 1978 to 1992 UNPS held annual rare plant conferences and reviews and provided the primary input to the US Fish & Wildlife Service’s candidate species priority ranking program, and for the past almost 40 years has frequently informally consulted with the BLM, USFS and Utah Natural Heritage Program with respect to their various sensitive species programs, and provided input and recommendations. -

VOLUME 25, ISSUE 2 MAR/APR 2002 Interagency Botany Project Continues to Bene- fit Federal Agencies and Rare Plant Species By Deborah J. Clark, Bureau of Land Management, 150 East, 900 North, Richfield, Utah 84701 This is a sequel to the article printed in the Jan/Feb 2001 issue of the Sego Lily. In 2000, Capitol Reef National Park (CARE) received funding for a three-year rare plant species inventory through the National Park Service (NPS). In 2001, CARE received a $1,000 grant from the Utah Native Plant Society to assist with this project. CARE used the grant money to hire a student from Southern Utah University to work on the field crew. This article will report a summary of our findings from last years’ field season. As mentioned in the earlier article, the Bureau of Land Management (BLM), U.S. Forest Service, Dixie National Forest (DNF), Fishlake National Forest (FNF), and CARE share man- agement responsibilities for many of the same Threatened, En- MAR/APR 2002 dangered & Sensitive plant species (TE&S). To enable each of these agencies to better manage their shared TE&S species, Interagency Botany Project Continues to Benefit they decided to create an interagency botany position and hire an employee to survey and/or monitor for these species through- Federal Agencies and Rare Plant Species out their ranges, regardless of agency boundaries. A BLM em- ploy ee was hired and stationed at CARE to act as project leader f or this three-year project. Through the interagency agreement, Keep off the Grass! the agencies are able to pool funding in order to extend surveys onto federal lands adjacent to CARE. -

Rule: The 2012 Planning Rule [36 CFR 219.7(c)(3)] states that “The regional forester shall identify the species of conservation concern for the plan area in coordination with the responsible official.” It [36 CFR 219.9(b)(2)(c)] defines a species of conservation concern as “…a species, other than federally recognized threatened, endangered, proposed, or candidate species, that is known to occur in the plan area and for which the regional forester has determined that the best available scientific information indicates substantial concern about the species’ capability to persist over the long-term in the plan area.” Analysis: The best available scientific information (BASI) indicates a level of uncertainty in identification of this species as an established species within the plan area.
