1. Notice of Recordings Residents were reminded that permission must be obtained from members of the public prior to taking photographs or recording individual comments. Noted

2. Notes of Last Meeting Noted.

Residents were advised of the recent successful event held at Selly Manor, and details were given for the Local History Group meetings All to Note held on the 3 rd Monday of each month at Selly Oak Library, 2 – 4pm.

3. Petitions A petition was submitted from residents of Corisande Road, Selly Oak, calling upon City Council to install a security gate and fencing to the entrance of the service/access road at the rear of Corisande Road starting at number 16. Ward Chair to present It was agreed the petition would be presented by the Ward Chair to petition at the next City Council Meeting. City Council

4. Police and Fire Service Updates Max Brownhill, West Midlands Fire Service briefly advised of the proactive work carried out with the Students Guild/Union to increase fire safety awareness amongst students. Fire safety awareness/home security checks were also ongoing with All to Note residents across the ward.

West Midlands Police Update Cllr Jones advised of the proactive approach taken by the police and Students Guild/Union to highlight the dangers of the so-called ‘legal highs’. A local shop selling ‘legal highs’ had recently closed following the successful change in legislation reclassifying them as illegal.

Residents advised of the ongoing parking problems/obstructive parking along Avenue/Pershore Road and called for a more robust and proactive approach by the police/Civil Enforcement Officers. Senior Service Mr Khan, Senior Service Manager Engineers, advised of the criteria Manager and costs of a ‘Residents Only’ parking scheme and following further Engineers/ discussion and a request from the Chair, agreed to meet with Weoley residents in Weoley Avenue to see how their concerns could be Avenue addressed, and to arrange for a survey to be carried out to identify Residents those properties without off street parking. Residents would be advised of the findings.

Paving slabs had also been damaged by drivers who had not paid to have a dropped kerb and deliberately driving their vehicles over them Ward in order to access their respective drives. Chair/Amey/ The Chair suggested that a coordinated approach/action day with the Police Police, Enforcement Officers and Amey should be arranged in order to identify and take appropriate action against the perpetrators.

5. Fleet & Waste Management No Officer in attendance.

Residents advised of the following concerns:- - Weoley Avenue: the tenants living in the privately rented accommodation were still not taking responsibility for storing the wheelie bins securely after collection. Residents felt that a more robust approach was needed.

- Pershore Road: bins at several properties had not been collected due to excessive side waste. A common sense approach was needed by the collection crew as well as making the students more aware of their duties and responsibilities towards refuse and recycling.

- Wheelie bins were not being returned to their collection point.

The Chair briefly advised of the top five issues for cleaner streets across the ward; these included:- - The proper and effective use of wheelie bins. - Addressing the recycling issues in . - Proactive approach/action on fly-tipping; skips and building waste. - A coordinated timetable for street cleansing and community clean ups; developing a community engagement strategy with residents and partners.

6. Highways Update Sajid Khan, Senior Service Manager, Engineers briefly advised of the

following:- Gibbins and Reservoir Roads 20mph speed reduction scheme and

road resurfacing as necessary. To be completed before the end of the current financial year.

Several residents expressed disappointment that Weoley Avenue had

not been included in the scheme even though the smaller roads and cul-de-sacs leading off it were, and requested that the decision to exclude the Avenue was reviewed, especially in light of a fatality in a recent road traffic accident. Poor driving practices had been identified as one of the factors for a number of incidents and traffic congestion. Senior Service Members and residents felt that as regular drivers along Weoley Manager, Avenue, consideration must be given to traffic management along Engineers to the stretch of road, and that residents’ safety was paramount. review

Other concerns raised:-

-Bristol Rd/Harrow Rd to be closed for three weeks for works to be

carried out by Severn Trent Water Authority. Residents and Members felt this was unacceptable and should be delayed until the

students had completed their exams.

- Bristol Road - temporary traffic lights affecting the flow of traffic.

Strathdene Gardens/Gibbins Road – double yellow lines needed on Senior Service both sides of the road by the junction. Driver visibility significantly Manager, reduced due to an increase in obstructive parking. Engineers to investigate

Maria Hewitt, Highway Steward, Amey advised of improvements to be carried out to the footpaths in Gibbins Road.

3 The Chair briefly advised of the regular site walkabout with Amey and Elected Members on Friday morning; residents to advise Members of All to Note any additional concerns ahead of the walkabout.

7. Updates from Neighbourhood Forums

TARA/Bournbrook Neighbourhood Forum Barry Toon briefly advised of the work ongoing with partner agencies

regarding HMOs, student accommodation, planning issues around

Bournbrook and the areas not covered by the Article 4 Directive.

An ‘All outs Events Day’ had recently taken place, with a number of key partner agencies taking part, including HMRC and Border Agency Officers. Future works included looking at the HMO Licensing Scheme to see if

this could work within the ward, and developing a citywide student

accommodation policy, given the steady increase in the number of students in the city.

Selly Park South Neighbourhood Forum

John Williams briefly advised of the activities, partnership working and events carried out by the Forum. These included a Big Lunch

Event to mark the Queen’s 90 th birthday and alley-gating/safety schemes with TARA. All to Note

8. Residents Issues Residents sought further clarity on the criteria for the Article 4 Directive, and felt that further scoping/mapping out of properties being used by students should be carried out in order to accurately ascertain the number of student accommodation across the ward.

Acre Mews – anti-social behaviour and practices, including rubbish Chair to email dumping, under-age drinking etc. the police with details Selly Oak Festival – due to take on 18 June 2016,

Guild Wardens – will be collecting charitable donations on behalf of All to Note British Heart Foundation. Collection bags with details of times/dates would be distributed to each property.
