Initial/revised proposals overview

1. The West Midlands region was allocated 53 constituencies under the initial and revised proposals, a reduction of six from the existing allocation. In formulating the initial and revised proposals the Commission decided to construct constituencies using the following sub­regions:

2. Under the initial proposals seven of the existing 59 constituencies were completely unchanged. The revised proposals retained six of the existing constituencies unchanged. Under the initial proposals there were four constituencies that crossed county boundaries. These were: one cross­county constituency between Worcestershire and Warwickshire ( and South Warwickshire), one between Herefordshire and Shropshire ( and ), one between Herefordshire and Worcestershire (Malvern and ), and one between West Midlands and Warwickshire (Shirley and Solihull South). In the revised proposals there continued to be four constituencies that crossed county boundaries: one between West Midlands and Worcestershire ( Northfield), one between Herefordshire and Shropshire (Ludlow and Leominster), one between Herefordshire and Worcestershire (Malvern and Ledbury), and one between West Midlands and Warwickshire (Coventry South and ).

3. In response to the consultation on the initial proposals and secondary consultation the Commission received over 2,100 representations regarding the West Midlands region. These representations commented on most parts of the region, with the main issues being:

● the proposed constituencies of Kenilworth and Leamington, and and Stratford­on­Avon ­ particularly with regard to the inclusion of the ‘twin ’ of Warwick and Royal in different constituencies;

2 ● the proposed division of the of Solihull between constituencies ­ respondents objected to changes made to existing constituencies and, in particular, to the inclusion of Solihull wards in the Coventry West and Meriden constituency; ● the proposed configuration of constituencies in the City of Birmingham; ● the proposed division of the centre of the of between constituencies; ● the proposed division of the City of Stoke­on­Trent between constituencies ­ and particularly to the inclusion of Stoke­on­Trent wards in a West Staffordshire constituency; ● the inclusion of the Whittington & Streethay ward in the proposed Tamworth constituency; ● the inclusion of the town of in the proposed Newcastle­under­Lyme constituency; ● the inclusion of the Shropshire electoral division of in the proposed , Wellington and constituency; ● the geographical size of the proposed Ludlow and Leominster constituency; ● the inclusion of the District wards of Drakes Broughton, and Norton and Whittington in the proposed Worcester constituency; ● the proposed cross­county constituency of Evesham and South Warwickshire.

4. In considering the evidence received, the Commission altered 77% of the constituencies we initially proposed in the West Midlands region: one of these constituencies was subject only to a change of name ( East and ).

3 Number of representations received

5. In the West Midlands region, the Commission received a total of 1,095 representations during consultation on the revised proposals, bringing the total number of representations for this region to 3,200. This number included all those who gave evidence at the public hearings. There were also a number of duplicate representations within this total, as well as representations that made general comments that did not have any bearing on the substance of the initial or revised proposals.

6. While many of the representations can be categorised as opposing the Commission’s revised proposals, there has been a degree of support for certain constituencies across the whole region. These include, but are not limited to , Stratford­on­Avon, Warwick and Leamington, Meriden, Solihull, Telford, Worcester, Wyre Forest, and certain constituencies in the Cities of Birmingham and Stoke­on­Trent.

Campaigns

7. As expected, throughout the region, representations from a number of organised campaigns were received. In the West Midlands region, these were as follows:­

8. During the previous consultations the Commission received five campaigns in relation to the West Midlands region. Of these, the campaign entitled ‘Keep Bilston United’’ was submitted again during the consultation on the revised proposals.

Major issues

9. Major issues that drew objection were as follows:­

Coventry and Warwickshire

● the inclusion of the wards of Revel and , and Walston and the Lawfords in the proposed constituency instead of in the Rugby and constituency; ● the inclusion of the District of Warwick ward of Radford Semele in the proposed Rugby and Southam constituency, instead of in Warwick and Leamington; ● the inclusion of the town of Kenilworth in the proposed Coventry South and Kenilworth constituency, and the division of the City of Coventry between constituencies.

Solihull

● there were no major issues that drew objection in this sub­region.

6 Herefordshire, Shropshire (including Telford and Wrekin), and Worcestershire

10. In light the of the representations and evidence received we have considered whether the revised proposals should be changed.

11. The final recommendations have been formulated on the same sub­regions used as the revised proposals. Coventry and Warwickshire, and Solihull were treated as sub­regions on their own in the revised proposals, whereas in the initial proposals, all three had been included in a large sub­region with the rest of the West Midlands region, apart from Staffordshire and Stoke­on­Trent. No counter­proposals were received during the consultation on the revised proposals which suggested alternative sub­regions, although there have been objections to the inclusion of the District of Bromsgrove wards of Rubery North and Rubery South in the proposed Birmingham Northfield constituency.

12. Under the final recommendations six of the existing constituencies are unchanged. In the initial proposals four constituencies were proposed that crossed county boundaries; in the revised proposals, there continue to be four constituencies that cross county boundaries.

Overview

13. In our initial proposals, we divided the West Midlands region into two sub­regions: Staffordshire and the City of Stoke­on­Trent, and the rest of the region: Herefordshire, Shropshire (including the of Telford and Wrekin), Warwickshire, Worcestershire, and the West Midlands (the of Dudley, , Solihull, and Walsall, and the Cities of Birmingham, Coventry and Wolverhampton). No wards were split between constituencies in the initial proposals.

14. The assistant commissioners and the Commission considered that the alternative counter­proposals for eight constituencies in the City of Coventry and the county of Warwickshire would mean that Coventry and Warwickshire could stand as a sub­region and better reflect the existing pattern of constituencies and local ties in the two areas. This would also allow for the Borough of Solihull to be treated as a sub­region on its own with two whole constituencies, as suggested in a number of counter­proposals. In response to the objections to the proposed Evesham and South Warwickshire constituency, which crossed the county boundary, the Commission revised their proposals so that there was no longer a constituency that crossed the Warwickshire and Worcestershire county boundaries. The Commission decided that the two District of Bromsgrove wards of Rubery North and Rubery South should be included in a cross­county boundary constituency with wards from the City of Birmingham. This would allow for minimal change to be

12 made across the City of Birmingham and the four remaining metropolitan boroughs. We recommend no changes to the sub­regions as part of the final recommendations.

Sub­region 1 ­ Coventry and Warwickshire

15. Of the nine existing constituencies in the City of Coventry and the County of Warwickshire only one, Coventry North East, is within the permitted electorate range. All of the remaining eight constituencies are below the permitted range. Our initial and revised proposals were for eight constituencies.

Initial proposals

16. As part of the initial proposals we included the two Borough of North Warwickshire wards of Arley and Whiteacre, and in the North Warwickshire constituency, uniting the whole of the borough in one constituency. The proposed Nuneaton constituency included wards from the Boroughs of and Rugby, and the Rugby constituency included seven District of Stratford­on­Avon wards and was renamed Rugby and Southam to reflect its composition. We proposed a Kenilworth and Leamington constituency containing 17 District of Warwick wards, and the five wards comprising the town of Warwick were included with 21 District of Stratford­on­Avon wards to form a Warwick and Stratford­on­Avon constituency. Seven District of Stratford­on­Avon wards were included with 21 District of Wychavon wards in the cross­county boundary constituency of Evesham and South Warwickshire.

17. The electorate of the City of Coventry at just over 210,000 was too small to form three whole constituencies. We proposed no change to the existing Coventry North East constituency, and we included the two Borough of Solihull

13 wards of Knowle and Meriden in a Coventry West and Meriden constituency, with a Coventry South constituency comprising seven City of Coventry wards.

18. There was widespread opposition to our proposals in Coventry and Warwickshire, with particular objection to the inclusion of the town of Warwick in the Warwick and Stratford­on­Avon constituency. Many respondents said that the towns of Warwick and Leamington Spa were very closely linked, were effectively as one, and should be in the same constituency. There was also opposition to the division of the District of Stratford­on­Avon between four constituencies. The Coventry constituencies were similarly opposed with objection to the inclusion of the two Solihull wards of Knowle and Meriden in a Coventry constituency. It was suggested that the three wards that make up the town of Kenilworth should be included in a Coventry South and Kenilworth constituency, and there was support for the inclusion of the town of Bedworth in a Coventry constituency. However, this latter proposal would result in extensive changes to the Nuneaton, and North Warwickshire constituencies, the latter of which had been supported in the initial proposals.

Revised proposals

19. In considering the evidence submitted in written representations and in oral evidence at public hearings, our assistant commissioners recommended considerable change to the initial proposals. The Commission adopted a counter­proposal that addressed a number of the issues and made fewest changes to the existing pattern of constituencies by retaining the towns of Warwick and Leamington in the same constituency, including Kenilworth in a Coventry South and Kenilworth constituency, and dividing the District of Stratford­on­Avon between only two constituencies. To compensate for the inclusion of the ward in the Stratford­on­Avon constituency, the Radford Semele ward was included in the revised Rugby and Southam constituency. The Coventry North East constituency, which did not need to be changed, was revised as it was considered that this allowed for a practical solution to the

14 Coventry constituencies. We no longer proposed a constituency that crossed the county boundary with Worcestershire, and ‘returned’ the Knole and Meriden wards to a Solihull constituency.

20. There was a degree of support for the revised proposals with regard to the North Warwickshire, Stratford­on­Avon, and Warwick and Leamington constituencies, but considerable opposition to the revised Nuneaton, Coventry South and Kenilworth, and Rugby and Southam constituencies, with the inclusion of the Radford Semele ward in this constituency. The inclusion of the Borough of Rugby wards of Revel and Binley Woods, and and the Lawfords in the proposed Nuneaton constituency also attracted opposition. It continued to be suggested that Bedworth rather than Kenilworth (which some considered was a rural ward with few links to the city), should be included in a Coventry constituency. The three Coventry constituencies were generally not supported and there were representations that suggested that all three Coventry constituencies should be reconfigured. Our investigations of the counter­proposals received indicated that they either created constituencies outside of the permitted electoral range or required significant changes to constituencies across the sub­region.

Recommendations

21. Having considered the evidence and following discussions with the lead commissioner for this region, we recommend no changes to the boundaries of the revised proposals in this sub­region. We did not consider that there was any significant new evidence in the representations to the revised proposals that would lead us to further revise our recommendations. Although the revised proposals affected constituencies in other sub­regions, we considered that they were the most appropriate for the area, were better than the initial proposals and other counter­proposals, and meant that no Warwickshire wards were included in a cross­county constituency. The names and composition of each constituency for the final recommendations is detailed in appendix A.

15 Sub­region 2 ­ Solihull

Initial proposals

22. In formulating the initial proposals, although it was possible to create two constituencies wholly within the Borough of Solihull, and the existing Solihull constituency was within the permitted electorate range, the Borough of Solihull was considered as part of the wider sub­region with the West Midlands. We proposed a and Solihull North constituency in the initial proposals that would include five wards from the existing Meriden constituency, two from the existing Solihull constituency (Elmdon and Lyndon), and the City of Birmingham ward of Sheldon. As mentioned above, the Knowle and Meriden wards were included in the proposed Coventry West and Meriden constituency. The remaining nine wards were included in the cross­county constituency with the District of Stratford­on­Avon ward of Tanworth­in­Arden, which we called Shirley and Solihull South.

Revised proposals

23. There was widespread opposition to the initial proposals with calls for two constituencies to be formed wholly within the borough. The initial proposals were subsequently revised with the Borough of Solihull being treated as a sub­region on its own. The Elmdon ward was included in a Meriden constituency with the Knowle and Meriden wards, thereby uniting the of Knowle and Dorridge in one constituency, and the Blythe ward was included in the Solihull constituency. The City of Birmingham ward of Sheldon was included in a Birmingham, rather than a Solihull constituency, although a number of representations drew attention to strong ties of the Sheldon ward with Solihull, rather than with Birmingham. During consultation on the revised proposals the constituencies in this sub­region were broadly supported with no counter­proposals received.

24. Having considered the evidence and following discussions with the lead commissioner for this region, we recommend no changes to the boundaries of the revised proposals in this sub­region. The names and composition of each constituency for the final recommendations is detailed in appendix A.

Sub­region 3 ­ Herefordshire, Shropshire (including Telford and Wrekin), Worcestershire, and West Midlands (less Coventry and Solihull)

Initial proposals

25. During the initial proposals we had decided to construct constituencies in this sub­region, which also included the City of Coventry, the Borough of Solihull and the county of Warwickshire. The electorate of this sub­region was just under 3.174 million and we allocated 42 constituencies, a reduction of five. We did not split any wards and four constituencies crossed county boundaries. Of the existing constituencies, 11 have electorates that are within the permitted electorate range, one constituency has an electorate above the range, and the remaining 35 are all below the permitted range. We proposed to leave four constituencies wholly unchanged. During the revised proposals, we were able to consider Coventry with Warwickshire, and the Borough of Solihull as two separate sub­regions. Our proposals for constituencies in Solihull, Coventry and Warwickshire are described in the paragraphs above.

We included 21 District of Wychavon wards with seven wards from the District of Stratford­on­Avon in the cross­county constituency of Evesham and South Warwickshire, significantly altering the existing West Worcestershire constituency. The two District of Wychavon wards of Drakes Broughton, and Norton and Whittington were included in the Worcester constituency, and we included the whole of the Borough of Redditch and eight District of Bromsgrove wards, including the towns of Alvechurch and Wythall, in the Redditch constituency to bring it within the permitted electorate range. The remaining District of Bromsgrove wards were included with seven District of Wychavon wards in a Bromsgrove and Droitwich constituency. Although the Wyre Forest constituency did not need to be altered, we included in it the Wychavon ward of Hartlebury in order to create constituencies within the permitted range across the sub­region.

27. The Hereford and South Herefordshire constituency included the Herefordshire wards of Backbury, , and Hagley and we proposed a cross­county boundary constituency containing seven Herefordshire wards, including the towns of Ledbury and , with the whole of the District of Malvern Hills, and the Wychavon district ward of Ombersley, which we called Malvern and Ledbury. We proposed another cross­county boundary constituency called Ludlow and Leominster, containing 15 wards from Herefordshire and 11 wards from Shropshire. We did not alter the constituency, but the existing and Atcham constituency was altered to include the Shropshire county ward of Chirbury and Worthen and was renamed Shrewsbury, as Atcham was the name of a borough that no longer exists. Our proposed Telford constituency additionally included the wards of Donnington, and Hadley & Leegomery, and six Shropshire county wards from the existing Ludlow constituency, including the towns of Bridgnorth, , and Much Wenlock, were included in a Bridgnorth, Wellington and The Wrekin constituency.

18 Revised proposals

28. There was a significant level of support for the proposed Telford, and Bridgnorth, Wellington and The Wrekin constituencies, but some objection was received. The assistant commissioners rejected the counter­proposals for this area and no revisions were made to the composition of these two constituencies, although the name of the latter was revised to Bridgnorth and The Wrekin, as Wellington had historical connections to the name ‘The Wrekin’ and did not need to be included in a constituency name. No changes were made to the North Shropshire constituency. The Commission adopted a counter­proposal that included the ward of Much Wenlock in the Ludlow and Leominster constituency, rather than in a constituency with Bridgnorth and The Wrekin, in recognition of its community and commercial links with the Ludlow area. The evidence with regard to the inclusion of the Chirbury and Worthen ward in the proposed Shrewsbury constituency was noted, but no revisions were made as it was considered that the ward had sufficient ties with Shrewsbury, and its inclusion in the Ludlow and Leominster constituency would make this geographically large constituency even larger.

29. There were objections to the inclusion of Herefordshire wards in cross­county boundary constituencies with either Shropshire or Worcestershire, but it was considered that no representation had suggested a more appropriate alternative. There was broad support for the proposed Hereford and South Herefordshire constituency, particularly the inclusion of the Backbury and Hagley wards, but the inclusion of the Old Gore ward in the Malvern and Ledbury constituency, rather than in the Hereford and South Herefordshire constituency, was opposed. The ties of the Old Gore ward with the town of Ross­on­Wye were acknowledged, but to include the ward in the Hereford and South Herefordshire constituency would result in consequential knock­on effects. The Commission concluded that the necessary changes to include the Old Gore ward in the Hereford and South Herefordshire constituency could not be justified and no revisions were made. A number of counter­proposals were received with different suggestions for the

19 Malvern and Ledbury, and Ludlow and Leominster constituencies. There was support for the inclusion of the Bromyard Bringsty, Bromyard West, and Hampton wards in the Malvern and Ledbury constituency instead of in Ludlow and Leominster, and the constituency was subsequently revised to accommodate these changes.

30. There was some support for the initial proposals in the north of Worcestershire, but opposition to the cross­county boundary constituency with Warwickshire, and the division of the District of Wychavon among five constituencies. There were also various suggestions as to which neighbouring wards should be added to the Worcester constituency. The assistant commissioners advised that including only the Norton and Whittington ward in the Worcester constituency would better reflect the rules and help minimise change in the county. The Worcester constituency was therefore revised. This revision also allowed for the Drakes Broughton ward to be included in a revised and renamed Evesham constituency that would not contain any Warwickshire wards. This constituency, and the Malvern and Ledbury constituency, were both further revised with the inclusion of five District of Malvern Hills wards in the Evesham constituency.

31. The revisions to the Malvern and Ledbury constituency allowed for the inclusion of the District of Wychavon ward of Ombersley in the Bromsgrove and Droitwich constituency, which, in the initial proposals, had been separated from the rest of the Malvern and Ledbury constituency by the , and which the assistant commissioners considered should be included in the same constituency as the town of . There was both support and objection to the inclusion of the Wychavon ward of Hartlebury in the proposed Wyre Forest constituency. Having considered the evidence, it was decided to include the ward in the Bromsgrove and Droitwich constituency. This would allow the Wyre Forest constituency to revert to the existing configuration, the boundaries of which are coterminous with the District of Wyre Forest. The District of Wychavon would now be divided between three constituencies, rather than five as in the initial proposals.

32. As the electorate of the Bromsgrove constituency would now be outside the permitted electorate range, the assistant commissioners visited the District of Bromsgrove wards of Rubery North and Rubery South to observe for themselves links between Rubery and the neighbouring City of Birmingham ward of . They considered the links were such that it would be reasonable to accept a counter­proposal to include the two wards in a cross­county boundary Birmingham Northfield constituency. In response to the representations, they also recommended the inclusion of the District of Bromsgrove ward of Tardebigge in the Bromsgrove and Droitwich constituency, and the District of Bromsgrove ward of Cofton in the Redditch constituency. A counter­proposal to include the District of Wychavon ward of Inkberrow in the Redditch constituency was rejected as was a suggested name change.

33. There was considerable objection to the inclusion of the Alvechurch wards in the Redditch constituency in the initial proposals, with it being argued that Alvechurch was rural in nature. As the electorate of the existing Redditch constituency was some way outside the permitted electorate range, wards from a neighbouring local authority would have to be included in the constituency. It was decided not to make further revisions to the Redditch constituency and to retain the inclusion of Alvechurch.

34. The revised proposals attracted a degree of support in Herefordshire, Shropshire, and Telford and Wrekin, and there was notable support for the revised constituencies of Telford, Wyre Forest, and Worcester, although there was still some objection to the inclusion of the Wychavon district ward of Norton and Whittington in the Worcester constituency (at least one neighbouring ward has to be included in Worcester to bring it within the permitted electorate range).

35. A counter­proposal suggested that the two Rubery wards should continue to be included in a Worcestershire constituency, instead of in a cross­county boundary constituency with City of Birmingham wards. This counter­proposal

21 also included the Much Wenlock ward in a Bridgnorth and Wrekin constituency. It was submitted that the proposed Ludlow and Leominster constituency was too large geographically, but we noted that the counter­proposal actually increased the size of the Ludlow and Leominster constituency. This counter­proposal also included the District of Wychavon ward of Hartlebury in the Evesham constituency and retained the inclusion of the town of Alvechurch in the Redditch constituency. There continued to be considerable objection to the inclusion of eight District of Bromsgrove wards in the proposed Redditch constituency, but no counter­proposal was received that would result in a Redditch constituency within the permitted electorate range. Similarly, there continued to be objections to the inclusion of the Herefordshire ward of Old Gore in the Malvern and Ledbury constituency, but no counter­proposal was received that would ensure a Hereford and South Herefordshire constituency within the permitted electorate range.

36. The inclusion of five District of Malvern Hill wards in the proposed Evesham constituency continued to be opposed with it being argued that the wards’ ties were closer with the town of Malvern than with Evesham. Similarly, the inclusion of the wards of Much Wenlock, Brown Clee, , and Highley in the Ludlow and Leominster continued to be opposed. We consider that no significant new evidence had been submitted that would lead us to recommend further revisions to the proposals for these two constituencies.

Recommendations

37. Having considered the evidence, and following discussions with the lead commissioner for this region, we recommend no changes to the boundaries or the names of the revised proposals in this part of the sub­region. We considered that the counter­proposal that included the District of Wychavon ward of Hartlebury in the Evesham constituency and retained the town of Alvechurch in the Redditch constituency was overall too disruptive, was counter to the evidence that had been received, and we do not recommend it, although we continue to propose the inclusion of the Alvechurch

22 wards in the Redditch constituency. We also considered that no significant new evidence had been submitted that would lead us to recommend further revisions to the proposals for the two constituencies of Evesham, and Ludlow and Leominster.

38. The names and composition of each constituency for the final recommendations is detailed in appendix A.

The West Midlands metropolitan boroughs (less Coventry and Solihull)

Initial proposals

39. The large ward electorates, particularly in Birmingham and Dudley meant that the construction of the initial proposals in the West Midlands had been challenging. As described above, the City of Birmingham ward of Sheldon was included in the proposed Chelmsley Wood and Solihull North constituency in the initial proposals. We made no changes to the existing Birmingham, , and constituencies. We proposed five constituencies that contained only City of Birmingham wards and a further six constituencies contained City of Birmingham wards with at least one ward from another borough. Of these 11 constituencies, two were unchanged in the initial proposals and five contained three of the four wards from an existing Birmingham constituency. The proposed Birmingham , Birmingham , and Birmingham Barr constituencies each contained one ward from the Borough of Sandwell; the Birmingham constituency contained one ward from the Borough of Walsall; and the proposed Birmingham, and constituency contained three City of Birmingham wards and three Borough of Dudley wards.

40. In the Borough of Walsall, the addition of the two Walsall wards of East, and Bloxwich West led us to rename the existing ­Brownhills constituency to Aldridge, and Bloxwich. The proposed Walsall Central

23 constituency included two wards from the existing Walsall North constituency and six wards from the existing Walsall South constituency, including the wards of Paddock, Palfrey, Pleck and St. Matthew’s. We proposed a Wolverhampton West constituency that contained six of the seven wards from the existing Wolverhampton South West constituency and two wards from the existing Wolverhampton North East constituency. The proposed and Willenhall constituency contained, respectively, three, five and one ward from the existing Walsall North, Wolverhampton North East, and Wolverhampton South West constituencies. The proposed Wolverhampton South and Coseley constituency contained five City of Wolverhampton and three Borough of Dudley wards.

41. In Dudley, the proposed Dudley West, and constituencies contained only Borough of Dudley wards (both from three existing constituencies). The proposed Dudley East and Tipton constituency contained three Borough of Dudley wards, and five wards from the Borough of Sandwell (four from the existing West constituency, and one from West Bromwich East). In the Borough of Sandwell, the proposed Warley constituency included only Borough of Sandwell wards (from three different existing constituencies) and the proposed West Bromwich constituency also contained only Borough of Sandwell wards (also from three different existing constituencies).

42. There was some support for the initial proposals with representations approving the shape of many of the Birmingham constituencies, which included parts of both inner city and suburb. There was also support for the three Wolverhampton constituencies and the proposed Aldridge, Brownhills and Bloxwich, and Walsall Central constituencies.

43. However, there was opposition to the proposed Birmingham Selly Oak and Halesowen constituency, with particular objection to the inclusion of Borough of Dudley wards in the constituency and suggestions that Dudley is part of the and that Birmingham is not. There was also opposition to the division of the town of Halesowen between

24 constituencies with it argued that the Borough of Dudley ward of Hayley Green and Cradley South should not be in the proposed Stourbridge constituency.

44. There were objections to the inclusion of the City of Birmingham ward of Tyburn in the proposed Birmingham Ladywood constituency and to the elongated shape of the constituency, which traversed the and extended westwards across the width of Birmingham into the Borough of Sandwell with the inclusion of the Soho and Victoria ward, although there was some support for the inclusion of Soho and Victoria in the constituency. There was some support for, but more objection to (including a campaign), the inclusion of the Borough of Walsall ward of Pheasey Park Farm in the Birmingham Erdington constituency in view of its rural feel. There was support for the Sutton Coldfield constituency, which had been unchanged in the initial proposals, but there were requests for the constituency to be called Royal Sutton Coldfield. This was rejected by the Commission as no other constituency in the UK had a Royal prefix in the constituency name.

45. Although we received counter­proposals that did not involve the splitting of wards in the City of Birmingham, a number of respondents did propose the splitting of wards, with numerous wards being suggested as suitable candidates for splitting to better reflect local ties; various alternative configurations to constituencies were therefore proposed. The assistant commissioners noted that revisions would have to be made as a consequence of including the City of Birmingham ward of Sheldon in a Birmingham constituency and the two Rubery wards in the Birmingham Northfield constituency, and considered that this would be a challenging task in view of the large ward electorates throughout Birmingham.

25 Revised proposals

46. Having reviewed all the representations and counter­proposals for the sub­region, the assistant commissioners considered that no one counter­proposal provided a suitable solution and decided to adopt elements of different counter­proposals. They therefore decided to recommend changes to most of the constituencies that had been proposed in the initial proposals and to propose a pattern of constituencies that did not split any wards in the City of Birmingham. All the City of Birmingham wards would be contained within the Birmingham constituencies with the exception of two. Although there was support for the proposed inclusion of the ward in a Birmingham Erdington constituency, the assistant commissioners considered that there was sufficient evidence to alter the initial proposals to include the Oscott ward in a Walsall and Oscott constituency. The other City of Birmingham ward not contained within a Birmingham constituency is , which they recommended be included in the West Bromwich constituency, although this had not been suggested in any counter­proposal.

47. Although they did not consider that it was necessary to split wards in the City of Birmingham, the assistant commissioners were persuaded by the evidence in the representations to split wards in the Black Country as this would more closely match the existing pattern of constituencies and have a closer regard to the local authority boundaries and the statutory criteria overall.

48. In Wolverhampton, there had been significant support for the proposed Wednesfield and Willenhall, Wolverhampton South and Coseley, and Wolverhampton West constituencies and the Commission did not further revise these, except to rename Wednesfield and Willenhall as Wolverhampton East and Willenhall as it contained Wolverhampton city centre. In the Borough of Sandwell, the West Bromwich constituency was revised to include the City of Birmingham ward of Handsworth Wood and part of the split Borough of Sandwell ward of Greets Green and Lyng (which they had visited).

26 The constituency would also include part of the split Borough of Sandwell ward of St. Pauls, in order to ensure that all constituencies were within the permitted electorate range, with the remainder of this ward being included in the Warley constituency, which would also include the Borough of Dudley ward of St. Thomas’s. The remainder of the split Greets Green and Lyng ward would be included in the Darlaston and Tipton constituency, which would also comprise of three Borough of Walsall wards and five Borough of Sandwell wards, including the two Wednesfield wards.

49. In Dudley, the assistant commissioners visited the Borough of Dudley ward of , and considered that to split the ward along the railway line, as suggested in a counter­proposal, was a satisfactory solution as by doing so allowed the four wards that comprised Halesowen town to be included in a Halesowen and constituency. Having recommended that three Dudley wards be included in the Wolverhampton South and Coseley constituency, which they did not consider should be revised, the assistant commissioners included seven Borough of Dudley wards in the Dudley constituency, including part of the split Brierley Hill ward, and seven Borough of Dudley wards in a revised Stourbridge constituency, which would include the remainder of the split Brierley Hill ward.

50. In response to our revised proposals we received further counter­proposals for changes in this part of the sub­region. One suggested alterations to two of the Birmingham constituencies, although we considered that this did not sufficiently address the concerns of most of those opposing our proposals, and we also received some support for the revised constituencies in the area, particularly for the proposed constituencies in Birmingham. The largest number of objections in the whole West Midlands region related to the revised proposals as they affected the existing Birmingham, Yardley constituency. Many representations objected to the significant reconfiguration of our proposed Birmingham Yardley constituency with the inclusion of the City of Birmingham wards of and in the Birmingham Hall Green constituency, and North Yardley in Birmingham Hodge Hill, and in Birmingham Yardley. It was argued that the existing Birmingham, Yardley constituency was a coherent whole and that there were no ties between

27 the Nechells and Sheldon wards at opposite ends of the constituency. We received a counter­proposal that redistributed wards between the Birmingham Hodge Hill and Birmingham Yardley constituencies in order, it was suggested, to better reflect the existing constituencies, and which also proposed the splitting of the Hodge Hill ward between these two constituencies. It was suggested in representations that Birmingham is an inappropriate name for the constituency, that no one outside the area knew where Brandwood was, and that local people associated the name with the cemetery.

51. The second largest group of objections for the whole region concerned the proposed constituencies in the Borough of Dudley and the division of the borough between constituencies. There was particular opposition to the inclusion of the St. Thomas’s ward in the Warley constituency as this would result in the division of the centre of the town of Dudley between constituencies with the ward being an ‘orphan ward’ in a predominantly Sandwell­based constituency. A counter­proposal was received that altered four constituencies in this area and reunited the centre of Dudley in one constituency. There were also objections to the inclusion of the two Borough of Dudley wards of Upper Gornall and Woodsetton, and Sedley in the proposed Wolverhampton South and Coseley constituency with it being argued that this would further break links with the town of Dudley. We received relatively few representations for the constituencies in Wolverhampton, whether in support of, or objection to our revised proposals.

52. In the Boroughs of Sandwell and Walsall we received a counter­proposal to exchange the Borough of Walsall wards of Blakenhall and Streetly between the Aldridge, Brownhills and Bloxwich, and Walsall and Oscott constituencies, but we rejected this counter­proposal, noting the support we had received for the proposed Aldridge, Brownhills and Bloxwich constituency. Another counter­proposal did not split the Greets Green and Lyng ward but split the South ward instead to reconfigure the Darlaston and Tipton, and West Bromwich constituencies.

There was also opposition to the inclusion of the Borough of Walsall ward of Pleck ward in the Darlaston and Tipton constituency; in the initial proposals it had been included in the Walsall Central constituency. It was suggested that Pleck formed part of the BAME Asian community in this area and that to place it in Darlaston and Tipton would separate it from the similar wards of Paddock, Palfrey and St. Matthew’s, which were located in the Walsall and Oscott constituency. To include the ward in the Walsall and Oscott constituency it was proposed that the electorally large Oscott ward be included in a Birmingham constituency. However, there was some support for the inclusion of the Pleck ward in the Darlaston and Tipton constituency and it was suggested that Pleck had links with Darlaston, which was also part of the wider BAME Asian community in this part of the West Midlands.

Recommendations

54. As will be outlined in the presentation to commissioners, having considered the evidence, and following discussions with the lead commissioner for this region, we recommend no changes to the boundaries of the revised proposals. We note the opposition to the revised Birmingham Yardley constituency, and the counter­proposal that suggests the splitting of the Hodge Hill ward between the Birmingham Hodge Hill and Birmingham Yardley constituencies. However, we do not consider that this counter­proposal provides compelling evidence for us to split a further ward; we consider that our proposals offer the only solution that does not split a ward, and we do not consider that there is a better or more suitable alternative that we could recommend for the Birmingham Yardley constituency that would fit with our other recommendations. We also considered that little evidence was received from the area of the constituency that might have assisted us in formulating a different pattern of constituencies. However, we accept the evidence that Birmingham Brandwood is an inappropriate name for the constituency. We therefore suggest renaming the constituency Birmingham . We consider that this name, which had featured as a Birmingham constituency previously, is more suitable and more likely to be accepted locally.

55. We were very mindful of the objections in the Borough of Dudley and to the division of the centre of the town of Dudley between constituencies, but considered that whatever we proposed in this area, either Dudley or Stourbridge would have to be divided between constituencies. Based on the evidence received, we considered that to further alter our revised constituencies would lead to disruption elsewhere ­ disruption that had not been tested in a public consultation.

56. In the Borough of Sandwell, we considered that the proposal to split the ward of Wednesbury South between the Darlaston and Tipton, and West Bromwich constituencies, instead of the Greets Green and Lyng ward, had considerable merit, but it was not proposed by other representations, and had come late in the consultation process so it could not be aired and tested with the public. We also considered that the consequential effects of the transfer of the Pleck ward from the Darlaston and Tipton constituency to Walsall and Oscott would be too disruptive to justify further amendment. We therefore decided to make no further changes to the Darlaston and Tipton, Walsall and Oscott, and West Bromwich constituencies.

57. The names and composition of each constituency for the final recommendations is detailed in appendix A.

Sub­region 4 ­ Staffordshire and Stoke­on­Trent

Initial proposals

58. It was possible to construct 11 whole constituencies in this sub­region without crossing county boundaries. Of the four existing constituencies that had electorates within the permitted range, we made no change to the Burton, Chase, and constituencies. The remaining seven constituencies all had electates below the

30 permitted range. We proposed that the divided District of Litchfield ward of Whittington & Streethay should be included in the Tamworth constituency to bring it within the permitted range, but this resulted in the electorate of the Lichfield constituency falling outside the range. We therefore included in this constituency the divided District of Lichfield ward of Hammerwich with Wall, and the ward of Haywood & Hixon. In the Stafford constituency we included the two divided Borough of Stafford wards of , and & , together with the & ward from the existing Stone constituency.

59. We constructed a constituency that was coterminous with the District of Staffordshire Moorlands boundaries, and proposed that five Newcastle­under­Lyme wards (that formed the town of Kidsgrove) should be included in a Newcastle­under­Lyme constituency with a further 15 Newcastle­under­Lyme borough wards. The electorate of the City of Stoke­on­Trent was too large for three whole constituencies, and too small for two, so we proposed Stoke­on­Trent North, and Stoke­on­Trent South constituencies with five wards of the City of Stoke­on­Trent included in a new West Staffordshire constituency that would also include the remaining four wards of the Borough of Newcastle­under­Lyme and the remaining six wards from the Borough of Stafford.

60. During the initial proposals consultation, there was support for our decision not to alter the Burton, Cannock Chase and South Staffordshire constituencies. There was significant opposition, however, to the inclusion of the Whittington & Streethay, and Hammerwich with Wall wards being included in, respectively, the proposed Tamworth and Lichfield constituencies, with it being suggested that these two wards be switched between the two constituencies. Our assistant commissioners visited both wards to observe for themselves the evidence ‘on the ground’. They noted that Streethay had close ties with Lichfield, and that Hammerwich ward contained part of the town of . They also noted that there was opposition to the inclusion of the Haywood & Hixon ward in the proposed Lichfield constituency,

31 rather than in Stafford, but they considered that, whatever solution was found, community ties would be broken and they were not persuaded divide Burntwood between constituencies.

61. There was a general level of support for the proposed Staffordshire Moorlands, and Stafford constituencies, but some objection to the inclusion of the five, urban Stoke­on­Trent wards in the new, largely rural West Staffordshire constituency. There was also support for the Newcastle­under­Lyme constituency, although there was some objection to the inclusion of the Kidsgrove wards in this constituency with it being argued that the town’s ties were with the north of Stoke­on­Trent. Among the counter­proposals was one for reconfigured Stoke­on­Trent constituencies, including a Stoke­on­Trent North and Kidsgrove constituency that was very similar to the existing Stoke­on­Trent North constituency; a Stoke­on­Trent Central constituency, largely based on the existing constituency of that name; and a Stoke­on­Trent South and Stone constituency, that included five wards from the Borough of Stafford. The Stafford constituency would include the ward. The Newcastle­under­Lyme constituency, although losing Kidsgrove, would continue to contain only Borough of Newcastle­under­Lyme wards and the Borough of Newcastle­under­Lyme would only be divided between two constituencies. The assistant commissioners recommended the adoption of this counter­proposal, and the Commission agreed, as it more closely matched the existing pattern of constituencies and was considered superior to the initial proposals for the Stoke­on­Trent area.

Revised proposals

62. During the consultation on the revised proposals, there was some support for the proposals, and in particular, for the Stoke­on­Trent constituencies. However, there was opposition to the five wards that formed Kidsgrove being included in Stoke­on­Trent North, with it being suggested that the town had stronger ties with Newcastle­under­Lyme than with

32 Stoke­on­Trent and that the initial proposals should be reinstated for this part of the county. There were also objections to the inclusion of the town of Stone in a constituency with wards from Stoke­on­Trent.

63. There continues to be opposition to the inclusion of the Haywood & Hixon ward in the Lichfield constituency, but no counter­proposal was submitted that would satisfactorily resolve the consequent effects of not including the ward in the constituency. There was opposition to the decision not to change the initial proposals for the Lichfield and Tamworth constituencies, and there continued to be suggestions to split the Whittington & Streethay ward (and one counter­proposal that suggested the splitting of the Hammerwich with Wall ward) in order to ensure both the Lichfield and Tamworth constituencies are within the permitted electorate range.

Recommendations

64. Having considered the evidence, and following discussions with the lead commissioner for this region, we recommend no changes to the boundaries of the revised proposals in this sub­region. We note the objection to the revised proposals, but also the support, particularly with regard the unchanged constituencies and those now proposed in Stoke­on­Trent and Newcastle­under­Lyme. We consider that calls to split the Whittington & Streethay ward do not meet the case of being exceptional and compelling, and therefore recommend that this ward is not split between constituencies. The names and composition of each constituency for the final recommendations is detailed in appendix A.
