L Objectives: To struggle against racism, c8p:htalism,__~~imperia1ism. At the staff meeting June,1968 there was a conscious attempt to define objectives and goals for SNCC relevant to the struggle in 1968. This effort must be under- stood in the light of the developing proce ss of thought which characterizes the organization. It also must be understood from the viewpoint that SNCC as an organ- ization has worked on programmatic events in the past without consolilldatingan ideological f'ramevor-kto which all members must adhere. A thrF.!epage paper vTaS voted upon as a basic manifesto, as general stated goals, toward Which the organization is striving. (See enclosed) This manifesto grows out of a series. of meetings da-ting back to the October, 1967 meeting of the cent.ral Commii;tee. At that meeting we eLecbed a poJ5tical committee charged with :Lm:t.he:r-hammering out objectives for the organization. This co~nittee met many times and engaged in long dialogue throughout the year.!In February it met with a broad spectrum of the organization and hammered out the enclosed statement. The Coordinating Committee approved this statement at our June,l968 meeting. There are many strong pOints to this document, and it points a direction which is revolutionary. It can help in the ideological development of our people. In a 'later memorandum I will discuss those strong points as well as criticize what I think are some weaknesses in the document. 2. To assist in the building of the Blac~~an~her Party as a National political party of vlhich FIuey Newton is the Minister of Defenf~ and Bobby Seales is the Chairman. This decision is extremely important for it represents a critical political diree- tion toward which we have been emerging sInce 1966. At our :r:ecember,1966 staff meeting we voted to create Freedom Organ:Lzations around the country with the Black Panther as a symbol. These were to be all inclusive political parties; that is to say, they would not be concerned with traditional electoral politics but were to be • > I instruments independent of'the traditional political parties. They were to include -2,- .' committees that dea'lt with "the total facets l:)f the ]_iv~e and ueeaa of Ot."" 1)0<.'.1;-"'<'~ .pO itical~ economic, cultural, educational, housing, re-distrioution of wealth, and 80- forth. As an organization we were unable to do this because of the middle class na- ture of our organiz:ation and our shifting focus i'rolU 'the RgrUl.·IUJ:J SouT.h TO T.he i now: trie.lized cities of the North. This means, in effect, that while we understood and could work well with the wretched of the Southern earth as we did in Mi8Sis8ippi, Alabama, and other parts of the South--as Wl~ moved more and more into the industriaJ Lzed North we lacked the cadre that could effectively organize poor people in the "ghetto" and especially the "lu.rrrpenproletariat" of which Fanon e.peaks in Chapter 3. The strong necessity of breaking the "bourgeois" nature of our organization "TaE not clearly understood. This means that the rampant individualism, shifting of ener gy, ability to leave the South and return t.o our homes in the North, lack of disci- pline, undefined goals, shifting ideologies from month to month, season to season-- all these factors which make it impossible to act as a disciplined cadre organizing apolitical party--indeed made it impossible for us to organize the Freedom Organiz~ tion as a national political party with the Panther as a symbol. However, even dttring this time we were fostering ideas--intellectua1s that we claim to be--and many of these ideas are 'being implemented. Brother Iruey P. Nevrton states clearly that he was very impressed with the Lowndes County Freedom Organizat: with the Black Panther as a symool and it inspired him to action. Hence, it was only natural tha.t an alliance should develop bet-ween SNCC and t;h< Black Panther Party. This alliance was concretized even further with the drafting of certain people from SNCC to work with the Black -Parrther-a: stokely Carmichael, Ra1 Brown, and myself. Kathleen Cleaver who once worked with SNCC is not unimportant t the working alliance which .will grow even. closer between the Panthers and SNCC. There is nly one legitimate road for us to perform in this period of history: to assist in thE~ development of the Black Panther Party. This means that we nmst t' our resources, our contacts, our experiences, our minds, our revolutionary zeal to further expand the Black Panther Party. This new featUre emerged from a recognition that to e110\{ the Government of the Uh: States to focus on one person is a serious mistake because the Chairman of the orgr ization can easily be bottled up by a series of' court involvements., imprisonments, and other hazards to the struggle. Our organization was not created to be daterre' by the handf.capa, revolutionary or ot.her-wtse,of any individua:t but 1.JaS designed tl make the collective pr-ocean trork. IJ1he group, the organ,i.zation, the politicaJ_ part, the revolutionary work is far greater than any personality and it is the responsi- bility of the revolutionary forces to S0 structure themselves that they do ,not al- low themselves or the enemy--the United states Government in our case--to enfeeble or destroy the revolutionary work. This deciSion was also based on the fact that we had to demonstrate to our- selves and to those we serve that as an organization we are not going to allow the Government to persecute our leaders without evidencing a will to fight back. we will create ten Rap Browns and ten thousand more Rap Browns before it'5 aJa~ d, 1\1..1.. ",,~. 4., The elimination of the position of the Chairman and the Executive secretary. This move was made because we felt a need to streamline the authority and the de- cision making. It was clear to us based on several years of experience that a built-in conflict existed with a secretariat composed of three people with similar powers. This structure grew out of efforts primarily to diffuse command and not administration. In other words, it is impossible for a revolutionary organization to move effectively if its command structure is decentralized and split into many poles. 'Ihe above four points constitute a new direction and emphasis for SNCC. The new- ness is also in a mood and a recognition that ve must tighten up. Shit that ve used to tolerate must go. If it's good for the goose, it's good for the gander. ~~is is a new day. 601lective discussions, stated objectives, rules of procedures, penalties imposed for violations, recruitment of new personnel, organization and implementation of program, administration and hard work--this new mood of SNCC must remain its reality.     WAVELAND, MISSISSIPPI, NOVEMBER 1964: DEATH OF SNCC, BIRTH OF RADICALISM University of Wisconsin – Eau Claire: History Department History 489: Research Seminar Professor Robert Gough Professor Selika Ducksworth – Lawton, Cooperating Professor Matthew Pronley University of Wisconsin – Eau Claire May 2008 Abstract: The Student Nonviolent Coordinating Committee (SNCC, pronounced Snick) was a nonviolent direct action organization that participated in the civil rights movement in the 1960s. After the Freedom Summer, where hundreds of northern volunteers came to participate in voter registration drives among rural blacks, SNCC underwent internal upheaval. The upheaval was centered on the future direction of SNCC. Several staff meetings occurred in the fall of 1964, none more important than the staff retreat in Waveland, Mississippi, in November. Thirty-seven position papers were written before the retreat in order to reflect upon the question of future direction of the organization; however, along with answers about the future direction, these papers also outlined and foreshadowed future trends in radical thought. Song Richardson∗∗ INTRODUCTION Since Darren Wilson shot and killed Michael Brown in 2014,1 the problem of police violence against African Americans has been a rela- tively salient feature of nationwide discussions about race. Across the ideological spectrum, people have had to engage the question of whether, especially in the context of policing, it’s fair to say that black lives are undervalued. While there is both a racial and a political divide with respect to how Americans have thus far answered that question, the emergence of Black Lives Matter movements2 has made it virtually im- possible to be a bystander in the debate. Separate from whether racialized policing against African Americans is, in fact, a social phenomenon, is the contestable question about solu- tions: Assuming that African Americans are indeed the victims of over- policing, meaning that by some metric they end up having more inter- actions with the police and more violent encounters than is normatively warranted, what can we do about it? And here, the answers range from abolishing police officers altogether, to training them, to diversifying po- lice departments. It is on the last of these proposed solutions — the diversification of police departments — that we focus in this essay.     The Unknown Origins of the March on Washington: Civil Rights Politics and the Black Working Class William P. Jones The very decade which has witnessed the decline of legal Jim Crow has also seen the rise of de facto segregation in our most fundamental socioeconomic institutions,” vet- eran civil rights activist Bayard Rustin wrote in 1965, pointing out that black work- ers were more likely to be unemployed, earn low wages, work in “jobs vulnerable to automation,” and live in impoverished ghettos than when the U.S. Supreme Court banned legal segregation in 1954. Historians have attributed that divergence to a nar- rowing of African American political objectives during the 1950s and early 1960s, away from demands for employment and economic reform that had dominated the agendas of civil rights organizations in the 1940s and later regained urgency in the late 1960s. Jacquelyn Dowd Hall and other scholars emphasize the negative effects of the Cold War, arguing that the National Association for the Advancement of Colored People (NAACP) and other civil rights organizations responded to domestic anticom- munism by distancing themselves from organized labor and the Left and by focusing on racial rather than economic forms of inequality. Williams was born and raised in Monroe, North Carolina. After serving in the Marine Cops in the 1950s, he returned to Monroe and in 1956 assumed leadership of the nearly defunct local NAACP chapter; within six months its membership grew from six to two-hundred. Many of the new members were, like him, military veterans trained in the use of arms. In the late 1950s the unwillingness of Southern officials to address white violence against blacks made it increasingly difficult for the NAACP to keep all of its local chapters committed to non-violence. In 1959, after three white men were acquitted of assaulting black women in Monroe, Williams publicly proclaimed the right of African Americans to armed self-defense. The torrent of criticism this statement brought down on the NAACP prompted its leaders — including Thurgood Marshall, Roy Wilkins, and Martin Luther King, Jr. — to denounce Williams. The NAACP eventually suspended him, but he continued to make his case for self-defense.     Essays Mobilizing for Mumia Abu-Jamal in Paris Kathleen Neal Cleaver* I. RETURNING TO THE CITY OF LIGHT The strike halted all railways, subways, and buses. Bumper-to- bumper traffic flooded the narrow streets of Paris, and walking became the fastest way to travel. The grey beauty of the Seine felt soothing that December morning as I walked by the river looking for number 19 Quai Bourbon, the law office of Roland Dumas. It was only Friday, but so much had happened that week, my head was spinning. It felt like the time I first met Dumas, back in the seventies. Eldridge Cleaver and I, among hundreds of other revolutionaries, lived clandestinely in Paris then, and Dumas was our lawyer. A deputy in the French Assembly at the time, he petitioned the government to legalize Eldridge's presence when he was a fugitive Black Panther leader facing imprisonment in the United States. * Visiting Assistant Professor of Law, Benjamin N. Once his parole was revoked it looked as though he would spend his next four years in prison regardless of how the shoot-out trial ended.
