The utilization of fund is subject to adherence of the following conditions:- a) These allocations are purely indicative in nature and this shall be utilized by the departments only after verifying the actual requirement and observance of guidelines and all the financial rules, regulation, provision, prescribed in GFR, DFPR etc. & guidelines/circulars/ OM's/ directives missed by the CVC, MoF, tvlAH, Gol, Administrative lVinistries of Gol & GoAP from time to time in this regard in letter & spirit without fail. b) These allocations cannot be diverted for any other purpose and also amongst the sanctioned schemes. c) Concerned Commissioners/Secretaries shallmonitorthe progress of works and ensure that payments are made after making necessary verifications at ground level. Further, the amount only as actually required should be used and the balance amount, if any, should be surrendered d) Finance Department shall ensure that LOCs are issued only after ensuring that all codal formalities including proof of tenders have been observed and also proof of documents conforming the completed portion of the schemes/works are submitted. e) Since, allocations are given on the basis of the figures as certified by the concerned Departments, any excess expenditure/ duplicity made against individual schemes will be the sole responsibility of the concerned officers. 4. Out of totat release of Rs. 14302.61 lakh, Rs. 13282.75|akh earmarked for PWD shall be adjusted from the overall BE provision of the department during CFY. The balance amount of Rs. i0-1g.86 lakh earmarked for WRD, Elementary Education and Secondary Education department shall be adjusted from the provision earmarked for carry forward liabilities of previous year i'e', 2O1g-19 in the Budget Estimate 2O1g-20 of Planning & lnvestment Department and this will be regularised at the time of finalization of RE. 5. In addition, while circulating the Annual Report 2018-19, it was requested that henceforth, the Annual Report shall be made an annual affair and to make it more befitting document for highlighting the achievements in each year, it was -re quested that the information may be submitted in time and as per the prescribed format, after the compilation of the financial and physical account of each preceding year.

    Introduction Lower Subansiri district is one of the 17 administrative districts of the state of Arunachal Pradesh in north eastern India. History The district was formed when Subansiri district was bifurcated into Upper and Lower Subansiri districts in 1987. Lower Subansiri district has a long ancient history related with the Chutiya Kingdom. It was probably under Chutiya chieftain rule from a long time, and came under Birpal's rule in the 12th century. In 1999 Papum Pare district was split to form new district and this was repeated on 1 April 2001, with the creation of Kurung Kumey district. In October 2017 the state government approved the creation of Kamle district, involving the carving out of Raga, Dolungmukh and Kumpurijio circles from Lower Subansiri district. Geography The district headquarters are located at Ziro. The district occupies an area of 3,460 km² It is bounded on the north by the Upper Subansiri district of Arunachal, on the south by Papum Pare District of Arunachal Pradesh and Assam, on the east by West Siang and some part of Upper Subansiri, and on the west by East Kameng district of Arunachal Pradesh. Divisions There are 6 administrative circles in this district, namely, Ziro (Sadar), Yachuli, Pistana, Raga, Kamporijo and Dollungmukh. The district also divided into 3 blocks: Ziro-I, Ziro-II and Tamen-Raga. There are 2 Arunachal Pradesh Legislative Assembly constituencies located in this district: Yachuli and Ziro-Hapoli. Both of these are part of Arunachal West Lok Sabha constituency. Demographics According to the 2011 census Lower Subansiri district has a population of 82,839, roughly equal to the nation of Andorra.[6] This gives it a ranking of 623rd in India (out of a total of 640).The district has a population density of 24 inhabitants per square kilometre (62/sq mi) .

    JOURNAL OF ASIAN ARTS, CULTURE AND LITERATURE (JAACL) VOL 1, NO 2: JUNE 2020 Arunachal Pradesh: A Paradise for a Linguist Dr. Bishakha Das [email protected] Abstract Arunachal Pradesh is a paradise for the linguist. The state is a reservoir of numerous ethnic and linguistic communities, some of which extend their fraternity to Tibet, Bhutan and Myanmar. The state is home to variegated tongues of the broader Tibeto-Burman family, although the grouping may not be all inclusive. Past records of allocation of space and reorganization of districts provide a comprehensive account of the sister languages and community settlements. The place names indicate the original settlers and the prominent community. The speakers’ identification may not match their linguistic affiliation owing to political and administrative factors. English is the official language, and Hindi and Assamese are the lingua franca of the state. The state is a paradise for diverse indigenous communities with 32-34 languages1. Three scripts are used in the state – Tai-Khamti, Wancho, and Bhoti/ classical Tibetan; the other communities write in Roman or Devnagari script. Introduction Arunachal Pradesh, the largest of the seven sister states of North-East India, is bounded by the mighty Himalayas and the undulating slopes of the Patkai ranges. The mountains are interwoven with the mighty river Brahmaputra and its tributaries Siang, Lohit, Subansiri and Kameng. The state is bounded by Bhutan in the west, Tibet in the north, Burma (Myanmar) in the east; and the Indian states of Assam and Nagaland in the south.
