ORDER Whereas, an appeal under Section 19(3) of RTI Act, 2005 has been received from Shri Bini Noga, Village Kherbari, P.O - Kalaptukar, P/S-Raga, SDO Dollungmukh, Kamle District , Arunachal Pradesh, for non-furnishing of information, by Shri Nani Chaliyang, plO-cum-EE(pWD) , 7iro, Lower Subansiri District, Arunachal Pradesh, as sought, by the Appellant under section 6(1) of RTI Act, 2005 on 11.11.20t9. Whereas, the t't rescheduled hearing was held on 2nd June' 2O2O through online Audio / Video conferencing. Shri Taniya Raji, PIO-cum-EE(PWD), Ziro, Lower Subansiri District, Arunachal Pradesh, and the Appellant Shri Bini Noga appeared informed that during the hearing thorough online Video conference. The Appellant the Commission the plO has not furnished any information to him. The Plo informed on 4th that he is a new incumbent to the post and has taken over the charge the application nor anybody Decembe r,20!g. Moreover, no one informed him about commission to give one month approached for the same. The Plo requested the time to study and furnish information to the Appellant' Contd..p..2 -2- Whereas, the Commission taking leniency as the PIO is a new incumbent and Considering the effects of the Covid-19, directed the PIO to furnish all the correct and complete information to the Appellant as sought by him in the Form-A within 25th June'2020 with authentication of all the information, i.e. under the seal and signature of the Plo. The Plo agreed to comply with the order of the commission. The Commission also asked the Appellant to receive the information from the PlO, go through the information and convey his satisfaction or dissatisfaction in the next date of hearing. Introduction Lower Subansiri district is one of the 17 administrative districts of the state of Arunachal Pradesh in north eastern India. History The district was formed when Subansiri district was bifurcated into Upper and Lower Subansiri districts in 1987. Lower Subansiri district has a long ancient history related with the Chutiya Kingdom. It was probably under Chutiya chieftain rule from a long time, and came under Birpal's rule in the 12th century. In 1999 Papum Pare district was split to form new district and this was repeated on 1 April 2001, with the creation of Kurung Kumey district. In October 2017 the state government approved the creation of Kamle district, involving the carving out of Raga, Dolungmukh and Kumpurijio circles from Lower Subansiri district. Geography The district headquarters are located at Ziro. The district occupies an area of 3,460 km² It is bounded on the north by the Upper Subansiri district of Arunachal, on the south by Papum Pare District of Arunachal Pradesh and Assam, on the east by West Siang and some part of Upper Subansiri, and on the west by East Kameng district of Arunachal Pradesh. Divisions There are 6 administrative circles in this district, namely, Ziro (Sadar), Yachuli, Pistana, Raga, Kamporijo and Dollungmukh. The district also divided into 3 blocks: Ziro-I, Ziro-II and Tamen-Raga. There are 2 Arunachal Pradesh Legislative Assembly constituencies located in this district: Yachuli and Ziro-Hapoli. Both of these are part of Arunachal West Lok Sabha constituency. Demographics According to the 2011 census Lower Subansiri district has a population of 82,839, roughly equal to the nation of Andorra.[6] This gives it a ranking of 623rd in India (out of a total of 640).The district has a population density of 24 inhabitants per square kilometre (62/sq mi) .

JOURNAL OF ASIAN ARTS, CULTURE AND LITERATURE (JAACL) VOL 1, NO 2: JUNE 2020 Arunachal Pradesh: A Paradise for a Linguist Dr. Bishakha Das [email protected] Abstract Arunachal Pradesh is a paradise for the linguist. The state is a reservoir of numerous ethnic and linguistic communities, some of which extend their fraternity to Tibet, Bhutan and Myanmar. The state is home to variegated tongues of the broader Tibeto-Burman family, although the grouping may not be all inclusive. Past records of allocation of space and reorganization of districts provide a comprehensive account of the sister languages and community settlements. The place names indicate the original settlers and the prominent community. The speakers’ identification may not match their linguistic affiliation owing to political and administrative factors. English is the official language, and Hindi and Assamese are the lingua franca of the state. The state is a paradise for diverse indigenous communities with 32-34 languages1. Three scripts are used in the state – Tai-Khamti, Wancho, and Bhoti/ classical Tibetan; the other communities write in Roman or Devnagari script. Introduction Arunachal Pradesh, the largest of the seven sister states of North-East India, is bounded by the mighty Himalayas and the undulating slopes of the Patkai ranges. The mountains are interwoven with the mighty river Brahmaputra and its tributaries Siang, Lohit, Subansiri and Kameng. The state is bounded by Bhutan in the west, Tibet in the north, Burma (Myanmar) in the east; and the Indian states of Assam and Nagaland in the south. The variegated linguistic and ethnic communities maintain a continuum across its international borders.
