VAVRA PAPERS Paul Vavra began work for the NACA at the Langley Aeronautical Laboratory in August of 1947 as a research scientist and project engineer in the development of radar instrumentation and data collection systems used at the Wallops Station. He continued this work, and later supervised groups responsible for the design and development of complicated digital data recording and data gathering systems for wind tunnel research work. In July 1959, he was made Assistant Head, Tracking and Ground Instrumentation Unit (TAGIU) in the Project Mercury Team. During 1959 and 1960, the unit successfully planned, specified, and technically directed over $80 million of effort which produced the world-wide Mercury Project Tracking and Data Acquisition Network including the first NASA real-time communications and computing center and operations control center for manned flight. In June 1961, he transferred to the Goddard Space Flight Center as Associate Chief, Manned Space Flight Support Division, which was responsible for the Mercury network operation. Mr. Vavra transferred to the Manned Spacecraft Center (now JSC) in November 1962, and assumed a position as Manager, Ground Systems Project Office, responsible for the development of the major Integrated Mission Control Center (MCC) at Houston, and integrating it with the Ground Operations Support System (GOSS) which was being developed to support the Gemini, Apollo, and advanced manned programs with respect to command / control, tracking, lunar orbiting and landing operations, return, and reentry. In this capacity Mr. Vavra was responsible for development of the technical management plan, specifications, contract negotiations, and direction of a $100 million program for the design, development, and construction of the MCC. With these two systems (MCC and GOSS) becoming operational, the Information Systems Division was established in February 1964 to assure engineering studies and new systems developments to keep these systems continuously updated in terms of advancing requirements for tracking, command and control. Mr. Vavra was appointed Chief of this new division in February of 1965 with responsibility for directing a 100 man staff in planning, analysis and engineering of spacecraft / ground telecommunications systems for support of manned space flight, automated spacecraft test and checkout systems, and development of data acquisition and specialized processing and display equipment for support of manned spacecraft center laboratories. Mr. Vavra was assigned direct responsibility by NASA Headquarters for coordinating NASA Center work with the Apollo spacecraft designers and contractors, and the JPL and Goddard Space Flight Center ground station designers to assure Apollo spacecraft communications compatibility with ground networks. In August 1969, the Information Systems Division and the Space electronic Systems Division were reorganizad, with all spacecraft data management and instrumentation responsibilities being combined in the Information Systems Division. Mr. Vavra remained Chief of the Division, responsible for planning, directing, and coordinating the work of five branches in the planning, analyzing, and engineering of overall design, development, qualification, and testing of onboard data management systems, ground-based and onboard checkout systems, component testing, instrumentation, control and displays, power distribution and sequencing, standards and calibration; design, development, and implementation of selected electronic and optical experiments and earth resources sensor systems. Mr. Vavra's Space Shuttle Program responsibilities centered around ISD efforts in the area of electronics development and avionics integration. Mr. Vavra retired from NASA in January of 1973. The papers in the subseries consist of correspondence, memos, reports, meeting minutes, handwritten notes, and photographs. A small quantity of memorabilia is also filed in the collection. However, NASA PAO fact sheets and give-aways were not retained as they are available in other History Office collections. The materials are grouped chronologically under several sub-headings corresponding to the major projects in which Mr. Vavra participated or oversaw. Most of the material is dated from 1957 through 1972. The subseries is strongest in documentation related to the Mercury Network, making it a rare find and an extremely valuable addition to the overall history collection. His 15-minute suborbital flight was part of Project Mercury, the United States’ first man-in-space program. The objectives of the Mer- cury program, eight unmanned flights and six manned flights from 1961 to 1963, were quite specific: To orbit a manned spacecraft around the Earth, investigate man’s ability to function in space, and to recover both man and spacecraft safely. Project Mercury included the first Earth orbital flight made by an American, John Glenn in February 1962. The five-year program was a modest first step. Shepard’s flight had been overshadowed by Russian Yuri Gagarin’s orbital mission just three weeks earlier. In Hangar S, the Mercury spacecraft capsules were received, tested, and prepared for flight. The hangar housed astronauts’ pre-flight training and preparation, including capsule simulator training, flight pressure suit tests, flight plan development, and communications training. The astronaut crew quarters were located on the second floor of the hangar’s south wing. Hangar S is directly associated with events that led to the first U.S. manned sub-orbital space flight of Alan B. Shepard in 1961 and the orbital flight of John Glenn in 1962. Hangar S was determined eligible for listing on the National Register of Historic Places (NRHP) at the national level of significance under Criterion A in the area of Space Exploration. Hangar S is also NRHP eligible under Criterion B for association with the training activities of the original Mercury Seven astronauts, including Alan B.

    HISTORICAL NARRATIVE LYNDON B. JOHNSON SPACE CENTER HOUSTON, TEXAS Lyndon B. Johnson Space Center The Lyndon B. Johnson Space Center (JSC) officially opened in June 1964 as the Manned Spacecraft Center (MSC). This approximately 1,620-acre facility is located about 25 miles from downtown Houston, Texas, in Harris County. Many of the buildings are specialized facilities devoted to spacecraft systems, materials research and development, and astronaut training. JSC also includes the Sonny Carter Training Facility, located roughly 4.5 miles to the northwest of the center, close to Ellington Field. Opened in 1997, this facility is situated on land acquired through a lease/purchase agreement with the McDonnell Douglas Corporation. In addition, NASA JSC owns some of the facilities at Ellington Field, which are generally where the aircraft used for astronaut training are stored and maintained. The origins of JSC can be traced to the summer of 1958 when three executives of the National Advisory Committee for Aeronautics (NACA), Dr. Hugh L. Dryden, Dr. Robert R. Gilruth, and Dr. Abe Silverstein, began to formulate a space program.1 Almost immediately, Gilruth began to focus on manned spaceflight, and subsequently convened a group of his associates at Langley Aeronautical Laboratory, in Hampton, Virginia. This group compiled the basics of what would become Project Mercury, the first U.S. manned space program. Eight days following the activation of NASA (October 1, 1958), with the approval of NASA’s first administrator, Dr. T. Keith Glennan, the Space Task Group (STG) was created to implement this program.2 The group was formally established on November 3, 1958, with Gilruth named as Project Manager.

Bell Laboratories a: In 1903, on the bleak dunes at Kitty Hawk, North Carolina, the world's first airplane rose 15 feet off the ground; that year the telephone industry was just beginning to revolutionize communication facilities. Any relationship be­ tween a long-distance voice communication sys­ tem and Orville Wright's flying machine seemed tenuous or nonexistent. But in the course of less than 60 years, communication facilities pioneered by the Bell System have become indispensable to man's flight. This relationship is exemplified by the close cooperation between the Bell System and the National Aeronautics and Space Administration (NASA). More than two years before Colonel John H. Glenn's Friendship 7 spacecraft soared around the earth, a team of Bell Laboratories scientists and engineers began work on the de­ sign, construction and installation of a world­ wide Tracking and Ground Instrumentation Sys­ tem (TAGIS). Such a communication network is essential to placing an astronaut into orbit around the earth and recovering him safely.

The collection covers a variety of subjects related to events and issues of the United States manned space flight program through Project Apollo and the history of the decades it covered, primarily the 1960s and the early 1970s. The collection contains books, magazines, unidentified excerpts from books and magazines, photographs, videorecordings, glass slides and audiotapes.

In the mid-20th century, the United States and the Soviet Union were each trying to prove they were better than the other. Both sides wanted to show the superiority of their technology, military, and, by extension, their political systems. Starting in the late 1950s, the battlefront reached space.
