The 2014-2016 Report of the Chinese Taipei Section (CIROC) of the Combustion Institute 1 The 2014-2016 Report of the Chinese Taipei Section (CIROC) of the Combustion Institute 1. History In response to the spectacular economic growth and industrial developments and the mounting national energy and environmental issues, Professor H. H. Chiu urged the need for the organized national efforts to promote modern research and development activities aim to elevate the national capabilities and to enhance the participation in the international activities of global need. At this end, the plan for the establishment of such an organization was contemplated in March 1991 and the Combustion Institute of ROC (CIROC) was established in June 1992, and became a Section Member of the Combustion Institute in July 1992. Over the past years, CIROC has evolved to become an institute of the finest quality in Taiwan, promoted impressive institutional activities, and took strong initiatives in international programs ranging from participation and hosting international conferences. The institute which has been fortunate to have active members of the board headed by all previous and present Chairmans Dr. J.C. Yang (1992-1996), Dr. T.M. Liou (1996-2000), Dr. Y.P. Sue (2000-2004), Dr. Y.C. Chao (2004-2008), Dr. H.K. Ma (2008-2010), Dr. S.S. Shy (2010-2014), and T.H. Lin (2014-) currently has about 90 permanent members and more than 100 regular and student members, totaling about 200 active members from academia, industry, government and semi-government agencies of the nation. 2.     Overview of the International Higher Education Scholarship Program International education and training has always been one of the core operations among the TaiwanICDF’s many functions. Human resource development programs play a vital role in assisting partner countries achieve sustainable development, and education is one of the crucial mechanisms in training workforces in developing countries. When the TaiwanICDF implements any cooperation project, it pays attention to education and training for program sustainability. The TaiwanICDF does this to ensure that its work will result in tangible long-term benefits and help as many people as possible. The TaiwanICDF’s early human resource training programs consisted primarily of short- term workshops with specialized topics. These workshops focused on the most relevant and advantageous elements of Taiwan’s development, transmitting Taiwan’s successful experiences to government officials and professionals of Taiwan’s diplomatic allies. The plan to promote the TaiwanICDF Scholarship Program was first started with the intent to train agricultural professionals. This was later extended to other research fields to diversify the overall scholarship program.     Mar. 2010, Volume 7, No.3 (Serial No.64) US-China Education Review, ISSN 1548-6613, USA The rankings of research funding among universities in Taiwan WANG Ru-Jer (Department of Education, Graduate Institute of Educational Policy and Administration, National Taiwan Normal University, Taipei 106, Taiwan) Abstract: With the current trend that universities around the world have gradually stepped into higher education systems of popularization, there has been more diversity in universities; hence it has become necessary to increase the transparency of university governance. Since that university classification or university ranking is a powerful mechanism to demonstrate the diversity of an institute, the rankings of research funding have become desirable and also of great value. The main purpose of this study is to analyze the rankings of research funding among universities in Taiwan, and make relevant suggestions based on the findings. A secondary data analysis was conducted on the data obtained from the database of National Science Council, in order to develop the rankings of research funding among 164 universities in Taiwan. Based on the results, the conclusions are as follows: (1) The top three universities which won the funding of the National Science Council Research Project with the best overall strength were National Taiwan University, National Cheng Gung University, and National Chiao Tung University; (2) The top three universities which won the funding of the National Science Council Research Project with the best average faculty strength were National Tsing Hua University, National Chiao Tung University, and National Taiwan University. It is suggested that, when rating the strength of a university to win the research funding, both overall strength and average faculty strength should be considered to avoid the unfairness towards universities of smaller scale.
