The Party’s On: The Impact of Political Organizations in Russia’s Duma Elections Henry E. Hale Harvard University October 1999 Do political parties matter in Russia? From one perspective, they clearly do. Half of the Russian parliament (the Duma) is elected on the basis of proportional representation (PR), according to which system only registered political movements can compete. Observers frequently charge, however, that political parties1 matter little outside the boundaries of the “all-federation district” in which the PR race takes place. These political organizations are said to be ephemeral, weak and rootless, shifting with the political winds and having little connection to the Russian electorate. At best, they are the political vehicles for specific individuals who have focused little energy on building strong organizations capable of surviving them, and who seek mainly to build up their own personal authority. Only the Communist Party, the argument goes, maintains a “real” political party, and this is only because of the rich institutional heritage bequeathed it by the predecessor organization that ruled the USSR for seven decades. Comparative political science, however, suggests strong reason to believe that political organizations may, in fact, be coming to play an important role in Russian elections since parties can provide candidates with an “instant reputation” and organizational support that are otherwise hard to obtain. 1 Here I use the term “party” very loosely to include all political organizations legally able to compete in elections for seats in Russia’s representative state organs of power. 1 2 The Party’s On This paper tests these hypotheses on data from Russia’s first two multiparty elections since Communist rule, seeking to determine whether Russia’s myriad and multiplying political parties significantly affect the performance of candidates in the single-mandate district (SMD) elections for the State Duma. -

The Russia You Never Met MATT BIVENS AND JONAS BERNSTEIN fter staggering to reelection in summer 1996, President Boris Yeltsin A announced what had long been obvious: that he had a bad heart and needed surgery. Then he disappeared from view, leaving his prime minister, Viktor Cher- nomyrdin, and his chief of staff, Anatoly Chubais, to mind the Kremlin. For the next few months, Russians would tune in the morning news to learn if the presi- dent was still alive. Evenings they would tune in Chubais and Chernomyrdin to hear about a national emergency—no one was paying their taxes. Summer turned to autumn, but as Yeltsin’s by-pass operation approached, strange things began to happen. Chubais and Chernomyrdin suddenly announced the creation of a new body, the Cheka, to help the government collect taxes. In Lenin’s day, the Cheka was the secret police force—the forerunner of the KGB— that, among other things, forcibly wrested food and money from the peasantry and drove some of them into collective farms or concentration camps. Chubais made no apologies, saying that he had chosen such a historically weighted name to communicate the seriousness of the tax emergency.1 Western governments nod- ded their collective heads in solemn agreement. The International Monetary Fund and the World Bank both confirmed that Russia was experiencing a tax collec- tion emergency and insisted that serious steps be taken.2 Never mind that the Russian government had been granting enormous tax breaks to the politically connected, including billions to Chernomyrdin’s favorite, Gazprom, the natural gas monopoly,3 and around $1 billion to Chubais’s favorite, Uneximbank,4 never mind the horrendous corruption that had been bleeding the treasury dry for years, or the nihilistic and pointless (and expensive) destruction of Chechnya. -

Given their comparable Soviet political and economic characteristics in the immediate aftermath of Communism’s disintegration, why did the implementation of social benefits reform succeed in Kazakhstan, but largely fail in Russia? I argue that although several political and institutional factors did, to a certain degree, influence the course of social benefits reform in these two countries, their success or failure was ultimately determined by the capacity of key state actors to frame the problem and form an effective policy coalition that could further the reform agenda despite various political and institutional obstacles and socioeconomic challenges. In the case of Kazakhstan, the successful implementation of the social benefits reform was a result of a bold and skillful endeavour by Kazakhstani authorities, who used the existing conditions to justify the reform initiative and achieve the reform’s original objectives. -

Summary All quantitative indicators show a sharp, and in most cases an accelerating, decline in the size of the Russian armed forces. Since 1986, Russian military manpower has decreased by over 70 percent; tanks and other armored vehicles by two-thirds; and artillery, combat aircraft, and surface warships by one-third. Weapons procurement has been plummeting for over a decade. In some key categories, such as aircraft, tanks, and surface warships, procurement has virtually stopped. This has led not only to a decline in present inventory, but implies a long-term crisis of bloc obsolescence in the future. Russian Government decisions and the budget deficit crisis have hit the Ministry of Defense very hard, cutting defense spending drastically and transforming the Defense Ministry into a residual claimant on scarce resources. Many experts believe that if these budgetary constraints continue for 2-3 more years, they must lead either to more drastic force reductions or to military collapse. Military capabilities are also in decline. Reportedly, few, if any, of Russia’s army divisions are combat-ready. Field exercises, flight training, and out-of-area naval deployments have been sharply reduced. Morale is low, partly because of non-payment of servicemen’s salaries. Draft evasion and desertion are rising. -

There was a popular opinion in the Internet media that at that moment Russia experienced establishment of civil society, since so many people were ready to express their discontent publically for the first time in 20 years. The focus of this study is made on the analysis of the roles that social media played in the protest movement. As it could be observed at the first glance, recruiting and mobilising individuals to participation in the rallies were mainly conducted via social media. The research analyses the concept of civil society and its relevance to the protest rhetoric and investigates, whether there was a phenomenon of civil society indeed and how it was connected to individuals‘ motivation for joining the protest. The concept of civil society is discussed through the social capital, social and political trust, e- democracy and mediatisation frameworks. The study provides a comprehensive description of the events, based on mainstream and new media sources, in order to depict the nature and the development of the movement. -

Taylor University of Oklahoma October 2002 Vladimir Putin's KGB past, strong state rhetoric, and specific policy decisions (Chechnya, the attacks on media oligarchs Boris Berezovskii and Vladimir Gusinskii, etc.) have heightened fears of the return to a police state in Russia. The creation of seven federal districts in May 2000, five of which were headed by police and military generals, seemed to provide further evidence of this authoritarian drift. Two and one half years later, we can now draw some conclusions about the extent to which Putin's federal reforms are based on the use of military and police power. Although some of the nightmare scenarios have not materialized, the degree to which power ministry officials dominate federal district structures is striking. Paradoxically, however, the presence of so many officers in these positions will ultimately weaken, rather than strengthen, Putin's efforts to build a strong state. In the twenty-first century, effective state administration relies as much on horizontal ties as on vertical ones. As a general rule, Russian officers lack the political skills and training required to create these ties. Russia's strong men are likely to create a weak state. Coloring the Regions Khaki "Power ministries" or "power structures" (silovie strukturi, or siloviki for personnel from these structures) are the catchall terms used to describe Russian government bodies whose personnel carry weapons or wear uniforms. There are more than a dozen such agencies in Russia. The three most important are generally considered to be the Armed Forces, the Ministry of Internal Affairs (MVD), and the Federal Security Service (FSB). -

Introduction Russians have long had the reputation of being passive about, uninterested in, and disengaged from politics, and Western observers, in particular, have been puzzled by this passivity. Protests that started in December 2011 as a re- sponse to election fraud during the Russian parliamentary elections, labelled in the mass media as the “new Decembrists” movement, “the Russian winter/ spring”, the “mink-coat” or “white revolution” and described using other col- ourful epithets, too, took many observers abroad and in Russia by surprise. These were the biggest protests since the 1990s. These events raised many questions: Who are these people who have started to protest? What are the reasons for these protests and why did they begin at that specific moment? How stable is Vladimir Putin’s system over- all? Will some liberalization of the system as a result of these protests be pos- sible? And many others. Even now, at the time of writing – August 2012 – it is difficult to give clear and definite answers to these questions, and some of them still have to be studied more closely by sociologists.1 This contribution starts with an overview of the parliamentary and presidential elections (election campaigns, their results and aftermath) that took place in Russia on 4 December 2011 and 4 March 2012, respectively. It then focuses on the protest movement and tries to give some answers to the aforementioned questions. Finally, it presents a survey of developments in Russian domestic policy after the elections in order to find indicators as to whether this wind of change will keep blowing. -

The assemblage contains species of the genera Garantiana, Pseudogarantiana, Paragarantiana, Djanaliparkinsonia (all family Stephanoceratidae) and Vermisphinctes (family Perisphinctidae). A section of the Garantiana Zone on the Kyafar River contains (from bottom to top) Beds with Djanaliparkinsonia alanica (also recognized on the Kuban River), Beds with Garantiana subgaranti and Beds with Paragarantiana, approximately corresponding to the Dichotoma, Garantiana, and Tetragona subzones of the standard scale. Garantiana subgaranti Wetzel and Vermisphinctes martiusii (d’Orbigny) are described. Prorsisphinctes Buck- man, 1921 is proposed as a junior subjective synonym of Vermisphinctes Buckman, 1920. Order Code RL34613 Stability in Russia’s Chechnya and Other Regions of the North Caucasus: Recent Developments August 12, 2008 Jim Nichol Specialist in Russian and Eurasian Affairs Foreign Affairs, Defense, and Trade Division Stability in Russia’s Chechnya and Other Regions of the North Caucasus: Recent Developments Summary In recent years, there have not been major terrorist attacks in Russia’s North Caucasus — a border area between the Black and Caspian Seas that includes the formerly breakaway Chechnya and other ethnic-based regions — on the scale of the June 2004 raid on security offices in the town of Nazran (in Ingushetia), where nearly 100 security personnel and civilians were killed, or the September 2004 attack at the Beslan grade school (in North Ossetia), where 300 or more civilians were killed. This record, in part, might be attributed to government tactics. For instance, the Russian Interior (police) Ministry reported that its troops had conducted over 850 sweep operations (“zachistki”) in 2007 in the North Caucasus, in which they surround a village and search every house, ostensibly in a bid to apprehend terrorists. Critics of the operations allege that the troops frequently engage in pillaging and gratuitous violence and are responsible for kidnapings for ransom and “disappearances” of civilians. Although it appears that major terrorist attacks have abated, there reportedly have been increasingly frequent small-scale attacks against government targets. Additionally, many ethnic Russian and other non-native civilians have been murdered or have disappeared, which has spurred the migration of most of the non- native population from the North Caucasus. -

The Russian Military Campaign in the North Caucasus: Is a Victory in Sight? Pavel K. Baev Research Professor, International Peace Research Institute, Oslo (PRIO) Introduction At the start of the Year 2005, propositions about a possible Russian military victory in Chechnya and a military-political victory in the struggle against terrorism in the North Caucasus would have been truly hypothetical, unless sponsored by Moscow’s propaganda machine. In mid-2006, they might still appear far-fetched – but nevertheless deserving a serious assessment, providing that the sponsorship of the abovementioned kind is not a factor. The trajectory of the conflict- generating political transformations in this region has never been straight in the last 15 years, since Chechnya proclaimed its independence in September 1991. In the last two years, perhaps starting with the Beslan tragedy, the sum total of the outcomes of continuing violent clashes and incremental political steps has amounted to a quite significant shift of momentum that has acquired a pronounced de-escalatory character. It remains uneven and uncertain, and during the first post-Beslan year it was barely distinguishable as political attention was focused on the spectacular political crises known as ‘colored revolutions’. The attack on Nalchik, Kabardino- Balkaria on 13 October 2005 marked an intersection of the Islamic guerilla and popular uprising, which could have opened new avenues for both across the region but in fact has narrowed the paths of resistance.
