Question put and passed. Mr Hannaford then moved: Tdat the following Message be forwarded to the Legislative Assembly: Mr SPEAKER The Legislative Council desires to inform the Legislative Assembly that it has this day agreed to the following Resolution: That Mrs Forsythe be discharged from the Joint Standing Committee Upon Road Safety and that Mr Pickering be appointed as a Member of such Committee. Legislative Council MAX WILLIS 13 October 1993 President Question put and passed. 3 STANDING ORDERS COMMITTEE The President, as Chairinan, tabled a Progress Report from the Standing Orders Committee entitled "Audio and Television Broadcasting of Proceedings". 4 STANDING COMMITTEE UPON PARLIAMENTARY PRIVILEGE The Chairman (Mrs Evans) tabled the Report of the Standing Committee Upon Parliamentary Privilege entitled "The Broadcasting of Sound Recordings of Excerpts of Proceedings of the Legislative Council", dated September 1993. Ordered: That the Report be printed. Mrs Evans, by leave, made a statement in relation to the Report. 5 JOINT STANDING COMMITTEE UPON ROAD SAFETY Mrs Evans (on behalf of the Chairman) tabled report No. 20 of the Joint Standing Committee upon Road Safety entitled "Alcohol and Other Drugs on New South Wales Roads-Part 11-Offences, Penalties and the Management and Rehabilitation of Convicted Drivers". Ordered: That the Report be printed. Mrs Evans also tabled the Minutes of Evidence taken before the Committee. Mrs Evans, by leave, made a statement in relation to the Report. Mrs Walker, by leave, also made a statement in relation to the Report. 277 MINUTES OF THE PROCEEDINGS OF THE LEGISLATIVE COUNCIL Wednesday 13 October 1993 6 PETITIONS Anti-Discrimination Legislation on Homosexual Vilification Mr O'Grady presented a petition from 270 citizens of New South Wales expressing concern over discrimination and vilification against homosexuals and people affected in some way by HIV and AIDS, and praying that the House support those schedules of the proposed Anti-Discnmination(Amcndment) Bill 1993, which makes this form of discrimination unlawful. Petition received. Disorderly Houses (I) Mrs Nile presented a petition from 132 citizens of New South Wales expressing concern that brothels are associated with disease, exploitation, illegal drug abuse. corruption and organised crime, and praying that the House take no steps to legalise brothels and ensure that the Disorderly Houses Act is fully enforced to close all brothels in New South Wales. Petition received. (2) Revd Mr Nilepresented a petition from 241 citizens of New South Wales containinga similar prayer. Petition received. 7 NOTICES OF MOTIONS 8 NOTICE OF MOTION WITHDRAWN Mrs Nile withdrew General Business Notice of Motion No. 2 standing in her name on the Notice Paper for today relating to the Rape and Sexual Assault (Damages) Bill. 9 MINISTERIAL STATEMENT-CHANGES IN ADMJNISTRATION Mr Hannaford informed the House that on 6 October 1993. His Excellency the Governor appointed the Honourable J.A. Longley, M.P., as Minister for the Ageing. On the same date His Excellency appointed the Honourable W.S. Machin, M.P., as Minister Assisting the Minister for Transport. The Honourable J.A. Longley, M.P., will retain his existing Commissions of appointment and will now be known as Minister for Community Services, Minister for Aboriginal Affairs, and Minister for the Ageing. The Honourable W.S. Machin, M.P., will retain her existing Commissions of appointment and will now be known as Minister for Consumer Affairs. Minister Assisting the Minister for Roads, and Minister Assisting the Minister for Transport. 278 MINUTES OF THE PROCEEDINGS OF THE LEGISLATIVE COUNCIL Wednesday 13 October 1993 10 BUSINESS POSTPONED (1) Notice of Motion No. I on the Notice Paper of Business of the House postponed, on motion of Mr Hannaford, until next sitting day. (2) Notice of Motion No. 2 on the Notice Paper of Government Business postponed, on motion of Mr Hannaford, until next sitting day. 11 BUDGET ESTIMATES Order of the Day read for resumption of the adjourned debate of the question on the motion of Mr Hannaford: That the House take note of the Budget Estimates and related papers for the financial year 1993-94. Debate resumed. Pursuant to Sessional Order, proceedings interrupted at 4.00 p.m. for Questions. 12 QUESTIONS 13 COMMITTEE ON THE OFFICE OF THE OMBUDSMAN The President reported the following Message from the Legislative Assembly: Mr PRESIDENT The Legislative Assembly desires to acquaint the Legislative Council that it ha^ this day agreed to the following resolution: That Barry John Morris be discharged from attendance upon the Committee on the Office of the Ombudsman and that Andrew Humpherson be appointed to serve on such Committee.
