A Real Bruce Plan 2 WORKING TOGETHER for QUEENSLAND a REAL BRUCE PLAN 2020 POLICY DOCUMENT A Real Bruce Plan 2 WORKING TOGETHER FOR QUEENSLAND A REAL BRUCE PLAN WORKING TOGETHER FOR QUEENSLAND WORKING TOGETHER FOR QUEENSLAND A REAL BRUCE PLAN 1 Message from the Premier Our strong health response allows us to focus on our economic recovery including investing in key economic assets like the Bruce Highway - Queensland’s economic artery. My government has locked in at least $1 billion per year under our Bruce Highway Trust with the Federal Government. Right now, we are transforming the Bruce around Cairns, Townsville, Mackay, Rockhampton, Gympie and the Sunshine Coast with 33 projects underway, supporting thousands of regional jobs. While we continue to take the fight to Canberra for our fair share of funding on the Bruce, I am proud we are now delivering on our $1 billion per year Bruce Guarantee. That’s double the annual average under the former Newman - Frecklington Government, which shows the LNP’s unfunded promises this time can’t be trusted. Our Real Bruce Plan will guarantee a reliable pipeline of real and shovel ready projects. We’ll bolster our existing $12.6 billion 15 year plan by: 1. Progressing dual laning 2. Flood proofing the Bruce 3. Building the Second Bruce – an inland freight highway for Queensland that will take trucks off the Bruce 4. Reducing fatalities by 60% by 2030. The Bruce Trust brings together experts from peak bodies like the RACQ and QTA and will be expanded to include 6 extra representatives from communities along the Bruce north of Gympie to Cairns. Together, we can realise our long-term vision for the Bruce which will create local jobs and help our economy recover, while cutting travel times and making our national highway safer and easier to travel. Annastacia Palaszczuk PREMIER OF QUEENSLAND 2 WORKING TOGETHER FOR QUEENSLAND A REAL BRUCE PLAN WORKING TOGETHER FOR QUEENSLAND A REAL BRUCE PLAN 3 Our Commitment The Palaszczuk Government will build on its existing record investment of $3.7 billion in Bruce Highway upgrades since 2015, and 33 projects currently underway, including the $1 billion Gympie Bypass. Our fully funded Real Bruce Plan will fast track safety improvements, flood proofing and dual laning by working with the Federal Government to: Deliver our $1.5 billion Bruce Highway Progress dual laning of the Bruce, by Safety Package continuing delivery of 6 dual laning projects currently under construction Reduce the rate of fatalities on the Bruce Highway by 60% over the next 10 years Prioritise upgrades between Mackay and under a Safer Bruce 2030 Action Plan Proserpine, and between Gladstone and estimated to save 13 lives every year Rockhampton with a proposed jointly- funded $500 million injection, with state Expand the Bruce Highway Trust with funding locked in 6 additional regional members to include users, road safety and regional Take trucks off the Bruce by committing development experts $200 million to building a better inland freight route - the Second Bruce, Continue our $1 billion per year Bruce building on our existing jointly funded Guarantee, with a 2-year growth path of $125 million Townsville to Roma ROSI $1.6 billion committed in 2021-22, program $1.9 billion in 2022-23 Floodproof the Bruce - building a minimum one-in-one-hundred-year flood immunity standard for the entire Bruce Highway, and more resilience with the Second Bruce. Continue record Prioritise local jobs, investment in the Bruce Highway contractors and suppliers Floodproof the Bruce Take trucks off the to support locals and our Bruce with the economy Second Bruce 4 WORKING TOGETHER FOR QUEENSLAND A REAL BRUCE PLAN Haughton River Floodplain Upgrade This $514.3 million joint project is currently being built under the Palaszczuk Government’s Bruce Plan. It’s one of the largest projects the region has ever seen, supporting 550 local jobs, with 90 per cent of contracts awarded to local businesses. Quarry material from Giru, Ayr and Townsville are transported to site by trucks from the Burdekin and compacted by machinery from Townsville and the Burdekin. 13.5 km of the Bruce will be upgraded with 5 new bridges, 2 overpasses and intersection upgrades between Townsville and Ayr. This part of the Bruce currently gets cut off by flooding on average every 1 to 2 years - significantly impacting locals, tourists and truckies. WORKING TOGETHER FOR QUEENSLAND A REAL BRUCE PLAN 5 The Palaszczuk Government’s Record The Palaszczuk Government has been 33 Bruce Highway upgrades are underway successfully delivering the $12.6 billion, joint right now and an additional 125 projects are 15-year Bruce Highway Upgrade Program being planned and designed. which supports 2,500 jobs across Queensland. We’re delivering an additional 61km of dual lanes between Gympie and Cairns including: We have delivered record investment in the Bruce Highway with $3.7 billion worth of Rockhampton Ring Road – 5km upgrades since 2015. The benefits of this upgrade were on display during Cyclone Debbie and floods in the Fitzroy River Basin catchment. Five Bruce Highway intersections were also upgraded decreasing local congestion and improving safety. Thousands of Queensland jobs are being Following our commitment to a $1 billion supported by the Bruce Highway projects per year Bruce Trust at the 2017 election, underway under our government, including: we were successful in getting the Federal Government to increase their commitment to $481 million Bruce Highway upgrade from Edmonton to Gordonvale in the Bruce.
