Mensahe Para sa mga Magsisipagtapos ng 2020
Binabati ko kayo, mga mahal kong iskolar ng bayan, sa inyong pagtatapos mula sa Unibersidad ng Pilipinas. Kayo ay nabibilang sa katangi-tanging Batch 2020. Natatangi sapagkat kayo ay nagsipagtapos sa panahon ng isang pandemya. Na kahit pa napaikli ng pandemyang ito ang inyong paglagi at pag-aaral sa loob ng ating pamantasan ay buong husay at tapang ninyong hinarap ang lahat ng hamon ng pagkakataon at matagumpay kayong nakaraos sa mga kursong inyo ngayong tinapos. Totoo nga na kakaiba ang mga seremonya ng pagtatapos sa ating bansa ngayon. Subalit hindi man ninyo naranasan ang mga kaabang-abang na tradisyon tulad ng pagsusuot ng ating Sablay, paggawad ng mga titulo at karangalan, paglahok sa mga lightning rally, at iba pa, kayo naman ay mga tunay pa rin na mga gradweyt at ngayon ay alumni na ng UP. Taos-puso pa rin nating ipinagdiriwang ang okasyong ito, gaya ng mga nagdaang araw ng pagtatapos, at pinasasalamatan natin ang lahat ng ating mga nakasama sa makabuluhang paglalakbay na ito. Sa mga nakalipas na buwan, natutunan natin kung paano harapin ang isang kakaibang sitwasyon sa kasaysayan ng ating daigdig at lipunan, ang pagharap sa sakit na COVID-19. Bagamat hindi pa lubos na natatapos ang mga panganib na sanhi ng nasabing sakit, ating tandaan na hindi biro ang paghubog, pagsasanay at paghahandang ibinahagi sa inyo ng UP upang mapagtagumpayan ninyong sama-sama ang ano mang hamong inyong kakaharapin. Ating tandaan na ang panahon ng krisis ay hindi lamang isang masamang panaginip. Ito rin ay isang mabuting pagkakataon upang tayo ay lalong magpunyagi, magpakahusay at makapaglingkod sa bayan. Isabuhay natin ang diwa ng UP, ang pagkakaisa, ang paglilingkod nang buong husay at dangal, at patunayan natin na walang hangganan ang pagaambag ng ating Unibersidad at ng kanyang mga alumni sa paghahanap at paglalapat ng mga epektibong alternatibo at solusyon sa anumang suliranin. Sa tulong ng inyong mga propesor, kamag-aral, kasama sa kolehiyo at mga organisasyong kinabibilangan, naibigay ng UP ang lahat ng aralin at kasanayan, sa loob ng higit na maikling panahon at sa pamamagitan ng kakaibang pamamaraan ng pagtuturo. Dapat nating mapagtanto na ang tunay at higit na makabuluhang larangan ng pagkatuto ay nasa labas ng ating pamantasan. Kayo, ang Batch 2020, ang unang henerasyon ng mga nagsipagtapos na iskolar ng bayan sa panahon ng pandemyang COVID-19. Inaasahan kong kayo ay mangunguna sa pagbabangon sa ating bayan mula sa lusak ng trahedyang ito. Gamitin sana ninyo nang wasto ang karunungang Tatak UP. Buong giting at husay nawa ninyong gampanan ang pagiging mabuting Pilipino, na may utak at puso para sa kapwa at para sa bayan. Muli, binabati ko kayo sa makasaysayan at makabuluhang okasyong ito. Gabayan nawa kayo ng Poong Maykapal.

Message to the Graduates
Pagbati at pagsaludo sa mga magsisipagtapos sa UP Open University ngayong 2020! Sa kauna-unahang pagkakataon, ang UPOU ay magsasagawa ng isang birtwal na programa ng pagtatapos. Ito ay sa kabila ng pagiging ganap na onlayn natin simula pa noong 2007. Bagama’t hindi sinasadya, ito ay mangyayari habang ipinagdiriwang natin ang ika 25 taon ng pagkakatatag ng ating unibersidad na binigyan natin ng temang “Revolutionizing Disruptions for Equity and Excellence”. Ito ang gumagabay sa ating mga programa at selebrasyon sa buong taon, kasama ang programang ito ng pagtatapos. Masasabi na sa pagkakataong ito, ang tema ay ating ganap na isasabuhay. Ang hamon na dala ng pandemya ay naging sandigan natin upang hindi lamang sa pag aaral natin maisasabuhay ang usapin ng inklusyon na isang matibay na batayan ng ating pagiging bukas na paaralan. Ang mga teknolohiyang nagsilbing gamit at tulay upang maabot natin ang mga mag-aaral saan mang panig ng mundo sila naroon ay mga teknolohiya din na ating gagamitin upang ang parehong adhikain ay atin ding maisakatuparan hanggang sa okasyon ng pagtatapos. Ang birtwal na programa ng pagtatapos ay nagbigay daan upang ang higit na nakakaraming kasapi ng Class 2020 ay makadalo at maging bahagi ng seremonyang ito. Masasabing kayo UPOU Class 2020 ay angat sa iba sa dahilang kayo ang nagkumpleto ng proseso ng inklusyon mula sa inyong pag-aaral hanggang sa pagtatapos. Nawa’y ang aspetong ito ay manatili sa inyong puso at isipan habang patuloy ninyong isinasabuhay ang pagsisilbi sa sambayanan. Padayon UPOU Class 2020! Mabuhay kayo!

Senator Joel Villanueva is currently the Chairman of two Senate Committees: Labor, Employment and Human Resources Development and Higher, Technical and Vocational Education.
Among the landmark legislations he authored are the Occupational Safety and Health Standards Law, Philippine Qualifications Framework Law, Tulong-Trabaho Law, Telecommuting Law or Work-From-Home Law, First-time Jobseekers Law, and GMRC and Values Education Law.
Another bill he principally sponsored and authored is the “Doktor Para sa Bayan”, which seeks to provide medical scholarship for deserving students with the goal to have at least one doctor per town. The bill only needs the signature of the President to become a law.
In response to the Fourth Industrial Revolution and the “New Normal”, Senator Villanueva is pushing for two complementary bills: the “Freelancers Protection Act” and “Digital Careers Competitiveness Act”.
Before he was elected Senator in 2016, he was a member of the Cabinet of former President Benigno Aquino III as TESDA Secretary. Through his “Sa TESDA, May Choice Ka” campaign, he helped remove the negative stigma attached to tech-voc. It is under Senator Villanueva’s stewardship that TESDA received its nationwide ISO 9001:2008 Certification that made possible the quality training of 10 million Filipinos.
He also served three consecutive terms - from 2002-2010, as Representative of the Citizens’ Battle Against Corruption Party-List.
Senator Joel finished Economics at the University of Santo Tomas in Manila and took Special Studies in Business Administration at Harvard University. He is also a TESDA- certified Barista NC III and was conferred a Doctorate in Humanities, Honoris Causa, by the Polytechnic University of the Philippines.
The Bulakenyo senator is married to Gladys Cruz-Villanueva and they are blessed with two children. His father, Bro. Eddie Villanueva, is the founder and Spiritual Director of the Jesus Is Lord (JIL) Church Worldwide and currently one of the Deputy Speakers in the House of Representatives.
