Introduction This query response concerns the special police force in the Somali Regional State of Ethiopia (Somali Region),1 the so-called Liyu Police (liyu means «special» in Amharic).2 Information about conditions in the Somali Region, including Liyu Police, is very limited. This is partly because the Ethiopian authorities have strict control over international presence in the region, thus limiting the possibility of independent reporting on conditions in the region. This query response is largely based on information collected on a fact finding mission to Addis Ababa and the Somali Region in April 2016. During the trip, Landinfo met with numerous sources from different backgrounds and who had very good insight into the Somali Region. All 1 Ethiopia is a federation made up of nine ethnic regional states (kilil) and two federal city-states (astedader). The Somali Region is one of the regional states and is based on Ethiopia’s ethnic Somali population. The Somali Region is sometimes referred to as «Ogaden». Landinfo is of the opinion that calling the region Ogaden is politically charged. Ogaden is the dominant clan in the Somali Region. The region is, however, also home to a number of other clans. -

Research Paper Jason Mosley Africa Programme | September 2015 Somalia’s Federal Future Layered Agendas, Risks and Opportunities Somalia’s Federal Future: Layered Agendas, Risks and Opportunities Summary • Pressure remains high for an electoral transition in Somalia in 2016, with little appetite for the prospect of the current framework being extended. The desire for direct elections is in the process of yielding to the reality that there is insufficient time or political will to establish the required legislative and institutional frameworks. However, pressure is mounting to develop an acceptable alternative mechanism in the time remaining. • The transition remains heavily dependent on external security intervention (in the form of the African Union Mission in Somalia – AMISOM). However, the strong influence of neighbouring countries in that force ultimately compromises the medium- to long-term viability of the political order that is emerging. A transition to a UN peacekeeping mission could relieve some of these tensions, allowing for the exit of ‘frontline’ states (Kenya, Ethiopia and Djibouti) from deployment on Somali territory. • A fast-track application of the post-2013 interim Jubbaland administration (IJA) template to other parts of southern and central Somalia risks exacerbating tensions within and between regions, and between regions and Mogadishu. The precedents set during the contested process of establishing the IJA in 2012–13 do have important implications for formation of other member states in the federal structure, but the local contexts vary significantly across southern and central Somalia. • Puntland represents the only functional member state without aspirations of sovereignty (unlike Somaliland, the outlook for which falls beyond the scope of this paper). -

Mixed Migration Task Force Somalia Mixed Migration through Somalia and across the Gulf of Aden April 2008 EXECUTIVE SUMMARY Every year, tens of thousands of migrants and refugees make the hazardous journey from their place of origin through the North East region of Somalia, Puntland, and onwards across the Gulf of Aden. There are various motivations for this movement, including flight from persecution and human rights violations as well as the desire to access better economic opportunities, which is what provides its “mixed” character. Many die during the journey, while others are subjected to abuse and injury at the hands of unscrupulous smugglers. Despite the inherent dangers, the number of persons attempting the crossing from Puntland to Yemen has increased significantly. In 2006, 22,000 persons were reported to have crossed to Yemen. In 2007, figures from UNHCR Yemen indicate that approximately 29,000 persons attempted the crossing, of whom more than a thousand perished. To date in 2008, the rate is approximately double. The international community and Somali regional authorities recognise the enormous challenges this raises for States in the region, yet also that the humanitarian and economic causes and consequences must be addressed.
