19TH ALBA-TCP SUMMIT OF HEADS OF STATE AND GOVERNMENT “Alliance for Life and Independence”

SPECIAL COMMUNIQUÉ THE BICENTENNIAL OF THE BATTLE OF CARABOBO

The Heads of State and Government of the member countries of the Bolivarian Alliance for the Peoples of Our America – Peoples' Trade Treaty (ALBA-TCP) met at the 19th ALBA-TCP Summit of Heads of State and Government in Caracas, Venezuela, on June 24th 2021, on the occasion of the Commemoration of the Bicentennial of the Battle of Carabobo of the Bolivarian Republic of Venezuela:

1. Exalted the struggle of the heroic Venezuelan people to achieve their independence under the unwavering leadership of the Liberator Simón Bolívar, in which the fierce character of the glorious Venezuelan people was strengthened in defense of the right to self-determination of the peoples, thereby contributing to the consolidation of the purposes and principles enshrined in the Charter of the United Nations.

2. Highlighted the visionary character of the Liberator Simón Bolívar who, wisely analyzing the international context of that time, developed a strategic plan against the disgraceful colonial domination, and at the same time, they acknowledged that his courageous spirit inspired the struggles of the generation of liberators of the 19th century in the American continent, consolidating liberating, patriotic and pro- independence forces.

3. Underlined that the anti-imperialist victory of the Battle of Carabobo in which the patriot army defeated the forces of the Spanish empire was a turning point for the beginning of the Campaign to the South to liberate the brotherly peoples under the imperial oppression, with the aim of founding a confederation of South American and Caribbean republics.

4. Expressed that the Battle of Carabobo represents the great achievement of independence and urged to maintain the combative spirit in pursuit of freedom.

5. Underscored that the history of emancipation written out of the struggle and sacrifices of the peoples of the Alliance is an unfading inspiration of the Patria Grande for the definitive birth of a new anti-colonial and anti-imperialist world, based on cooperation, brotherhood and solidarity among peoples and reaffirmed their commitment to continue working within the framework of International Law, to achieve that Latin America and the Caribbean become a region free of colonialism and colonies.

6. Reaffirmed the validity of the struggles of the peoples to preserve the precious treasure of freedom and renewed their commitment to continue their emancipatory efforts in favor of the social rights of the peoples of the Alliance, as well as their solidarity with the peoples of the world in their inalienable right to self- determination.

7. Agreed that the Battle of Carabobo represents a historic milestone that opens the door to a new stage of the Alliance in order to achieve the second and definitive independence against the imperialism, together with the peoples and based on multilateralism and the unrestricted respect for international law, in particular the principles of sovereignty, self-determination and non-intervention in internal affairs.

8. Recognized the transcendence of the ineludible historical responsibility of present and future generations to continue and materialize the emancipating ideas of our American independence heroes, the same ideas that have been reinforced with a strong force in the 21st century by the leaders Hugo Chávez and Fidel Castro, upon which the guiding principles of ALBA-TCP have been outlined.
