Pengakuan Kembali Surakarta Sebagai Daerah Istimewa dalam Perspektif Historis dan Yuridis Ni’matul Huda Fakultas Hukum Universitas Islam Indonesia Jl. Tamansiswa No. 158 Yogyakarta [email protected] Abstract This research is managed to answer three main problems: First, why was the Special Region of Surakarta obliterated? Second, is there any possibility to reconstruct and acknowledge the specialty of Surakarta? And, third, what attempts can be taken to make Surakarta acknowledged as Special Region again? This research aims at: First, understanding the background of the obliteration of Surakarta Special Region; second, studying the possibility of re-acknowledgement of the specialty of Surakarta, and third, finding out the attempts that can be conducted to acknowledge Surakarta as Special Region again. This research is a normative legal study using the regulations of law and several statutes as the primary legal material, and the literature relevant to the research object as the secondary legal material. This research uses the historical approach and statute approach. The analysis method used is qualitative descriptive. The conclusion of this research are: First, in historical perspective, the obliteration of Special District of Surakarta resulted from the social movement of the community called “gerakan anti swapraja” which demanded to revoke the special status of Surakarta. Second, the re-acknowledgement of the special status of Surakarta depends of the political will of Central Government, People Representative Council, Regional Government, Regional Legislative, and the community of Surakarta (ex Karesidenan Surakarta). Third, the attempt that can be conducted in order that Surakarta is re-acknowledged as a Special District is by the extension of the region or through the assessment of Law No. -

He gained his PhD from London University's School of Oriental and African Studies, where his mentors included John Bastin and CD Cowan. He is an internationally recognised authority on the sugar industry of colonial Indonesia, with many publications to his name. Among the latest is Commodities and Colonialism: The Story of Big Sugar in Indonesia, 1880-1940, published by Brill in Leiden and Boston in 2013. He is currently working on a 'business biography' — based on scores of his newly discovered letters back home — of Gillian Maclaine, a young Scot who was active as a planter and merchant in colonial Java during the 1820s and 1830s. GSTAR is more flexible when faced with the locations that have heterogeneous characteristics. The purposes of this research are to get the best GSTAR model and the forecasting results of Consumer Price Index (CPI) data in Purwokerto, Solo, Semarang and Tegal. The best model obtained is GSTAR (11) I(1) using cross correlation normalization weight because it generated white noise and multivariate normal residuals with average value of MAPE 3,93% and RMSE 10,02. The best GSTAR model explained that CPI of Purwokerto is only affected by times before, it does not affect to other cities but can be affecting to other cities. Otherwise, CPI of Surakarta, Semarang and Tegal are affecting each others. Keywords: GSTAR, Space Time, Consumer Price Index, MAPE, RMSE 1. PENDAHULUAN Inflasi merupakan kecenderungan (trend) atau gerakan naiknya tingkat harga umum yang berlangsung secara terus-menerus dari suatu periode ke periode berikutnya. Inflasi berperan penting dalam menentukan kondisi perekonomian, sehingga perlu mendapatkan perhatian serius dari berbagai kalangan khususnya otoritas moneter yang bertanggung jawab mengendalikan inflasi. -

Servisen har 1964 förvärvats till Nordiska museet. Se vidare härom Erik Andréns uppsats i denna årsbok. The colour picture on the cover shows some of the pieces from the large Chinese porcelain service decorated with the Grill family coat-of-arms which was ac quired by the Nordic Museum in 1964. Det var greve Sigge Cronstedts sterbhus som åt Bukowskis konsthandel upp dragit försäljningen. Servisen kan karakteriseras som kompaniporslin av mycket god kvalitet med dekor i guld och olika emaljfärger. Mönstret, färger na och utförandet hänför den till perioden Ch ’ien-lung (1736 —1796) och närmare bestämt till dess början. Det är med andra ord fråga om en servis i ”famille rose” från omkring 1740.1 Det saluförda är naturligtvis endast en ringa del av den ur sprungligen mycket stora servisen. Under de gångna seklen har många pjäser, trots all försiktighet, krossats vid middagsborden och i diskbaljorna, och genom arvskiften eller försäljningar har delar av servisen hamnat hos olika medlemmar av släkten Grill och med denna befryndade familjer. -

Pada dasarnya perindustrian mengakibatkan dua dampak, yaitu dampak positif yang berupa timbulnya mata pencaharian dan lapangan kerja serta pengembangan wilayah, dampak negatif berupa pencemaran lingkungan kerja yang dapat menimbulkan penyakit akibat kerja. Industri batik adalah salah satu industri yang sudah berkembang lama di Surakarta dan di Pekalongan bahkan menjadikan Kota Surakarta dan Pekalongan terkenal dengan Kota Batik. Industri ini mempunyai kaitan dengan kebudayaan Jawa. Oleh karena itu keberadaan industri batik harus tetap dilestarikan, bahkan perlu dilakukan upaya peningkatan. Tenaga kerja di industri batik adalah tenaga kerja khusus, harus mempunyai keterampilan tersendiri. Tidak semua orang mau bekerja sebagai tukang cap di industri batik. Meskipun gaji (upah) yang diterima rendah, pekerja di industri batik tetap menekuni pekerjaannya. Perpindahan pekerjaan (turn work over) di industri batik sangat rendah. Mengingat anqka perpindahan pekerjaan yang rendah, perlu dilakukan upaya peningkatan keterampilan kepada tenaga kerja, disamping upaya perlindungan kesehatan dan keselamatan kerja. Industri batik menggunakan beberapa bahan yaitu parafin, gondorukem (colophony, rosin), damar, microwax dan lemak hewan. Bahan-bahan tersebut diproses menjadi satu disebut "malam batik". Untuk membuat motif batik pada kain, malam batik dipanaskan sehingga keluar asap malam batik yang mengandung polutan dan menimbulkan pencemaran lingkungan kerja. -

The development of The Great Post Road by the government of Hindia Belanda General Governor, Herman Willem Daendels in 1800s become the pioneer of today Pantura’s corridor. Concomitant with the increasing volume of vehicles passing through Pantura, the saturation degree of the corridor is at its limit. Furthermore, inadequate drainage infrastructure alongside Pantura is also one of the factors that worsen road deterioration. Land use around Pantura’s perimeters is densely with industrials complexes and highly populated that makes it difficult for road development and expansion. There are several alternative solutions to reduce the saturation degree of Pantura Java, such as distributing the movement of goods and services into other transportation modes, intersection improvement, law enforcement for over load heavy vehicles, and construct/develop alternative routes. Directorate General of Highways aims to accelerate the construction of Trans Java National Toll Road, expanding and improving other National Corridor Road, such as Central Corridor Road, South Corridor Road, Trans South-South Java and developing ring road in the centers of regional activity in Java. Naoko Morisawa's Mosaic Artwork Is Hand-Made of Thousands of Very
Naoko Morisawa’s mosaic artwork is hand-made of thousands of very small slices of natural and oil-dyed (wood) chips on board. She incorporates the patterns in the wood and enhances them with oil-stain to explore imagery that comes from common items: a cupcake, shoes, a wave, and waterfalls etc. Her work has been exhibited internationally and locally at Seattle Art Museum Gallery; Whatcom Museum; Wing Luke Museum; FCA Gallery in Vancouver-BC Canada; contemporary art museums and galleries in Ginza, Aoyama, Kobe, Kawasaki, Yokohama, and Tokyo (Japan); Dublin Biennial International 2014 (Ireland); Roma Art International Biennale, 2015 and Florence Biennale International 2015 (Italy). http://www.naokomorisawa.com With each artwork requiring 45 to 50 days to complete, there’s My Dahlia – My Sister, 2012, 20” x26”, a temporal aspect to Naoko Morisawa’s artwork that might not oil-stained wood mosaics, acrylic and oil be apparent at first. Mosaic – the art of assembling small pieces paint, sumi ink, Japanese paper on board into a whole – requires great patience and skill. In work that is at once abstract and representational, Morisawa takes the art form to new heights with her exacting attention to the tiniest detail. In My Dahlia – My Sister, for example, the different shares of red in the foliage and the sparing use of blue and white in the flower itself are almost uncanny in the way they convey the flower. It’s as if Morisawa uses stained wood panel to take a realistic photograph – the elements of the flower which are unique are captured in the work of art. -
