Report Visit of the Honourable Peter Milliken, M.P., Speaker of the House of Commons, and a Parliamentary Delegation, to Finland May 18 to 22, 2009 The Honourable Peter Milliken, M.P., Speaker of the House of Commons, and a delegation of members of Parliament visited Finland from May 18 to 22, 2009. The delegation has the honour of presenting its Report The official delegation, led by Speaker Milliken, was composed of the following members: The Honourable Peter Milliken, M.P., Speaker of the House of Commons The Honourable Lawrence MacAulay, P.C., M.P.; Mr. Michel Guimond, M.P.; Mr. Ron Cannan, M.P.; Mr. Bruce Hyer, M.P.; Ms. Colette Déry, Communications Officer, Office of the Speaker; Ms. Julie Pelletier, Secretary to the delegation. Context Canada and Finland have much in common as Nordic, bilingual, democratic countries with modern, innovative economies. The two countries share many values and are alike in areas such as their similar visions of international relations, the protection of human rights, international peacekeeping, crisis management, sustainable development of the North, aboriginal affairs and regulation of information technology. The two countries also both draw on each other’s experience on a wide range of issues. For example, the Canadian model based of multiculturalism has been studied with great interest in Finland. There is considerable mutual assistance between the two countries on issues affecting the Arctic. Their cooperation on the Arctic Council is essential to circumpolar cooperation and both countries promote sustainable human development in that region on the Council. Their objectives also converge with respect to the University of the Arctic. -

The Committee’s report, Powering up Finnish Cultural Exports, was handed over to the Minister of Culture, Minister of Trade and Industry, Minis- ter for Foreign Trade and Development and Minister for Foreign Affairs on 1 March 2007. Following the preparations, the Government Programme of Matti Vanhanen’s second cabinet came to state that the creative economy would be strengthened and the economic significance of culture increased by promoting cultural exports and entrepreneurial activity. On 5 September 2007, the Ministry of Education appointed a steering committee and a preparatory committee for the purpose of implementing the Cultural Export Promotion Programme. -

My Hair on a Hat Shelf SATU HASSI My Hair on a Hat Shelf TO THE READER This book is based on my diaries between August 2000 and May 2002, when I was working as the Minister for Environment and De- velopment Co-operation in the Finnish coalition Government. During these two years the decision to build a new nuclear reac- tor in Finland was prepared. After the decision my Party, the Greens decided to leave the Government. During the same years the inter- national climate negotiations on the implementation rules of the Kyoto Protocol almost collapsed, but were finally successfully final- ized, which made the Kyoto Protocol ratifiable for industrialized countries. In the beginning of this time interval I was diagnosed with breast cancer which, of course, gave a special flavour to my life and to my work as a minister. I have supplemented my notes with memories supported by doc- © Satu Hassi umentation, such as press cuttings and appointment diaries kept by my secretaries. The objectives of this thesis were to assess Facebook as a communication tool for the Greens and to improve the party’s social media strategy. The research was made during the period from February 2011 till January 2012. The research methods used were mainly qualitative – content analysis was made on all data. Furthermore, typology and quantification were used in the analysis conducted on Facebook discussions. The primary data come from discussions on Facebook during the government negotiations in spring 2011, when the Greens actively communicated on their Facebook page. Different comment types were created, based on the tone of discussion and the complexity of comments. The level of interactivity between people and the influence of communication means were also assessed. Discussion topics were not in the main focus of this research. The findings from Facebook were compared to the secondary data, interviews with the Greens’ Communication Team on their experiences with Facebook as a communication tool and discussions of a web communication network based on the Green discussion forum regarding their own presence in the social media. -
