Bed and //Guest Guidance – Amenity and Space Standards

These are HMO’s that provide accommodation for people with no other permanent place of residence. This guidance will cover and bed and breakfast establishments used by local authorities for housing homeless people, or similar establishments which provide accommodation for single people whose only financial support is state benefit and who would otherwise be homeless.

Space Standards

Where meals are provided or cooking facilities are provided in a different room: One person - 8.5sqm Two person - 11 sqm Three persons - 17sqm Four persons - 22sqm Bedrooms Where cooking facilities are provided in the same room: One person - 14sqm Two person - 18 sqm Three persons - 23sqm Four persons - 28sqm

Lounge Min of 3sqm per person – but to include one area of at least 15sqm

Dining Room Minimum of 2sqm per person Lounge/Dining 3.5sqm per person if the floor area of the lounge and dining rooms are combined areas Kitchens used for To be in accordance with the requirements of the current Food Hygiene the Preparation of Regulations communal foods The sharing of rooms by persons of the opposite sex over the age of twelve and who do not live as partners shall not be permitted.

Amenity Standards Kitchen Facilities Bed & Breakfast/ Hostel or Cooker Oven, grill and 4 ring cooker for every 3 occupants

Microwave oven - Allows sharing of cooking facilities by extra people at the Council's discretion optional

1 Sink Sink and drainer and hot and cold water supply for every 3 occupants Depth min 500mm Worktop Length 0.5m per person plus additional 0.5m Electrical sockets, A minimum of 4 sockets for every 5 occupants (excluding those in use for over worktop refrigerators, etc) Dry food storage Lockable double wall unit or single base unit for each occupant.

Refrigerator, with Standard size refrigerator foe each bedsit unit freezer compartment2 (to be lockable)

Mechanical Extractor 1 per kitchen facility Fan

Refuse Disposal Provision of a suitable refuse container with storage that is easily accessible by Facilities all occupants.

Washing Facilities Bedsit with Shared use of facilities

Bath/shower 3 1 x bath/shower with hot & cold water supply for every 5 occupants

Separate toilet and 1 x WC with hot & cold water supply for every 5 occupant wash-basin 3 1 wash hand basin per unit of accommodation with a constant hot and cold Wash hand basin water supply This is not a requirement if a sink is provided in the unit of accommodation.

General

Each unit of accommodation must be provided with a suitable and sufficient Heating means of fixed space heating. The provision of portable heaters is NOT acceptable

*Shared kitchens must not be more than one floor away from any letting except where a dining room is provided next to a kitchen

1 The provision of a second sink may not be necessary if a dishwasher is provided. 2 Where the freezer compartment is not adequate a separate freezer will be required. 3 Where less than 5 occupants share – it may be acceptable for the bath/shower and toilet/wash basin provision to be contained within the one bathroom, although the separation of toilet/wash basin from the bath/shower room is always preferred.
